in health and human services. those are some of the main points in philadelphia mayor jim kenney's plan. good morning, i'm vai sikahema. the mayor set to begin his budget address any moment as the controversy over his soda tax continues. let's give you a live look at council chambers in city hall. we are live outside city hall with details on what the mayor is proposing. matt, what can you tell us? >> reporter: there are a number of issues and topics expected to be addressed this morning. it is a $4.4 million budget with a five-year plan. there are voices of opposition. demonstrators there protesting the city's beverage tax. some angry about the loss of revenue they have seen in local

stores. mayor jim kenney is expected to talk about the beverage tax in his budget address, particularly how it has helped 4,000 students so far. he'll tackle drug abuse, housing, also the city's pension program, but the one getting the most attention is the soda tax. one gentleman, an accountant, says soda sales are more important than you might think. >> it brings people into stores, and then they buy what they really need. right now everything's down. it is just the very beginning. if we continue this for a few more months, the city will lose a tremendous amount of revenue. >> reporter: they spoke with a woman yesterday. there will be layoffs at plants. for now we await the mayor's budget address in front of city council. we're waiting for him to take

leaders, lawmakers, and citizens will gather on independence mall for a stand against hate rally. mayor kenney, governor wolf, area jewish community leaders and the archbishop plan to stand together and denounce acts of hate here and across the country. $69,000 are now up for grabs in the philadelphia jewish cemetery vandalism case. the fbi opened a civil rights investigation. new jersey governor chris christie will be in camden county today for the opening of a new drug abuse treatment facility there. it was founded by a.j. solomon who once worked for christie. christie highlighted a.j.'s recovery from heroin addiction. the shattered taj mahal casino in atlantic city is about

to be reborn. hard rock international has agreed to buy the taj. the company will reopen the boardwalk property into a hard rock casino. boardwalk visitors we talked to liked the idea, and the atlantic city mayor said it means a multimillion dollar renovation and the addition of 3,000 jobs. >> i think it will be another highly competitive property and a reason to come to atlantic city. >> that is something we can go and explore. >> we can casino hop now more. >> the taj mahal closed last fall after icon and union workers could not agree on the new contract. it was the fifth casino to close in a.c. since 2015. family, friends, and fellow police officers will come together tomorrow and saturday to remember two delaware officers who were killed in a crash last weekend. officials with the dover police

u.s. attorney general jeff sessions is under fire this morning after his spokesperson confirmed that sessions did meet with the russian ambassador, but failed to disclose that during his confirmation hearing. blaine alexander has more from washington. >> reporter: this morning attorney general jeff sessions on defense. >> well, i have not met with any

russians at any time to discuss any political campaign and those remarks are unbelievable to me and are false. >> reporter: sessions forced to defend his statements during his confirmation hearing, saying under oath as a top trump campaign surrogate he had no involvement with russia leading up to the election. >> i did not have communications with the russians. >> reporter: during that hearing, senator al franken asked sessions repeatedly about russian involvement which sessions denied. >> these are contradictory statements. i think he should immediate recuse himself from any of this. >> reporter: today lawmakers on both sides of the aisle are calling on sessions to step away from any investigation into russian tampering with the election. >> i think if you trust the american people, you recuse yourself in these situations, yes. >> i think he needs to clarify and recuse himself. >> whenever it is appropriate, i'll recuse myself.

any for the first time in the 146 years the weather service has been keeping records. chicago has not logged any snow on the ground in january or february. some snow flurries have fallen, but not enough to record. warm air and ground temperatures led in part to the lack of snow accumulation. i'm first alert meteorologist erika martin. weather headlines for today include a blustery blast to say the least with really strong northwesterly winds and strong northwesterly gusts. on friday it looks like we'll see an a.m. wintry mix and a chance of light snow. i'll time that out for you hour by hour. this weekend it will be dry, but colder. below average temperatures. we normally see mid 40s, upper 40s this time of year. philadelphia, the average high temperature 48 degrees. neighborhoods right now in philadelphia seeing lots of 40s. mid 40s for west mt. airy.

childhood education to families who never before could have afforded it. it is just $34,000 a year. the program has enabled 88 pre-k providers, 75% of whom are minority or female owners, to take jobs. the program has specifically proven reduced poverty. >> we are just outside city hall. has a look at some of the specifics inside the mayor's budget proposal. >> reporter: the mayor took the podium just about five minutes ago. he is laying out that $4.4 billion budget and the five-year plan. among the big topics on the agenda this morning, battling opioid addiction. last year there were 900 deaths and thousands of hospital visits

related to the drug, so the mayor is proposing nearly $2 million to combat that problem. he's also proposing a realtime database to track treatment centers. the budget also tackles lead poisoning prevention and half a million dollars that would help the city's building inspection unit demolish homes. the one thing that is getting the most attention out here is that beverage tax that went into effect earlier this year. the mayor said that tax has helped 40,000 students so far. pepsi has announced layoffs at local distribution plants. >> it's just terrible. i worry every day about my job myself, so i'm not sure what's next to come or how they're going to see their families, let alone myself. >> reporter: the city on the
