hostage situation. inmates on the move, overnight, they've been shuffled to different parts of the facility. and crisis negotiations, as officials are looking for a peaceful end to a scene. we're on early because of this breaking news. good morning, this is "nbc 10 news today." i'm tracy davidson. >> and i'm vai sikahema. that breaking news has been unfolding since 10:30 yesterday morning. right now, inmates are holding

at james t. vaughn corrections facility hostage. evernight, inmates were moved to a different part of the facility. we're following every angle at smyrna and we'll take you back to the scene in a few minutes. >> but first, let's get to bill henley, the most accurate forecast. >> we'll get to see sunshine. it's cold. 20s in lehigh valley, low 30s, and 28 and temperatures are still falling. we'll see them climb into the upper 30s. look at that sunshine at 9:00 this morning. so a chilly start and into the 40s. it's going to be dry, sunshine, 40 degrees in the lehigh valley. jessica boyington is watching the "first alert" traffic. >> thanks, bill. on 95, near the betsy ross bridge.

police activity here which actually created lane restrictions with construction. right now, it looks like more lanes are getting by. a little delay right there. county line road and madison avenue. and also watching that vine street expressway construction. that's an active scene between the brought street and vine street expressway. 4:02. 30 degrees outside. back to our breaking news in smyrna where inmates have taken prison workers hostage. here's a live look at the scene. it's the james vaughn corrections center. right now, two employees are still being held. here's what we know at this hour. at one point, there were four hostages inside one of the buildings here. two of them were released yesterday. those prison employees both were treated by medics and expected to be okay.

prison officials tell us they had been talking to the hostage takers. it began around 10:30 it's only a men's police than houses death row inmates. minimum and medium security inmates are also held there. details about how and why the hostage situation began is still unclear. >> we do have insight about what happened in the prison you're about to hear audio from one who called to deliver the princers' demands. >> i don't know, they've got my face covered. >> that phone call was made earlier in the day. and another call inmates in the prison explained some of their ongoing concerns about this prison.

>> education, we want education first and foremost. >> last night, a prison official said negotiations are ongoing, once everyone is involved then discussions involving the inmates can move forward. a team of reporters and photographers were at the prison. be sure to stay with nbc10 news and the prenbc app for breaking updates as soon as they happen. meanwhile today, the philadelphia chapter of the naacp held a news conference following the collapse. griffin capp is one of those six defendants now serving a 15 to 30-year prison sentence for involuntary manslaughter. the naacp said campbell was only assigned 1% of the blame for the collapse and that his punishment is unfair. seven people were killed and 12

others were hurt after a four-story wall collapsed on 25th and market back on june 2013. today, trent city council will hold a vote on whether to raise the tobacco age to 21. they would prohibit the sale of e-cigarettes to anyone under 21. later today, bill cosby and his legal team will be back in philadelphia trying to get the trial moved. the judge set a january 27th hearing date and said the trial itself should start by june. the former actor is charged with sexually assaulting. a teacher is accused of assaulting a student at the school, at parks and at her home.

police say she abused the 15-year-old for nearly eight months. scott no longer works at the school. the school put out a statement last night saying once they were alerted to the allegations in october, scott was suspended. also in delaware county, two students at upper darby high school are facing drug and gun charges after arrested yesterday. investigators found a loaded gun and marijuana. the student said he was planning on giving the gun to another student. police say the two 17 year olds made no direct threat to harm anyone at the school. time get a check on the weather. seems a little cooler than yesterday. >> let's find out what's to come, meteorologist bill henley has that. >> yeah, at 6 minutes past 4:00, the temperature is still falling. 38 degrees in the city. delaware, 37 and 34. typically, there are some colder

neighborhoods. piney hollow down to 34. 37 degrees in mt. laurel and medford. in the north, in the 20s and just below freezing in hopewell township. so, a dry start. it's falling into dry air, so that is not reaching the ground. we will get to see sunshine today. didn't see much of it yesterday. the clouds will be thinning out for philadelphia, 36 degrees at 5:00. 40s later today and more and more sunshine. so for the suburbs, you see that nice warmup of 37 degrees. then in the 40s or close to it in the afternoon. in lehigh valley topping out in the 40s for the afternoon. sunshine in delaware, 40, 45 degrees into the 1:00 hour. and look at the temperatures in new jersey climbing into the 40s at the shore and inland as well. there's some colder weather ahead. we look at the weekend forecast coming up. >> thank you, bill.

4:07, typically, the issue right now is overnight construction. >> yes, when it's going to clear. jessica boyington has that. jess? >> right now, we're starting first on 78. lehigh valley, right around lehigh street. it's delayed with construction. the expressway closed in both directions, in between broad street and the schuylkill this morning. this is an ongoing project. it will reopen, at least this morning, it will reopen around the 5:00 mark. we've got about an hour there. and overnight, the bridge closure, still watching that closure, if you're running around during the morning commute, something you'll definitely have to do. madison avenue. and the schuylkill expressway right here, good drive so far. you see nice and green on the road map here. eastbound from the blue.

we want to update you on the breaking news we're following for you. the prison hostage standoff in delaware. right now, two corrections officials are still being held hostage inside the vaughn corrections facility in smyrna. nbc10's matt delucia is live at the scene. matt, bring us up to speed. what's happening there? >> reporter: all right, tracy. we're in the parking lot where the administration building is

just behind me. way back in the distance, you see some of the street lights around that correctional facility. it's way back there where all of this is going on. the latest update about 3 1/2 hours ago. 14 additional inmates were moved from building "c." they were moved out but 82 inmates are still in that building. skyforce 10 shows some of the inmates being let out of that "c" building they james vaughn corrections facility. it began about 18 hours ago. 10:30 yesterday morning, four members of the staff were taken hostage and through family members and a newspaper, made known the treatment. two of those officers were released. one of them had been treated for nonlife-threatening injuries. at one of the news conferences, prison officials would not say if the facility is understaffed. but they do say they would

continue filling vacancies here. as you take it to a live look, we're in the parking lot, a little bit of distance away from where this is going on. it does look quiet from this vantage point. the governor came here last night and we're learning of a rally. the inmates are the real and ongoing hostages. so the story continues to unfold minute by minute we'll be on top of it. now live in smyrna, matt delucia. meanwhile, violent protests forced a lockdown. >> hundreds of protest eers protested before breitbart speaker was expected to speak. the university says some people were attacked and police treated six people for injuries.

happening today, philadelphia mayor jim kenney will be looking back at his first year in office, and looking ahead to the future. later today,ly speak to members of the business community about the growth plan for philadelphia's neighborhood. well, iran has officially been put on notice. president trump's national security adviser has issued that warning. >> iran has recently carried out a missile test and they believe it could carry a nuclear warhead. >> the trump administration condemns activity that would undermine safety and prosperity and places american lives at risk. >> national security at visor michael flynn said iran's test violates the national security resolution. president trump took to twitter last night saying iran is raptly taking over more and more of iraq. even though the u.s. spent more than $3 trillion there long ago.

and not discovering the terms of a phone call over the weekend with president trump. that would allow refugees rejected by australia to be resettled in the u.s. trumbull did say that the u.s. told him they would continue with the agreement but the president tweeting out, do you believe it, the obama administration agreed to take thousands of illegal immigrants from australia. why? i will study this dumb deal. and yesterday the president and his daughter ivanka flew in and landed at dover air force base yesterday afternoon. they spent two hours with the family of officer owens who was killed over the weekend. his parents asked that it be private.

owens death was the first casualty in the military since the president took office. keep it in america, that's the goal for a planned rally in indianapolis, after an industrial company announced it's moving hundreds of jobs to mexico. members of the united states steelworkers union will hold a rally. the company was criticized by president trump when it first made the announcement last year. about a quarter past 4:00 a.m. we'll get a check on the vine street expressway. >> for "first alert" traffic, jessica boyington has you covered. jess. >> watching the construction right here on broad street. the cars diverting by on that off ramp. the vine street expressway is closed at this point, on the westbound side headed toward the schuylkill expressway. and 422, okay in terms of drive

bethlehem. a chilly breeze is with us, actually into the 40s, typical for this time of year. with the wind blowing, the feels like temperature will top out in the 30s today. still some clouds around this morning, and what looking like a little snow developing, that is some snow and not reaching the ground. that's falling into very dry air. snow precipitation for us looks like it's dry through the weekend. notice some snow showers, it's cold air. and we will see the northwesterly winds a shift from yesterday and this is going to keep it colder. so stand by for a cold one and the weekend even colder. saturday morning, temperatures in the teens and 20s. and high temperatures in the lower 30s for philadelphia and suburbs. 29 the high for lehigh valley. in new jersey, 30s in the afternoon. even they shore in the 30s. delaware 34 degrees on saturday. on sunday, there's a chance of

regulations, first-time prescriptions can't exceed a one-week supply, neither can prescriptions to minors. and the atlantic city firefighters union says it could refile a lawsuit against the state as early as today over threatened layoffs. the union withdrew a federal lawsuit after the state delayed laying off 100 firefighters until later this month. to south jersey were 500 jobs are coming to camden county. the health care broke ground at pennsauken wednesday. the company is consolidating 13 locations into one office here. the company got a tax break of $18 million to set up shop in new jersey. now to montgomery county -- >> by the board of christianers of abington township -- >> by the board of commissioners of abington township -- >> thank you.

lot colder. over the next few days we're going to get the cold, mainly above freezing. the suburbs, down to 22 degrees and 20s in lehigh valley. 37 in delaware. we will see sunshine today, 48 degrees the high temperature in delaware, but the wind will be blowing. so it's going to feel colder than that, 42 degrees in the suburbs and into the very low 40s for the lehigh valley. at the shore, the temperatures will be climbing to 48 degrees, but we will see lots of sunshine. i'll break the forecast down hour by hour when i come back in ten minutes but first jessica boyington has your "first alert" traffic. >> borden town township has an overturned tractor trailer just reported into the system. it's not blocking any lanes, just around exit 7. the vine street expressway is closed for correction this morning. this is the camera right around

broad street. you see all traffic diverted off the ramp specifically closed until the 5:00 hour. and east county road around madison avenue. here on 76 at gloucester city, this is market street, traffic is moving off here. no big problems. >> jessica, thank you. now to breaking news that we're following out of smyrna, delaware. right now, inmates are holding two prison workers hostage at the james vaughn prison center in smyrna. the situation has been playing out since 10:30 yesterday morning. nbc10's matt delucia is live at the prison. tell us what's happening there? >> reporter: we're about hitting that 18-hour mark, tracy. from where we are, everything looks quiet. and everything is very much busy. and things are still going on inside that building "c" where this hostage situation is unfolding. i'm going to step out of the way. just way beyond here, you can't

really get a good glimpse from this view. that is where everything is happening. take a look at video. skyforce 10 was overhead. it shows inmates being held out of that james vaughn corrections facility. again, this started since 10:30 yesterday morning. this has been ongoing for quite a while. the latest update we had about four hours ago, 14 additional inmates were released and moved from that building. they were moved out but 82 innates still in that building. four members were taken hostage. through family members, the inmates in that building made their demands known to a delaware newspaper. among their concerns, their treatment in the facility, also access to rehabilitation. among those four officers, two them have been released. one was treated for nonlife-threatening injuries. neighbors and officials here, we
