reducing visibility because temperatures are above freezing. it will melt on the roads, could accumulate dusting on grassy surfaces. these are snowshowers moving rapidly through the area, so it doesn't really last that long. there's this one zone coming through philadelphia right now. about 4:25 in wilmington, 4:14 in gloucester county. 4:45 in williamstown. another area, in south jersey, some of those showers into cape may county and more coming during the next 15 minutes or so. like i said, it's moving really fast. just now getting into allentown. this other area. and it will be in greenwich at 4:18 and holland at 4:28. if you get a burst of snow, it's not going to last that long. because this is moving so fast.

him? >> it was a frightening experience with philadelphia police acknowledging late this afternoon it was all sparked by address confusion. officials say they did end up arresting a suspect nearby here this morning in this same case. but not before an innocent man was jolted awake, searched, and handcuffed. >> it was look. >> reporter: he tells us that banging woke him from his sleep. but before he could even get to his living room, police with guns drawn had already busted through his front door, pushing him into the corner and handcuffing him. >> so i was standing like this, and she was like, you know, put me in the cuffs. >> reporter: she had you in this corner. >> had me here. >> reporter: in the handcuffs. it was astonish for the native of sierra leone with no legal trouble studying at west chester university. he knew immediately they had the

wrong guy. >> clean conscious, there is nothing i should be worried about. >> reporter: he said it took police ten minutes of searching every room and closet before they realized the same thing. turns out, police had the wrong address for their wanted suspect. for you it's sloppy work. >> it is. it is really. >> reporter: he says he holds no grudge and was not mistreated. he insists he's astonished by the lack of preparation and surveillance that would have police busting into the wrong home. he says that feels more like the country he left than the country he now calls home. >> you don't do things like that in america. it's okay for things like this to happen in other places. not in america. >> reporter: on that front, this public policy student took his story public because he hopes it will cause police to review their policy on raids like this. philly police will not yet say much about the suspect they did capture. the case in general. i'm told the captain of

southwest detectives will be calling to apologize. i'm george spencer, nbc 10 news. >> at least fix the door. all right. unexpected motive coming out today about threats made to some of the jewish community centers across the country. a jilted ex boyfriend now under arrest. a 31-year-old juan thompson is the ex who was arrested. according to a complaint the threats were made to a former girlfriend, nbc's pete williams is telling us that thompson is considered a copy cat. no word if any of the jcc's thompson targeted are in our areas. some of new jersey's biggest names in politics joined forces to denounce anti-semitism at a rally. governor chris christie,b senators cory booker and bob menendez all stood together. >> we are here today, yes, as a response to hate. but, please, let me tell you,

advisors through his personal aol e-mail account at the governor's residence. you may recall, pence frequently criticized hillary clinton's views of a private e-mail server. it's going to be a show of support for president trump in bucks county. people for trump in southeast pennsylvania is hosting a rally tomorrow. it's part of the nationwide spirit of america rallies which are meant to show support for the country and the president. the rally will start at noon. other news now, this morning, bullets flew outside a bar in mount airy. >> four people were hit, including a wbartender. police have a description of the shooter and his car. we have more from the scene along germantown avenue. >> reporter: we've learned it was an argument that started inside the restaurant that began. you can see there is one bullet hole in the glass here. there is another bullet hole across the street. and police say eight shots were

fired here on the sidewalk into a crowded area. officers on scene say an argument inside spilled out to the sidewalk when the restaurant closed around 2:00 friday morning. things turned violent when someone began shooting. tloo three men and one women was shot. all four victims are being treated at einstein hospital. police say they're looking for a man in his late 20s to early 30s. brown complexion and with dread locks. this morning, investigators say they are confident they'll find the person responsible. they are conducting interviews of the victims, they're speaking to a number of witnesses. they also say there are a number of security cameras along this stretch of germantown avenue. some of which are pointed in this direction. reporting from mount airy, nbc 10 news. take a look at these flames. investigators are searching for the cause of a fire that gutted a vacant jersey shore hotel and

several homes nearby. it started at the now shuttered warrington hotel in ocean grove monmouth county. the winds spread those flames to a condo complex and several other buildings. two firefighters were treated for minor injuries. no timeline for when crews will finish repairs on a sinkhole in kensington. that's what the philadelphia water department told nbc 10 today. for now, that sinkhole is covered with plywood to keep cars from driving over it. it opened up on east clearfield street yesterday, only nbc 10 was there as neighbors helped a driver after his car got stuck. the water department says this wasn't the result of a watermain break. they are working to figure out what caused the problem. remembering two fallen officers. tomorrow in kent county there will be a memorial mass for two off duty police officers killed in a car crash we've told you about. they were killed in the crash on february 26th in camden.

cadet watts was laid to rest earlier today. watts served for six months. investigators say defont was driving when the car hit a sharp curve and hit a utility pole. the memorial service will be in dover. senator bob casey reaffirmed his commitment to protecting planned parenthood funding during a visit to delaware county today. he toured the upper derby center. casey opposes a gop bill which would strip federal funding for planned parenthood. the democrat says the organization provides life saving services for millions of american women. chester county, that's where police have a sketch of a man wanted for a home invasion robbery in parksberg. investigators say it happened on february 17th. police say the man forced his way into a house after knocking on the door and asking for a drink. that's when investigate rors sae

tied up an elderly victim. the victim wasn't seriously hurt. police are looking at surveillance video from the neighborhood. this is at least the second violent home invasion in chester county in a month. a 72-year-old woman was beaten up, tied up and locked up in a closet in east brandywine township last week. police arrest aded a 17-year-oln that case. mayor jim kinney talked about more than numbers when he introduced his budget. he warned philadelphians are under attack. we asked him to explain his comments. >> there is this need now to replicate in some elected officials' minds in washington and harrisburg, the successful trump effect. so they are playing to the things he brought forward in the campaign. like xenophobia and misogyny. >> you can watch the mayor's entire conversation this weekend on nbc 10 at issue. that's sunday morning at 11:30 here on nbc 10.

philadelphia's finest are adding dozens of new recruits. ♪ nbc 10 and temple university for the graduation ceremony for the newest members of the philadelphia police department. the class includes nine temple police department recruits. and one for the philadelphia housing authority. the recruits completed eight months of training at the police academy. happening now, philadelphia lawmakers making a big change in the city's juvenile justice system. the move will keep parents from having to pay for their children in juvenile detention. nbc 10's mitch blocker is live at city hall where the decision just came down. >> reporter: within the last two hours here at city hall, the city council and members of the city council as well as the department of human services came to that decision. they say that it will promote family stability as well as keep fewer kids behind bars.

camellia spears' son is 16. he was in juvenile detention for a school yard fight. >> he had never been in trouble before. >> reporter: like more than 700 parents of detained children, spears was asked to pay up to $1,000 a year to cover the city's costs. >> when we heard, you know, in conversation or anything about parents having to repay money. >> reporter: the city had paid a lawyer more than $300,000 a year in salary all to collect from parents like spears. by the end of the month, his position will be eliminated. despite working more than 60 hours a week, most parents like spears, couldn't afford the bills. >> i thought it was ludicrous. >> reporter: this councilman hosts a hearing on the costs, fees and penalties. he says the amount of money the city cleollected from parents didn't justify going after it. >> we want to be supportive of children. children make bonehead decisions. that doesn't mean they won't

become something great. >> reporter: camilla spears said she's proud to share her story and relieved the cost of her son's mistakes won't affect her other children. >> it was tight and there's nothing left over. >> reporter: back out here live at city hall, we know now that juvenile detention costs the city of philadelphia $81 million last year. we are finding that the families paying for that barely put a dent in that number. we have much more on the impact to taxpayers coming up at 5:30. we're live at city hall for mitch blocker. nbc 10 news. for the fourth year in a row temple university is breaking its own record for applications. the school says nearly 37,000 people applied for a spot in the class of 2021. that beats last year's record of 34,504. the school typically enrolled 5,000 students in its freshman class. competition is tough. officials say temple's academic programs and community service

have been warm. big changes are coming. i know you feel it right now. >> reporter: we do feel it right now. erin and jim, flurries just started falling within the past few moments. about a dozen people are out on the ice this afternoon. we spoke to one of the ice technicians earlier today. he said this morning he got up bright and early, flooded the rink with water, shaved it down so it was raeady for the skater today. >> when it's cold, i make the best of it and skate. >> reporter: gliding through the friday afternoon, skaters enjoyed the seasonal pasttime, their last chance to get out on the ice. mother nature is cooperating, in recent weeks the early taste of spring has left the rink slushy. >> getting the ice to freeze. it's been melting. conditions have really been more spring/summerish than winter. >> reporter: with the sun shining today's forecast for skating is grating. >> great ice making conditions. hoping to get big crowds out

change. >> for a change. they're not going to stick around. right? right? >> yeah. that is correct. it does look a little scary in some areas, this is the same picture that we showed you just about ten minutes ago. i-95 at south philly. and the visibility is really gone down. it means the snow has gotten heavier. but take a look at this. this is the same exact time. live. same exact city. philadelphia. we're just looking in a different direction and the camera's a couple miles away. that's the expressway. no snow, no visibility problems. that's -- you don't see that very often. all right, this is the areas of snowshowers, coming through. and it gets briefly heavy. so there we are in south philly. with the snow. but much of the rest of the city is dry.

so this continues for wilmington, 4:35, washington township. 4:54 winslow. that's that particular snowshower. if the camera is pointed that way you don't see anything. the cameras here, you're right in the middle of that snowshower. it's amazing. then we look toward the lower bucks, bensalem getting out of it. bristol just had a brief heavy burst of snow. here we go with this one coming down. right toward wilmington. and be there in a couple minutes. 4:28 beckett. these things move very quickly. now you just take a snap shot here. there are less colors than there were at the beginning of this loop. everything is starting to weaken as the sun starts to go down.

enforcement agencies and microsoft to try to resolve the problem. no word if this was politically mo motivated. here are stories we're following county by county. newcastle county, one city is putting the brakes of distracted biking. newark passed an ordinance banning texting while riding a bike. violators will get a $25 fine. there is one exception. bikers are allowed to use a phone mounted to handle bars. downtown easton will be a little louder this spring. a new music venue called one center square is opening. officials just announced the first set of concerts. tickets for the shows range from $10 to $23. the venue will have two levels and hold up to a thousand people. in cape may in atlantic county a new bridge will make it easier for people. the new garden state parkway bridge will connect summer's point and upper township. it will include a path. scheduled to open in 2019.

down. that trend will continue. look at that snowshower at the lehigh valley. the delaware snowshower has cleared up. in philadelphia, we're seeing blue in the sky. pa suburbs are seeing blue is in the sky with temperatures in the 30s. it's a pretty amazing kind of afternoon. right now, the temperatures a little bit below freezing in some parts of the area. everybody going below freezing tonight. way below freezing. and the winds, still gusty, 40 miles an hour in atlantic city. here's the way it's going to feel as we go through the night tonight, teens. into tomorrow morning. teens. tomorrow afternoon. teens. tomorrow night. you'll be wishing it was in the teens. because you're likely to see single digits here for saturday night and into sunday morning. now, over the next three days, look at the low temperatures, that's a low in philadelphia. sunday morning, 18. 13 in p.a. suburbs.

in today's nbc 10 responds, an upper darby man last thousands of dollars. >> he's sharing his car with harry hairston to save you from making the same mistakes. >> reporter: he was looking for new wheels online. >> i saw this bmw truck for $3,000. >> reporter: he says after seeing the x 5 on craigslist, he had to have it. he e-mailed the seller, agreed to buy the car and received what he thought was an ebay motors payment invoice. >> they were very convincing. >> reporter: he was told to pay for the car in prepaid gift cards. he bought six gift cards for $500 each. after he sent in the money, silence. >> no response now from that point on. >> reporter: not surprisingly he never received the x 5. he contacted nbc 10 responds to warn others. >> it's a scam going on.

and a nbc 10 viewer sent us this video of the snow sticking to the grass there. you can see it in chester county. >> winter's back. let's take a live look at boathouse row. depending on where you live, you probably saw a little bit of snowfall. there the sun is out. along with the snow we saw, we expect freezing temperatures for the weekend. >> nbc 10's first alert meteorologist erika martin is here to track how cold it is going to get. so that's right, the first round of snowshowers, those light flurries you did see were associated with the frontal boundary. that's what we saw. right behind that we have a little bit of lake effect influence, so some light snow flurries moving through. we're not done yet. we're timing out light flurries moving across the delaware valley. 6:34, it looks like dover will see snowshowers. 7:29 for atlantic city. that was the prefrontal boundary and we're seeing lake effect influence
