says it could reopen in april. >> a giant crack was found on the bridge. when did it get there and how? nbc 10 has been digging through the inspections records. >> mitch blocker has been uncovering new information on what may have caused the failure. >> reporter: it's the crack creating havoc for drivers locally and a possible safety concern nationwide. >> have you ever seen this type of weld fail? >> no. i personally have not. >> reporter: the pennsylvania turnpike's chief engineer is talking about a plug weld which was used in the 1950's and 60's. they're not just on the delaware river turnpike bring but from bridges from that era across the country. escne e they are waiting for analysis to see how serious the issue might be. >> we think that's part of the answer but only part of it.

we think there are external forces. >> reporter: those forceini ince wind cold and weight. the nbc 10 investigators went to harrisburg to dig through the bridge's most recent inspections. 2010, 2012 and 2014, inspectors found cracks, corrosion and broken welds. new jersey and pennsylvania spent more than $10 million to fix the problems. there is no mention of problem or issue with plug welds. was there anything you could have done to prevent what has happened? >> the answer to that is no. nothing would have led us down the path of there was a fracture at that particular point. >> if it were inspected today the bridge would be considered structurally deficient. the investigators found more than 30,000 structurally deficient bridges across pennsylvania. including 800 in philadelphia, montgomery and delaware counties. in harrisburg for the investigators i'm mitch blocker nbc 10 news.

we have more breaking news to tell you about. two people have been hit by a car that then took off at 59th and locust in west philadelphia. this is a live picture from sky force 10. one of those people were rushed to a hospital, we understand, with serious injuries, the other victim had minor injuries. there's word that this is a hit and run. police are out there looking for the driver, at least which way it could have gone. talking with witnesses as well. as soon as we know more about the situation and how the two people are doing we'll get back to you. nbc 10 has learned new details about the deadly prison standoff in delaware. >> prison workers have told us more about what those hostages went through. they say all four corrections officers were separated during that standoff. we're told they were severely beaten and are recovering from broken bones. >> nbc 10's delaware bureau reporter tim furlong has been looking into the standoff mninue by minute. >> reporter: let me start by

saying, sergeant steven floyd is now lieutenant steven floyd. he was host posthumously promoted. a former prissoner says he wasnt surprised about the riot. he spent time in c building, he says inmates called him during the standoff. >> you got to fight a good fight. that was the best advice i could give to them to let them know on this side i would do everything in my power to protect their rights. >> reporter: isaiah promises he's not justifying sergeant steven floyd's death. but he says the climate between officers and inmates have gotten bad over time. we spoke today with the head of

the corrections officers' union and gave us an update on the hostages who survived. >> the three officers that were in the building, were all beaten, so badly and they all had broken bones. >> reporter: he isn't allowed to say about what sparked the situation. he does tell us sergeant floyd was stabbed and beaten to death. we asked what his relationship had been like with the inmates. >> he treated inmates fairly. if inmates didn't want to follow the rules, they suffered the consequences with sergeant floyd. >> reporter: coming back live, there will be a vigil for lieutenant floyd in smyrna. another vigil is planned for legislative hall in dover. next saturday there will be a cookout and all the provides will go to lieutenant floyd's family. tim furlong, nbc 10 news. about an hour, the first of two vigils will be held for

stole that car. he then drove off in the car. police are looking for him this afternoon. the baby is okay. nbc 10 was there as she reunited with her mother last night. the girl's mom owns a laundry mat. she told police she ran inside the business to grab a toy for her daughter. when she came back out, her car was gone. a judge has blocked new jersey from laying off dozens of atlantic city firefighters for now. the lay offs were part of a takeover. the firefighters union refiled the lawsuit arguing the state's action violates the new jersey constitution. the changes were set to go into effect february 19th. if someone told you land fill was coming to your neighborhood you might say not in my back yard. >> but for people in one time trash equals cash. how much money are we talking

the trail of trash, the nbc 10 investigators showed us how pennsylvania is a dumping ground for america's garbage. >> pennsylvania imports more trash than any other state. if you're living next to the land fills you might be upset. >> not everybody is complaining. mitch blocker tells us how every day people are cashing in. >> reporter: when sandra takes out the trash, she doesn't give it a second thought. for 31 years she's lived in tullytown in the shadow of the land fills. >> the people don't seem to be so concerned about the land fills, it's they don't want to stop getting the money. >> reporter: like everyone, she gets $6,000 a year from waste management. the company also picks up the residents' trash for free. waste management told us the perks aren't the only reason they're a good neighbor. >> good thing for the environment, all that waste is being put away in a safe manner. >> reporter: all of this waste,

school in gloucester county is getting a second resource officer. it comes thanks to an agreement by the new mayor and police chief. it's the first time in seven years the school will have two officers. the position had been eliminated because of budget cuts. calls for celebration in south jersey for the former high school dropouts are now high school graduates. some got emotional as they received their diplomas this afternoon. the students graduated from camden and woodrow wilson high from a program called camlet excel academy. 500 new jobs are coming to pennsylvania. dollar general plans to create about 475 across the state as part of their new store growth plan. the specific number of new stores in the exact locations have not yet been released. speaking of jobs, if you're looking for one, you might want to check out a job fair tomorrow. it's happening at saint matthews community development in

tomorrow is world cancer day. and today, more than half a dozen local cancer centers and hospitals announced a new collaboration aimed at streamlining research and precision medicine efforts. it's called the philadelphia coalition for a cure. the first of its kind partnership will focus on fighting brain tumors. i want you to take a look at this. the dogs are playing a big role in the battle against cancer. researchers at penn vet working dog center are training the animals to help sniff out ovarian cancer. which is often difficult to detect. we take blood samples from individuals who have unfortunately by diagnosed with ovarian cancer. and we essentially offer the sample up to his nose. he gives us a big inhale and

of duty. the next story will affect a lot of us. the bridge connecting the pennsylvania and new jersey turn pikes won't be reopening anytime soon. within the past two hours we learned the delaware river turnpike bridge is expected to remain closed until at least april for repairs. the bridge has been closed for two weeks after a crack was discovered. the secret service will be in town because vice president mike pence is coming to give a speech. we're learning more about grace packer's murder. >> we'he had her dressed up in outfits, chained up to the ceiling. >> one look and she knew what she sobs on the cell phone of david packer was not right. that's why she brought it to police. >> he had videos in his phone of her performing oral sex on him. and him touching her in her

areas. and then he also had videos of him doing the same thing with sarah. >> reporter: she found the images on packer's phone. they were of him and another foster child she said. she made the discovery in january 2010 and left the home where she lived with the packers and never looked back. she said that before she found that phone she reported suspected abuse in the house to her case worker. at the impact project. a place sarah once worked before getting a job as a case worker in north hampton county. >> nobody contacted me, not even from the foster care agency i was with. >> reporter: until last last year when grace packer went missing. >> i was like wow. then i felt worse after finding out grace was missing. >> reporter: she life for grace in the house was rough. >> then they would constantly punish her. they would keep her in her room. smack her. >> reporter: she knew david went to jail for the abuse of the foster child and sexually abusing grace because of what she found. what she didn't know, sarah would eventually live with this man, jacob sullivan.

she doesn't know about that until the pair were charged with grace's rape andurd murder. >> what i did seven years ago, because they were still in her car. it makes me mad. but there's nothing i can do about it. >> reporter: lehigh county prosecuted the case against david packer. we asked them as well as the state multiple times if anyone went to check on grace, afterof her any counseling, those questions have not been answered. deanna durante, nbc 10 news. philadelphia police are investigating what they're calling a suspicious death this morning in holmesburg. officers found a man in his mid 50s unresponsive around 5:30. medics pronounced him dead on the scene. no weapons were found. we have new details in the murder of a woman who was shot to death two years ago. philadelphia police have made an arrest. they say several tips led them to 28-year-old james jones. jones is accused of killing the

woman inside her port richmond home in july 2015. her 2-year-old daughter was there at the time. jones is also charged with robbery and burglary. he was already in prison for another crime. testimony is underway in the penalty phase of the civil trial involving that deadly building collapse on market street in philadelphia. seven people died. 12 others were hurt when a building being demolished fell on to a salvation army thrift store in 2013. relatives and survivors filed the lawsuit against six defenders including the building's owner, the demolition crew and the salvation army. the jury must decide how much each defend will pay. calls for unity today at arcadia university in response to president trump's executive order on kblaimmigration. students and faculty and staff

right now at 6:00, that breaking news is in west philadelphia where two people are hurt in a hit and run crash. >> we were along the scene a few moments ago. brandon hudson is live on the ground for us. you just got some new information, what can you tell us? >> reporter: aaron and jim, we spoke to police, they say there was a fight not too far from here. it led to this accident. you can see the crime scene is here behind me. police have brocked olocked off section. there was a fight on 60th and spruce and spilled into the streets. a driver came down and intentionally hit two people that were her on the street. it appears it was a man and a
