nbc 10 breaking news. >> a woman abducted and rescued after philadelphia police officers catch her attackers in the act. i'm jim rosenfield. >> i'm joslyn london. denise nicano is live where it all came to an end. denise. >> reporter: that abduction ended here on the 2600 block of emery street in fort richmond. the victim was found in the back seat of this gray car having been forced there. now, plain-clothesed officers witnessed her abduction from a shopping mall and chased the car to this location. richlts police took a man into custody, one of a group of people investigators believe abducted a 25-year-old woman. plain-clothesed narcotics officer got a tip about the

abduction and witnessed two men come out of a red jeep cherokee and grab the woman as she left work at a store at a shopping plaza in kensington. >> as she was heading to her vehicle, that's when the two males grabbed her and forced her into the back seat of her own vehicle. >> reporter: officers chased the car for four blocks where it lost control in the 2600 block of emery in fort richmond. two men ran off through the neighborhood. >> the guy was running. he went next door to my neighbor's, climb the fence and through the alley, and he went up the street and i don't know what happened after that. >> went through the alley and ran straight up over there. >> reporter: police have one man in custody. the suspect's suv and cell phones as well. they plan to take fingerprints from the victim's car as they look for the others who be adducted the woman but didn't get far. >> because we believe that this abduction is also involved in other crimes, possibly home invasions. >> reporter: can you see how that car lost control with its

ordinary americans and consistently ruling against workers in favor of big businesses." >> judge gor diagnossuch has oug legal skills, a brilliant mind, tremendous discipline, and has earned bipartisan support. >> reporter: now gorsuch will sit through his confirmation hearings, and democrats are insisting on at least 60 votes to make that confirmation happen. as you know, gorsuch will be replacing antonin scalia, who was appointed. from the time that he was nominated to confirmed, it took him 85 days. we'll see how long this takes given the tense climate between the republicans and democrats in congress. reporting live in the breaking news center, i'm brandon hudson, nbc 10 news. more new developments in president trump's first 1 00 days. >> the white house is moving forward with the controversial dakota access pipeline. that's according to north dakota senator. he says an easement could be issued within days. >> today the trump administration said it would leave one of president obama's

executive orders intact. that order protects lgbtq workers from discrimination by federal contractors. >> also today president trump postponed a planned executive order about cyber security and protecting federal agencies from hackers. tonight we also saw a new p.r. battle from the white house over president trump's immigration order and it appears to be a case of mixed messages. we'll have the latest developments on that in just a few minutes. new at 11:00 nbc 10 spoke to the victim in this surveillance video attacked as he walked out on broad street in south philly. you can see four men knocked a man to the ground and then kick and punch him. it happened on january 10th. the victim did not want to go on camera, but he tells us he was bruised and had a black eye. he says the men were trying to get his cell phone, but he held to it, considering it a lifeline. his attackers got away empty-handed. they are still on the loose. a verdict tonight in the civil trial involving this deadly building collapse on market street in philadelphia.

all six defendants have been found liable in the case. seven people died and 12 others were hurt when a wall crushed the salvation army thrift store in june of 2013. now the jury will decide how much money each defendant will have to pay the survivors and relatives who filed the suit. a scary sight in montgomery county tonight. sky force 10 among multiple vehicle accident. along route 309 you can see one of the cars slipped on to its roof. three people were taken to the hospital. one of the victims suffered serious injury and had to be airlifted. residents of this old city apartment building say they never heard fire alarms in the building went up in flames this morning. the fire department says it's looking into the matter, but nbc 10 found the building on market street has had no violations in the past. no one was hurt in the fire, but for people who live here, the reality of what could have happened started setting in earlier today. >> if i slept nearly a minute

ago where my bedroom is, i wouldn't have been able to make it out. >> investigators still trying to figure out how the fire started. bucks county investigators say hoarding is what's fueled the flames inside this house fire. sky force 10 was over the home. its flames shot out of the roof. the blaze killed 92-year-old julia and left a man in critical condition. still no word what started that fire. a philadelphia police officer has been cleared in an investigation of a tattoo that the mayor once described as incredibly offensive. this picture of officer ian stirred controversy on social media last year. it showed a tattoo of an eagle that some identified with nazi german symbolism with the word fatherland above it. today the department said the officer was cleared last month, and they're now finalizing a new tattoo policy for the department. the mayor released a statement today saying he is deeply offended by the tattoo and he looks forward to a new department policy. bringing together police and

the community in montgomery county. the lower marion police department held a community outreach meeting this evening. members of the black law enforcement executives also took part in that discussion. money is on the way to help fick the closed delaware river bridge. more than $9 million in contracts were awarded to prepare the bridge for permanent repairs. that bridge connects the pennsylvania and new jersey turnpikes. it was closed two weeks ago after a crack was discovered. it's unclear how long that repair work will take. a setback for the developer who wants to reopen the old rebel casino. today the casino control commission ruled glen straub has to be licensed, even though he plans to have a different company run the property. he purchased it two years ago for $82 million. he says he plans to reopen the property as a hotel on february 20th. we have three updates from our delaware bureau tonight. >> we begin with an iconic piece of real estate in downtown bloomington changing hands. the dupont hotel will soon have a new owner.
