congress. nbc 10's jim rosenfield joins us live from capitol hill in washington to continue our coverage. jim, it is a big night. >> yes. all eyes, keith and erin, will, of course, be on the president tonight as he tries to bring both parties together, lays out his priorities to the nation at the same time. the president will leave the white house in just a few hours to give that speech before congress. lawmakers already trying to get a seat before tonight's presidential address. let's go to nbc 10 senior political reporter mark murray who also is live here in washington. will be watching this speech closely right along with us. mark, thanks for being here. >> thanks for having me. >> what does the president hope to gain from this speech? what will his message be, do you think? we heard that tone at the inauguration that some called dark. will it be more optimistic tonight, do you think? >> well, the guides that we receive so far from the white house is that this is going to be a more optimistic speech. it will be talking about america's renewal. but i will just remind you we had some of that same guidance

before his inaugural address and he talked about things like american carnage. so we have to kind of see what he ends up saying. he'll tick off some of the achievements he's had in the 30-plus days but also the way forward particularly on some tricky issues like tax reform and what to do with obamacare especially with congressional republicans divided on how to proceed. >> we've already heard reports that some democratic women in congress will be wearing white as a show of support for women's rights. let's talk about the temperament of those who will be listening to this speech in the chamber. what do you think their temperament will be tonight? >> well, i think we're going to have probably two different reactions, one, republicans are mostly going to be enthusiastic about what president trump has to say. democrats i think will be mostly silent. and as you did mention there are going to be some moments of symbolic protests and opposition coming from these democratic female lawmakers who want to wear the suffragette white. of course, it remines to be seen

whether there will be any visible and lou protests. all indications are that there won't be. just a few years ago when there was that "you lie" moment directed at then-president obama from a lawmaker. >> yes, we remember that moment. thanks so much for being here on nbc 10 news at 5:00. >> thanks for having me. february is ending how some of us have really felt all month long. pretty confused. is it still winter? that's what people are asking. doesn't really seem like it after another warm afternoon. >> at this point we would be saying we're tracking snow. instead we're tracking rain headed our way. we'll see potential storms tomorrow. let's get the most accurate weather from krystal klei. >> what's the timing of this rain? >> we're looking at showers that will move through tonight and then the next round into tomorrow. so we've got a couple periods of rain. and on top of that we're tracking the warmth which will have to do with the thunderstorm potential for tomorrow. take a look at the current temperature map. i showed this to you yesterday and 5, 10 degrees warmer than the previous day. now i'm saying the same thing again. increasing those temperatures, 11 trees warmer in philadelphia and 13 in mt. holly and allentown. here are the actual temperatures. in the 60s for the most part, a few spots in the 50s.

police today told us james close's victims ranged in age from 17 to 70 years old. close was a nurse at penn medicine dermatology in lower makefield. they were tipped off when a teenager said she found an iphone on the ground and was recording as she undressed at the facility. they found similar videos featuring seven women on his phone. a murder in port richmond. he shot and killed his aunt last friday in her mercer street home. 57-year-old virginia kruttendon had been shot in the head. there is a $25,000 reward for her nephew's arrest and conviction. we have new details on a bus crash we told you about last night at eleven clock. the crash on i-95 that injured six people was the result of drunk driving. skyforce 10 was over the scene, which backed up traffic for

you have to see this video here. workers investigating a sinkhole in hoboken, new jersey, this morning, made a surprising discovery. >> an suv swallowed up by that crater. luckily the suv was empty. the workers found it after they drained the sink hole which had opened up after a water main break. the pilot of this small plane is dead after crashing into the roof of an apartment building near boston. the single engine plane crashed shortly after taking off from a small airport. the pilot was the only person on board. they heard the plane's engine sputter before that crash. police in chester county need your help finding a man accused of tying up a

72-year-old woman and putting her in the closet during a home invasion. >> her family didn't find her until several days later. nbc 10's tim furlong has the story. >> reporter: it happened here at this small home in east brandywine township. a woman attacked by a man dressed all in black as she got out of her car. the attacker put her in a closet. her daughter-in-law found her there sunday four days after the attack. police are following up on a couple leads. they don't seem to think this is connected to a number of nearby home invasions in the last few months. the swrim is recovering here apaoli hospital. she's doing okay. that's the good news. we reached out to family members. we have not yet heard back from them. the attacker did take off in the silver fiat 500. if you have more information on this case you're asked to call

brandywine police. philadelphia state representative kevin boyle is pushing a new plan that would extend hate crime protections to philadelphia's -- or to pennsylvania's lgbt community. >> george spencer has been digging into this issue. a lot of people will be shocked that lgbt folks not protected by this law already. >> that's pretty much the most common reaction when you bring up this topic. pennsylvania is actually only state in the northeast, guys, that does not protect on the basis of gender identity and sexual orientation. right now pennsylvania's ethnic intimidation law, that's sort of the formal legal term for what we call the hate crime law, protects only on the basis of ethnicity, race and religion. >> yeah. which surprises a lot of people. >> what does that mean for legal cases? a lot of people remember the 2015 attack on two gay men in center city. that wasn't a hate crime? >> it was not prosecuted as a

hate crime because of the way these laws are set up right now in the state of pennsylvania. when we dug into it, we really found this fascinating back story about why there is this gap in the law. so legislators have brought up this very change in harrisburg but it's gotten nowhere, no full house debate ever. in our investigation tonight we really uncovered how that block has occurred two separate times in harrisburg and we're able to track down the lgter who is at the center of this process and get his explanation. >> unexpected story. a lot of people are going to be surprised by this. we'll see you tonight at 11:00. >> that's right. >> see you then. speaking of accountability, by the way, to our most accurate forecast. krystal klei tracking record warmth but also some storms on the way. >> there's a lot to talk about in this forecast. it all happens on our wednesday. so today we actually tied records in philadelphia and wilmington for warmth and that was in the mid to upper 60s. tomorrow temperatures climb to the 70s.

here's a look outside in philadelphia. we're looking at the center city skyline. what you see are the clouds blanketing the sky now. we started sunny, knew the clouds would increase ahead of the moisture. there it is. showers starting to move in right now in parts of chester and berks county, almost to delaware county now. take a closer look there. the little spots of yellow that you see almost passing into westchester currently. then areas where there's a more steady rain. oranges and reds pop up. you can see on the scale. that's when we get concerned. that's the strong thunderstorms or even severe thunderstorms developing. that's not likely tonight but it is likely for tomorrow. here's the hour by hour forecast. clouds across the board. there's some of the rain moving through. doing a nice job of showing us the showers and steadier rain will continue through 9:00 p.m. tonight and could gain strength as we go overnight. here are some thunderstorms popping up along the shoreline at midnight. this moves out right in time for the morning commute. you might see wet roadways.

you won't likely see a lot of rain for the morning commute except if you go farther north. thunderstorms starting to pop up. this is all ahead of a cold front. just like we saw saturday. really warm air, then cold air slamming together. you got to have the storms popping up. what's going to happen is as the front gets closer, a line will likely develop. this is our major concern because, like saturday when those lines hit, that's when you can have the really strong wind gusts, hail and downpours. there you see 4:00 to 6:00 starting to spread through parts of new jersey and to the shore. and things around 8:00 to 9:00 tonight except for spotty showers that are left. these are the storm threat scale. we're under a first alert for this, trying to give you the heads up especially if you have debris from this weekend's storms. downpours, pretty high level threat, same for lightning and damaging wind. there's the possibility of some hail. while it is not likely, this is a low threat for tornadic activity as well because of the

type of storm it is with the warm air that we will have. here's a look at the high for tomorrow. these are going to be, again, near record levels. 76 for fairmount, tacony at 76, schwenksville at 76, even parts of lehigh valley berks county. a little cool right up against the waterline. we'll talk more about your extended ten-day on 10 and when the temperatures drop in the next half hour. disaster during a mardi gras parade in alabama today. >> this video shows the aftermath of that incident where a car accidentally plowed into a high school marching band. 11 people were hurt, 3 critically. the car was part of the parade and driving behind the band. witnesses say it appears the driver's foot slipped off the brake pedal and on to the gas. not your normal lost and found. next at 5:00, show and tell.

they may encourage your child to read. researchers in japan took pictures of children reading while holding stuffed animals. the next day the kids were shown the picture and that seemed to spur more interest in books. for at least a month the kids asked to read the books again with their furry friends. >> very cool. some news about cancer today. doctors say the rates of colon and rectal cancers are way up in people in their 30s, 40s and even 20s. erica edwards has the details. >> reporter: young and vibrant, giovanni lorenzo doesn't seem old enough to be a colon cancer survivor. >> when i go to the hospital and sitting amongst 60, 70 and 80-year-olds and i get a lot of look and why are you here? what are you doing here? >> reporter: diagnosed at age 31, her story represents a rise in younger adults diagnosed with colon cancer. the american cancer society now

reports people in their 20s and 30s have double the risk of colon cancer and quadruple the risk for rectal cancer as their parents' generation did at the same age. >> the risk of colon and rectal cancer for millennials, people born around 1990 has escalated back to the risk of people born in the late 1800s. >> reporter: there's no clear explanation why, but experts say the increase parallels the obesity epidemic. >> so perhaps our diet, our high fat diet, our increased body weight. >> reporter: colorectal warning signs can include unusual abdominal cramping and changes in bowel habits. >> these are things you should talk to your doctor about. >> reporter: the american cancer society recommends most adults start colon cancer screenings at age 50. given this new research experts say those guidelines may need to be re-evaluated. erica edwards, nbc 10 news.

this is nbc 10 news. at 5:30, a record breaking month comes to a close and people are enjoying the unusually warm weather. >> but now we're looking ahead to rain, and you can see it coming in there on the radar. we're tracking showers that are headed our way. so what's the timing of the rain and the possible storms? >> let's get right to nbc 10 first alert meteorologist krystal klei with weather in your neighborhood. some neighborhoods are already seeing rain, too. >> that's right. we're already seeing some showers start to move in. these are not the showers that will produce the strongest thunderstorm. that line has yet to develop, but what we're watching right now is that first round of rain that we expect to hit us through the night. you can see there's a little strength to it, the yellows and oranges that are showing into chester county, now to delaware county and just clipping as well

abroad. we're happy to be joining us now pennsylvania congressman dwight evans. thank you for joining us tonight. a lot to look forward to tonight with this major speech by president trump. but i want to talk about something that happened this afternoon in front of pennsylvania's attorney general, josh shapiro, and the president apparently trying to address this issue of anti-semitic attacks that we've seen at cemeteries at jcc centers bomb threats. he said it could be the reverse. in other words, it could be some trying to make others look bad. what do you make of that? >> i think it's unfortunate. the president has spoken rather late on this issue. and in my view with the things he's attempted to do around the issue of the muslim ban is sends a wrong message. he should have been in the forefront sooner speaking about this particular issue. >> does he need to address this tonight? >> the answer is yes. i have spoken to people because it's in my congressional district. the community center is. but what's more important than anything is the president should

going up. philadelphia gas works is trying for its first rate increase since 2009. the utility company says the warm weather has taken a bite out of the heat and more efficient energy use. pgw asked the pennsylvania public utility commission to approve the hike fp if approved customers would pay about $10.50 a more a month. and a new castle little league is getting help with a huge electric bill. $4400 is now what's owed by the new castle little league. it was on the hook for $17,000 after being underbilled for more than a decade. but county authorities have decided the company can only bill the league for the past three years. the league offered our tim furlong thanks for shedding light on the story. philadelphia mayor kim kenney says the city missed out on developing the waterfront. now he's working on a fix. 345ier kenney's new city budget will reportedly include $90

[ cheers ] look at that. the entire student body of cardinal foley catholic in havertown formed a line and cheered as vera nielsen made her final exit from the school today. they showered her with gifts and flowers along with a lot of hugs. nielsen tells us every single student is especially for her and kept her going all these years. >> they torque up your day, help you forget your troubles and bring a smile to your face every day. >> she's always so willing to give the kids food and so sweet and nice. >> nilsson tells us she started out as a school volunteer before she was first hired as a

south jersey. could see thunderstorms around midnight, unfortunately a clap of thunder that may wake you up. then tomorrow morning the commute, wet roads possible but not a lot of rain aside from areas farther north. could see a few spot thunderstorms again north as we go to about 9:00, 10:00, 11:00 a.m. it's important that the clouds spin out that we get the energy we need for thunderstorms that we are worried about, especially if you have loose debris from this past weekend's storms. they're passing through philadelphia. continuing into the late afternoon, early evening. that's at 6:30 through south jersey, the shore and delaware. not moving out until 7:00 to 9:00 p.m. which is lingering rain afterwards. we're looking at tt lehigh valley and upper suburbs, pottstown and coatesville. this is when the thunderstorms start moving in tomorrow.

house today when he discussed the recent anti-semitic attacks with the president and when talking about who might be responsible, shapiro said mr. trump said, quote, sometimes it's the reverse, to make people or others look bad. shapiro was part of a group of about two dozen attorneys general who met with the president today. president trump expected to address the topic of anti-semitism and the recent attacks against the jewish community during tonight's speech. about an hour ago skyforce 10 was over this rally near the katz jcc in cherry hill. the rally was meant to show support for the jewish community. the jcc said it did not organize the event. rather, it was a community effort to show support. and a $35,000 reward is now on the table to find and convict those behind the recent vandalism. police are hoping a fingerprint they found could lead to an arrest. and saturday night more than 100 headstones were knocked over at this cemetery. today hundreds
