back, while travelers from those e affected countries, at least temporarily are being allowed to enter the u.s. peter alexander is at the white house with the latest. peter, good morning. >> reporter: good morning. for now, the travel restrictions remain on hold. but the fierce legal fight is developing. new voices are speaking out against the ban insisting it harms america's national security. the administration argues congress gave the president, not the courts, the authority to control the borders. but the next several days will be telling, with a federal appeals court ruling due as early as tonight. overnight, a group of ten former diplomats, made up mostly of democrats, including former secretaries of state, madeleine albright and john kerry, and two heads of the cia, filed an affidavit saying that president trump's executive order, curtailing immigration, would make america less safe. calling it el-conceived, floorly implemented and ill-explained.

it comes as travelers from seven largely muslim countries targeted by president trump are once again arriving in the u.s. >> it was very tough experience. >> reporter: it follows a federal judge in seattle suspending the president's targeted travel ban. >> i find that a temporary restraining order is in the public interest. >> reporter: the administration taking its case to a federal appeals court. that court declined to rule immediately. the final decision could come as early as tonight. for the moment, mr. trump's immigration order remains on old, infuriating the president, lashing out at james robart, a george w. bush appointee, who was confirmed by 99-0. dismissing him as a so-called judge. later tweeting, just cannot believe a judge would put our country in such peril. if something blame him and court system. people pooring in, bad. the president instructed homeland security to check people coming into our country carefully. arguing the courts are making

the job very difficult. vice president pence is defending the president's attacks on the courts. >> the president of the united states has every right to criticize the other two branches of government. >> reporter: and insisting the trump administration won't back down. >> president trump has made it clear. he's going to put the safety and security of the american people first. >> reporter: still, the protests keep spreading. one flying above the super bowl sunday. even as demonstrators converged on mr. trump's mar-a-lago property, during a gala, president trump expressed confidence about the legal showdown. the u.s. had canceled visas for up to 60,000 foreigners following the ban. among those arriving, a translator for the u.s. government during the iraq war and his family. sharif was granted a visa after a two-year process, following days of living in limbo. sunday, landing in his new hometown of nashville, welcomed by cheering crowds.

for this, saying this order would have an adverse impact on the state of washington. which sides of the argument or side of the argument, do you think had the most impact with the judge? >> it's hard to know exactly what the judge was thinking, matt. but i think it's fair to say, we had declarations from businesses like expedia and amazon, university of washington, washington state university, and talking about the impacts to their employees, their students and businesses. we feel strongly that made impact in the court on friday. >> the president has unreviewable authority to suspend entry of any class of foreigners. and that judge robart's ruling, quote, second-guesses the president's national security judgment. should the president have broad authority when it comes to the issue of national security? >> well, there's two different questions there, matt. should the president have broad authority? sure. we don't dispute that. but the first part, of what the federal government is arguing,

is unfettered authority. nobody can question it, not even a judge. and the federal government argued that in court. and i'm glad that we responded by saying that argument is frightening. we have a checks and balance system in our country. and the president does not have totally unfettered discretion to make executive orders as he chooses. >> and obviously, this is a temporary stay. at the moment, the justice department can go back to the ninth circuit court of appeals today, with more evidence and more information. do you think this will hold up? and if it doesn't, what are your possible next moves? >> i'm confident this will hold up, matt. i would not file this complaint unless i thought we would prevail. our next move is simply to defend this. and we're confident. in a courtroom, it's not the loudest voice that prevails. it's the constitution. and the president violated the constitution in fundamental ways and that's impacting thousands of people across our country. and that's not right.

a victory parade will be held in boston tomorrow. this morning, lawyers for washington state and minnesota are telling a federal appeals court that restoring president trump's order on immigration would unleash chaos. that ban was temporarily halted by a judge in seattle. the justice department is set to file its response on behalf of the president today. the white house says it expects the courts to reinstate that ban. a powerful storm system is beginning its push across the country this morning. it's moving ashore in the pacific northwest and will eventually bring snow, ice and rain from seattle all the way to new england. we'll get more on that from al in a moment. let us begin this half hour, though, with an all-new rossen reports this morning. a new case of explodining electronics. this is a laptop bursting into flames several times. jeff rossen is here with this. this is scary video. >> it is. welcome, maria.

good morning, matt. it is dramatic. two teenage boys, hanging out at home, when the laptop explodes and catches fire, not once, not twice, but four times. the suspected cause, the computer's lithium-ion battery. the same kind of battery that many of us use every day. causing fires and prompting recalls. this morning, you're about to see that video and how to protect yourself. home security cameras are rolling inside this california house. two teenagers sitting on the couch. this dell laptop plugged in, charging. it explodes. blowing out the fire, they carry it outside to the patio. but three minutes later, the laptop bursts into flames again. he blows it out again. but minutes later, the laptop ignites for a third time. the teenager using a fire

extinguisher. it works. and he moves in for a closer look and, boom. the laptop explodes. sparks and embers flying towards him, just inches from his face. >> really scary when it exploded on me. in shock, didn't know what to do. >> reporter: finally, he puts out the fire for good. the apparent cause of the explosions, the lithium-ion battery inside. dell telling nbc news, it places the highest priority on safety and has launched a complete investigation. these lithium-ion batteries similar to the find that have caused fires in hover boards, samsung smartphones and laptops. how dangerous can they be? we've got access at underraters laboratories in chicago. u.l. we are in the battery testing lab. you have to wear safety glasses in here. and you're about to see what it looks like up close when the batteries explode. first up, the crush test.

their support behind a lawsuit over president trump's controversial travel ban. and they're joined by a series of tech companies, as well. all of it, in this suit, that the supreme court will likely, ultimately decide on, with the administration, the fight far from over. today, the legal battle, boiling over, with the president's controversial travel ban on hold right now, as foreigners with visas who were stopped by that ban, now entering the u.s. the federal judge behind that order, now drawing fire from president trump, whose tweeting, just cannot believe a judge would put our country in such peril. if something happens, blame him and court system. people pouring in. bad. the president, under fire himself for calling james robart, a, quote, so-called judge. robart, appointed by george w. bush in 2003. one of several fights the

and to a clearout, and sunny and 45, and the warm spot is delaware up to 50 with nothing but sunshine. have a great day. >> that's your latest weather. matt? >> all right, mr. roker. thank you very much. now, to our special series, "war on cancer." with february being national cancer prevention month. >> more than 1.5 million americans are diagnosed each year. we're exploring the latest advances in the fight of this disease. joan lunden is here with us this morning. >> good morning, guys. i recently traveled to the national cancer institute in bethesda, maryland, where doctors successfully treated a woman with advanced metastasized colon cancer, with cells from her own system. that's a dramatic breakthrough and offering a lot of hope. >> show me what i'm supposed to do. if i'm supposed to die, show me

how to do that with grace. if i'm supposed to live, show me what i'm supposed to do. >> reporter: celine ryan's journey hasn't been easy. it's been remarkable. she's a 51-year-old engineer from michigan, mother of five, diagnosed with colon cancer three years ago. she's not just any patient. they called you a historic figure in medicine. >> hmm. >> reporter: have you wrapped your brain around the immensity of this? >> not even a little bit. it's not sinking in. >> reporter: after undergoing surgery, radiation and chemo in her hometown, doctors discovered cancer in her lungs. despite treatment, seven tumors threatened her life. she read online about a clinical trial using gene therapy at the cancer institute in maryland. >> two days after i found out it was terminal, i called. it was my birthday. this is great. this is going to work. it's going to be my birthday present to myself. >> reporter: you got turned down. twice.

>> it wasn't their fault. >> reporter: her tumors were too small for the treatment. celine was devastated. but she refused to give up. she reached out once again. and her persistence paid off. in march 2015, she joined dr. steven rosenberg's trial. he's a leading researcher and chief of surgery at the national cancer institute. his trial involves removing cells from a tumor, and multiplying them by billions in a lab, rein turning those cells back to your body to fight the tumor. celine spent a grueling month in the hospital, 148 billion cancer fighting sells were put back into her body. and the results sent shock waves through medical community. >> six disappeared completely. one started to grow about eight or nine months later. and with everything else gone, and only one tumor in all of the scans that we could do, we decided to take it out. >> reporter: celine's cancer has broader implications.

her unusual genetic makeup allowed researchers to identify how to attack the mutation that causes common cancers. >> no one had gotten this treatment to work for the common cancers that start in the lining of the organs of the colon and the rectum and the pan degreeious and the breast. >> reporter: what you attempted to do with celine, can be replicated in other cancers going forward. >> our planning in that gene therapy, using the exact reception from celine's cells to treat other people. >> reporter: his team is building an army of cancer-fighting cells. >> let me show you the incubators in which we grow the cells. these are kept at 37 degrees. we grow cells, individual cultures, from patients. and so, for example, each one of

the wells contain human cells from limpocytes that can react. >> out of a tumor? >> out of a tumor. when we find the one that works, we transfer it to the other laboratory that grows. >> reporter: billions of them? okay. >> exactly. >> reporter: billions of cancer-fighting cells, thanks to celine's cells that will go on to help others in their fight against cancer. >> it's highly experimental and i don't want people to feel like this treatment is widely available now. it's not. it's in the course of its development. we have had a handful of patients that showed responses. many have not responded. but from every patient that we treat, if the cancer goes away or not, we learn something. and we have people working around the clock to try to improve this. >> reporter: celine is ten months cancer-free. and on this follow-up visit, the

doctors deliver those letters. >> ned. >> reporter: no evidence of disease. >> i want people to hear those words, too. >> reporter: and many other people will because of her. celine tells me that she's doing great. she goes back to the national cancer institute every three months for checkups. the doctors are watching carefully over her. but she has this army of fighter cells in her now, that will fight off any of her cancer. the doctors do caution, this doesn't work for everybody yet. it's still in clinical trials. but to say this isn't a big, huge deal, in cancer treatment, i mean, this holds so much hope. many of the cells they've gotten from celine, they've now been able to multiply by the billions. and they're like little armies of fighter cells that they'll be able to use in other people as their cancers metastasize. >> how do people get involved? >> you call the national

institute of health, to the national cancer institute. they are looking for good lymphocytes. good monday . good monday morning. i'm tracy davidson. a and we go right over to the neighborhood forecast with meteorologist bill henley. >> just below the 40 degree mark in philadelphia and 36 in the suburbs and delaware at 35, and few neighborhoods in new jerseyp dropping into 20s overnight, and couple of cold spots. look at audubon at 40 degrees. we have septa train trouble delaying morning commuterers. there were two cracks found on the commuter line, and so they took two cars out of service for investigation.

we look at traffic reporter jessica boyington. especially in the peak times, they will continue to operate the service between 69th and frankfort transportation scente and making all stops, but with the 40 cars short, it is going to beer considerable delays. also, they are staffing people there to direct the passengers around trains and shuttle buses as well. tracy, back to you. this is back in, travelers with syria with visas are expecting to land shortly in jfk. they are hoping to get into the u.s. after being denied entry under the president's travel ban. you can tap into the app on nbc 10 and stay updated on that story. i'm tracy davidson, and "today" continues in a moment.

took dozens of cars out of service. we go to first alert traffic reporter jessica boyington. what are you seeing? >> we are expecting major delays on that frankfurt line, and also expect to take a shuttle bus instead. once you get the stations, they will have personnel directing the passengers to train or the shuttle bus, but they will continue the shuttle service between frankfurt transportation center. they will make all of the stops and big delays because we are running 40 cars short. we are seeing the sun glare and moving northbound to king of prussia, no more delays there. >> and a local syrianle family caught up in the the immigration travel ban have landed at new york's jfk airport. the syrian migrants are related to the asalli fam hi, and they were first denied reentry with the president's ban, but then with the court ruling, they have been able to come back gagain,

>> you don't necessarily have to use the frilly top of the celly. and that can work as a seduction technique. you can chop these up fine. but i use this bottom bit. if you spread it open, it looks like a rose. we will put it upended in a little bit of the dressing. we'll throw in our hearts of palm, celery hearts. a little rough chop on the artichoke. and we'll throw in chives, parsley, and pinch of red pepper. >> you know it's going to be good. >> and a little olive oil to activate it. mix it. leave it in the fridge for about 20 minutes. it may get a little wetter. but it's going to have unbelievable flavor and everything is going to get a chance to marry. >> doable. >> we'll move right on. people think lettuce is delicate. take hearts of romaine. brush it with olive oil and

throw them on to the grill. you can do it on a bias to get the grill marks here. you may want to take them off before these, so they have a little crunch. >> they don't get wilty? >> not at all. you can put a little weight on it. i had this one down, it's starting to get a char. we'll char it. take it off the heat. right here, we have shallots cooking. take it off. and get some bacon off. shallots and bacon fat. we have honey. >> if my husband did all of this for valentine's day, i would be his forever. that came out wrong. >> yeah. >> have you got dan stevens' eyes. >> this will be great. >> i'll just stop talking. >> people will show him the dan stevens interview and this. happy valentine's day. >> i'm going to move. dijon mustard, rice vinegar.
