undocumented immigrants in the u.s. are bracing for raids and deportations after the trump administration ushered in sweeping new rewrites of the country's enforcement policies, targeting nearly everyone living here illegally, and the president's policies continue to be met with resistance with one activist group even unfurling this large banner at the base of the statue of liberty, an incidence now under investigation. many undocumented immigrants are preparing for the worst. nbc's justice correspondent pete williams has more on this. >> reporter: the secretary of homeland security calls for vastly more aggressive enforcement of immigration laws already on books to reduce the number of people here illegally and fulfill a central donald trump campaign pledge. >> most illegal immigrants are lower skilled workers with less education who compete directly against vulnerable american workers. >> reporter: nearly anyone here illegally is subject to deportation, fewer exemptions. any time undocumented migrants

are picked up by police for any violation and their fingerprints are sent to homeland security, they could be deported. in theory, even for traffic violations, though homeland officials say they will concentrate on serious offenses. young people like 18-year-old eduardo solis in los angeles, so call dreamjeanneers, children who came here illegally as a child fear what happened. >> as a child i was afraid i would be deported and now that i'm grown up i'm afraid my whole family will be deported. >> reporter: dreamjeanneers like him are allowed to say as president obama ordered five years ago. the memo calls for hiring more 5,000 more border patrol agents and 10,000 morice agents who enforce the law nationwide. no mar catch and release. people detained at the border will be held until the court hearings and no longer allowed to be released and show up later and immediate deportation for people who have been picked up illegally for under two years. it used to be two weeks and prosecution or removal for

adults here who pay human smugglers to have their children brought here. immigrant rights groups says it puts millions of people in fear they could be sent home. >> anybody who is undocumented whether they are going to the grocery store or dropping off their kids to school at any given day they could be deported. >> nbc's pete williams reporting. the administration's new endorsement rules comes as the white house finalizes what it says is a retooled immigration travel ban that would till focus on travelers from those seven predominantly muslim nations that. order is expected by the end of the week. at town halls across the country a wave of washington lawmakers are facing a backlash from angry constituents pressing them on donald trump's policies in what has been called a progressive echo of the 2010 tea party movement. here was the scene when iowa senator joan enernst abruptly ended and tried to leave her session. >> we want jobs! save our jobs! save shame on you!

leader. >> now president trump is weighing in posting on twitter. so-called angry crowds in home districts of some republicans are actually in numerous cases planned out by liberal activists. sad. at least one gop congressman pushed back against the president calling the angry voters our fellow americans with legitimate concerns. a forceful condemnation after a wave of tlets and anti-semitic threats across the country. president trump takes a stand against the terrorist acts offering his words calling it painful and evil. it was the first time the president has made a full-throated denunciation against instances of threats and violence against jews since he took office. one prominent jewish group is calling trump's remarks akin to putting a band-aid on the cancer of anti-semitism that has affected his own administration.

doubter who happens to be here right now, number one, i am the least anti-semitic person that you've seen in your entire life. number two, racism, the least racism person. quiet, quiet, quiet >> reporter: president's message to some, too little too late. >> we have a series of anti-semitic attacks on jewish community centers, on cemeteries, and this president said nothing over the weekend. his silence is poison. nothing the president today mitigated the cancer growing in the white house that starts with him. planned parenthood just scored a courtroom victory. a federal judge ruled that texas cannot cut funding for the health care provider after state officials tried to terminate medicaid contracts with the organization. they accuse planned parenthood of manipulating the timing of abortions to benefit researchers. planned parent hod denied these claims and the judge said texas

failed to provide any supporting evidence. state officials plan to appeal this ruling which planned parenthood says it allows it to continue providing health services to 11,000 low-income women. residents in san jose are evacuating as floodwaters rise in the northern california city. the recent heavy rainfall fueled massive runoff from the nearby anderson reservoir inundating the low-lying and already saturated land with water, damaging an estimated 500 households. nbc's miguel almaguer has more on this dangerous flooding. >> the alpha rescue boat just landed. >> reporter: a state of emergency in san jose. the calls for help flooding in as the water begins to rise. more than 100 people ferried to safety, away from what firefighters called toxic floodwaters, swamping cars and pouring into homes. >> i didn't expect it to be this bad this fast. it rose. it rose really fast >> reporter: water rescues continued through the day.
