policy. now advocates in the transgender community say this new policy under the trump administration sets back a lot of their progress. under the trump administration, public schools will no longer be directed to allow transgender students to use bathrooms and locker rooms based on their gender identity. it would instead be based on what's on their birth certificates. >> i think if you were born a female, you should use a female bathroom unless you have male parts. and vice-versa. >> we stand with you. >> reporter: the policy marks a shift from the obama administration that implemented the policy in an effort to prevent discrimination, citing federal title 9 laws. while not bound by law, the obama administration said schools that did not comply could lose federal funding. in june of last year, the school district of philadelphia established a policy allowing students to use bathrooms based on their gender identity. >> just become a big mess. and i honestly don't know if it's a clear side to that. the only solution is if it's an

stabbed. we're told it happened while she was driving. you see the car on the tow truck right now. police say she was stopped at a traffic light on hamilton street when she was stabbed repeatedly by a man who was in the passenger seat. >> two merritt medics who were also -- paramedics who were also at the light luckily rushed in. they stopped the attack. the victim is in serious condition. the suspect is in custody. as soon as we learn more about this developing situation, we'll get it back to you. now to new video of the two men wanted for a home invasion in juniata. this is video from friday night inside the victim's garage on neilson street. police say the men followed the victim inside his home through this garage. the man was found several days later bound, beaten, and gagged. it is not clear if the suspects took anything. the victim was hospitalized for a broken nose, cuts, and bruises. first alert weather, the perfect day to ditch the jacket and head out for a walk. nbc 10n wilmington. these -- nbc10 in wilmington.

these people got a walk on the riverfront. beautiful out there. if you thought today was nice, you won't believe the rest of the week. it's getting better. we have all the details. >> reporter: last week we said, can you believe it, 70s in the forecast? tomorrow, we start that over. look at where we are right now. already it was a warm day today. the average in philadelphia, 46 today. we're at 57. that's not even the highest temperature. 54 in mt. pocono too. short of tying a record. 61 in reading. 59 in mt. holly. 57 the current reading in millville. we've got a lot of upper 50s, spotty areas made it into the 60s today. tomorrow, we'll see spotty areas making it to the 70s for high temperatures. here's a look at the radar satellite view. this is the radar view. you see there's no rain to track out there. we still have some clouds, but even those as expected starting

to thin which allowed for temperatures to boost up as we went through the afternoon. tomorrow, there's the temperatures i'm talking about. mild start to the morning. 7:00 a.m., 49 degrees. look by 4:00, 68 the forecast temperature. and a mix of sun and clouds. we'll talk about the 70s coming up neighborhood by neighborhood. >> thank you. new video from the scene of that train crash and derailment at 69th street terminal in upper darby. crews are working to remove several of the damaged cars. we called septa a few minutes ago. a spokesperson told us they are making good progress and hope to have the cars cleared today. but it may take a little longer than that. sky force 10 was overhead yesterday morning after a subway train on the market frankford line crashed into two other trains. it happened along the loop at the terminal. all together, seven cars were quarterback to e -- aarp knocked -- seven cars were knocked off the tracks.

supermarkets and beverage distributors say slow soda sales could lead to layoffs. they say it's because of philadelphia's so-called soda tax. andrew pinkiss owns carbonator rental. his warehouse is stocked with boxes of soda syrup. pinkiss says that the tax has his customers paying nearly double. >> some of my customers are yelling at the drivers as if my drivers had something to do with the tax. >> the tax charges distributors 1.5 cents per ounce on sugary drink drinks. it went into effect last month and funds universal pre-k. the city expects businesses to rebound once customers realize the tax is here to stay. in burlingtown county, the school district is rethinking its decision to close evan elementary on route 73 tomorrow. at a board of education meeting the fate of the school will again be on the table. last march, the board voted to close the school, but some board members argue there are other alternatives to save money and

space. only 1% of students who apply to get into a summerton charter school have a shot. the mass community charter school received nearly 9,200 applications for just 96 openings. the k through 12 school is known for its math and science programs. a lottery will decide who gets in. a bethlehem father is suing to overturn a ban keeping him from attending his son's high school wrestling tournaments at a rival school. earlier this month, liberty high school sent the letter to the father barring him from its gym for what it called "offensive behavior." his son is a wrestler at north hampton area high school. both sides are due in court tomorrow. i want you to look at this now. surveillance video posted on facebook showing a man walking on main street in strasburg last saturday. watch as he knocks down an ice sculpture. you saw it the first time. and there is the second time. a business along the street paid about $260 each for 30 sculptures on display along the sidewalks. several police officers were

recognized today in south philadelphia nbc10 at the 17th annual district blue ribbon awards ceremony. these officers were nominated by their supervisors as the officer of the month. a big congratulations to all of them. protecting pennsylvania's seniors. that's what governor tom wolf says his budget proposal is all about. speaking from harrisburg, the governor said he wants to streamline government programs to protect the state's most vulnerable citizens from abuse, neglect, and exploitation. he also announced new grants designed to increase participation and programs at more than 500 senior centers across the state. have you bought your ticket yet? my goodness, the powerball jackpot's climbed to $400 million. i've got to get my, too. >> according to one south jersey dad, you shouldn't bother playing. luck is on his side, he says. nbc10's sidney long joins us. and you found a smalltown store that's been quite the hot spot

more voters are trying to put pressure on pennsylvania senator pat toomey. look what voters did in allentown. they used this empty suit to represent the senator and then held a town hall meeting. organizers invited toomey to attend. he declined due to a scheduling conflict. this is not the first time toomey has been accused of dodging his constituents. supporters of planned parenthood gathered outside his center city office today. they claim the senator refuses to meet with them face to face. toomey's office says he's met

with protesters multiple times including those from planned parenthood. in fact, the senator's twitter account posted this picture today and wrote, "had a productive meeting yesterday with members from tuesdays with toomey at my harrisburg office. looking forward to similar meetings in the future." there have been protests outside the senator's philadelphia office every week. voters have told us they can't get through to the senator's office when they try to call him. nbc10 tried to call today, and the mail box was, in fact, full. the message asked voters to be patient or send a message through the senator's website instead. president trump is taking issue with the angry crowds who lash out at republicans saying that in most cases the events are planned by liberal activists. all of this while the president held meetings today to discuss the federal budget. policing tax dollars, that's president trump's focus. meeting with his budget team today. >> unfortunately, the budget

that we're essentially inheriting is a mess. >> reporter: he's promising to make washington leaner, more accountable. >> we won't let your money be wasted anymore. we're going to run government smoothly, efficiently. >> reporter: congress approves the budget with republicans under attack from angry taxpayers at town hall meetings. >> raucous, that's all right. we're learning how to be raucous in the midwest. >> reporter: they're worried about health care and tax reforms. >> you hear the anxiety's real. people want real solutions. we have to pay attention to that. >> reporter: and pay attention to a president who says he wants to do more with less. president trump is expected to speak at the conservative political action conference in washington, d.c., this friday. the conference got underway today. there is video plaintiff trump at last -- video of mr. trump at last year's event when he was a presidential candidate. vice president pence will speak thursday. a group of doctors appealed to the food allow an abortion

pill to be available by prescription. according to the journal, 19 deaths have been reported abelong the three million cases -- among the three million cases since 2000. currently patients can only have access through a clinic, hospital, or doctor's office. now to san jose, california. entire neighborhoods are under water. floodwaters have forced the evacuation of some 14,000 people from their homes. authorities went door to door ordering people to seek higher ground as creeks and reservoirs overflowed their banks. and an n o-- in our region, much better forecast. cape may, new jersey, fog hanging over the shore. otherwise, clouds. temperatures boosting up into the upper 50s. we'll object sunset watch in a bit. here's the neighborhood temperatures throughout philadelphia. 58 society hill and graduate

hospital. 57 now at the airport. that's the official reporting location. 58 in chestnut hill. 57 for andora. 58 parkwood. upper 50s, a few spots in the 60s as expected earlier today. now they're on the decline. not going to drop a lot overnight. this is going to be a mild overnight no matter where you are. here are the radar and satellite view with just the clouds that are hanging over us early this morning. we had a few scattered showers that passed by. nothing impressive. it left wet spots on the roadways. otherwise, that has moved off. the clouds are hanging over us, and what we're going to see as we go overnight into tomorrow, about the same as what we saw today. a mix of partly cloudy, mostly cloudy conditions. some fog in the morning is possible. here's your neighborhood forecast for tomorrow. winds are just five to ten miles per hour. look at that --fairmount up to 70. 68 chestnut hill and shanksville. 67, fog i was mentioning for the

morning hours. in the lehigh valley, burkes county, cloudy to partly cloudy conditions. 70 for reading and mid 60s possible around allentown to easton at 62 degrees. new jersey, 68 for robinsville, voorheis at 67. egg harbor township up to 70. inland, warmer temperatures. against the shore, lower, 58 for longport. delaware in the 70s. low 70s for dover at 71 degrees. the forecast high. you might notice those lows were in the 40s. it's a mild overnight. and then we stay in the 70s friday, saturday, for philly, dover, the low 70s. you see saturday we see a change. that's when the showers and thunderstorms move through. as a result, big drop in temperatures, upper 40s for highs on sunday. and allentown, it will be low 40s to 50 for allentown to wildwood. before that, that stretch of very mild and warmer than average temperatures making for gorgeous conditions as we wrap up february. take a look. we saw this yesterday. now we've done number crunching.

we added in our forecast highs and lows throughout the rest of the month. with that, we're finding that we believe the average that we will have for the month of february will be the warmest on record ever for philadelphia. breaking the current record in 1925 at 42.2 degrees. that is kind of breaking it. we're smashing it two degrees warmer on average with our forecast high temperatures. here's the hour-by-hour forecast through today. we've got clouds and some clearing. then the clouds trying to build in as we go into your thursday. there's 7:00 a.m. mostly cloudy, thinning in the afternoon. into the overnight, may see spotty showers roll by overnight. nothing too impressive. again, we stay mostly dry, your friday, 6:30 a.m., just some clouds in place. it's saturday that we have a chance of steadier rain and thunderstorms. we'll we will take a closer look and talk about the big drop in temperatures for your weekend coming up in the next half hour. >> looking forward to that.

startups. small business owners heard from delaware senator tom carper today at the one million cups meeting. the meeting was held at the delaware technical community college in georgetown. the group learned about tax laws that can help them. in burlington county, lockheed martin took national engineers week to another level. look at this. this is at a morristown plant. engineers competed in the annual fly on the wall duct tape challenge. they also spent time with middle and high school students interested in engineering. just hanging around there, right? next at 5:00, having car trouble? >> drivers are complaining more and more about one particular feature behind the wheel. see if you agree. that's next. plus, using mirrors to send a message. how a local student used her art to speak out.

the future of your health care. >> one in six people relies on obamacare. today one more push to protect it. >> reporter: the impact over possibly losing the affordable care act compelled adrienne gunter from west philadelphia to share her story. she stood with those gathered for a national day of action in south philadelphia. >> i have gasped for air, and i have been terrified i wouldn't

breathe again. >> reporter: the 32-year-old with multiple sclerosis relies on the affordable care act as do 220,000 people in philadelphia. >> this is not a political issue. this is a human rights issue. >> reporter: president trump says his plan is to make it better. a campaign promise he reiterated in florida. >> we are going to be submitting in a couple of weeks a great health care plan that's going to take the place of the disaster known as obamacare. >> reporter: there are concerns over how it will work and what's at stake if obamacare is repealed. >> the aca is repeal period, and there's not adequate placement. it really could be catastrophic for philadelphia. >> reporter: adrienne says her health hinges on affordable insurance, and it's not an option for her to be without it. >> if i lose coverage, will i be able to continue these treatments that the prevent new lesion was forming? my fear is that i will only get

worse and become paralyzed. >> reporter: in philadelphia, nbc10 news. >> what are americans saying about the affordable care act? a poll says 59% americans have a favorable view of the affordable care act as opposed to 49%. 46% congress should repeal parts of the law. 29% say congress should not repeal the law. and 22% say repeal it all. here are the stories we're working county by county. starting in montgomery county, dozens of guns are now nothing but chunks of melted metal. abbington police destroyed 185 guns that had been stored since 1998. they were weapons that were either surrendered to police for disposal or their owners couldn't be found. the guns were shredded first and then melted down in a furnace. in bucks county, a bald eagle rescued three days ago in middletown township has died. four park rangers found the bird

and rushed it to wildlife experts. it couldn't stand. scans showed the bird had 20 pieces of metal in its stomach. ballot eagles often get lead poisoning after they swallow lead sinkers used by fishermen. in mercer county, a followup on a dog rescued from thailand. 2-year-old teresa came to this country missing part of her face. tonight she's recovering from successful surgery to pull some of her teeth and repair her tongue. this is what teresa looked like when she first got here. she escaped the clutches of a man who tried to cut off her head so he could eat her. that's why there's so much damage to her face. doctors say her prognosis is very good. in atlanta county, the bore gatt -- borgata restaurant and spa is serving up samples from men use for restaurant week. there are still tickets available. restaurant week is march 5th to the 10th. nbc10 at the terminal market

where some of philadelphia's tv and radio personalities competed in a sandwich scramble. two teams tried to create the greater breakfast, lunch, dinner, and even dessert sandwiches. the ingredients had to come from within the market. mayor kenny decided the winner. >> great assignment. to the weather and just a gorgeous day to walk to class. you see students in shorts and t-shirts. and you can keep the gear handy. >> like the sound of that. >> definitely. our first alert meteorologist has more on a warm neighborhood forecast. this is a forecast i think most people will look forward to. talking 70s the next few days. today we're already starting our warmup. made it to 60s iniato areas. philadelphia at 57. the suburbs the same, and new jersey. in parts of the lehigh valley, some areas still holding on to the low 60s. delaware beginning to cool at 54 degrees. notice the live cameras, as well. this morning, it was cloudy. there were a few spot showers that moved by. now a nice mix of the blue skies, sunshine, and clouds as

the sun is setting. i checked the cape may cam, not as good a sunset as it was the past couple days. we decided ton break it out for you. nice conditions the next several days. we're moving through with those 70s. radar and satellite here, the gray that you see is the clouds that are still holding on. not nearly as dense as they were this morning. we are still seeing some clouds out. and they will build back in tomorrow morning again. through rest of tonight, 57 right now, going to 54 at 8:00 p.m. down to 50 by 11:00. we don't drop much more than that. this is a mild overnight to help lead in to the 70s in the days to come. we'll track how high we go neighborhood to neighborhood. we'll talk about the change -up for your weekend forecast coming up. breaking news now from sky force 10 in mercer county. police on the scene of a fatal shooting in trenton. happened about two hours ago. multiple shots fired. hamilton avenue and hudson street. when police arrived, they found a man dead in the street.

they're still looking for suspects. as soon as we know more about, this we'll make sure we get you that in the form of a report. meantime, it appears more technology in cars might be slowing drivers down. that's according to a new j.d. power study. the survey found technology glitches with bluetooth phone pairing and misunderstood voice commands are on the rise. more than four times more incidents reported than last year. lexus and porsche were tied atop the list as the most reliable brands in terms of dependability. toyota, buick, and mercedes-benz rounded out the top five. more than 35,000 drivers were questioned for the study. are we alone? a question that humans have asked ourselves now for centuries. nasa has made a discovery that could give us some answers. next at 5:00, we head to the franklin institute to find out what it all means. >> reporter: coming up tomorrow on "nbc10 news today," food for thought. we look what the could be

in the search for signs of life outside our solar system, researchers at nasa made an out-of-this-world discovery today. >> this is big. scientists say they spotted seven wonders from another world. planets which could hold life. the seven earth-sized planets orbit a star 40 light years away in the constellation asquareus. three are inside -- aquarius. three are inside an atmosphere that could hold water. scientists are investigating their mass and density. >> the planets in this zone of habitability. the questions now begin to arise about what's the possibility for the existence of life in these locations. nasa officials say the discovery gives us a hint that finding a second earth is not just a matter of if but when. >> interesting. for the first time in decades, a piece of american

a student's art project is getting attention on a college campus in south jersey and beyond. >> she created messages that appeared in restrooms at

right at 50, 49 atlantic city, cape may point. we see the variation. we're going to notice that the next several days. lower against the shore. and then warmer as you start to go farther inland. none nonetheless, temperatures are warmer than average considering we're in february. you might have forgot considering the temperatures we've been dealing with. in the delaware neighborhoods, also very warm right now. we're in the mid to upper 50s. 56 marshallton, harmony hills, 59. glasgow, 57. middletown, 55. the same as we drop south. 59 lincoln. celton, 56. lewis beach, 58 for current temperature. squeezing in a 60 there, rehoboth beach as well as long neck. we've got nice temperatures. they're going to be even warmer tomorrow if you can believe it. take a look at the forecast highs starting with the lehigh valley. reading, 70 for the high tomorrow. we'll be at about the low 60s through bethlehem and mid 60s for easton. also take note of the white box that shows the low of the

morning. it's not that low. in the suburbs, talking 40s, maybe spotty areas in the upper 30s. and upper 60s for your afternoon high temperatures. also note tomorrow morning, some patchy fog is possible, as well. in the philadelphia neighborhoods, mt. airy, 68. 70 for the forecast high in fair mount. and if we drop on through new jersey, very similar. glassboro at 70. 67 haddenfield. along the shore, you go further inland, 70s. up against shore points, maybe upper 50s to some 60s. if you're right at the shore in atlantic city, 50s. you can start to go further inland and will notice the difference in temperatures very easily as you start to travel inland. delaware, 70, for wilmington, dover, 71. notice the mix of clouds and sun. again in the morning with some of that fog hanging over, it will seem cloudier then in the afternoon hours similar to what we saw today. here's the weekend high temperatures. 72 philly saturday. 48 sunday. huge difference. this one, yeah, that's more

close to average for this time of year. we'll see a few in the 60s and low 70s new jersey to delaware. for your saturday, that warm air combines with the moisture, and a cold front moving in. we've got the potential for thunderstorms, as well. we will be dry sunday. a noticeably cooldown. 50 for the shore and delaware. let's talk a little about the storm, the pattern change we're dealing with. we've got warm air that's going to be over us, this is friday at 5:30. temperatures are going to be making it into the low 70s again on friday. the warm air starts to get pushed out as a cold front starts to move in. the green, that's future radar. so the rain that's starting to develop, as well. this is at 8:30 in the morning saturday. still warm air for us in philadelphia and surrounding neighborhoods. there it goes as we start to go through your saturday. 6: 6:00, rain edging in. thunderstorms on the way. those make their way through our zone. moving in late day saturday into sunday, that's with the passage of the cold front. we know what happens after the cold front, windy as this occurs, windy after it moves
