history month today. blaine alexander, nbc10. jim rosenfield and lauren mayk are in washington for the president's historic speech. you can watch the entire speech here tonight beginning at 9:00. new criminal charges for taking advantage of unsuspecting patients. police in bucks county arrested james close earlier this month. pam osbourne has more. >> reporter: hi, katy. i talked to the lower makefield police chief. he told me the victims in this case range from 17 to 40. he was arraigned on new charges today. during that video arraignment, he rubbed his head and told the

judge he didn't think he would be able to post bail. he was a technician at a dermatologist office. he used an iphone to film patients receiving skin treatments. all of this came to light on february 13th after a 17-year-old girl caught close recording her. >> she goes in. she comes out. she sees the phone actually and she sees that it is recording and she freaks out. she starts screaming. other people come in. as soon as she tells them what she believes happened, they immediately contact the police. >> reporter: penn medicine released a statement. we're appalled by the actions of

the former employee and we're cooperating with police. if you were a patient at this facility, if you feel something inappropriate may have happened during your time there, give them a call. reporting live, i'm pamela osborne. wilmington police want to know who shot and critically injured a man early this morning. police found the 22-year-old man shot shoo-in the body and the l. investigators tried to determine what led to the gunfire. they believe the incident began in the 900 block of -- the victim was attacked we're told as she was getting out of her car and she was unsuspecting. this happened last wednesday in east brandywine township. her attacker hit her over the head and tied her up.

she was not found until four days later. he also stole the victim's car. jtj-0600. volunteers will return shoo-in about an hour to the jewish cemetery where more than 100 gravestones were knocked over and damaged. they're trying to repair that damage, and philadelphia police continue to search for whoever did it. a $13,000 reward is being offered to find whoever toppled the more than 100 gravestones this past weekend at the mount caramel cemetery. the vandalism here continues as the country seeing an uptick in anti-semitic crimes. also this morning philadelphia police are looking into a dui crash that happened on the roosevelt boulevard. police arrested a driver after

his car slammed into another at whittaker avenue. only minor injuries have been reported there. fire damage to a home on bellevue street. people were inside the home at the time, but they were able to escape uninjured. well, it's a sunny and mild start to the day as we look live at center city, philadelphia, but get your rain gear ready not for today, but for tomorrow. with more details on that, we bring in first alert meteorologist krystal klei. >> we're at 58 degrees in philadelphia. 55 in the pennsylvania suburbs. those winds just about 5, 10

miles per hour. plenty of sun at this point with some clouds starting to move in. we'll have increasing clouds ahead of the increasing moisture we expect. there's radar and satellite. currently pretty clear, but there's the gray color showing clouds starting to creep our way. if we pull this out, now we see the rain start to pass through parts of west virginia. that's going to be heading our direction as we go into the next several hours. by tonight, we should see our first round of rain, but the focus of the stronger storms, that doesn't come until tomorrow. as for our afternoon, here's what we're expecting. 58 our current temperature in philadelphia, but 65 degrees by afternoon. mostly cloudy to cloudy conditions. that's when the moisture starts to head in. by 7:00, 8:00 tonight, first round of lighter rain moving through. we're going to talk more about

the drop in temperatures by the end of your workweek. happening today, chris christie will give his final budget address as new jersey's governor. he is expected to talk about education funding, state pension payouts, and transportation projects. the governor is also expected to announce money for fighting opioid addiction. christie has made the drug battle a top priority, calling opioids a public health crisis. his budget address begins at 2:00 this afternoon and you can watch it live on the nbc10 app. voters are deciding the fate of a delaware school district. the colonial school district is asking taxpayers to approve funding. the district could lose staff members. polls are open until 8:00 tonight. leaders will vote in vineland on whether to give

themselves raises. the mayor's would increase to $60,000. it would be the first pay raise since 1987. the city is in cumberland county, which is often considered the poorest county in new jersey. ptw asked the state utility commission to approve a $70 million rate hike. the customer will pay about $10.59 more per month. they say they have taken a hit from warmer weather. it's about ten after 11:00 right now. time for a check of the roads. what are you seeing out there? you are following a crash on 76. >> we're watching an accident taking out the shoulder on the schuylkill expressway.

surrounding last month's raid in yemen that left a navy seal dead. multiple officials tell us the raid has yielded no intelligence of value, at least not so far, yet the white house repeatedly called the mission success in gathering important information. the pentagon is currently conducting at least three investigations into the raid. >> why now, what happened, and what the actual output was. >> ryan owen's father is demanding an investigation of the raid and criticized the trump administration for the raid, which took place just two weeks after president trump took office. owens told the "miami herald" he refused to meet with the president when his son's body was flown to dover air force base. a photo of kellyanne conway is getting a lot of backlash on social media this morning. it shows her sitting on her knees with her feet on the couch

this morning a nurse is being held in a bucks county prison cell on charges he secretly recorded naked patients inside of a doctors office. pamela osborne is live for us in front of the courthouse in morrisville with the very latest on this case. >> reporter: katy james close appeared on court camera video this morning for an arraignment. close, a nurse technician at the penn medicine technology institute, used his phone camera to film female patients in the

nude who were getting skin treatments. police say the victims had their eyes covered with protective eyewear. they had no idea they were being recorded and close, they say, didn't think he'd be seen. that was until february 13th when a 17-year-old girl caught close recording her. during the arraignment, close rubbed his head. he talked briefly about his own kids, one of which is very close in age to this teen that notified authorities. >> we learned about it from the first victim who was a juvenile going in for treatment. she thought her privacy was protected. nurse technician puts a phone underneath the curtain and films her. then detectives look into it further and find out there's multiple victims. >> reporter: penn medicine released a statement to nbc10 saying, quote, we're appalled by the actions of the former employee and are cooperating with the investigation. part of that investigation on

dover at 63. most of us will be in the 60s by this afternoon, which is way above average for this time of yeay. we're starting to see an increase in clouds down farther south. that's going to continue into the afternoon as we pump in a little more upper moisture. that means just clouds moving in for today. as we go into tonight, our first round of rain we're forecasting. 1:00, 64 degrees in philadelphia. we are cloudier. by 9:00 p.m., a chance of passing showers with temperatures in the upper 50s. for the suburbs, we'll see that chance of rain a little earlier. 5:00, some sprinkles falling. 7:00 to 8:00 showers moving through lingering through 9:00 p.m. same in the lehigh valley. the chance of rain does hit as we're in the early night hours. 65 your temperature at 1:00 in the afternoon delaware.

67, new jersey. upper 50s to near 60 at the shore. for high temperatures, there's the dropoff. still mild in the 60s. chances of showers as well by tonight, but this is just some showers passing through. the better chance for thunderstorms or heavier rain that comes tomorrow. we'll talk more about that coming up. happening now in washington, olympic swimmer michael phelps is testifying as we speak at a congressional hearing on anti-doping. phelps is among five people testifying about their fru frustrations over the current system. russia is breaking the rules and using chemical enhancements to win. phelps is calling for reforms that will allow for more consistent drug testing for competitive athletes. three people are dead and two others critically injured in a small plane crash in southern california. the plane smashed into homes in riverside, which is about an hour outside of los angeles.

no one inside the homes was hurt, but two of the houses were destroyed. the plane was carrying a couple and their three teenagers home from a cheerleading competition in disneyland. a neighbor's home security camera caught the plane crashing. you can see the plane coming down and then bursting into flames and smoke after it hits the homes. watch as a man holds on for his life as rescue crews pluck him from fast-moving waters that nearly washed him away. the san diego area has been flooded since yesterday. surprised workers investigating a sinkhole in hoboken, new jersey, this morning discovered an suv inside the giant crater. it is fat tuesday in the big easy, and as jay gray tells us from new orleans, hundreds of thousands of people plan to celebrate with parades and parties.

taking aim at brian cullen. it shows him smiling next to the headline "and the loser is." ouch. alarming news from the american cancer society. today rates of colon and rectal cancers are way up in people in their 40s, 30s, and even 20s. doctors in the study were surprised to find that people born in 1990 have double the risk of colon cancer than much older americans and quadruple the risk of rectal cancer. obesity is a likely factor. the owners of spacex says he plans to fly two people around the moon next year. he said two people approached him about taking the week long trip. it's ambitious for spacex to say this will happen next year and it's risky for the two who want to go. their names are not being released. they're not from hollywood.

to a follow up on a story we first brought you last week. a delaware little league is getting some relief from a huge electric bill. the new castle little league has been accidentally under billed for more than ten years. it was ordered to pay back $17,000. an emergency meeting was held last night. it voted the utility can only go back three years for the mistakes that were made. that brings the bill down about $4400. the -- up next, feeling the burn. we'll show you one of the summer's hottest workouts that slows the pace to tighten and tone. and take a look. warm air in the forecast today into at least a part of tomorrow, but then it's all about the thunderstorms heading our direction. we'll track those out coming up.

create a community around that. what separates us from a lot of other organizations is we do not have a facility ourselves. what we do is we go into the schools, and we create programs for any school. it doesn't matter what they have. >> you actually build the tennis court? >> no, we do in some of them. on some we built them new tennis courts. i have seen, for example, where they only have in the winter a multipurpose room. what we did was we worked with sport court. we built them a 20-foot court and we put it downstairs. they've been playing in that small multipurpose room for the past two years, and it's an 80% retention rate. once we give them the opportunity to play the sport, they're more than happy to play the whole time. their grades have increased and they have become a part of our team. parents have started playing. it's amazing. >> i'm sure their parents love it as well, right?

>> yes. so what we have done is worked with the city of philadelphia to rebuild some of the public parks. we have rebuilt three tennis courts in the city of philadelphia. two at bodine and one at penn rose. they're playing and it's amazing. >> such a great thing for you. talk about some of the life lessons you're teaching them as well as the sport. >> tennis is interesting because it is an individual sport. you have to focus on the mental kind of energy. there's nobody there on the court with you. it can get frustrating to play. however, with our great coaches and kind of the kids going into it, once they get the opportunity, they realize how lucky they are to be playing it. we see them just really get fully into it. now that we are working with them to rebuild them on the bigger courts, they're happy to go from the 20-foot court out of the sunlight to these new public
