>> he was bieaten beyond recognition. >> new at 6:00, the nbc 10 investigators reveal prison changes that were supposed to happen a decade ago. tonight, we've uncovered new insight into the deadly standoff inside the vaughan correctional center. >> the head of the correctional officers union said floyd was stabbed and beaten to death. the other people held hostage were severely beaten and suffered broken bones. tonight a former inmate who spent time in the prison tells nbc 10 he got calls from inmates during that standoff. he says the relationship between inmates and officers has gotten very bad and he says he understands their demands. >> education, just rights they deserve. this is supposed to be department of corrections. you're supposed to correct. you're supposed to rehabilitate. they haven't been doing that. >> just a couple weeks ago, mccoy was cleared of a murder

conviction that kept him locked up for seven years. he says while he understands the inmates' frustrations, he is not justifying the murder of lieutenant floyd. happening right now, a vigil is tarting in memory of lieutenant floyd at a park. >> randy gyllenhaal joins us live. >> reporter: on this frigid night in smyrna, we have hundreds of people already gathering for this candle light vigil that's set to start in a few minutes here. we're seeing locals like the mayor as well as firefighters, police officer law enforcement as well as prison guards and staff who are here to support lieutenant steven floyd who died this week after inmates overtook his prison. they were here early setting up for the vigil, wanting to send a message of peace. hundreds of prison guards, staff and loved ones gather here in smyrna, calling lieutenant steven floyd a hero for warning other guards of the hostage

crisis likely saving live sdps. >> the people he saved meant a lot. they could also have been hostages as well. >> reporter: earlier today at a graduation ceremony for new prison guards, floyd was given a promotion to lieutenant. his son accepted a medal of valor from the corrections department. it's the highest honor a officer can receive. he said that floyd's death was a devastating loss. at today's ceremony. dozens of other cadets taking part in a graduation ceremony. they'll be sent to prisons across delaware. their families, now firmly aware of the dangers they will face. >> they are committed to the job, so i think they know the danger they're going to be in. so they're committed to doing the best they can do. >> be firm, be fair, be consistent. always be humble and kind to everyone. staff and inmates. >> reporter: back here live, we're expecting this vigil to

get underway shortly. we're expecting speeches from local leaders from across delaware. in addition to this vigil that's set to begin shortly, there's one later tonight at 6:30 in floyd's hometown of dover. we're live in smuyrnsmyrna. the nbc 10 investigators asked whether lieutenant floyd's death could have been prevented more than a decade ago after a similar hostage situation at the same prison. a task force recommended security changes but critics say the recommendations went nowhere. investigative reporter george spencer has been working to find out who is being held accountable. what did you find? >> this afternoon, we finally tracked down this report. 128 pages of analysis on the 2004 incidents. much of it is strongly critical of the prison's management and staff. much of it encouraging big changes that some say could have saved lieutenant floyd's life.

in july of 2004, nbc 10's cameras were outside the prison as police dogged searched. a counsellor cassandra arnold had been taken hostage by an inmate and raped in an office. on wednesday, 12 and a half years later, another standoff, but this time the hostage did not survive. >> sergeant floyd didn't have to die yesterday. >> the union president said yesterday lessons were not learned from that first incident. this task force report called the performance of prison management and staff poor at the time. said procedures were out dated or too vague to be useful. and quote, security in the building leading up to the incident was marked by complacency. with shor cuts designed to override security procedures.

those are the very same causes that union leadership presented yesterday. >> one of the biggest concerns is that we end up with another task force and we end up with another report like the one we had in 2004. of which we didn't see any positive results in any way, shape or form. >> yet, already state leaders seem to be angling towards another review. >> there are things to look at. this will be looked at. >> secretary rob coupe, now head of delaware's safety and homeland security was previously commissioner of corrections. yesterday he acknowledged that ultimate responsibility is in his hands. >> as far as the accountability, we're accountable. i'm the former commissioner, so we take ownership of this. >> that 2004 report also found other issues like, basic equipment, including radios for officers was lacking back in

2004. we know that in wednesday's incident, some of the inmates actually got the hand held radios from officer and were using them during negotiations. reporting live in the breaking news center, i'm george spencer nbc 10 news. and keep getting updates on the investigation into the deadly prison standoff right now on the nbc 10 app. cheating at the pennsylvania state police academy? the state office of inspector general released a report today one year after allegations first surfaced. the investigation found evidence of instructors letting police cadets cheat on tests. officials say they have new policies to prevent future cheating. the bridge connecting the pennsylvania and new jersey turn pikes won't be reopening anytime soon. today we learned the delaware river turn pike bridge is expected to remain closed until at least april for repairs. the bridge has been closed for two weeks after a crash was discovered. tonight, teachers and

principals in philadelphia's schools demonstrated against the president's choice for education secretary. >> we are here because we cannot let ms. devos control -- >> some teachers are against the nomination of betsy devos. she spent millions of her personal money promoting vouchers. there's a confirmation hearing set for early next week. two republicans have said they will vote against her. one more republican would have to join them for her confirmation to fail. as we continue to see demonstrations in philadelphia, there are activists taking their message straight to lawmakers. both pennsylvania senators confirm they are hearing a large response from people. the out reach is growing over the phone, by e-mail and by fax. >> regardless of which side of the political spectrum you live on, i think that these are times that are really exciting because people are getting involved.

>> some lawmakers tell us they've had to switch staff and work extra hours just to keep up with the intense call volume. disagreement over the number of visas revoked since president trump announced his travel ban. today a lawyer for the justice department said it's more than 100,000. but the state department claims the amount of -- or the number of revoked visas was fewer than 60,000. also today, president trump signed two executive actions on financial regulations before leaving for florida for the weekend. the president provided framework to scale back to 2010 dodd frank law. and a new law to allow brokers to work in their customers' best interest. vice president pence is coming to philadelphia tomorrow. he will speak to the philadelphia chapter of the federalist society on independence mall. this will be his second stop in philadelphia since taking office last month. to our first alert weather

now. temperatures really dropping as we head into the weekend. a live look along broad street in center city. it's chilly now and it's going to be getting colder. some parts of our area could wake up to temperatures that feel like single digits. >> meteorologist glenn "hurricane" schwartz is tracking the cold. >> you're going to have to bring out the winter coats if you haven't already. it certainly is going to continue to get colder and colder tonight. traffic is moving just fine. you get out of the car, and might not feel so great. 33 degrees in philadelphia. 28 in allentown and coatesville. 19 in mount pocono. those are the temperatures. it feels like it's 8 in mount pocono. 22 in mount holly. 24 in atlantic city and 18 in allentown and coatesville. that's right now. and we've got a whole bunch of hours to go before we reach the bottom. and reaching the bottom in philadelphia, feeling like 12,

13 degrees. by about 7:00 a.m. and in allentown, some other areas, single digits. we'll see when it warms up coming up in a few minutes. on monday a vote is expected on legislation that would place new stricter limits on abortion. the stricter limits include banning abortions after 20 weeks of pregnancy. the only exception would be a medical emergency. right now, the law bans abortions after 24 weeks. there will not be a public hearing. up next, political super bowl ad. why one pennsylvania company is being forced to change their commercial. it's being called the most controversial ad airing during the big game.

wawa versus dawa. the convenient store chain is suing over his name. they filed a trademark infringement lawsuit against a store called dawa. wawa says dawa is taking advantage of its reputation and is suing. dawa is a casual way to say come in in korean. a massive 19th century work of art will soon be on display here in philadelphia. workers hung the painting today in old city.

uniform here. stone harbor, woodbine, upper township. ocean city, all at 33. a couple days ago it was 50. average high 41. 48 yesterday. the official high today only 35. and right around that, maybe a degree lower tomorrow, before we jump up a bit on sunday. back above average. so that's the way this winter has been. you can get a cold blast but it doesn't last very long. it's certainly no where near record breaking. feeling like the teens as you head out later this evening. and by tomorrow morning, feeling like single digits. potts town 8. allentown 10. philadelphia at 14 degrees. during the day tomorrow, doesn't warm up a whole a lot. because the winds is going to be at least a little bit of a factor. feeling like the teens during the late morning hours.
