customers are. >> he's a good guy, works hard. nobody deserves that. >> i feel violated. it feels like a part of me is gone. that smoker has been around for so long. >> that owner is offering a $1,000 reward for his smoker's return. new concerns about falling ice in center city. this was the scene earlier tonight outside the lowe's hotel on market street and earlier today. sky force 10 captured this video of ice falling right off buildings. that forced police to close a portion of market street for several hours. one woman walking in the area said she heard a lot of people yelling, watch out. >> it's very loud once it falls. you don't know what's going on. it's pretty scary. it's also scary if it were -- you are under it and it were to hit you in the head. >> tonight, market street is back open. let's bring in glen hurricane schwartz. >> more melting this weekend. >> yeah. we're not going to see a

refreeze tonight. that melting is going to begin as soon as the sun comes up tomorrow. it's 33 in philadelphia. that's warmer than it has been all day. it's not going down from there. 29 in allentown. 30 in coatesville. we have a southerly wind that's moved in. it's increasing. it's bringing warmer and warmer air. look at what happens by noontime. we're up to 45 degrees. there's plenty of melting going on during the day tomorrow. going up through the 40s. dry weather. this is certainly the nicest day of the weekend. but there is rain on the way. and colder air, too. i will have the timing of all of that coming up in a few minutes. >> okay. new at 11:00, edward snowden responds to a report that russia is considering returning him to the u.s. as a gift. according to a senior u.s. intelligence official, russia may hand him over as a ploy to create favor with trump.

trump called him a spy and traitor who deserves to be executed. he faces charges in the u.s. that could give him 30 years in prison. he retweeted the nbc news story and responded, now finally evidence that i never cooperated with russian intel. no country trades away spies as the rest would fear they are next. tonight, we are learning president trump's possible next move after the defeat of his travel ban. the president says he is considering signing a new executive order on immigration. while the first one is tied up in court. speaking aboard air force 1 on his way to florida today, mr. trump told reporters he is confident he will win his court battle. the president says he will likely act next monday or tuesday. philadelphia district attorney seth williams says he has become a distraction and he has decided not to run for re-election. the fbi is looking into $160,000 worth of gifts williams received and did not report. he received a record ethics

fine. the nbc 10 investigators have tried for weeks to get a response from williams but to no avail. today he did not take any questions when he announced his political future. >> i no longer want in any way to stand in the way of the men and women of this office. they have a mission of doing justice and serving the citizens and ensuring safety every day. >> the two-term democrat said he regrets mistakes in his personal and financial life. there are six candidates vying to replace williams. five democrats and one republican. the primary election is may 16. tomorrow morning, a final farewell to a delaware corrections officer killed during a hostage standoff. steven floyd was killed last week. his funeral will be held tomorrow at delaware state university in dover. family, friends and colleagues

remembered floyd tonight at a private viewing at the university. to south jersey now where a man is dead, shot by police. investigators say they found a gun where he collapsed. it happened in a community dealing with changes after previous police shootings. drew smith reports. >> reporter: the prosecutor's office is now in charge of this investigation and in a change from the last high profile police-involved shooting here, there are strict new state guidelines to follow. local and state police lined south avenue in bridgeton a block covered in crime tape for hours. >> i seen somebody running across the street. there were gunshots. >> reporter: neighbors watched a police chase. >> dude was running. he ran from south pine street and they chased him down here in the alleyway. >> reporter: that is where it ended. a police source tells nbc 10 the man pulled a gun. police fired in response. he died a short time later.

>> they killed him for nothing. it's not even the first time the cops kill blacks and stuff like that. >> show me your hands. >> reporter: a deadly police shooting at a traffic stop in late 2014 led to months of con stroersy. a grand jury cleared the officers who shot him. new use of force investigative rules came off. they are in use here. witnesses tell us this appears a lot clearer than previous ones. >> it's crazy but they was doing their job. >> reporter: because of the new state guidelines, the state is required to make a public announcement at some point about their findings in this case. i'm drew smith, nbc 10 news. new jersey's attorney general finds a state trooper used justifiable force when he shot a man inside a home mistakenly linked to a 911 call. he thought he was defending his home from intruders back in july. he was really confronting two troopers who went to the house

when a disconnected 911 call was mistakenly traced to the at dress. the troopers say he pointed two guns in their direction before one trooper fired back wounding him. a teenager who died at a school in philadelphia last october died from asphyxiation. the 17-year-old was deprived of oxygen. he died at wordsworth academy, a private school for children with special needs. in an earlier report from the pennsylvania department of human services, students said three staff members held and punched him because he was acting aggressively. the school released a statement today saying everyone at the school is saddened by the loss and that the board of directors and executive management have undertaken stel en steps to imp processes to advance the services to children. the army says it will not be paying the more than $1.5 million in danimages caused whe this blimp crashed in

pennsylvania. it broke loose from maryland and crash-landed at bloomsburg in 2015. it caused electrical outages. the army is denying 35 claims saying it determined no government employees or agencies were responsible or negligent. tonight, hundreds are calling on the philadelphia police department to stop posting mugshots on facebook. a new petition criticizes the department's special operations facebook page for posting about accused drug dealers. the petition calls the practice public shaming and an invasion of privacy. the police department tells us mugshots are public records and they are released fairly. the trial of a man accused of setting off bombs at the jersey shore and new york city last year will not start until the fall. he was originally set to go on trial next month. today a federal judge pushed that back to october. he is accused in a spring tring bombings. one injured more than 30 people.

a popular south jersey puppy store is closed after being cited for unsanitary conditions. pet owners say the puppy barn sold them sick and dieing dogs. now dozens of puppies need homes. they will hold them accountable to pick up the tab for any owners dealing with a sick animal. an animal rescue caught on camera. only nbc 10 was there as volunteers saved a chinese goose that survived a shooting attack. >> four other geese died. investigators are looking for the person responsible. brandon hudson has the story from bucks county. >> reporter: police say someone shot at those five geese while they were in this retention pond during a snowstorm thursday.

those gunshots came close to those neighboring homes on the other side of the pond. we were here for the rescue as a group got in the water to save the only living goose. >> here you go. >> reporter: our camera was the only one rolling as an animal rescue workers waded in water to pull an injured chinese goose out of a retention pond. >> he is in bad shape. he has to go. >> reporter: a team effort by neighbors and jessica huff of a sanctuary farm. >> makes you feel good. >> reporter: someone shot this goose and four others yesterday. >> it was in the middle of the snowstorm that morning. we heard pop, pop, pop. >> reporter: this woman lives by the pond. she shared these photos of the geese saying the neighborhood bonded with them over the years. >> we loved them. they're charming. >> reporter: they are on edge because of the violent act. >> it put a fear in us. we were very upset a person took

the president stops tweeting, i will stop tweeting about the president. >> we visited a restaurant and people there told us they would like all politicians to stop tweeting. philadelphia taxpayers are on the hook for nearly $3 million in overtime costs from recent civil unrest. a spokesman for the mayor credited police with protecting both citizens and freedom of expression in the days following the inauguration of president trump. the police department's overtime spending was already on the rise last year's total was $64 million up from $53 million in 2015. keep your eyes on the sky for a stellar show. >> a full moon, a lunar eclipse and a comet will make appearances tonight. here is how the eclipse looked. it made part of the moon appear shaded. comet 45-p will pass in a few hours. it won't be visible to the naked eye. break out the telescope. your best chance to see it is around 3:00 a.m. so stay up. we have seen clouds out

there. are we out of lucks in terms of seeing it tonight? >> mostly out of luck. you may get a little lucky in parts of the area as you will see in a minute. there are a lot of clouds out there in most of the area. even some snow flurries coming through. there may be a little bit of some breaks in parts of south jersey and delaware. most places are reporting cloudy skies right now. you can see some of the light snow flurries in the lehigh valley and poconos. poconos had some decent flurries earlier. the temperature below freezing north and west. 27 in pottstown, 29 in allentown and lancaster, 29 in trenton. it's 33 in philadelphia. that's warmer than the daytime high. so we have got warmer weather on saturday. a lot of places getting into the 50s. the daytime high today was 32. but we have hours of rain coming on sunday. that's going to keep the temperatures down as well in

much of the area. we are watching a midweek storm that would be possible. watch the hour by hour as we go through the day tomorrow. we're dry but look at the temperatures going into the 50s. 57 in dover. 55 in millville. it's going to be way warmer than it was today. then saturday night, we're mostly okay. on sunday, here comes some rain. a little bit of mixed precipitation up toward the poconos. maybe into parts of the lehigh valley. it's a close call with the temperature. look at these readings. it goes from 35 in allentown down to 55 in dover. 20-degree contrast across the area. a rainy day from philly north ward more like showers farther to the south. a big difference in your neighborhood forecast at the bottom of your screen. the neighborhoods tomorrow looking pretty good, despite
