>> announcer: nbc10 news starts now. >> take two, president trump signs the second version of his immigration order. this is the fbi looks to knock down take claim former obama tapped the phones at trump tower. let's begin now with nbc10's monique braxton. >> what's different about it than the president's original order. >> the new revised travel ban takes the place of that original executive order. you'll remember that order was stopped by a federal court. i want you to take a look at this map. instead of the seven countries, this version only includes six. the new order specifies a 90 day ban on people from sue dan, syria, iran, libya, somalia and yemen. iraq is no longer included on the list. the trump administration says the new directive addresses legal issues that plagued that original order and led to confusion at airports and sparked protests across the

country and here in philadelphia. it does not apply to those who already had valid visas. it does not include an all out ban against syrian refugees and the ban will not effect people with green cards. >> unregulated, unvetted travel is not a universal privilege especially when national security is at stake. >> the united states has a right to control who enters those countries and to keep out those who would do us harm. >> reporter: and the revised plan would not go into effect until march 16 ng. i'm mitch blacher nbc10 news. >> thank you. meanwhile fbi director jachlz comey is asking the justice department to publicly reject president trump's claims that former president obama secretly wiretapped during this election. on twitter over the weekend, president trump accused mr. obama of sinking to a new low and compared the wiretap to watergate. there's been no evidence that

president trump's phones were bugged. a spokesman for mr. obama says the accusations are simply false. white house officials are asking congress to investigate the claims. >> coming up at 5:15 the wiretapping process. a former federal prosecutor here to explain how it works. who is involved in a wiretap and how access would be obtained to mr. trump's phone? that's ahead at 5:15. >> back here at home a fitness center goes up in flames and sends two people to the hospital, just take a look at the video from skyforce10 this mrng. a four alarm fire tour through the afc fitness. the fire started just after 11:00 this morning on grant avenue. we spoke with members who said they weren't sure if the false alarm was real, whether it was a real fire alarm. they also said there was chaos while everyone was trying to get outside to safety. one witness says he thinks he saw how it started. contractors using a blow torch on the roof.

>> those flames can shoot, ten, 12 feet. so if you're not really careful, you know, they probably were professionals but accidents happen. >> the two people hospitalized are being treated for smoke inhalation. there's a live picture right now at that scene. afc issued a statement tonight saying they are committed to rebuilding the facility and they're employees are working to accommodate the displaced members. that scene right there still active as firefighters are hitting that structure with water but as you can see, it has been devoured by flames. >> not quite as cold out today for workers at the wholesale produce market. temperatures are up and the wind has died down a bit. we'll have to wait longer for a warm day on the beach, though. we have a look at cape may coming up. gorgeous, gorgeous out there. little cold but really pretty. >> i'll take that right now. glenn "hurricane" schwartz is with us tonight. >> another warm-up on the way,

glenn and some rain. >> a little bit of rain later on tonight and perhaps for the morning rush first thing. afternoon rush not doing so well here. i-95 going south. that's about as much traffic as i've seen on there in a long time. certainly with good weather to see that much traffic is pretty unusual. it's 50 degrees in philadelphia, mt. holly, in allentown. 44 in wilmington, 43 in dover. we've got winds coming in off those cool delaware bay waters and the atlantic ocean and that's why the closer to the beaches you are the colder it is during the day today. we don't see any precipitation over the area now but this light rain's getting closer, coming across washington, d.c. area and i'll emphasize the word light because you don't even see any yellows in there indicating moderate rain. but as we go through the night

tonight and into tomorrow morning we see some of that light rain moving in so you'll need the umbrellas again especially north and west of philadelphia. you may need to deal with snow by the weekend. i'll tell you more about that coming up. >> a police chase in upper darby ended with a car crashing into this home. police tell he nbc10 news the driver of the car spotted driving erratically. when the officer tried stopping it, the driver lost control and crashing here. that driver was arrested. >> elsewhere and uber driver reported missing in ocean county was found dead in atlantic county motel. 32-year-old george gadovine. his body was found in white horse pike sunday afternoon. they're calling his death suspicious. >> we're learning more about the plans for the trump taj mahal

casino. jim allen tells nbc10 news he spent a good part of yesterday inside the property. hard rock and its new jersey based partners struck a deal last week to buy the taj from billionaire investor karl eye kahn. they spend to more than $300 million to purchase it and rebrand it and renovate it with the aim of opening in late spring of 2018. >> design process will take a minimum of two to three months, so i don't think we'll see any actual construction for three, four months or so. >> the casino hotel expected to employee some 3,000 people. allen says the majority of those jobs will be created about six to eight months prior to opening. >> new at five, one county in our viewing area is cutting ties with a private foster care

agency after nbc10 revealed allegations of child abuse a decade ago. the impact project is a place sarah packer once worked and a place two former foster cares reported abuse. sarah packer is accused of murdering her adopted daughter last year. north hampton counter is no longer sending kids to the center and will meet all children by that agency. deanna durante reports. >> reporter: when they said do you know the packers, my heart sunk to my toes because i hadn't heard that name in ten years. >> they told my case manager that i was absolutely. >> reporter: jessica was sent to leave with sarah and david packer when she was 16. also in the house a 3-year-old named z-uzy. grace's baby brother and a

teenager also lived there and last month we introduced you to ann row dak. she lived in the packer house in 2010. ann and jessica never met but they were both kids under the care of the impact project and both tell nbc10 news they reported abusive conditions to their case worker at the hands of the packer. >> reporter: for weeks we've been trying to get information, how big of a provider it is in this state. those answers have been hard to come by. we know that some counties use it for foster care. others use it for foster care and court ordered services. she worked here and she fostered kids while working here. after our report aired on friday one county official in north hampton said an e-mail asking for a full review and suspension of services here until all children can be acted for and their safety is verified. we learned that north hampton is suspending referrals to the impact project. bucks county is one of those counties. it's unclear how much more money was spent by the court system.

montgomery county confirms it uses impact for dual services as well. it has yet to provide numbers to nbc10 news. the impact project say small line item but it spent $37,000 last week on court and foster care services. the impact project has been named in the state's investigation into the death of grace packer. what dhs officials won't say is what role the agency had, if any, in the adoption of packer. deanna durante. >> in camden county pushing for more security funding for religious centers in our area. that is what corey booker and donald norcross are doing today. both of them were at the katz jewish center in cherry hill. they talked about the decline in federal funding and how they need to address the issue. the katz jcc was one of several jewish community centers evacuated last week after a bomb threat was called in. just take a look at that scene from skyforce10 last monday.

the center was evacuated that morning. cherry hill police rushed to the scene and then gave the all clear after going through the building. today norcross and booker said federal funding must be a priority in south jersey. >> if you're one of the eight synagogs and schools in philadelphia, you've got funding last year. but somehow, if you live in new jersey as we do, you weren't eligible for that funding. >> this is a very frustrating, angering, disappointing moment that we have to be here. >> norcross and booker strongly condemned the threats, calling the people responsible cowards. >> we have new details tonight in the case of chaka fattah junior. he'll get a brief break of prison tomorrow to attend a hearing in philadelphia. the son of congressman is serving time for fraud.

>> harry, what could we expect at tomorrow's hearing? >> he considered tomorrow a big day for him one that could ultimately free him from prison if he wins his argument. at this hour fattah is back in philadelphia. he'll make oral arguments seeking to have his charges dismissed on appeal. i spoke with him yesterday. he says he's prepared to once again representative himself, however, court documents show there is an attorney appointed by the court to assist him. a federal judge sentenced fattah junior to five years in prison after he was convicted on 22 counts on bank and tax frauds more than a year ago. he also is also ordered to pay more than $1 million in restitution. now fattah junior is the son of congressman chaka fattah who's serving a ten year prison sentence. they convicted him of corruption

charges. >> nurses at delaware county memorial hospital are still on strike and the hospital tells us no new negotiations are scheduled but the hospital is also telling us it is open and fully staffed. >> it is the second day of the strike for 370 nurses and technical staff at the drex he will hill hospital. the union says the hospital has increased the number of patients per nurse and there are shortages of basic equipment. the hospital says it's staffed at the national average. in lancaster county two children are in critical condition after drinking what appears to be tainted apple juice. a 4-year-old girl and 10-year-old boy were at a birthday party on friday after drinking the juice both began throwing up, one of the adults the juice said it tasted like acid. >> explosive allegations you

key members of congress say they will he honor president trump's request to investigate his claim that president obama tapped phones in trump tower during the final months before the election. so far there is no evidence that any wiretapping took place. we wanted to know more about president trump's accusation. >> howard klein is a white collar defense and a former federal prosecutor. you know all about the process of obtaining court approval for a wiretap. how does that work? >> in this situation the department of justice would present an application to the national security court and they'd have to make out a showing that either there's a foreign power that's being

wiretapped or that the person, the target of the wiretap is a foreign agent. and then that would justify -- then if the court rules in favor of the department of justice, then they would authorize a wiretap on an american citizen in the united states. if you want to wiretap somebody overseas, that doesn't require court approval. >> so another possibility is that mr. trump could have been intercepted on a wiretap on someone else, another person that was court approved, correct? >> i think that's true, yes. in other words, the fact that he himself would have been a target of a wiretap seems to be almost impossible as a presidential candidate. but if somebody else is being wiretapped and he gets intercepted sort of like an innocent third party intercept, for example, that's how it's possible he could have been wiretapped. also if there's a wiretap on a foreign power and they're talking to mr. trump or one of his people, that could be picked up also. that's what happened to mike

flynn and that may be what happened to attorney general sessions. they had a recording of that conversation because they were wiretapping the russian and they happened to be the other party on the wiretap. >> of course the president is urging an investigation. howard bruce kline. thank you so much for your insight. >> you're welcome. >> coverage of this developing story continues. today the supreme court handed out a case involving a transgender team back to a lower court without reaching a decision. the justices said they opted not to decide whether a federal antidiscrimination law called title 9 gives high school senior gavin grim the right to use the boys bathroom. the it follows president trump's decision to withdraw a directive advising schools to allow students to use the bathroom of their chosen gender, not biological birth. >> the defense department is investigating reports of a secret facebook page that

features photos of nude female marines. some of those photos were taken without the women's knowledge. the nashville criminal investigative service is looking into the secret site called marines united. the naked photos include the women's name, rank and duty station. >> this was a scene in northern california, heavy dusting of wintry mix started falling in the higher elevation of santa cruz mountains. all around the bay area. it's still brought hail to some spots as well. today we're just dealing with, well, potentially some rain on the horizon as the temperatures rise but snow? >> perhaps. glenn "hurricane" schwartz has the answers for us. >> it's not that late in the season to be surprised of getting snow. we just went through the warmest february ever recorded that may have something to do with

psychology of being surprised about it. you can see a lot of clouds around as we look outside. but they're not very thick and we're not seeing any rain in the area at the moment. the cooler weather is closest to the ocean and delaware bay. the warmest weather's farther to the north and west, lancaster 51 degrees, the warmest area on the map. and in delaware, you'll see the same thing. cools off down toward the bay. it's 46 in newark and marbleton. farther to the south it is 43 in lewes, dewy beach at 42. bethany beach at 43. that's chilly compared to the 50 degrees in philadelphia. we're going back to the 60s at least briefly. not the 70s like we saw last

week. we have patchy showers coming in for tomorrow morning and also tomorrow night and then we do have a couple of chances of some snow during the next week. one chance for a weak system on friday, could be a mix, light rain and snow and then more significant storm on sunday. the best chance of the significant snow would be in the southern parts of our area, that's pretty unusual for march. the winter radar showing the moisture getting a little bit closer just about to cross harrisburg and it goes all the way through ohio and indiana and that's a fairly large area but it's also fairly disorganized and also on the light side. by tomorrow morning's rush we could see some rain from philadelphia all the way north and west most of our pennsylvania counties seeing a little bit of rain. as you can see it dries up and still mostly cloudy day but a little bit of sunshine to push temperatures into the 60s, then

we have another area rain coming through tomorrow night. that is drying out. by wednesday morning and wednesday is kind of a gusty and mild day. speaking of mild, there's wednesday 64, 62 with the showers in philadelphia. dropping 10 degrees on thursday. that's still above normal for this time of the year, though and so we're not cooling down until friday. lehigh valley 48 degrees thursday, even that is above normal. but as we head toward the weekend, it gets much colder. friday's high only 39 in philadelphia. mix of some light rain and snow possible. all snow in the lehigh valley and possibly in the p.a. suburbs, little bit more of rain compared to snow/mix in south jersey, and jersey shore. everybody is cold and dry saturday and there's that chance of more significant snow coming on sunday. >> glenn, thank you. overlooked areas. what was found hiding in certain

hospitals. researchers from the cleveland clinic found that hospital floors may be a breeding ground for some really dangerous super bugs. researchers also found nearly 50% of patient rooms they studied had high touch objects in contact with the floor. sinks could be a problem area as well. >> to this now tossing coins into water for luck. it's an age-old tradition. >> luck for some is turned into a big problem for one sea creature. you're looking at some of the 915 coins that were pulled out of a sea turtles stomach today. doctors in thailand had to perform the emergency surgery after it was discovered that the 25-year-old turtle wasn't digesting food. the turtle is now in this casenamed bank. >> that's sad. 900 coins in a turtle's belly? >> amazing that it was all successful, though. >> good news.

>> announcer: this is nbc10 news. >> right now at 5:30 families forced from their home. crews are sifting through what's left of several row homes scorched by fire in wilmington, delaware. some people tell us of how it may have happened. meteorologist tim furlong is following this story live from wilmington. >> this fire left some people with nothing. >> reporter: yeah. nobody got hurt the. that's the really good news. take a look at some of the damage here at this house and this row of houses. i'm told that the worst of the damage is in this house here but every house down the row had pretty extensive problems. >> i went to the store. when i came home i saw smoke. my house! >> reporter: after the smoke sunday afternoon, heavy flames that ate up one vacant row home

and spread quickly down the block. friends and family bringing by supplies from one family that lost everything but their kitten in the fire. today crews sured up the houses so investigators could safely get inside. habitat for hue manhattan owns the vacant homes. habitat ceo is here at the scene this morning. habitat had wanted to build homes here because they didn't own all the homes in the row, they had planned to donate their properties to the city land bank for possible future development. folks who live here, they want to know how the fire started or who started it. unfortunately the answers won't get their homes back. >> if you did it, please come forward. i have a child and now we have nowhere to go. i have nothing. just please come forward and tell people that you're the one that did it because this is horrible. >> reporter: those guys you're looking at there. they're going to be boarding up the houses the best they can. demolition also going to begin tomorrow. people sneak in and out of the

per nurse and there are shortages of basic equipment. the hospital says it's staff is at the national average and no new negotiations are scheduled. >> a live look at 8th and market streets in center city. not a bad day out there and a little bit warmer than over the weekend. >> 50 degrees i'll take that. it's going to be 60s at some point this week. chief meteorologist glenn "hurricane" schwartz has the full details, though. >> it's going to be 60 tomorrow in a good bit of the area. maybe not quite at the beaches because that ocean is so cold. this is cape may and you can still see a lot of clouds out there as we go into or get closer to the sunset. 50 degrees in philadelphia and allentown now, 42 degrees in atlantic city and a lot of these places are way warmer than they were yesterday. coatesville and mt. holly 14 degrees warmer than they were 24 hours ago but atlantic city is only 5 degrees warmer.

dover's only 6 degrees warmer because of the winds coming in over those cooler bodies of water. we have some light rain getting a little bit closer. it's just about to harrisburg right now and it goes into ohio and west virginia and indiana so once it does move in looks like we could see perhaps a few hours of some wet weather and that would be right around the morning rush. this is especially true in our pennsylvania counties from philadelphia north and west, p.a. suburbs which includes chester, montgomery county, bucks and also the lehigh valley. but temperatures well above freezing. it's not going to be the case all week. we do have a couple of chances of some snow coming up and we'll get into the timing on that coming up. >> here's a look at some of the stories making headlines county by county across our region today. in bucks county a life sentence and much more for a man convicted of setting his girlfriend on fire and killing

her. kevin smalls pleaded guilty to first degree murder in the death of melissa bacon smith last year. the state will not seek the death penalty. >> the battle over delayed start times at one school continues. a little more than half of parents and students from owen j roberts school district are in favor of a shifting that's later start and a dismissal time. the district is the third in chester county to consider shifting times. if approved it would effect middle and high schools. >> the department of transportation is defending a demolition of what some called an historic landmark. this is all that is left of the house in camden county. it was gutted to make way for a major road project. they promoted with the demolition only after the house failed to meet the criteria for necessary historic association. >> in lee hawaii county you can sign up for tsa precheck at the airport this week.

cure tournament to benefit the als of greater philadelphia. the tournament runs all week. it is the largest middle school event in the delaware valley that raises money to support als research locally. >> you'll have something to think about locally. british lawmakers focusing on foot wear. >> whether employers should be able to make women wear high heels in the part of corporate dress codes. in december of 2015 a receptionist for a large finance firm in london was sent home without pay for wearing flats. she started an online petition calling former workplace -- formal workplace dress codes outdated and sexist. more than 150,000 people signed it making the issue eligible for a debate in parliament. >> i think we can make the same arguments with men's in suits and ties. >> it's a health issue.

fans that aren't trusting the process right now, the season ticket process. the sixers are changing to lower level courtside sections into vip experiences and some of those fans are looking to ticket increases to 200%. they have more than doubled the amount of season ticket request for next season. they are not raising prices in many other areas or less than 10% in the lower level but there's about 300 seats and those fans are giving the choice of paying for the new vip experience or moving to other seats and some of those fans say the new seats aren't as good as the ones they had. they're going to have to work through this. sixers fans are disappointed they didn't get to see joel embiid play together this season but they should make their debut together opening night next season. we're always waiting. i'm john clark. we'll see you at 6:00. >> waitings the hardest part. >> when it comes to youth sports, coaches can often make the biggest impact on their

coming past the harrisburg area. that will be moving in too burke county during the evening hours probably after 8:00 and then there's more to come as you can see it goes back to ohio and indiana and that's moving straight to the east, but it's on the lighter side. there we are in the morning rush, though. from philadelphia northward that could be couple hours worth of rain but it's not going to be an all day thing. most of the day tomorrow is dry. lot of clouds around. you get some peaks of sunshine. tomorrow night we get some more showers coming through, but a lot of that might be in the middle of the night and set us up for wednesday which would be kind of windy, but also kind of mild. here we go through the night tonight. it's pretty cloudy as you can see and the temperature not dropping very much. there's some showers in reading as i was telling you. 11:00 tonight. as we go toward the morning rush you see a lot of places with at

least a little bit of rain. the temperatures well above the freezing mark so we don't have to worry about any icing or anything. look at this. 1:00 in the afternoon, 62 in philadelphia, even 57 in allentown. you don't see rain you just see cloudy skies and that is what most of the day tomorrow is going to be like. 4:30 in the afternoon. once again you don't see much in the way of rain except for reading and that next area coming in tomorrow night. and this is what we're going to see in the next few days. very mild, tuesday and wednesday, somewhat cooler on thursday but that's still a little above normal and we're not seeing much in the way of rain other than what we just showed you for tomorrow. so that's a pretty nice weather. wednesday's going to be windy but that is definitely on the warm side. and now, the weekend. yes, the weekend. 39 degrees on friday for the high. there is a weak system coming in

charges. i'm keith jones. >> and i'm erin coleman. police say this whole thing was caught on a camera that was installed just minutes earlier. >> denise, police call this a horrific act and a betrayal of parent's trust. >> reporter: and a parent's nightmare. this is truly a caught on camera moment. this woman 52-year-old now under arrest. she's accused of shoving a 4-year-old girl down about five steps and then appearing to notice the camera that had just been installed about a half hour before and picking up the little girl's hand walking her down the next bunch of steps without seeming like anything happened. the little girl suffered a knee injury. the woman has been taken into customer did i. she's out on bail tonight but she's facing criminal charges. >> i think it's every parent's nightmare that sends their children to day
