good being with you, i'm frances rivera. disaster looms over the nation's tallest dam. almost 190,000 people have been ordered to evacuate the area's downstream from the oroville dam in california. authorities say that unexpected erosion in an emergency spillway threatens to unleash uncontrolled floodwaters from the dam's massive reservoir. the officials have been releasing controlled amounts of water, reducing pressure on the structure, and they plan to drop large rocks from helicopters into the eroded spillway to help stabilize it. 70 miles south of the oroville dam, the state's capital, california's governor issued an emergency order to help coordinate the responding teams. they're preparing for incoming storms that could affect this complex and rapidly changing situation. nbc news will bring you updates throughout the day. it is music's biggest night of the year. we're talking about the 59th annual grammy awards. the night arguably belonged to

adele. the british songstress kicked off the show with "hello" my opinion us in the glitches from last year's performance. adele was one of the night's biggest winners, taking home all five wourds she was nominated for including song, record, and album of the year. she is the only artist ever to sweep the top three twice after also winning them in 2012. it wasn't all smooth sailing for adele who literally stopped the show during her tribute to the late george michael. >> i'm sorry for swearing and i'm sorry for falling, can you please start again? i'm sorry. >> adele calling it like it is. metallica front man james hetfield's microphone wasn't working at the start of the band's performance with lady gaga. some of the shows highs included beyonce, who of course performed a medley of songs and gave a moving speech after winning the grammy for best urban contemporary album. >> it's important to me to show images to my children that

launched a ballistic missile test this weekend. one the country hailed a success. the u.n. meeting comes at the urging of japan, the united states, and south korea after japanese prime minister shinzo abe condemned the missile launch with president trump by his side. how will new york respond to all of this? let's turn to keir simmons who joins from us seoul, south korea, for more. was this missile launch really meant to rattle the trump administration? or something much more? >> reporter: good morning, frances. the timing was certainly interesting. it does appear aimed at the trump administration. happening just as trump was meeting with the january nees prime minister and the missile fired toward japan, though it only traveled around 300 miles before landing in the sea, short of the japanese sea. but that said, north koreans are saying it was a successful launch, that they tested a new missile that they're describing as a pu kux song 2, a medium to

long-range missile, nuclear capable, and they say it was a successful test. as you mentioned still, though, a number of nations calling on the u.n. security council to have consultations over this test. china saying it impoopposes the test, so international criticism of what north korea has done. many experts think again the aim was to rattle the trump administration. frances? >> certainly interesting to hear the president's seemingly limited and measured response to that. nbc's keir simmons, thank you. now to washington where the white house prepares to move forward on its temporary immigration ban. mr. trump saying he could deliver a new executive order on the issue as soon as today. white house senior policy adviser steven miller tells "meet the press" moderator chuck todd all options are on the table. >> the bottom line is that we are pursuing every single

possible action to keep our country safe from terrorism. i also want to be clear, we've heard a lot of talk about how all the branches of government are equal. that's the point. they are equal. there's no such thing as judicial supremacy. >> meanwhile, worldwide protests against the president continued for a third straight week. major crowds spilled into the streets of mexico taking on the president's immigration ban head-on. that as immigration and customs enforcement agents carried out a number of raids across the united states. i.c.e. agents targeting at least six states, arresting 160 undocumented immigrants in california alone. the department of homeland security says these raids were routine, but the president himself contradicted that with this tweet saying, "the crackdown on illegal criminals is merely the keeping of my campaign promise. gang members, drug dealers and others are being removed." that all comes amid news the president could take action soon concerning national security adviser mike flynn after reports surfaced flynn had discussed u.s. sanctions against russia

with that country's ambassador before inauguration day. perhaps violating at least one law and could have lied to vice president mike pence about the alleged discussions, creating a potentially difficult situation. when asked about the controversy the president said he would look into news reports on the matter. ivanka tramp is back in the headlines following "snl's" brutal takedown of the white house and plugging of her fashion brand. melissa mccarthy returned as sean spicer, hawking the daughter's accessories. >> and light terrorism this week when nordstrom's decided to stop selling ivanka trump's line of clothing and accessories. okay? and that's nordstrom's loss. because these are high, high-quality products. in fact, i'm wearing one of her bangles right now. it's beautiful. it's shimmery. it's elegant. and at $39.99? and don't even get me started on her shoes.

mountains of the appalachians through southern new england. these winds will gust today up to 50 to 60 miles per hour. that will cause significant airport delays. hopefully not too many power outages. that's a have you seen these pictures? a rescue effort with mixed results. in new zealand hundreds of whales stranded themselves off the waters of golden bay. rescuers linked arms in an effort to prevent 200 pilot whales from stranding themselves again. the effort did succeed in turning many whales away from shore but from the pictures you can see a few hundred still perished in the stranding. sad for those people trying to spend the time to rescue them. >> we first reported on that on friday, and tough for them, really emotional to see these

a hazardous material authorities believe spread through the airport's air conditioning system. police and firefighters concluded the substance was most likely pepper spray. authorities are still working on finding out how it got into the system but ruled out terrorism. in the end it injured some 68 people, both passengers and staff. venice is in full carnival swing, kicking off festivities with a fantastic boat parade. hundreds of revelers lined the italian city's canal to see the elaborate boats float by. the people were dressed in costume from cowgirls to pirates and the sumo wrestlers. venice has one of the world's oldest carnival celebrations which is the period of excess before lent begins. legendary jazz singer al jarreau died over the weekend. he was best known for hits like "we're in this love together" and "breaking away." as well as the theme song to the hit tv show "moonlighting." he was hospitalized due to
