first address to a joint session of congress. a big moment, big opportunity and kind of a different side to mr. trump last night. >> everybody is talking about the tone and how different it was from the tone of the inaugural address just about a month ago. of course, the president's speech is our top story this morning. mr. trump spoke for a little more than an hour, outlining his vision for the country while defending his administration's controversial policies with the noticeably softer tone. our political team is ready to break it down. we'll get reaction from vice president mike wepence and one the top democrats on capitol hill, chuck schumer. let's start with peter alexander at the white house. >> good morning to you. this morning, top white house aides are celebrating the speech as a grand slam. of course, they're supposed to say that. the reviews have been much more positive because the speech was so much more traditional. many branding it the best of mr. trump's short political career. the president calling on democrats and republicans to work with him and harolding a

mandate to reinvest in america. >> reporter: in president trump's first address to congress, a familiar america first theme but a strikingly more measured tone. >> i am here tonight to deliver a message of unity and strength, and it is a message deeply delivered from my heart. >> reporter: the president out of the gate denouncing recent threats to jewish centers and schools, as well as last week's murder of an indian man in kansas. >> while we may be a nation divided on policies, we are a country that stands united in condemning hate and evil in all of its very ugly forms. >> reporter: hours after signaling what would be a major policy shift, openness to a pathway to legalization for undocumented immigrants, only a vague promise of immigration reform. >> i believe real and positive immigration reform is possible. >> reporter: mr. trump also ordering the department of homeland security to create a new office to support victims of

crimes committed by immigrants. drawing loud groans from democrats. >> the office is called voice. victims of immigration crime engagement. >> reporter: on health care, the president again vowing to repeal and replace what he called the imploding obamacare disaster. >> obamacare is collapsing, and we must act decisively to protect all americans. >> reporter: president trump offering an optimistic message, where no promise was too great. >> everything that is broken in our country can be fixed. every problem can be solved. >> reporter: his remarks distinctly nationalist on schools. >> education is the civil rights issue of our time. >> reporter: trade. >> we must create a level playing field for american companies and our workers. >> reporter: and infrastructure. >> the time has come for a new program of national rebuilding.

the future against our enemy. ryan's legacy is etched into eternity. >> reporter: the bipartisan ovation lasted for nearly two minutes. >> that was a powerful moment last night. president trump was much more disciplined. largely steering clear of the controversies that have weigh e heavily on his presidency. no mention of russia. only a single criticism of the media. aides tell me the president's revised travel ban executive order initially scheduled to be released today is now being delayed. matt and savannah? >> peter alexander at the white house, thank you. senate minority leader chuck schumer is with us now. good morning. i know it was a late night. >> good morning. >> before we get to the substance of the speech, and we will, let's talk about this a y decisive change in the president's tone. this is a kindler, gentler
7:07 am
donald trump, and do you buy it? >> not really. his speeches are detached from reality. in his campaign and even his inaugural speech, he talks to the working people of america. but for the last 40 days, his actions have been decidedly on the side of the special interests hurting working america. a few quick examples. infrastructure. we haven't seen a plan. democrats for a month have put a plan on the schedule -- down on the ground, and he hasn't talked a thing about infrastructure. his advisers say maybe next year. trade, he had a great example to do something on trade, not just talk about it. call china a currency manipulator, which he said he'd go in his campaign the first day. education, medical research. he talked touchingly about it. >> senator -- >> and one more. the swamp. he is going to clean the swamp when he has a cabinet of billionaires, bankers, conflicts of interest. >> it brought a groan from the

crowd. you didn't find a lot of reasons to stand and cheer, but give me one thing the president said in that speech last night, senator, where you found yourself saying, yes. i can join him and get behind him on that issue. >> well, matt, here's the problem. he's given a whole lot of speeches, and we've seen that the speeches and the reality don't match. i'll say yes when he comes up with something that is really -- helps working people and says, i want to work with democrats. here's my proposal. what's yours? >> in an hour, you didn't hear one thing you can stand behind this morning? >> look, i was touched by the mention of the widow of the brave soldier who died in yemen and things like that. but, no, it is hard to see any place where the president actually has done something for working people. >> senator -- >> a speech has a shelf life. people forgot his inaugural speech. he had 40 days, difficult time
7:09 am
because he is not governing like his speeches. i predict this speech will be forgotten in a day or two, and where is the action? where is the actual doing things to helping working people? that's what we want and what we're waiting for. >> immigration reform, a big issue. he campaigned on it. he signalled an openness to compromise. earlier in the day was reported to have said perhaps even a pathway for undocumented imgr e immigrants to have legal status, different than citizenship. is that enough to get a deal done? >> we've been to the movie before. this is the third time in the last month he mentioned he might be for some kind of immigration reform, and a day later, his advisers, his base, made him pull it back. it is typical to the cosmopolitan, national reporters, he mentions this. then his speech's tone is anti-immigrant. this is what america is up against, a president who says one thing but in reality just does another. that's why his administration
7:10 am
has such trouble. >> listening to all you're saying this morning, does it surprise you, senator, that an overnight poll found that 7 in 10 americans who watched that speech last night say they ended feeling more optimistic as opposed to less optimistic? >> as i said, speeches have a shelf life. everyone has forgotten his inaugural speech, promises in speeches in the campaign. he has to do something, not for special interests, but for working people. plain and simple. >> senate minority leader, chuck schumer, thanks for being with us. >> nice to talk to you. >> we'll hear from the other side. vice president mike pence joining lester in the next half hour. let's go to today's fact check. we turn to nbc's kristen welker. good morning to you. >> good morning to you. like most big speeches, there was a lot of soaring rhetoric tuesday night, but our fact check shows some of the president's statements didn't exactly add up. including on some of his signature issues.
7:11 am
jobs and the economy. >> reporter: president trump laid out his vision for the country tuesday. one of his top promise, creating more jobs. arguing millions are out of work. >> 94 million americans are out of the labor force. >> reporter: that may be overstated. the unemployment rate is 4.8% with roughly 7 million people actively looking for a job. the 94 million the president cited includes people who are not looking for work, like students, stay at home parents and retired americans. still, mr. trump push forward on the issue of job creation, citing his call for the construction of oil pipelines here in the united states. >> we cleared the way for the construction of the keystone and dakota access pipelines. therefore creating tens of thousands of jobs. >> reporter: a look at the numbers tells a different story. the controversial dakota access pipeline is nearly finished, meaning job growth will be minimal. the state department says keystone could create a maximum
7:12 am
of 16,000 temporary, direct jobs. the number of permanent jobs created due to the keystone pipeline is smaller, just 35. another line raising eye bbrows this morning. >> since my election, ford, fiat, chrysler, general motor, lockheed, intel, walmart and many others have announced that they will invest billions and billions of dollars in the united states and will create tens of thousands of new american jobs. >> reporter: the president taking credit for business decisions that were largely made prior to his election. and on his call to boost military spending by $54 billion -- >> i am sending congress a budget that rebuilds the military, eliminates the defense sequester. >> reporter: the white house will slash domestic programs, but democrats and some republicans argue without reforming entitlements like social security and medicare, it won't add up.
7:13 am
finally, this ad lib line is getting attention. when the president talked about america's nato partners meeting their financial commitments. >> i can tell you the money is pouring in. very nice. >> reporter: the reality? in 2016, only four countries met their required payment standard. that money doesn't go to the united states but instead to nato or to beefing up the military of its member countries. >> not surprisingly, the president also repeated a familiar republican talking point that obamacare is collapsing. democrats and republicans have plenty of arguments supporting or knocking down that aassertio. the key question, will republicans keep their promise and continue coverage for the 20 million americans who now have health coverage who didn't before. >> kristen welker at the white house. thank you very much. let's bring in nicolle wallace. >> good morning, guys. >> let me take you back 40 days to the inaugural address. the line that came out of the speech that everyone repeated and set the tone for the next
7:14 am
month was american carnage. >> right. >> what was the line from last night? >> the line that will be replayed to him and in our coverage over and over again is this promise that what is behind us are the trivial fights. because trivial fights are what he engages in on twitter all day, every day. and we talked last night about how possibly there was an intervention in which he participated, where he realized -- you know, he lives and dies by his own feedback loop. to change the coverage, he had to change the tone. >> republicans who were very pleased at this performance last night are asking themselves, can he sustain it? >> yeah. >> i think there is a second part to the question. do his die-hard supporters want him to? they elected the trump who throws bombs, that kind of thing. do they want to see this version? >> they do. this was very comforting, not just to the establishment republicans who have been doing a little hand wringing for the last 19 months, but to his base. they want to see him be successful in enacting what is still a controversial agenda. >> i think a lot of democrats,
7:15 am
obviously, don't trust what they saw last night. >> right. >> you heard that in chuck schumer. one of the reasons could be is they have to go back a week and listen to the message steve b bann bannon, his chief strategist, gave. do you think chuck schumer missed an opportunity to give credit where credit is due? >> the two people donald trump made the most uncomfortable last night are democrats, who will have a hard time opposing massive infrastructure spending and the republicans who may will weary or on the fence of his conservative credits. he has a respectable supreme court justice. >> thank you very much. another big story this morning is the weather. a line of storms has spawned deadly tornadoes and extensive damage all across the midwest. nbc is in the hard-hit town of ottawa, illinois. blake, good morning to you.
7:16 am
>> savannah, good morning. at least three people dead this morning from the overnight storms, including one person here in ottawa, illinois. you can see debris blocking roads, downed power lines, making them too dangerous to pass. as the sun comes up, folks here will soon see the full extent of the damage. >> oh, my god! >> it's a tornado. >> reporter: tornadoes ripping through the midwest overnight, leaving behind a twisted path of destruction. in illinois -- >> it's okay. [ crying ]. >> reporter: cell phone video captured the fear. >> holy crap. >> reporter: and shock of seeing a massive funnel cloud touch down. some people lost everything. >> it was all sentimental stuff. there's no saving it now. >> person trapped under a tree. not breathing. >> reporter: here in the small town of ottawa, the damage is devastating. at least one person was killed by a tree ripped from the ground. in missouri, near perryville, a
7:17 am
twister blew nearly a dozen vehicles off interstate 55. >> there is debris all over the place. >> reporter: buildings and homes shredded by high winds, killing one person there. >> why does this always happen after night comes? it's very difficult up there, all the emergency vehicles, the nights, you're blinded. >> reporter: and in arkansas, white county, the storm uprooted trees and downed power lines, injuring more than a dozen people. >> it's mind blowing. we've never had anything like this since i've been around. it's just pretty wild, seeing like your family and friends you grew up with, their houses tore up and everything a mess. >> and the threat is not over yet. in fact, it moves east today. more damaging winds, thunderstorms and even tornadoes possible. we'll be watching flight delays and cancellations closely. that's because the weather today will stretch all the way from new york city down to new orleans. savannah, matt and al?
