were greeted by a noticeable change. >> this is a start of the changes. the temperatures are about to fall even further. good evening, i'm erin coleman. >> i'm jim rosenfield. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz has been telling about the drop in temperatures. here's here with what we can expect. it's just begun and it's going to get colder than it is right now. look at this picture from across the river toward the philadelphia skyline. it's sunny, like nothing ever happened. but we still have some snowshowers on here, not as much as what we saw even a half hour ago. one of the last bands that's come through philadelphia. now into new jersey near medford, washington township. 6:30, tom's river. 6:54 at galloway township. another little area, just about to come into allentown.

and just north of easton, these areas are weakening as is the rest of it. there's a horrible accident in central pennsylvania on the highways as a result of a heavier snow squall. the temperature down to 28 in coatesville. 32 in allentown. 33 in philadelphia. of course, we still have plenty of wind out there. we've been gusting over 40 miles an hour at times. 29 miles an hour in wilmington. that's one of the strongest gusts. the temperature dropping into the 20s. mid20s in philadelphia. when the wind actually increasing making it feel like it's single digits. by tomorrow morning. and then it gets even colder. for saturday and sunday. more on those temperatures and when it warms up in a few minutes. another look at snow falling in montgomery county this afternoon. this couple was out for a stroll as the flakes came down in ardmore. you can always get up to the minute weather information on

the nbc 10 app. now, to this breaking traffic situation we've been following on interstate 95 in the northeast. that tractor trailer right there crashed and spilled fuel in the southbound lanes. sky force 10 shot this video about an hour ago. we just checked and the southbound lanes are still shut down. you see cars passing there but this video taken about an hour ago, again the southbound lanes on i-95, still shut down right now. and look at what unfolded on a highway in northeastern pennsylvania. more than 30 cars ended up in a pileup on interstate 81, 50 miles north of reading. the crash shut down the northbound lanes of i-81. several people were hurt. a philadelphia man shows us the damage left behind after he says authorities busted down his front door. those authorities later figured out they raided the wrong place. the man lives at an apartment

complex along lindbergh boulevard. george spencer is live for us tonight. >> any indication yet on how this could have happened? >> that's what we're working to figure out. he says he was not mistreated, but he just can't understand how it could have happened. officers busting through his door and searching his home. this afternoon, philadelphia police told me one of the suspects they were actually searching for, was captured somewhere else nearby. >> they were already in. >> reporter: this 33-year-old man was barely awake this morning when he stumbled to his living room to find police had broken through his front door with guns drawn. >> when i heard that big sound like boom boom, i jumped out of the bed. by the time i approached this door, they were already in. >> reporter: he says they immediately put him in handcuffs and began to search his apartment. >> started opening the place, you know, came here, looking i'm like, what are you looking for? opening all this.

>> reporter: he knew immediately that they had the wrong guy. he's a master student at west chester university, not a criminal. but he says it took police at least ten minutes of searching before they realized that their wanted suspect did not live in his apartment. you don't think they did their homework? >> honestly. really, they should have just done their homework. >> reporter: he tells us the detectives were respectful, but he can't imagine how they didn't do more prep work. even a day of watching his apartment would have shown that he was not their suspect without busting through his front door. he says, it felt more like his native sierra leone than the united states. >> you need to do some research before you do this kind of thing in the united states of america. >> reporter: philadelphia police are not saying much about the case. they were working because they tell me they are still searching for another suspect in addition to the one they ended up finding. i'm told the captain from

southwest detectives will be calling him to offer a full apology. reporting live, i'm george spencer. a fire journalist is under arrest for allegedly making threats against at least eight jewish community centers, authorities say he's just a copy cat. and the investigation is a rash of threats nationwide is far from over. according to a complaint, a 31-year-old juan thompson made the threats to harass a former girlfriend. he's charged with cyberstalking that ex, and is being held without bail. dozens of volunteers were out cleaning up at a jewish ceremony. more than 100 headstones were damaged over the weekend. today was the last day of volunteer work until the jewish federation of philadelphia comes up with a new plan on completing repairs. the fbi is investigating, along with philadelphia police. now, to an nbc 10 exclusive, we have new insight into the life of grace packer, the

missing montgomery foster child found murdered last year. >> we hear from a former foster child who said she reported abuse concerns within grace's home. 14-year-old grace was found dead in october months after her adopted mother reported her missing. packer and her boyfriend allegedly dismembered the teen. nbc 10's deanna durante with a story of one woman who says there were clear warning signs. >> i know the plan was to adopt her. i tried my hardest to try to stop that from happening. >> reporter: at 16, jessica knew grace packer. she was a foster child just like grace. in 2006, grace was three and the foster parents, david and sarah packer. >> they were verbally abusive. her chore around the house was to pick up the chihuahua's poop. >> reporter: her case workers were here i.

the packers would let grace cry for hours. she said she told her case workers about that and other concerns. >> the foster father was asleep and the baby was in the kitchen by himself with a knife. i reported that. >> reporter: before she was in north hampton county case worker, sarah packer worked here. we visited this building twice trying to get answers, if they ever investigated the suspected abuse reported to them by jessica and also another foster child. both times we were told no comment. we're with nbc 10, i have some questions. you don't even know why we're here? we interviewed ann last month. she told investigators about sexual abuse. it led to susan losing her job. as for jessica, today she's gone from foster care to college graduate.

she's a foster mother and a social worker. jessica recalls the day she was taken from the packer home. >> they told me i didn't have potential, the day i was moving out of their home. i would say i think i have more potential than either of them. >> reporter: deanna durante, nbc 10 news. the city of philadelphia says it will stop collecting money from the parents of jailed juveniles. last year, taxpayers spent more than $81 million incarcerating kids. the city collected less than $600,000 from families. investigators found the city was paying a lawyer more than $300,000 to collect that money. council members called the payment a poor tax. >> it was children that made a mistake. we want to be supportive of children. at the end of the day, children make bonehead decisions. that doesn't mean they won't become something great. >> reporter: philadelphia is among the first cities in the country to stop making these collections. president donald trump was in florida this afternoon

promoting school choice. the president visited students and staff at st. andrews catholic school in orlando. along with secretary of education, betsy devos. the two were part of a listening session and made their pitch for school vouchers. many students attending the school use a voucher program from the state's credit scholarship program. tomorrow, this bucks county park will play host to a pro trump rally. the grass roots activist group people for trump in southeast pennsylvania is hosting the event. it's part of a nationwide spirit of america rally, which are meant to show support for the country and the president. the rally will start at noon. remembering two fallen officers tomorrow in kent county. there will be a memorial mass for two off duty police officers killed in a car crash. the prolamine robert dufont and james watts were killed on february 26th. cadet watts was laid to rest

earlier today. prolamine dufont was driving when a car hit a sharp curve and hit a utility pole. at the jersey shore, take a look at the flames, investigators searching for the cause of this fire that gutted a vacant jersey shore hotel and several nearby homes. it started at the now shuttered warrington hotel in ocean grove, monmouth county just after 5:00 this morning. the winds spread the flames to a condo complex and several other buildings. a judge sentenced a man to more time in prison than the mandatory term for a hit and run that killed a 9-year-old boy. royce adkins was sentenced to four to ten years in prison. three years was the mandatory term. adkins killed a 9-year-old outside a wawa in han over township in 2015. this is all that's left of a revolutionary war landmark in south jersey. >> the hug harrison glover horse

in camden county was razed this morning to make way for a highway construction project. camden county historical society was trying to have the house moved. the house dates back to 1764. tonight in burlington county, dozens of puppies rescued from a pet store that closed because of unsanitary conditions are up for adoption. how many do you want to take home? the puppy barn went out of business last month. a lot of these puppies were found sick or very dehydrated. burlington county officials say they'll hold the puppy barn accountable to pick up the tab for new pet owners dealing with a sick animal. a lot of cuteness right there. people are not thinking. those are the people i'm concerned with. >> an assist from broadway. a racially charged play from broadway has a local high school in the spotlight. the issue that attracted the attention of a broadway star. winter returns. if you think it's cold today,

i-95 and south philly, since the 4:00 program, it was snowing. then it was sunny. then it was snowing again. now it's clear again. that's how quickly the weather changes in this kind of a pattern. you can see the last of those snowshowers moving through. and as the sun goes down, it lost the support for these showers. but one last one just hitting allentown right now. the other one about to hit douglas. another one near winslow. this one went past pemberton. they continue to shrink. there's a closer look at winslow and up to tabernacle. some of the few areas getting any of the snow now. you can see how much drier it is than just an hour ago. look at these temperatures dropping. new jersey, 29. p.a. suburbs 29. lehigh valley which had heavier

snowshowers, is clearing out. philadelphia clearing out. winds still up there. it's cold. 28 in potts town. 30 oi 30 in reading. we're just starting to cool things off this evening. here's the feels like temperature. we're going to keep wind all night here. so the feels like is going to be in the teens later this evening. teens tomorrow morning. and it's not going to get much warmer during the day. in many parts of the area, it's not going to feel more than 18 or 19 at any point during the day. and then look at tomorrow night. single digits. watch even philadelphia down to 5 degrees by sunday morning. this is the coldest part of the weekend. but by sunday afternoon, things ease up considerably. because there's not going to be that much wind. so quite a change here. that's the windy symbol for saturday. that's the low temperature for
