conditions will improve as we go through the day. meteorologie >> rain moving throughout our morning hours is going to improve as we get into the afternoon and then more of a gray day, but also a day with temperatures that are considerably warmer than average. we're already at 45 degrees in philadelphia. we're seeing rain coming down in parts of philadelphia neighborhoods. in lehigh valley dropping to 35. a nice pick up once the rain moves out this afternoon. in delaware, almost to 50. new jersey at 40 right now. let's take a look at that with your radar. the greens and yellows are where the rain is passing through.

it's already moved out of berks county. they're going to talk about moving into parts of bucks and mercer county. take a closer look at these areas where you see the yellow. most of it is moving out of our viewing area continuing down into philly. we're at 45 right now, but there we go getting to the low 50. around 60 this afternoon. we're going to see the changeover from some rain to cloud conditions. winds today are not a big factor, but in the days to come we go from rain to cloudy conditions to much colder conditions to snow potential. now to breaking news. just minutes ago, philadelphia

police launched an investigation into the death of a woman found under a sleeping bag in kensington. the woman appears to be in her 30s, perhaps her 40s. she was found in a third-floor apartment on kensington avenue. we're working there story. stay with nbc 10 for the very latest as more details become available to us. meanwhile the senate is expected to vote in about an hour on president trump's controversial nominee for education secretary. >> democrats are fighting to stop the confirmation of betsy devos. this is live on the senate floor. we see tom carper. pamela osborne is following the fight. can democrats do this? >> in order for democrats to stop devos' approval, they have

to gain the support of one more republican lawmaker. democratic lawmakers have been making their case as to why they believe betsy devos is not the right person to serve as education secretary. only two republicans said they will vote no, which means the senate is split 50/50. devos has invested in private and charter schools. chris coons is among the democrats who have spoken out against the pick. he has received more than 450 phone calls from concerned citizens, a petition with 800 signatures, and 2200 letters from educators and communicators. senator coons called devos fundamentally disqualified for this position. >> the question for us is why

would any of us want support, vote for, a nominee to be secretary of education who has demonstrated lack of grasp of the basics of education. makes her obviously unqualified. the answer is i don't. we don't. we shouldn't. >> republicans say devos' dedication to children makes her a strong pick. the deciding vote will be cast by vice president mike pence who will favor for devos. the vote is scheduled to take place at noon. i'll continue to watch that feed. i'm pamela osborne, nbc 10 news. this morning only about 2/3 of cars are on the tracks. the line is operating with 100 of 144 cars. shuttle buses are being used to

help ease delays. passengers say things are running normally. septa leaders monday showed us pictures of the cracks. that prompted an inspection of all the cars in the market-frank fo market-frankford line. septa has no timetable for when all the cars will be back on the track. everyone is okay after this collision between a septa bus and a tractor-trailer. it happened around 8:15 this morning. there is damage to the front driver's side of the bus. jessica, tell us what you're seeing. >> we're watching the clearing of this. there's a fuel spill on route 33 near route 202.

the new jersey turnpike and connecter bridge still dealing with structural repairs there. we're starting to see things a little wet. moving through center city may be slower than normal. there's a crash out in miller province on surrey lane. this fire consumed three row homes around 1:00 this morning. the homeowner did get out safely, but he lost two dogs to this fire. the dogs alerted him to the danger with their barking. his neighbor describes how he got out safely. >> he said he seen the fire very bad. he get out on the window on the

roof. he scared. he looking for the doggy. >> flames shot from that first home and spread to the neighbors' on either side of this home. one of the houses was empty, but the other had a family with young kids in it. they made it out safely. another house fire on joy street in port richmond. crews put out flames in the rear of this house last night. people inside made it out okay. these are pictures of two pets rescued from the fire. animal rescue groups stepped up to care for the dog and the rabbit. a third fire being investigated this morning in kensington. they found a car there in flames. no one was inside. investigators are not yet saying if the three fires could be connected. take a look at this.

a taxicab spinning out of control on the streets of center city, philadelphia. police arrested the driver who they say attacked a woman and peeled off his clothes before stealing that cab. cell phone video shows the cab screeching around rittenhouse square yesterday. finally a good samaritan got the suspect to stop the cab. other people grabbed the keys and dragged the man out so police could cuff him. police spoke with the good samaritan and others at the scene. >> he had nothing on him but what god gave him. he was trying to fight me off and everything, so i had to punch him so i could get ahold of him. >> we hear him screaming i'm mentally ill. >> the woman is expected to be okay. the suspect is in the hospital. police are looking for more victims after they arrested a serial child abuser. william charles thomas worked as a handyman in the falls township

area. police found thousands of images of child pornography, souvenirs of his crimes against little girls, and notes of what he did to his victims. police believe he is responsible for attacks up to 40 years ago. thomas appeared in court via video this morning. his bail is set at $750,000. he is accused in six cases, but police believe more victims could come forward. governor tom wolf will deliver his annual budget address in about five minutes. the governor would still need to close a $3 billion budget gap. you can watch the governor's speech live on nbc 10's app. the gop-controlled senate committee yesterday sent a bill to the full senate banning

president trump's travel ban goes before a federal appeals court today. he wants the course to reverse a judge's ruling that froze his temporary ban on travelers from seven mostly muslim countries. that judge put the ban on hold friday night after washington state and minnesota filed suit. meanwhile in the last hour, homeland security secretary john kelly took responsibility for the rollout of the travel ban. he says he should have delayed implementing it and advised congress. this is a live look at the hearing. this is kelly's first appearance before lawmakers. the president is tweeting about the court ruling on the travel ban. >> last night the president tweeted the threat from radical

is now over parts of burlington county and then mercer county to parts of central and northern new jersey. here's a closer look. in bucks county, we had a more steady rain falling. the focus has started to shift off to trenton. you see it moving along middletown into areas out of our viewing zone. again, this is not going to be anything to write home about in the afternoon. this will be a lighter rain and it will be much more scattered in nature. temperatures will start to pick up more in the afternoon. 46 in center city. society hill the same. officially at the airport we're at 45. fox chase is at 43. temperatures will make their way to upper 50s and some spots even

60s. westchester at 60 degrees. 55 for clipstown. allentown only making it to about 50. in new jersey, 58 for trenton. that's the same for ocean city, but some spots along the shore making it to 60. delaware, smyrna at 64 degrees. sunday, we were at 44. yesterday we hit 54 degrees. look at tomorrow. we get to the mid 60s before we take just this massive drop to 38. that's the highest we'll see in the afternoon for your thursday, dropping us to below average after being more than 20 degrees above average the day before, so this is a big change in the forecast. there's the rain moving out of our forecast by 2:00 in the

warm and wet weather across our area as we give you a live look at the first alert radar. the rain is expected to taper off later this afternoon. >> we're tracking a system that could bring snow later in the week. the poconos could see the heaviest snow out of this system. let's get you up to date with krystal cline. >> right now it's all about the rain. the rain is even starting to move out. this is really timing out as expected. what we'll see in the afternoon is lingering showering in the northern half of our viewing area. delaware and new jersey not getting a ton of rain until you get into central and northern

parts of new jersey. you see the lighter green there. as we track through parts of ocean and monmouth county and passing now out of mercer county as well. a little bit ago you see those spots of yellow. pemberton getting a steady rain that will be moving off to the northeast. we have the rain that's tracking through currently. temperatures are only going to support rain. most of us in the 40s. 43 mount holly. some spots are really warming up. 54, atlantic city. 57, melville. dover is at 47 degrees. a huge range in temperatures. as we go through the next several days, quite a few variations in conditions.

here's a look at the current wind speeds. winds are 10 to 15 miles per hour. as we see a big drop in temperatures, the winds pick up too. we'll talk about your changes wednesday into thursday coming up in a few minutes. dozens of cars were pulled off the tracks after cracks were found. shuttle buses have been available to ease delays. septa has no timetable. fire destroys three row homes in kensington. this fire started in one home on jasper. the homeowner did make it out safely, but he lost two of his dogs to this fire. the first then spread to two neighboring homes. no one was hurt. then less than a mile from that fire scene another house fire on joy street in port richmond. crews put out the flames in the rear of the house around 11:30

last night. people living inside did manage to get out safely. senate democrats are running out of time, but not talk in their fight to block president trump's controversial nominee for education secretary. >> the controversial vote for betsy devos is expected around noon today. here's a live look. democrats say she's unqualified, but it doesn't look like they have the votes to stop her. pam, this may all come down to a tiebreaking vote, which would be historic, right? >> that's right. two republicans and all the democrats in the senate have said they will not vote to approve devos, which means there's a 50/50 tie right now. if there is a tie, vice president mike pence will cast the deciding vote.

democrats have been holding the senate floor for more than 20 hours now in this last-ditch effort to derail betsy devos' nomination. as we get closer to that scheduled noon vote, delaware senator chris kuhns was among the democrats. his office has been flooded with calls from educators and community leaders and citizens who do not want devos approved. >> folks in my home state of delaware who have watched it every minute and followed it very closely have reached out to my office. now these numbers if i was from a state like california or texas might not seem surprising, but the idea that more than 3,000

delawareans have reached out to me is fairly striking. in my state that is a loud and clear message, so let me just as loud and clear in my reply. i hear you and i today will vote against betsy devos. >> republicans say the dedication devos has to children makes her a strong pick and time is running out. democrats have less than a half hour to get one more republican to vote no before vice president pence tips the scale in favor of a devos approval. reporting live, i'm pamela osborne. for the fifth time in the last 50 years, boston is throwing another parade for the super bowl champions. tens of thousands of patriots fans are lining the streets of beantown to support their team this morning.

championship parades are a sight in boston. pats won sunday night scoring 31 unanswered points to beat matt ryan and the atlantic falcons. it was the biggest super bowl comeback ever. a suicide bomber killed at least 20 people today near the supreme court building in kabul, afghanistan. most of the victims were court employees who were just leaving work for the day. for right now, no one has claimed responsibility for the attack. hillary clinton is making a declaration about women in her first statement since the inaugurati inauguration. >> despite all the challenges we face, i remain convinced that, yes, the future is female. >> that's the former democratic presidential nominee's video

message to the makers conference. clinton went on to say the world needs strong women to step up, speak out, and lead boldly. twitter says it is stepping up its driver against hateful and abusive tweets. they'll be stopped from opening new accounts. twitter says it will make it harder to see tweets with sensitive content, making them less visible in search results. the world's longest scheduled commercial air flight is in the air right now. it is expected to be in the air for 12.5 hours. air india has a flight from de i delhi to san francisco, but that night only takes 14.5 hours.

60s outside right now. we do still have some scattered showers activity in pennsylvania. a lot of this is starting to track more to the north. here are the temperatures i was talking about. so farther north parts of delaware upper 40s nearing 50. look if you go farther south where the warm air is sticking. 56 middletown. dover, 63 degrees. 61 in lincoln. dewy beach at 71 degrees. allowing our temperatures to seriously boost up for this afternoon. as we go through today, we'll see some spots in the 60s. by tomorrow, your wednesday, some of us may be near record breaking. here are the records you can see on the board. atlantic city at 69. areas like atlantic city probably not going to break a

record, but still making it to the low 60s. look at philadelphia in bright orange. in trenton we'll break a record at 63. the previous 62 degrees. it will continue through your wednesday. then things change and it gets much colder. there's the rain moving out. by 2:00, everything is out of our viewing area. maybe some peeks of sun and partly cloudy overnight. wednesday is looking mostly dry. a mix of clouds and sun will allow us to get into the 60s through 6:30 in the afternoon. then we get into the overnight. 3:00 a.m. your thursday. now we have that snow potential moving in because much colder air is going to force in from the north as a storm system moves just to our south giving us the moisture we need. so from 3:00 a.m. throughout
