i've made a very difficult decision not to seek reelection to a third term as the district attorney of this city of philadelphia. >> that breaking news, philadelphia's district attorney seth williams just announced he will not seek reelection. he has faced a series of epic controversies. mitch blacher has been reporting on the investigation into williams and he joins us now live with more on the da's announ announceme announcement. what are the reasons seth gave us for this announcement? >> reporter: the big announcement that da seth williams will not seek reelection. his main reason was questions,

mounting questions, about his ongoing scandals, and the questions and distractions that were resulting from those scanda scandals. those scandals involve his failures to disclose gifts and his girlfriend. the da said his staff and his family should not have to deal with the embarrassment of his failures. here's a little bit more of what he said today. >> i have made regrettable mistakes in my personal life and personal financial life that cast an unnecessary shadow over the district attorney's office. >> reporter: and the district attorney has refused to schedule an on camera interview with the nbc 10 investigators to talk about some of these ongoing scandals. on wednesday we asked him some questions at a press conference,

concerns of course were the strong northwesterly winds. now we're seeing a shift in the wind, westerlies, and ranging anywhere between 15 miles per hour and 18 miles per hour. feels like 14 in allentown. philadelphia 15 degrees. so still well below the freezing mark. 32 degrees. in fact, pretty much it feels like it is in the teens. the good news is out the door forecast shows us trending a little bit warmer tonight. it will be warmer by tomorrow and into sunday. here it is. philadelphia at 6:00 p.m. developing clouds. partly cloudy. 32 at 10:00 p.m.

crash and fuel spill continues to tie up traffic in bucks county this morning. officials say the northbound lanes of route 611 in warrington will remain closed until noon. crews are removing fuel that spilled into a storm drain near the accident scene. they are confident nearly all the fuel is contained in that storm drain. the fire department says there will be no effect on the water supply in the area because the people use a public well system that is located a good distance away from that crash. to see how to get around this mess, let's check in with jessica boyington. any luck? >> throughout the morning we have been following it, and it actually just has been improving all morning, which is the good part. earlier we had all lanes closed in both directions, north and southbound on easton road just beyond freedom way. now we have the southbound side open, but the northbound lanes are closed and they'll be closed until noon. you can follow the local detours

around the scene. we're past the morning rush. if you can use the detours around the scene, we're still into the green in most areas. you can take york road northbound by that scene. here's the schuylkill expressway. the boulevard, no problems in both directions. 13 minutes headed to the vine street expressway. an accident around keswick avenue. watch for some construction headed eastbound on the bend. police are searching for whoever shot and killed a teenager in west oak lane. they tell us the 18-year-old was shot at his home on north 15th street and 67th avenue. then he ran to his neighbor's home. that's where officers found him. they took him to the hospital where he later died. philadelphia police arrested three men following a home invasion on 66th street in the

southwest section of the city. investigators say the men were armed with a gun and a knife. they tied up two women and took $1500 in jewelry from that home. a man who tried to rob a philadelphia deli is in the hospital this morning after the store's owner shot him. police say the man had a gun when he went in the store and announced he was robbing it. the deli is located at 65th and lebanon avenue in overbrook. the owner pulled out his own gun and shot the suspect. the owner does have a permit to carry. in kent county, loved ones and colleagues of corrections officer lieutenant steven floyd will be paying their final respects at a viewing tonight. the funeral is tomorrow. >> it is really serious what the inmates want out of this, and somebody better take some action real quick. >> delaware governor john carney

is promising an independent investigation into the uprising that killed lieutenant floyd. penn state fraternity and sorority parties are now dry following the death of a student from new jersey. members of beta theta pi told officers a friend fell down the stairs when he was drunk. we're hearing from the man who rescued a starving dog that was tied up on the bank of a river in cumberland county. the man was out for a walk last friday when he found the severely underweight dog chained to a tree in bridgeton. the dog was inside an upside down plastic carrier. >> imagine if it was high tide. probably would have been flooded out. took him off the chain and we got out of there. >> the dog is in the care of the cumberland county spca.

president trump's first 100 days continues with another visit from a foreign leader, japanese prime minister shinzo abe. he arrived in washington, d.c. last night. this afternoon the two leaders will host a joint news conference. you can see it right here live on nbc 10. this morning abe laid a wreath at arlington national cemetery. see you in court. that's president trump's initial reaction to a federal appeals court decision to keep his

temporary travel ban on hold. the immigration order limits travel to the u.s. from seven mostly muslim countries. the president's tweet in all caps reads, see you in court. the security of our nation is at stake. many analysts believe the trump administration will appeal to the u.s. supreme court. earlier this morning the president tweeted again, quoting a legal blog which said, remarkably the panel did not bother to cite the statute. mr. trump added, quote, a disgraceful decision. tom price will be the new secretary of health and human services. the u.s. senate confirmed him by a vote of 52 to 47 along party lines. it happened early this morning. price is a top critic of the affordable care act. democrats opposed to price delayed the final vote with hours of debate. the white house says president trump told china's president that the u.s. will honor its one china policy. the two leaders spoke on the phone last night.

the policy recognizes china as american's diplomatic contact when it comes to governing taiwan. happening today, homeland security secretary john kelly on the left will continue his visit to the u.s.-mexico border. kelly will be at the port of entry near san diego. yesterday he toured the border in arizona. kelly is reviewing security operations while discussing the administration's efforts to improve security. democrats are meeting this morning to discuss political strategy at their retreat in baltimore. house minority leader nancy pelosi spoke to reporters about the gathering this morning. the democrats expected to talk about ways to oppose president trump even though they do not control any branches of government. the winter storm that hit our area yesterday also dropped

that breaking news, philadelphia's district attorney just announced he will not seek a third term. seth williams made that revelation in just the last hour. for weeks, mitch blacher has been closely following the epic scandal surrounding the district attorney. he joins us now to tell us why williams has decided to step aside. mitch. >> that big headline is that seth williams, the district attorney in philadelphia, will not seek reelection. he made that announcement here in his offices just about an hour and a half ago. the main reason he says is because of the questions involving his scandals, multiple scandals that have created too big of a distraction both for his family as well as those here in his office. of course, the nbc 10 investigators have covered extensively questions about multiple scandals, including about his nonprofit foundation and where some of the money has gone, unreported gifts, and the

thing. >> that makes all the difference. conditions are mainly in the mid to upper 20s, a few low 30s. because we're still seeing strong winds, that's making those temperatures feel a lot colder than they actually are. atlantic city currently at 30 degrees. vineland currently at 29. philadelphia, 28. pretty comfortable temperatures in the sense they're a lot warmer than they were yesterday at the same time. however we're climbing into the 30s and then 40s and 50s by the weekend. it's all about those feels like temperatures. it feels like 18 degrees in atlantic city. 15 in philadelphia and 19 degrees, that's your feels like temperature in vineland right now. so this is why conditions are just so uncomfortable. however, i do want to show you the silver lining. we're going to see a nice warmup by the weekend. we have mostly sunny skies all
