>> announcer: nbc10 breaking news. snow emergency, right now, winter weather is moving into the area. setting up what could be the biggest storm of the season. you can see it on "first alert" radar. you can also see the conditions in center city philadelphia. this is what's headed our way, this is our live camera in camelback. good morning, i'm tracy davidson. >> and i'm vai sikahema. philadelphia public schools are closed. archdiocese high schools and parochial schools in the city. we have a full list of closures running at the bottom of your

scene. right now, philadelphia is under an emergency. that means if you live in the city, you must move your car from emergency snow routes. they're towing cars getting people out from the streets. >> in new jersey, government offices in camden county, camden city hall. that means municipal court also closed. and a live look at wilmington. which is the storms past. deldot has warned people to be careful during the storm. >> we have bill henley here on what to expect with the storm. bill. >> you mentioned camelback mountain. this is what we're going to get. welcome news in the pocono mountains for skier, but the rest of the area not exactly looking forward to a commute. so far, rain for much of the

area. live picture from the nbc10 studios. not a lot of wind but the wind will be increasing. that wind is going to bring the cold from the mountains down into the west of the area. this rain will be changing over to snow. that's happening from the suburbs. we've seen a changeover from redding and allentown. getting over at this hour is no problem. the colder air moves through, snow spreads to the south and eventually to the entire area. moving into the westchester area, moving down through montgomery and bucks county, chester, seeing rain to the north and snow to the south. but that's temporary, as the morning goes on, the colder air takes hold and this changes to accumulating snow. this is why we're getting rain in delaware, philadelphia, south jersey, it's just too warm. but the temperatures are falling rapidly. 35 degrees and rain coming down.

it's switched over from the lehigh valley. some of these locations have dropped five degrees in the last hour. just below freezing now. and 32. that's the air temperature. ground, it was so warm, springlike, the ground is so warm. at first you won't see a lot of accumulation, so we will see accommodation first in the grass and on the road, and that's going to lead to slipping and sliding from now to 6:00 that snow line, the snow will sweep to the south. from 6:00 to 8:00, the snow intensifies. this is going to be periods of heavier snow in philadelphia, 1 to 2 inches an hour. and it changes to all snow in south jersey between 7:00 and 9:00, and it will taper off as the rain goes through. . we'll take you hour by hour.

but first, jessica boyington is watching the "first alert" traffic. >> moving through center city. roads are obviously wet to start. watching the vine street expressway, around 24th street. right here, no problems or delays and we're not dealing with construction at least getting off to a good start. there's a vehicle fire at lower merion at conshohocken road. over on the atlantic city expressway near exit 38 and on the westbound side right around williamstown road. that would be the traffic moving back towards deppford, dordz philadelphia. right now, lane restrictions, but other than that, you can get by that scene just fine. back to you, guys. from the roads to the airlines, a live look at philly international where officials say check with your airline if you're flying today. by last night, carriers had cancelled 2300 flights at airports across the northeast.

nbc10's katy zachry is live for us in westchester. kacey, how is it there? >> reporter: tracy, it's not great. the wind is picking up, the temperatures are dropping. take a look at route 3. we're right off of route 3 as you make your way into westchester. throughout the morning, we had periods of rain, heavy at timeses right now, it feels like snow. we're waiting for that snow line to basically move in behind us from the west. and it is just -- you know, the conditions are ripe for it. i just checked in with westchester school district, they have not closed yet. but a lot of businesses, municipal offices around school districts have already closed it a day knowing that this storm is the most intense one we've seen of the season so far. we've seen a lot gassing up, a

lot have salt in the back of their truck beds, and we have seen cars on the road. there's an overall atmosphere, i'm out, i want to get home, i want to get going to where when this snow moves in. back to you, guys. >> katy, thank you. we'll check with you throughout the morning. meanwhile, a snow emergency is in effect for philadelphia, so you'll need to make sure that your car is not parked, plow, trucks will be marked throughout the morning. police are ticketing cars throughout the routes in north philadelphia and also saw several cars being towed away. >> we also have you covered on the roads. matt delucia is heading to berks county, tim furlong is driving to delaware. bill henley is tracking the conditions where you live. he joins us with the most accurate forecast in town. bill. >> 33 degrees, it's not going to

last very long. and that snow that's in cammingback, that's going to be sweeping down across the area as well. but as katy zachry mentioned, in westchester, it's just rain at this hour. the wind will be picking up and shifting. we have an easterly wind that's drawing in moisture and bringing in warm air often the ocean. that's keeping it for now. westchester right on the edge. it felt like it's going to start snowing, and indeed, it won't be long before you start to see that snow. the snow will have a tough time, at least, accommodating, box the ground is still quite warm, but that is going to be changing. as the temperatures cool down, the ground will be cooling down as well. here's the hour-by-hour forecast. this is 5:00 this morning. you see the snow just edging into philadelphia. at that time, all of chester county will be looking at snow. all of lancaster, berks, lehigh, bucks and montgomery county will

be seeing snow. and northeast philadelphia it will be snow. but the ground temperatures will still be warm. but not looking at much in the way of accumulation at this point but heavy rain to the south, even potential for thunder and lightning, if it's of course when that happens, that would be thundersnow, otherwise it's a storm. that's going to be the exception. that's 5:00 this morning. now, let's fast forward to 6:00, 7:00, and the storm now sweeps into burlington, camden, gloucester counties, and look at new castle county, that's all snow, accumulating snow. at 7:00, that's when we start to see darker snow bands. this is the heavier snow moving through bucks county into trenton. then as we go into the later early morning hours at 9:00, that steadier snow sweeps into new jersey while it starts to taper off to the west.

even though it's lighter in allentown and reading. still the biggest snow of the season. we'll take a look at the latest totals when i come back. 9 minutes after 4:00. >> we have you covered on the roads. "first alert" traffic reporter jessica boyington is here. >> right. it's going to get colder. watching the schuylkill expressway around montgomery drive. this is where we're checking out right now. this is where you see we're clearly wet, a little slow on the schuylkill, from an hour and a half ago. a little snow moving in eastbound or westbound on the schuylkill expressway. the drive times are okay. not a lot of cars out the door this morning. we're hoping that it will stay that way. a lot of people take the day off today and stay off the roads to avoid dangerous situations.

there's a vehicle fire reported at conshohocken state road. 76, around new jersey, around market street. this traffic right here, call it traffic, all the cars moving in this direction, roads are wet, that's moving towards the philadelphia area. watch, of course, the slippery spots. especially with the temperatures starting to decrease farther on in the morning. off ramps and on ramp, that's where there's slippery spots. new from overnight, septa crews had a mess on their hands, it started on the tracks in upper darby, septa said debris on the track caught fire. it's 10 after 4:00. we're following other headlines, including a pennsylvania state senator lashing out at president trump on social media. we'll explain what set off the post that now has gone viral. also, courtside chaos, we'll

at 4:13, we continue to track conditions in neighborhoods across our area. here is a live look at gate street in westchester. we've been seeing rain here, expected to change over to snow as the temperatures drop. >> and here's a live look right now at camelback ski resort up in the poconos. there it is. see lots of snow there coming down this morning already. and here's what it looks like in philadelphia. we'll show you the nbc10 weather team says this system will turn from rain to snow. right now, let's check with krystal klei on what to expect.

>> we're tracking those neighborhoods. take a look at the coloration, we're starting with the highest values farther north in berks county. reading, allentown, indicating 6 to 10 inches of snow throughout, north in the poconospoconos. westchester, coatesville, as we move into chester county, delaware county, as well as philadelphia county, continuing through lower bucks and lower montgomery, radnor in that pink color, 4 to 8 inches that we're forecasting by the end of this. certainly enough to cause issues as it comes down. notice in mercer county, we actually see that line separating between 6 to 10 and 8 inches we could see pockets of heavier snow. it does extend through parts of gloucester and camden county as we move through new jersey. ocean county, toms river, and

pemberton as well all in that 4 to 8-inch range. now to the south, we're looking through the southern end of gloucester county. we see the dropoff to the light blue. a coating to 2 inches of snow max, to the shore, where we're not under a "first alert." everyone else is, that blue, newark, middletown looking at 2 to 4 inches and lesser values as we go into central delaware. here's the forecast. it's not a long-lived storm. it's just that it's going to be strong for a brief period of time, enough so to give higher accumulations. 5:00 a.m., we're getting to this hour, but it will start to pick up to just snow, look at that a heavier snow. by 9:00 a.m., still heavy through 9:00 a.m., this is when things start to taper. 11:00 a.m. to 1:00 p.m., everything is moving out and

light snow west. but the damage is already done on those slick and snowy roadways. we'll talk more about how it affects your temperatures as we come up in a few minutes. >> we have gassed up all the storm force vehicles, they're on the roads. we're checking on conditions throughout the nbc10's matt delucia is on the road. are you on the turnpike? >> reporter: that's right, vai, we are on the turnpike. there are vehicles on the road right now. we've been driving on the turnpike a little while. the rain is coming down at the moment. it's picked up in intensity. so far, we're not seeing anything in the way of snow. you need to be careful on the roadway. you see a vehicle going the normal speed.

temperatures a little above freezing as we see here. you see the sign on the side of the road saying weather alert. we're going to continue to drive storm force. and berks county is expected to be one of the hardest hit areas. we'll be back probably within an hour from now. in other news this morning, jeff sessions will be sworn in as attorney general after a long and bitter fight, senators confirmed his nomination by a narrow vote of 52-47. the senators applauded when the confirmation was announced. this morning, a pennsylvania state senator representing both montgomery and delaware counties is making national headlines, after he posted a tweet aimed at president trump. >> daylin leach posted hey, i oppose civil asset for

forfeiture too. why don't you come after me you fascist, loofah-faced -- >> president trump has invited some democratic senators from red states to the white house for lunch. it's believed that president trump plans to seek his spatter for nominee neil gorsuch. john kennedy will be new york with ways to improve border security. 4:18 right now. and we see it snowing in camelback. and we're going to watch the changeover move, as all of the meteorologists have been telling us for the last couple days. that's how it starts with rain. >> meteorologist bill henley with the most accurate forecast. bill. >> in the early morning hours, it was raining in easton, but

now snow, as the atmosphere has gotten colder and the temperatures have come down. right around the easton area this morning. there's your view from westchester. it is just rain. but westchester is right on the edge of the area starting to change to snow. here you see it right on the radar, it's showing snow from westchester to north. sometimes, the radar will pick up the snow, but as it comes down into warmer air, on the surface, it changes over to rain but that is a temporary situation because the snow is spreading to the south. once it starts snowing it will scope snowing through the morning until it comes to an end. heavier downpours in chester and coatesville. in berks county, reading is getting snow. lehigh and northampton counties as well. once you get snow in philadelphia, that's it.

it will slowly come down to start with but it will intensify during the morning commute. some of the heaviest snow is going to fall between 7:00 and 9:00. that's when temperatures are cold enough for accumulation. just rain so far in delaware and south jersey. winds bringing in that warmer ocean air for now. here's how it goes, hourby hour, the latest snow potential. computer model at 5:30 this morning. potentially two inches on the ground. mainly on the grass at that hour, starting to accumulate on the colder, hard surfaces, 2 inches in pottstown, a bit more in allentown. still no accumulation to the south if it's too warm. look at how that snow shield spreads through the south as the atmosphere cools through the entire area. between 7:00 and 9:00, we'll see additional snowfall in philadelphia. once it starts sticking then it will all be sticking as the temperatures will not be going up during the day, 5 inches in

pottstown, 6 inches in allentown. this is what your day looks like. 7:00, 35 degrees. we'll get snow coming down, even though the temperature is above freezing. as the temperature falls, we get snow sticking. by 11:00, it tapers off in philadelphia. by later in the day, we start to see sunshine. we'll have a clear view of the snow that's on the ground. it's going to stay below freezing all day long and through the night tonight, it gets even colder. snow and wind for the suburbs. 32 degrees at 7:00, tapering off mostly cloudy skies. a few light snowflakes at 7:00. and breaks of sunshine. that wind will be strong, 27 degrees, but it's going to field like it's colder than that. and for the lehigh valley already seeing snow in the area. this morning, the snow, still a few snow showers at 11:00 but it starts to taper off during the noon time hour and then clearing out with sunshine in the afternoon. but look at the temperatures coming down. in the low 30s right now at

7:00, and then into the middle 20s at 11:00. for delaware, we're starting off with rain. 36 degrees, the wind will be blowing at 7:00 in northern delaware. then the snow tapers off in late day. new jersey, you'll see it becomes snow during the 7:00 to 9:00 hour. and then that's accumulating snow. especially in central new jersey. that's where we're going to see more snowfall. by afternoon, we get breaks of sunshine. no breaks in the cold. once below freezing, it stays below freezing. at the shore, rain at 7:00. 38 degrees. is that will change over to snow. it may stay above freezing through this event, so limited if any snow accumulation for 7:00, new jersey at the shore. scape may county and the delaware beaches. go neighborhood by neighborhood, take a look, the latest future cast, we come back in a few minutes. >> 22 minutes past 4:00 a.m. you see the poconos and

camelback. otherwise here in the valley, we're dealing with rain. >> let's check the road conditions including route 202. jessica boyington has that. jessica? >> yeah, we're watching for rain, still not as bad as snow on the roads but still dealing with slippery spots. roads are clearly wet. a lot of the cameras hard to see with the rain covering the lenses there. eight minutes headed northbound from 29 to the schuylkill expressway. still up into the high 50s. or watching the vine street expressway. no construction to worry about this morning. another thing to add on the good list between broad street and the schuylkill, we're open in both directions. you don't have to worry about that typical construction. there's a vehicle fire reports on lower merion. and 95, moving through delaware

the snow is based off of what that map does show us. so, let's take a look at what you're currently seeing throughout the lehigh valley, berks county. look at the drops, 2 1/2, look at reading, three quarters of a mile visibility. this indicates we're seeing a steady snow in the area. that's really a limited view. lancaster at one. this is the area where the snow is falling. it's pretty easy to tell the difference. watch areas like blue bell, coatesville. northeast philly at three, we've not seen the changeover to snow quite yet. but, of course, seeing rain as we extend farther south as well, areas like millville looking fine. the focus is farther north. as we go by your hour-by-hour forecast, we're going to see that snow line start to extend farther south. currently sitting in berks county.

it's going to start moving throughout the suburbs as we speak. temperatures are beginning to drop. they're going to continue. as we go from 5:00 to 6:00 a.m., now, we see that rain/snow mix in the philadelphia area. as we continue along through your morning commute through 9:00 a.m., you see deeper blues indicating steady snow falling. that's where we see the deeper accumulations. by 11:00 a.m., areas like berks county, lehigh valley, parts of the suburbs are starting to clear. that heaviest snow, k67 to 8:00 a.m. in the philadelphia area, starting to move into jersey. we're looking at snow 1:00 to 2:00 inches possible. with thundersnow possible as well when that snow moves into new jersey particularly. less than a quarter mile visibility, driving not good as we go through the morning rush. and snow-covered roads good in areas in lehigh valley and berks

county. we'll track the snow coming up in a few minutes. this morning, we're checking on roads in delaware. >> nbc10's tim furlong is on storm force 10, tim, tell us what you're seeing in martins street. >> reporter: yeah, we're in downtown, on martins street. you can see it's all rain. it's heavy rain. it's a lot heavier than a half hour ago. it's really coming down here. i know there are a lot of people at home, a lot of educators having to make a decision about what to do about school today. i haven't called a lot of schools in delaware as in philadelphia, but what we've heard all morning, it's going to turn to snow, when it does, it's going to start snowing really, really hard. at this point, you're going to have a lot of puddle on the roads. it's rainy a little breezy. keep sticking my hand out the window, i can tell you it's pretty chilly out there.
