could be a crucial clue in finding hip. we are live in the kensington neighborhood,dry drew what's the latest. >> reporter: investigators are looking for the car right now. we can tell you that that victim it's unclear if he is going to survive. he lives in this home right here. we are told he headed out to this market to get something tonight. on his return trip he came within feet of his front steps when the car slammed into him. a 43-year-old kensington man appears to wait for the intersection to clear before crossing. in this video obtained exclusively by nbc 10 you can see a car comes racing towards him. the impact happens next just to the left, off camera. >> we know his body was launched 50 feet after being hit. >> reporter: just feet from his home the man's roommates saw the police lights. called him three or four times. >> reporter: the victim's phone and his glasses sat on the paste, now evidence in this hit

and run crime. conditions witnesses say the driverner never stopped either to help or to call 911 for the victim. >> he never regained consciousness. he does have severe trauma to his head, broke both of his legs. >> reporter: and thanks to good witnesses and that surveillance video we do know the car they are looking for. it is a four door sedan, sill sfler color. we're told it has a sun roof. police say if you see it it will have heavy front end damage and a smashed windshield. live in kensington nbc 10 news. new video of a group of good samaritans coming to the aid of a woman who was being stabbed inle aentown. >> oh, my god. >> bleep, bleep. >> this video right here of the frantic moments when several pulled the stabbing suspect off the victim, his own stepdaughter. you see two men there, including a paramedic trying to get a knife out of the subpoena's hand. the woman was seriously hurt.

the suspect is facing attempted murder and other charges. look at this wall of flames shooting from a building their construction in gloucester county. this is a new building being built on oldmans creek road. the fire started before 6:00. it took firefighters hours to ket it under control. opportunitically, no one here was hurt. no word yet on the cause. president trump doubling down on his desire to beef up the nation's nuclear punch during an interview with reuter's today the president said he want to expand america's nuclear arsenal. >> it would be wonderful. dream would be that no country would have nukes, but if countries are going to have nukes, we are going to be at the top of the pack. >> the president also vowed to confront russian president vladimir putin over that cup's recent deployment of a cruise missile. meanwhile the president is getting set to take the stage tomorrow at the annual conservative political action conference. today the trump administration

was well represent at cpac. chief strategist steve bannon and white house chief of staff reince priebus joined each other on stage. bannon blasted the media, which he called the opposition party and told conservatives every day is going to be a fight against the media and progressives. >> every day in the oval office he tells reince and i i committed this to the american people. i promised this when i ran. and i'm going to deliver on this. >> bannon says the media is giving an unaccurate portrayal of president trump's first month in office. at time when some lawmakers are holding town halls over the phone, democratic congressman donald for cross met face to face with his constituents in camden county, tonight. a packed room filled the oakland municipal building tonight where people asked questions about a variety of topics including the future of obamacare. the crowd was so big that dozens of people didn't even make it inside. it's the first two of town halls scheduled for the congressman.

this event was organized by senator pat toomey's constituents. the senator did not attend. meanwhile dozens of local groups helped lay the ground work for what they call long term resistance in philadelphia tonight. nbc 10 in center city where hundreds showed up to learn how to coordinate with others to make their voices heard. new at 11, new jersey governor chris christie has come under fire in the past for the amount of time he spends out of state. records show new jersey taxpayers dished out more than $300,000 to pay for the governor's security detail while he trafford last year. during his run for the presidency in 2015 it was more than double that. that kris brings his two year told to more than $700 million. a police pursuit ended in a crash. police say the suspect was taken

into custody of a slamming right into a tree. no word on injuries or what sparked this pursuit. new at 11:00, a deadly shooting outside an auto zone in north hampton county. skyforce10 over this scene on nazareth road in palmer township. police responded just before 10:00. they found body in the parking lot. the victim has yet on the identified. officers at the correctional center are pleading for help. they said today understaffing and a lack of training are putting officers at work. here's how one worker characterized the working conditions. >> right now what we have is not a prison. it is a three-ring circus. we've been screaming for help for a long time, and nobody is listening. >> the senate labor committee held a hearing today to talk about what it's like to work inside the smyrna prison. it comes after a inmate uprising and a hostage taking earlier this month. it ended with a correctional officer dead. more than 100 inmates are under

investigation in floyd's death. to newcastle county and a commune on edge. a kidnapper is on the loose. >> he struck at two apartment complexes in the county. tonight one of those residents give management an earful. we are live in pike creek with details. brandon? >> reporter: jacqueline and jim, days later and people say they are still scared because of these kidnappings. force r for the first time tonight we heard from the president of one of the apartment complexes. he toll me they are talking about security cameras, locks on doors. they have had state police drive through this property more than ones but the people who live here say they want to see those safety changes as soon as possible. >> it's just safer to call us. >> reporter: midway through this packed two hour safety meeting in pike creek a concerned woman called out management of arun dolea apartments where a masked man kidnapped a woman earlier this week. >> what are you doing at the

apartments. >> reporter: she wasn't the only one who voiced concerns. >> i was going to go home around that time. that could have been me. >> reporter: she says she moved in there two months ago. after the kiddi napping she fears if for her and her daughter's safety. >> i'm scared. >> reporter: she also told us she is considering buying a gun n. both kidnappings the women were sexually assaulted by a man armed with a gun. >> it's scary. share your concern and i share your fear. >> reporter: at tonight's meeting the apartment management told the crowd he is looking at security cameras and locks on the outside doors with a four digit code. he has also spoken with delaware state police. >> he will provide with us his recommendations as to what we

can do differently at the property. >> reporter: the management group that runs top i will hill apartmentst was not at tonight's meeting. the people at the meeting some of them walked out with this brochure, safety precautions from the police. police have a vague description. they say he is a white man, 5'8", drive as dark colored suv, has a dark accent and he speaks out loud about his plans before he follows through on them. nbc '0210 news. protests and violence in southern california after a controversial video surfaced showing an offduty police officers pulling a gun on a group of teenagers. the video there shows the officer strungling with a 13-year-old boy. another teenager then pushes him over a bush. that's when the officer pulled out a gun and fired a single

shot into the ground. no one was hit. police say the struggle started when the officer got angry at the teenagers for walking on his lawn. >> i thought i was going to die like right now because i thought he was going to shoot me because he was like mad. >> the shooting triggered protests that turned violent overnight. police arrested two teenagers involved in the struggle. the officer was placed on administrative leave. his actions are under investigation. a philadelphia man is leading a push by luis muslims to raise money for a vandalized jewish cemetery. tariq saw these headstones topple over in a cemetery in st. louis over the weekend. more than 150 were damaged. he helped launch an online fund-raiser. it has raised more than $100,000 to fix those graves. >> i wanted to do something. and i felt that every human being has the right to rest in peace after they are laid to rest. and no one should be worried about their loved one's grave being desecrated. >> he tells us he has received

10-year-old children for coming to school with a pair of scissors. >> the focus now is on arresting fewer students. >> today at 5:00 the nbc 10 investigators showed you school districts where suspension rates were far above the national average. >> our region is home to a program changing the narrative on school discipline. >> reporter: these days shawn allen walks the hallways of his high school with certain maturity. for him the past four years at parkway northwest have been a second chance after a freshman year mistake that could have gotten him arrested. >> i just grabbed a random book bag and threw my football equipment into it not knowing the knife she told me to hide from my little sisters was in bag. >> you bought that knife to school? >> yes. >> >> reporter: that was grounds

for automatic arrest, mistake or not. but the summer before allen's run-in, the deputy police commissioner was considering a change. >> let me look at what we are doing as a department. when i look i was like wow. >> reporter: that data showing philly police arresting 1600 of the district's students each year. and 80% of those students were black, even though black students make up only 51% of the district's total enrollment. officials say for many students, even relatively minor offenses led to arrests and disengagement. the start of the so-called school to prison pipeline. philly police and educators alike believed something had to give. >> we had to change our approach. we had to change how we were talking with youth. >> reporter: the superintendent says that change was a deep cultural shift. first they threw out the zero tolerance rules. then partnered with the

department of human services and others. the team focused on targeting and treating the root causes of behavior problems. he says the student climate in his schools got better even at a time when district budgets were at their worst. >> we think about this as a money problem when it actually is a mind-set change. it's a behavior change. >> reporter: most importantly, the district says, student arrest rates plummeted from that high of nearly 1600 to a little more than 700 in the first year, to fewer than 600 last year. bessel took the results as a full time calling, retiring from police work to study how philadelphia's model can be taken nationwide. >> my goal, and i'm very honest about that is trying to get law enforcement to see this from a different place. >> reporter: allen was among the very first success stories in the arrest diversion program. but nearly being arrested was

not his biggest wake up call. >> my leg was hurting really bad. >> that's what they found out was cancer? >> yes. >> reporter: he says he brought the coping skills learned during that intervention program to his life and death battle. now cancer free and finishing high school, he believes all doors are open for him and for his unblemished record. >> i don't have to worry about having a criminal record at a young age, and i don't have to worry about people looking at me different as if i was a young criminal. >> reporter: for the investigators, george spencer, nbc 10 news. breaking news right now out of washington a. white house adviser reportedly asked the fbi to dispute media reports that president trump's campaign advisors were in touch with russian intelligence agents during the election. this was first reported tonight by cnn. according to a white house official chief of staff reince priebus made the request after

recovering tonight after he was pulled from a burning car on a busy highway today. >> police say the driver of this suv here rear-ended another car before he crashed into a utility pole in atlantic city. witnesses say the suv then caught fire with the driver trapped inside. two responding officers and other motorists helped manage to pull the driver to safety and put out the flames. >> heroic measures. i mean, this is -- you know, this is one of those instances that you really can't practice. right? i mean, it just happens and your instincts take over. >> two other people involved in the crash had some minor injuries but they refused medical treatment and the crash is under investigation tonight. sports is next. ♪ hey, bud. you need some help? no, i'm good. come on, moe. i have to go.
