breaking overnight, at least 3 people are dead did and two others in critical condition after a small plane crashed into homes in river side, california. authorities say the plane went down a half mile away from a local airport and its fuel tank was still full when it crashed. five people were on board the plane. officials say two adult women survived the crash and were rushed to hospitals. one of the victims told fire fighters they were returning home after a cheer leading conference in anaheim. and here is surveillance footage from a home nearby. you can see the plane coming in from above and then exploding on impact. an absolutely horrifying cite. river side is 60 miles east of los angeles. the plane was flying to san jose. fire fighters are now working to control the fires caused by the crash. they say two homes were completely destroyed and adjacent ones damaged. officials say no residents were at home at the time but they are still searching for any other possible victims. the ntsb is investigating the crash this morning.

tonight donald trump will deliver his first address before a joint session of congress. he is looking to reinvigorate his attempt to repeal and replace the affordable care act after saying this at the white house. >> now, i have to tell you, it's an unbelievably complex subject. nobody knew that health care could be so complicated. >> and & in a new interview the president says tonight's address will be about showing americans he's keeping his promises. >> all i can do is speak from the heart and say what i want to do. we have a really terrific, i believe, health care plan coming out. i'll be talking about the military. i'll be talking about the border. and remember this, on the border and throughout our country, we're getting the bad ones out, the bad people, gang members, drug lords, in some cases murderers. >> however, the senate's lead democrats say obamacare isn't going anywhere. >> the discord in their party

will grow as republicans turn to washington after this last week of angry town halls. i believe the odds are very high we will keep the aca. it will not be repealed. >> the one thing that's certain to be front and center tonight, the president's spending plan. the white house released the financial blueprint adding $54 billion to beef up the pentagon. intel agencies and homeland security, slashing the same amount agencies like the epa and state department. and this morning over 120 retired generals and admirals are criticizing the white house's budget proposal in a new letter for what they say are significant cuts to development and diplomacy abroad. tonight's presidential address comes as mr. trump's cabinet gets another member in its ranks with billionaire investor wilbur ross confirmed by the u.s. senate along party lines. it also comes as the administration faces new questions on its possible ties to russia. former president george w. bush telling the today show, questions still need to be answered.

he is charged with murder and two counts of attempted murder. prosecutors alleged that the navy veteran shot at two indian men killing at a bar in kansas. they say he also shot at someone trying to intervene. witnesses reportedly said he yelled, "get out of my country" before he began shooting. police arrested him at another bar after the bartender called 911. >> he shot and killed two iranian people. >> federal authorities have not yet said whether they consider this a hate crime. his attorney declined to comment. now to a nationwide manhunt that is underway for a mississippi man accused of assault and murder. authorities are looking for 28-year-old alex deaton whose last known location is tulsa, oklahoma. he is a suspect in the alleged murder of his girlfriend and the shooting of a jogger. he is also a person of interest
