nbc national correspondent miguel amedure is there this morning. >> reporter: crews have been working throughout the night, keeping a close call on what they call a fluid situation. the dam at lake oroville is sound. but the spillway is in jeopardy. if it fails, communities downstream would be in trouble. the emergency spillway at the oroville dam is in its own state of emergency. warning of a failure and the damage of a catastrophic flood, state officials ordered the evacuation of 188,000 people. >> we thought we were okay. and then, all of a sudden, bam, you need to leave. >> we had to make a very, very critical and difficult decision to initiate the evacuation. i couldn't risk the lives of thousands of people. >> reporter: the sudden emergency triggering chaos, as families jammed roadways out of oroville. >> you need to make a right when

you can. >> reporter: gridlock lasting for miles and for hours. >> i'm concerned about getting out. >> reporter: with the massive reservoir at over 100% of capacity this weekend, engineers spotted an erosion scar near the emergency spillway. lake oroville holds enough water to cover the state of connecticut in a foot of water. the ballest dam in the nation, 770 feet, it sits above several communities in butte, sutter and yuba counties. oroville's spillway, which releases water from the reservoir to free up storage space was damaged last week. now, a scramble to get it fixes before more rain. this morning, water officials plan to use an army of helicopters and boulders to shore up the emergency spillway, what may be the best hope to prevent a disaster that may be looming. at one point, officials said if

in a emergency spillway breached a 30-foot wall of water could cascade to communities downstream. this is a race of time. we expect another storm to put more pressure on the energy spillway. they want to get as much water as they can before the next storm arrives midway. matt and sheinelle, back to you guys. >> miguel, thanks very much. another powerful winter storm is hammering new england. a second round of heavy snow and high winds, for a region that was hit hard last week. and once again, there's problems at airports, coast-to-coast. we'll get al's forecast in a moment. first, nbc's blake mccoy is in portland, maine. blake, good morning. >> reporter: sheinelle, good morning to you. it is a ghost town here in portland, maine. the only vehicles on the road are snowplows. conditions are dangerous. everyone staying home this morning. it's deja vu for this part of the country, still digging out from last week's snow. blizzard conditions once again in the northeast.

new england being slammed with its second major snowstorm in a week. >> the last one was treacherous. >> i want it to end. >> reporter: the latest round of snow started falling sunday. and this morning, winter storm warnings are in effect from new york to maine. in new jersey, a woman had to be rescued after her car crashed into an icy pond. emergency crews moved quickly. she is going to be okay. in bedford, massachusetts, a pedestrian was killed after being hit by a snowplow. in boston, schools are closed for the third school day in a row. >> the safety of your kids and getting people off of the roads. >> reporter: and in connecticut, icy roads have caused 100 accidents and 600 calls for help. the nasty weather is snarling air travel. 1,700 flights delayed. nearly 900 canceled. with snow falling through the morning. >> this is crazy. >> reporter: maine could get hit

the worst, seeing up to two feet of snow. now, back out here live in maine, i want to show you how big the snowbanks are already. you can see more than waist-high on me on the side of the road right now. while the snow will taper off later this morning, the big concern is the winds. they will still have the potential to pick up the snow and create blowing and drifting. more hazards for drivers. >> you can hear that wind. thank you. al is tracking the storm from the road. he's in ohio this morning. al, good morning to you. >> good morning, guys. we'll tell you why we're here in a little bit. i was stuck on a runway in la guardia for two hours. a lot of flights canceled. look at what we have now. the current radar shows we have more snow pounding maine. lighter snow around the great lakes, on into boston. but as you can also see, we're going to be looking at the storm, pulling away with strong winds, potential blizzard conditions along the new england coastline.

as the storm moves away, it will make for hazardous travel. the snowfall amounts on top of what's already fallen. 8 to 12 inches in snow in portland, maine. and we have 57 million people affected by those winds, from the spine of the appalachians, all the way up to new england. warning areas of 50-mile-per-hour to 60-mile-per-hour winds. the watch areas, 40-mile-per-hour to 50-mile-per-hour winds. that's going to cause major airport delays continuing from new england all the way down to washington, d.c., guys. >> all right, al. thank you very much. we'll have more on the storm in a couple of minutes. let's turn to politics, now. and a host of new concerns facing president trump. including mounting questions about national security adviser michael flynn's future in the administration. nbc national correspondent, peter alexander, is at the white house. he has the latest on this. peter, good morning to you. >> reporter: hey, matt. good morning to you. the president is juggling several significant issues, all demanding his attention. questions about what to do about

his immigration order that's in legal peril. questions about north korea. and questions about his national security adviser, with one white house official tells me, that some aides are encouraging president trump to consider firing michael flynn. back in the nation's capital this morning, president trump facing a new foreign test, during his one-on-one diplomacy weekend, with japan's prime minister in palm beach. the two men reacting after north korea's ballistic missile launch this weekend. this video of the test released overnight. >> do you know what happened? can you comment on that? >> reporter: in an appearance, prime minister abe as intolerable. president trump didn't mention it. but added -- >> i want everybody to understand that the united states of america stands behind japan, its great ally, 100%. thank you. >> reporter: in mexico, thousands protesting president trump's plans for a border wall,

with immigration raids in the u.s. officials announcing hundreds of arrests in six states. the operation described as routine, focused only on criminals. but families of undocumented immigrants fear it's part of a crackdown. >> with donald trump being president, i see no hope for us. >> reporter: with the president's travel ban on hold, the white house is prepared to unveil new immigration actions this week. policy adviser, steven miller, lashing out at the courts. >> we have a judiciary that's taken too much power and become in many cases a supreme branch of government. >> reporter: his pass tweeting, great job. national security adviser, michael flynn, is no longer denying that before taking office, he may have spoken to the russian ambassador about sanctions imposed by president obama. >> does the president have confidence in his national security advise center. >> that's a question i think you

should ask the question. the question to ask the chief of staff. >> reporter: doubling down on mr. trump's claim that thousands of massachusetts residents were bussed into new hampshire to vote illegally. >> this issue of bussing voters into new hampshire is widely known by anyone who has worked in new hampshire politics. it's very real. it's very serious. >> reporter: but miller offered no evidence of any fraud whatsoever. more on michael flynn this morning. the top democrat says the fbi and the intelligence committee should investigate flynn's conversations with the russian ambassador. and whether flynn encrypted any of the communications, in an effort to avoid monitoring. here at the white house, president trump will host canadian prime minister justin trudeau. the two men will have a news conference together. >> thank you very much. jeremy bash is an nbc news security analyst who served as

chief of staff at the cia and defense department. and nbc news political analyst, alias jordan was the communications director for the national security council during george w. bush's administration. that answer from stephen miller to chuck, on the state or confident in michael flynn, did it sound like a straight arm to you? >> that was not a robust defense. if i were mike flynn, i would be worried about my standing at the white house. >> let's talk about why, jeremy. if he had the conversation with the russian ambassador prior to the inauguration and if they spoke about the newly-imposed sanctions from the obama administration, how serious a mistake was that? >> well, talking to the russian ambassador may not be that serious. the question is, why did they troy to conceal it? and perhaps the reason is because the conversation happened on december 29th, the day the obama administration imposed those sanctions. he was signaling the russians, when we come into office, we're going to do things differently. that's not something that the

incoming trump administration wants to acknowledge. >> there's another piece of this. he misled the vice president. he went out and said no sanctions -- they didn't discuss the sanctions. there's a credibility issue here. >> well, that's the huge issue. i think more so than the communications with the russian ambassador. does vice president mike pence, who staked his integrity on what general flynn told him. does he have confidence in the national security adviser? this is a battle between mike flynn and the vice president. >> given what we know now, can mike flynn survive as national security advise center. >> i think 24 days in, he is the story. and you have north korea trying to launch missile tests, no. i think no way. >> the national security crises are piling up. a missile launch from north korea, from iran. a raid in yemen that's gone poorly. a travel ban that's rolled out in a botched fashion. they need the a-team there and i'm not sure they have it. >> back to north korea.

we talked about the days before the inauguration you said, new presidents, new administrations, always get tested. whether from a terror group or a foreign adversary. it seems north korea wants to test this president in the form of a missile. how serious is it? >> it's a serious matter. they launched it in the sea of japan, towards or ally. the president when he made his statement on saturday night, he was too short. he kept it to 125 characters. he could have been more expansive. and he should have said, we can defend our ally, south korea. and we condemn the missile launches. >> really quickly. a tweet here from president trump. he tweeted -- north korea, just stated it is in the final stages of developing a nuclear weapon capable of reaching parts of the u.s. it won't happen. he drew a line in the sand. did this missile launch cross that line? >> he drew the line. and when he spoke in his statement, he was quite hesitant

and redizant to stake that line in the sand. this is a provocation by the north koreans. the new administration has to get their hands around the challenge. they have to grapple with it. i don't think a hasty response is the necessary response. >> the white house created a statement for the president. but he didn't deliver it. i think he should have gone further. >> jeremy, alias, thank you very much. let's talk about last night's grammy awards. the big names in music were out. but one star stole the show, adele. natalie is in los angeles. natalie, good morning to yu. >> oh, yeah. we're talking about adele's performance, sheinelle. in a year when the awards is doubling as a platform for politics. add in some performances from some of the biggest names and the excitement of live television and the result was one unpredictable and entertaining night. opening the show with a big hello -- ♪ hello from the other side

new england. up to two feet of snow. boston up to a foot. schools have been closed there for the day. and thousands of flights at airplanes throughout the region are canceled or delayed. nbc news has learned that aides to president trump is asking him to consider firing national flynn, his national security adviser. the reason, flynn is no longer denying he may have talked about u.s. sanctions with the russian ambassador more than a month before inauguration day. also this morning, a south carolina woman who survived an unimaginable kidnapping ordeal is breaking her violence. joe fryer has that for us. >> reporter: good morning. kala brown and her boyfriend disappeared last august. she was kidnapped and rescued two months later. she is sharing her story with dr. phil, who gave us a preview. on a sprawling 100-acre patch of land in south carolina, deputies say kala brown was held for two

months in a metal storage container. for the first time, she is sharing her story publicly in an interview with dr. phil, airing today and tuesday. >> when he opened it and put you in there, what was in there? >> it was pitch-black. but he had a flashlight. and he had a lot of shelving, with, like, dried food and rations and stuff. and lots of bottles of water. >> did he live you bound? or did he bind you? >> he left me bound. and he put a chain around my neck. >> how long was the chain? >> 2 1/2, 3 feet. >> reporter: the man accused of kidnapping her is todd colehappen. he is also charged with killing her boyfriend. a crime she tells dr. phil she witnessed. >> she went into shock instantly. but she began right away to think, he didn't kill me on purpose. there's something going on here.

>> reporter: dr. phil says, as time passed, brown gained strength. >> she said she discerned at that point that he wanted her alive more than he wanted her dead. >> reporter: acting on a tip last november, deputies finally found brown. the sheriff says she was chained like a dog. >> i'm telling you it's by god's grace we found that little girl alive. >> reporter: investigators say he has confessed to seven murders. three of the bodies were found on his property. the other four were killed at a bike shop in 2003. his attorneys have not returned our messages seeking comment on the case. >> if he is watching this right now, what do you have to say to him? >> i would just tell him that no matter what he did to me, he did not break me. he cannot destroy who i am. and i won. >> reporter: when she says something like you did not break me, do you believe it? >> there's no question. you look this woman in the eye,

kitchen in vermont. it's nice to see you. look at you with the green hearts. >> i wanted to show some love. >> we're going to make two different recipes. >> we are. >> you say, baking is not as hard as people make it out to be. but you don't want to mess up, especially when it's valentine's day. >> you really don't. >> are you sure that i can do this? be nice. >> maybe. i'm here for you. >> first, is cookies. what are we talking about? >> butter and sugar, always crucial. eggs, flour, some red dye if you want to use it. it makes these extra special. sprinkles, vanilla bean paste. >> we got our batter working here. what do you have already? >> we have the butter and the sugar. and it's creamed together. that looks like a nice, lovely paste. nice and fluffy. add eggs one at a time. and what's crucial is you want to make sure as you add the

eggs, you want them incorporated before you add the flour. this is vanilla bean paste. >> how are the measurements different? >> it is a one to one swap. this has a vanilla bean suspended in it. have you bought a vanilla bean? they're dry as heck. that's the red dye. this is the good stuff. this will make it nice and red and festive. and use as little or as much as you like. darker dyes tend to make recipes bitter. just know that. keep that in mind. >> how long is this going to take? >> we're going to add the flour. always have it on the low setting. otherwise, the flour, you're going to be spritzed with that. you're going to make two batches. one red and one plain. you're going to roll it out into a nice rectangle.

and you're going to plop one on top of the other. and you can get sugar dough from the refrigerated section of the grocery store. i wouldn't. but you can. we're going to do four rectangular pieces, relatively even. >> you're going to create this loaf over here. >> a loaf of dough. and what you do is you are going to slice and dice. you're going to take a nice slice like that, all the way down. and you're going to take this and you're going to stamp it out. you have nice stripes. isn't that clever? you can take the rest of this dough. and you can smoosh -- technical terminology. >> you get less than perfect. >> you put a little -- a little cutout in there. but keep that together. and then, you bake it like that. you baked your cookies.

when they're warm, you can take your cutter and make sure if there's sides that are too brown or that have spread a little, stamp it again when it's warm. and then, we're going to put them together. you're going to take royal icing, which is like glue for bakers. a nice thing of royal icing. and our cutout on top. >> and you made little cookie sandwiches. >> or, if you are a crafty minx, you put a little lid on top. >> it's a little valentine. and a ring. >> is that the real one or the fake one? >> look at that. you gave it to me apparently. it better be real. >> let's go back here. now, you're making truffles. this sounds harder. >> this is so much easier. >> that sounds easier. >> so much easier.

cream, butter, a little vanilla, chocolate, done. and you simmer this part, which is the butter and the cream. and you pour it on top of the chocolate. and let it sit for a few minutes. >> our tasters. are you digging in. >> you can't go wrong. >> we have kids, and we were saying how much fun it would be to do with the kids. >> the crafty part is great. and they can add what they want in the middle. they can put a little fake spider in the middle. >> that's funny. and then -- you whisk it until it is smooth. if you have a lactose problem, you can do a one for one swap with coconut milk. >> after you whisked it for a while, it looks like this? >> this is refrigerated for a few hours and then, you can make the truffle balls. >> put it in a pastry bag? >> you want to pipe them, or you want balls, you can use a melon baller. you can spray this with nonstick
