leaders say to expect crowded platforms in the afternoon commute. we're covering every angle of the possible septa slowdown. we'll get back to the unfolding story. first bill henley has the forecast, most accurate in town. good morning, bill. >> good morning, vai. the good thing, not normal cold. 30s lehigh, delaware 36, 28 in south jersey. at the shore the temperatures have dropped into the 30s. but we will see sunshine today and see a pretty nice warm-up. i'll go through the forecast neighborhood by neighborhood when i'm back in 10 minutes. first let's see how traffic is moving on monday morning. first alert traffic. >> bill, thanks. we do want to talk about traffic. live team coverage of the possible delays because of the septa train delays this morning. nbc 10 matt and katie out there. first let's start with jessica.

what's happening here? >> reporter: tracy, we're watching for major delays. market frankford found cracks. they expect delays through typical rush hours but will continue in operation between 69th street transportation center and frankford transportation center. they will make all of the normal stops, those trains. but running 30 to 40 of the regular cars that run which is about 144. that's a significant drop. there's going to be a lot of overcrowding. now, at the different stations, there will be personnel directing passengers around so it might have a little bit of that tension relieved for you. they might be directing you to a shuttle bus or existing train. we'll keep an eye, watching for delays but not yet. they will be there. back to you. >> thanks, matt is live at the

frankford transportation center. tell us more about what this means for the heavily traveled line. >> right. vai, here is the thing, all the trains running today have been inspected. that is the good news. the bad news is the line will be 30 to 40 cars short. we're here at the frankford transportation severe. we're expecting the next train to come in the next 30 minutes. as i mentioned 30 to 40 cars short during peak travel hours. that could mean crowded cars. over the weekend servicing market frankford line when a crash was found in load carrying structural beam. workers looked at another car and found a similar crash. that led to pulling more of these cars from service. septa officials say this problem is different from the cracks that were found this last summer. regional line trains, this is different. today there will be service between 59th street and frankford, market frankford line will run. you do need to look for

loose. happening today a secret service agent working at the white house do on trial for trying to lure underaged girl for sex in delaware and florida. he's accused of texting photos as well as child pornography. they arrested him in 2015 after they say he texted an undercover detective posing as one of the teens. in harrisburg a state senate committee plans to vote on ab abortion bill. it would ban abortion after 20 weeks except in cases of emergency. current law bans abortions after 24 weeks. the governor says he'll veto the bill if it reaches his desk. a ceremony of life for former delaware governor buckson. suffered as governor and tate attorney general. buckson died last month. he was 96 years old. we now know when the delaware prison guard killed in

crews found cracks during inspections over the weekend. septa warning all its riders the strain stop will be extremely crowded during peak commute orders. following what's happening 15th and market street. katie, septa will be dealing with a lot. what's the plan to get commuters to work and school on time. >> this is not something riders want to hear. they learned this sunday going into a busy week. if you take market frankford line expect overcrowding. to offset these problems, transit agency has added shuttle bus service during morning and evening rush hours between 6:00 a.m. and 10:00 a.m. shuttle buses will be online. the shuttle bus service again morning rush 3:00 and 7:00 toby. septa will also have personnel at each station during the hours

>> we're watching for delays that is cause market frankford line is running with 30 to 40 cars less than it normally would because of repairs that need to be in place. we continue the operation between 59th street transportation and frankford transportation and will make all of the normal stops but with 30 to 40 cars short. they normally run with 144. that might be a big problem especially during peak hours. watching for delays for you, also delays on the road. this 78. over in the lehigh valley around lehigh street no big problems or delays there. a crash horsham at blair mill road and horsham road. back to you guys. >> matt delucia, live at the transportation center. matt, tell us more about what this all is going to mean for commuters this morning. >> tracy, the first train of the morning scheduled to arrive shortly. what we can tell you is train service will be going on but just with some changes because of what was discovered over the weekend. so we are here at the frankford transportation center as riders are showing up this morning.

septa has brought in additional engineering staff to perform inspections on a 24/7 basis until all cars are inspected. the ones running have been inspected. 30 to 40 cars during peak times and that could mean crowded cars. over the weekend workers servicing market frankford line car when a crack was found in load carrying structural beam. workers looked at another car and found a similar crash. that led to pulling more cars from service. septa officials say this problem is different from the cracks down this summer on silver line train that took that car out of service. riders that use this line, market frankford line, they are getting themselves ready. >> definitely have to leave earlier. i don't know what i'd have to do, that's rush hour, so probably have to put up with
