the cracks of what we can only assume are the electrical equipment that's inside this peco substation. the fire it appears at this point they've not put any water on it. there's a good reason for that because in an electrical fire water could conduct electricity and even make the fire worse. they're looking to extinguish this using specific chemicals and fire suppression equipment but not water which is one of the reasons at this point that this fire appears to be spreading through the building, through this peco substation building in the huntington park section. at this point as we take a live picture back out here from the street, we're seeing the neighborhood, lots of people out on the streets as the power is out throughout southwest or northwest philadelphia. about 30,000-some customers are affected according to pec ops

outage map. traffic lights clearly affected by this as fire crews still try to figure out what to do with this situation. live in huntington park, mitch blacher. >> before you go, we don't know what started this fire, we don't know exactly what's burning there, correct? >> you're right, jim. we don't know what started the fire, what is the cause. we know that peco has shut off power to this substation, they've isolated it the best they can. but the big problem is extinguishing an electrical fire. you can't do it with water because that conducts electricity. >> as far as you noticed there, you say it appears to be spreading within this plant, but doesn't appear to be at risk of spreading into the neighborhood from beyond this situation right here at this point anyway, correct? >> no, it doesn't appear so. we've seen firefighters walk pretty much right up to some of the doorways, and at that point we're actually hearing what sounds like fire suppression equipment.

we cannot see it from where we are, but i don't know if we take a look from skyforce 10 to see, it looks like the black smoke is now turning to white smoke as those fire suppression crews may have started to extinguish the fire. we're hearing the sporadic sound of what sounds like, sounds like fire extinguishers, jim. >> we're looking at skyforce 10 right now and we can see some of the black smoke turns white. but so many flames that firefighters on that scene trying to extinguish. 30,000 customers affected here. it could be many hours before that is restored, right, mitch? >> they're relying on this substation, there's no time set at this point about when this power could be back on. from peco officials we're hearing that peco is working to reroute the power, but this substation, there's going o be

massive damage from this fire that continues to burn and now that black smoke puffs right back into the air and we haven't heard any kind of fire suppression extinguishers or sound in the last minute or so. >> yeah. anyone who might have breathing difficulties wants to avoid that thick black smoke. mitch, we appreciate your updates and come back to us if you hear anything new. we are hearing that peco is trying to reroute that power. we'll bring that to you live once again watching this fire at this peco substation that's been burning here for just about an hour. moving on now to 20 minutes of nonstop news continuing with this. a man who saved his neighbor from a kidnapping attempt. today nbc 10 spoke to the good samaritan who came the rescue. >> he ran down the hallway, knocked on my door and told me she'd just been robbed. well, caught in the hallway and was held up with a gun. >> that quick thinking man said

he grabbed his gun and ran out of the building after the attacker, but today police are still looking for that guy and neighbors are really on edge. >> they are. it's a story we first told you about as breaking news at 11:00. this is the third kidnapping case at delaware aept complexes. tim furlong spoke to the victim about this attack. >> i've been keeping an eye for the updates from the newsroom. we all have. she's pretty shaken up, didn't want to go on camera. but she was doing quick thinking herself all through this. >> reporter: smart thinking lady even under what had to be extreme pressure. in the other two cases the attacker sexually assaulted the victims and forced them back into the car to withdraw cash from local atms. it never got that far in this case. that's the good thing. the woman was out here walking her dog near this tree-lined area at around dusk. she came back into her building over here and the attacker was hiding, waiting for her to come back in a stairwell.

another week, another encounter with a serial robber/kidnapper in new castle county. it happened here at deacons walk apartments. the apartments that used to be called the bluffs. this neighbor showed how it played out for the victim. after walking her dog she found the suspect hiding. he told her to go to to her apartment. upset but thinking quickly, the victim made a smart move. >> she took her elbow and hit the buzzer. >> reporter: she hit the buzzer for her apartment, her boyfriend opened the door and the suspect took off. >> i grabbed my weapon and jumped in my truck came flying down here down both sides of the road for someone walking with a black hoodie and black clothes. >> reporter: police have been patrolling here on clydesdales just to make sure everyone feels safe. that complex about 30 minutes drive from here. the next case was sunday february 19th at the arundel

apartments eight minutes from here. police say they're doing everything possible to crack this case. >> this will not be solved by new castle county police alone. this will take the work of a resident who sees something suspicious who immediately picks up the phone and calls us. >> reporter: police still haven't pinned down the race or the accent of the man. he targets sprawling complexes like this. this complex as far as we can tell does not have any surveillance cameras. none of the surveillance pictures from any of the attacks prior to this one shows the attacker. he has a mask on. but he blends into the scenes. so all you see are pictures the of terrified victims and they don't want to put that out there on tv. if they get a picture that can help solve this case, they'll definitely put it out. live in new castle county, tim furlong, nbc 10 news. nbc 10 first alert weather tracking more rain headed our

way. some of the heaviest showers could come overnight. a rainy start across the region today. but warmer temperatures as well. this is what it looked like this morning in allentown. >> after a brief break from the rain mother nature is ready for more tonight. we saw it there on the radar. >> glenn "hurricane" schwartz is tracking the changes in your most accurate weather forecast. >> we did get a break this afternoon that allowed the temperatures to go up and clouds are thickening back up. it will be a warm rain. look at these temperatures. 66 in philadelphia wilmington, 68 in dover, 65 in vineland. so as this rain moves in, it's not going to knock the temperature down a whole lot. once again just like last night it's around harrisburg and moving our way. most of it is on the lighter side. this line back to the west could be a little bit heavier but that will be occurring right in the middle of the night. so 6:00 we're still dry but

cloudy, by 10:00, rain is moving in and by 6:00 a.m., it is ending, but look how mild it is tomorrow morning. p.a. suburbs may be seeing a little bit of that rain even as early as 6:00. even the lehigh valley by tomorrow morning. that's pretty warm for this time of the year. so we're starting to dry out. by 6:00 a.m., a really nice by windy day coming tomorrow. then tremendous changes. we have snow in the forecast as early as friday. the timing on that coming up in a few minutes. >> glenn, we'll see you soon. today democrats and republicans speaking out about the proposed replacement for obamacare. >> for some of the key changes for the american health care act. it eliminates fines for people who don't buy health n and it replaces income-based subsidies with age-based tax credits. health and human services secretary tom frey says the new bill is a step in the right

direction and says the trump administration will work with those who oppose the plan. the president weighed in on social media this morning tweeting, our wonderful new healthcare bill is now out for review and negotiation. obamacare is a complete and total disaster. imploding fast, end quote. secretary frey says the new plan gives states more control. >> important that we allow the states to have the flexibility especially in the medicaid program to be able to respond to their vulnerable population. >> some parts of obamacare would remain unchanged. there are safeguards for people with pre-existing conditions and children can stay on their parents' insurance until the age of 26. in our area, this could affect hundreds of thousands of people. >> in philadelphia, the city says 200,000 people have gotten coverage through the affordable care act. lauren mayk has been out there talking with patients, also businesses today. some open for change, some concerned about. >> reporter: the cost is one of the big questions out there for

both of them. for consumers who signed up and got subsidies based on their income, that would change. ♪ jessica is a singer. it's a job that makes beautiful music. but not a lot of money. and it doesn't come with employer-sponsored healthcare. >> i had nothing before. >> reporter: that was before obamacare. she now buys health n through the marketplace and gets subsidies to help pay for it. now she's watching to see how a new plan might help change things. how do you think this is going to affect you? >> i mean, i'm panicking a lot. this is not really constructive. >> reporter: we know that the 32-year-old's age will be a factor in how big a tax credit she's eligible for and a pre-existing condition should still not keep her from getting coverage, but there are unknowns like what plans will look like and what they will cost. what are your hopes?

what do you want? >> first and foremost, i would like it to be affordable. >> reporter: michael mcow ski hopes for change. he said he had to cut back on how much he contributed for healthcare for employees because costs went up. >> since obamacare started, the increases have become so dramatic that i've had to cut back on the percentage. >> reporter: he wants to see more competition and lower prices. >> i don't want it to hurt anybody else. i just think it should be better for everybody. and i don't believe that obamacare did that. it definitely was one-sided. >> reporter: one of the things we don't know at this point is exactly how people would buy plans in the future. would the same exchanges exist or would you go to a broker or maybe do your own shopping? jim? >> lauren mayk, thank you. today senate democrats grilled the nominee for deputy

attorney general during his confirmation hearings today. rob rosenstein would be responsible for investigating russian involvement in the presidential election. you remember jeff sessions recused himself last week. democrats are pushing to have an independent prosecutor assigned to the matter. 20 minutes of nonstop news continues with the search for a serial rapist's victim. investigators say the convicted man held parties at his advantage to take advantage of teenagers. deanna durante just received brand-new information on this case in the last two hours. she joins us and has a warning for parents who live in that area. >> reporter: he does. this is the apartment where those sexual assaults happened. 115 east baker street. investigators say those assaults happened back in 2014. the suspect in this case has been in jail since may of last year, but police say with his sentencing the case doesn't end.

>> he would play truth or dare, he would play what he called the quiet game, spin the bottle, have them take off their clothes as he would take off his clothes, then after they were under the influence of alcohol and another controlled substance, he would then try to sexually assault these children. >> reporter: police say it st t starts when a child is in possession of marijuana. this went from a drug investigation to a corruption case and then young girls, four of them, told police they not only took drugs offered by hugh lutz, but once he had them alone, he attacked. >> he lures her back from the elementary school playground, lures her back to his apartment, played video games with her, then attacks her, then forcibly rapes her at age 12. >> reporter: police say lux found his victims in parks and local playgrounds. though they have charged him with crimes against 12 kids,

they think there's many more children they don't know about. they want you to look at his face and what he looked like over the years and if your kid ever hung out with him, police want to know. >> talk with your children. ask them if something may have happ happened. they may not feel comfortable coming forward or may be embarrassed but we would like to speak with them. >> that's why police want you to focus in on this apartment. were your kids ever here? do they know of children who came to parties here. they want to make sure that kids get the help they need and they're warning parents tonight use cell phone technology to keep an eye on where your children on. reporting live in media, deanna durante, nbc 10 news. to this now. take a look at this robbery at a dunkin' donuts in east mount airy. you see that person struggling with a woman behind the counter. you see the man grab that cash register, getting away with

about $150 from the drawer. police are looking for those two men. developments in that case of a delaware county day care worker caught right on camera pushing a 4-year-old down the stairs. we've learned the state is now investigating. erin coleman is working this live. what did you find out? >> reporter: i've been on the phone with the pennsylvania department of human services. within the last hour their office of child development told me regional certification staff is on site investigating this ip incident. it stems from this video we first showed you yesterday. you can see 52-year-old sarah gable, a pre-k teacher, push her 4-year-old student down the stairs. this happened at child care of the future in delaware county. now that student is okay. gable was fired. we also dug into the day care certification reports. it was last inspected in may of last year. inspectors found no major infractions, but again dhs regional staff on site

investigating this today. sarah gable was arrested. she's out on bail. we checked and could not find a previous criminal record. her next court appearance is march 16th. new details about an unlicensed cab driver shot in west philadelphia late last night. police are telling us it started as a robbery. one attacker shot the driver in the back, another attacker beat him up. that cabbie is alive and recovering in the hospital. today wikileaks published thousands of documents it claims came from the cia. experts who checked them say they look authentic. they appear to discuss how the agency can use tvs for surveillance. wikileaks has promised to release even more cia material. a rash of bomb threats has once again forced the evacuation of several jewish organizations across the country. police say today alone there were five threats in new york city. anti-defamation leagues in at least seven other states discovered e-mail or phone threats overnight. jewish community centers appear

to be the main target but two schools had to be evacuated as well. a battle is brewing over the right to carry a gun legally in new jersey. chris christie announced plans to loosen restrictions on people who want to have a gun permit. in burlington county today, virtua health systems announced new systems for historical and realtime date to to predict where the next emergency call is to come from. the darker the color on the maps, the higher the likelihood someone is going to call 911 soon. right now virtua ems is the only one using this type of technology. allentown's department of community toured a medical device manufacturing plant today. the visit is part of the jobs that pay tour to promote

governor wolf's new pennsylvania economy. taking a live at the flags on top of the air ra mark building, a warm and windy day out there, but we're getting ready for another round of rain. >> it will be a pretty warm rain, too. 66 degrees in philadelphia. with pretty strong southwest wind. that's what those flags are indicating. a warm wind coming in here. southwest at 16, new jersey, delaware, up to 66 degrees, at least part of delaware. let's take a look at the state in a little more detail. newark is 66. claymont 63, ready point and middletown, 68, milton, mil millsboro and dewey and bethany beach. we're not seeing a whole lot of

gusts. that's what these blank indications are. but 35-mile-per-hour gusts in dover. gusting to 43 miles per hour just an hour ago. that's bringing in the warm air. we've got warm air through thursday, then the bottom drops out again. it looks like it's gone for the morning rush for most of us. and the snow, there's still snow in the forecast generally wet snow on friday, but the sunday threat looks like it is suppressed to the south. so friday's storm strong enough to help suppress the sunday system. just cold on sunday. here comes the rain. it's into harrisburg now. within an hour or two of reading. and this is the back edge, and that may develop into a line of thunderstorms. and that will be the heaviest rain that we see and that's

substation in philadelphia's nicetown tioga neighborhood. these are pictures from skyforce 10. we do know that peco deenergized that substation, but those flames continue to burn. >> 20,000 to 30,000 customers are without power because they had to turn that power off, if you will. they're trying to reroute that power. this fire began just before 2:00 and still burns fiercely there in the tioga area. we will have an update in five minutes from nbc 10's mitch blacher. to this now, it was all set to be the perfect proposal. >> except it wasn't supposed to happen in a tennessee hospital emergency room. jamacio kimble smached into a fence when he went to pick up flowers. he said his close brush with death made him decide to go

nicetown tioga neighborhood. look at these flames, this thick black smoke. still pouring out of this peco substation right now causing power outages for thousands of customers as skyforce 10 remains over the scene for us. >> let's get back to nbc 10's mitch blacher who is at that scene right now. what have you learned since we saw you last, mitch? >> reporter: in the last 30 minutes we've seen fire crews who approach the substation but don't necessarily do anything as far as extinguishing the fire. we have seen them let this fire. look over my shoulder. we have seen them letting this fire burn. at this point we know that it is very dangerous putting out an electrical fire, that electrocure is really the big risk. you can't put water on an electrical fire because it conducts electricity. fire crews are really staying back. we see just out of the picture you see, you know, dozens of firefighters standing off next to the building but not

necessarily actively fighting this fire. when we first arrived on the scene at about ten to 4:00, you could see some of this fire spreading into the lower building at this peco substation from skyforce 10. you can see where the smoke is coming from. you see black smoke, thick black smoke. there have been periods of time where we've heard pops from what sound like small explosions inside the building, but you've also heard what sound like extinguishing noises, the kind of wiss of a fire extinguisher or a chemical being sprayed on this fire. when we've heard those sounds we've seen the thick black smoke turn to white smoke. at this point we've not heard any reports of injuries. we're told everyone is evacuated from this facility. we're hearing widespread reports in the setup of power outages. this entire neighborhood, we're

at the corner of willard and 26th street. entire neighborhood power is out. lots of folks on the streets. there are power outages for all the intersections and this, of course, as some kids were getting off of school. so this has been a real traffic tie-up around this area. we also know that temple has sent out to their students and faculty that they've been affected by this power outage including some of the residence halls and parts of the hospital complex. according to peco's outage map we're looking at 36,000 customers affected in the northwest philadelphia area. at this point, again, guys, we don't know a cause, but we'll continue to monitor, continue to make some calls and try to find out what is being done to put this fire out and what may have started it. for now live in hunting park. >> mitch, before you go, stand by. we do have new information from the streets department. apparently they're putting

generators now in key places to try to solve this power situation at least temporarily, generators being placed at major intersections and stop signs presumably because stoplights are out in that neighborhood. that's being done by the streets department. we're looking at some of the fire fighting prevention manual from peco itself, what to look out for when you're dealing with these kinds of fires. i don't know the details of what we're dealing with right here, but they do point out some of the things you mentioned could be possible. things you heard, explosions from combustion of oil vapors or oil-filled equipment and they recommend these fires be extinguished, if it's an oil fire, by using protein foam or a waterclog. that's what you might be hearing on the ground. >> reporter: we hear extinguishing of some kind happening, then quickly after that we saw black smoke turn

into white smoke, which is an indication that something is being extinguished. we know from information from the national fire protection association, the experts on fire prevention in the united states that electrical fires are some of the trickiest to put out just because putting water on them doesn't work. the main fire fighting capability just simply doesn't work because it conducts electricity. so safety clearly of paramount concern. i will tell you, jim, there is a railroad track that the parallel, a passenger rail with septa and amtrak trains right next to this substation. we have seen just in the last hour or so a handful of septa trains going back. you can see occasionally intermittently in our pictures, some of the peco crews as well as fire crews walking right next to this building. you have to think at this point that they're comfortable enough not only to let public

transportation continue but to have peco crews as well as the fire crews close to this fire. >> all right, mitch, we know you'll keep a close watch on this as those flames continue to burn at the peco substation in the nicetown tioga neighborhood. we heard from you how those neighborhoods are affected including temple university. right now let's get over to nbc 10's keith jones for a breakdown on this area and how widespread some of this damage is. >> jim, jackie, 36,000 power outages according to peco. here is their outage map behind me. the substation fire is here. nicetown tioga. you can see each of these dots here represents a large number of power outages. we've heard about. they're homes, they're intersections, and temple university and temple university hospital, at least as mitch said, part of that hospital. i want to also show you some perspective here. we've heard outages not only here in nicetown tioga which is, of course, bordering route 1, just to give you an idea what

we're looking at. center city is down here. all the way south as spring gardens. parts north and west of center city is really being affected by this substation fire. 36,000 power outages right now. some generators moved in at key intersections presumably because those traffic lights are out. guys, i'm going to keep looking at this outage map. i'll make sure to give you updated statistics as soon as they become available. >> here's a live picture from skyforce 10 showing the fire at a peco substation in nicetown. we are working to get a peco spokesperson on the phone to bring us more details. water cannot be used because it increases the danger of electrocution, you have to be careful with water around any energized facility. we'll keep you updated on those power outages as well. here's a look at some of the other stories we're following county by county at 4:00. officials in lehigh county say they're cutting ties with the

private foster care agency called the impact project. it is a place where sarah packer once worked. she's accused of murdering her adopted daughter last year. they're also parting ways with impact. gloucester county. officials are taking action to reduce lead in the water on campus. they'll install filters in nine residence halls and water stations and other areas of campus. this comes after it was found that lead levels had exceeded federal guidelines. police are looking for someone that stole $3,000 from the young democrats the club in wilson borough. now they say they've developed a suspect and are working to obtain a warrant for an arrest. in kent county, a project off and running. the first beams are up for the new bay health milford hospital. it includes a patient center. look for it to open next year.

a new study is confirming that nearly half of all deaths from heart disease are linked to unhealthy diets. the association between diets and death from heart disease, stroke and diabetes. the association between diet and mortality was largesse for sodium and red meat. sugar-sweetened drinks and processed meats were associated with higher heart disease and

diabetes deaths among adults under the age of 64. we continue to stay on top of this breaking news right here, this fire at a substation in nicetown. >> and this fire continues to cause problems at the start of rush hour. drivers are facing a lot of obstacles with traffic lights that just aren't working. we'll check back with skyforce 10 over a major intersection. now, that's rain overnight may help put the fire out, but we also have winds tomorrow that may help spread it if it's still around by then.

and there are more showers back in western pennsylvania, then a line of showers back to the west. you can see what happens as we go through the night tonight. we have patchy areas, a generally light rain coming through, and then by 3:30 in the morning that's what's left of that line racing through the area. so it's not going to last that long. any kind of heavier rain. and then by tomorrow morning, it's really drying out. and look how fast. the clouds even move out of here. so as we go through the night tonight, we're getting rain over much of the area, even by 7:30, we're not getting it at the shore or in trenton yet. but as we go through the night tonight, you can see rain everywhere at 11:30. as we go into tomorrow morning, though, it's a different story. 7:00, 7:30, i don't see anybody with rain.

but it's still cloudy. now let's see. whoa, it clears up quickly and we've got lots of sunshine during the day but it's also going to be a very windy day. so two warm days followed by winter, combination of wet snow and rain, maybe rain changing to wet snow in philadelphia friday in the suburbs and the lehigh valley just about all snow and get some accumulation here. and a little bit more of a rain/snow mix in jersey and delaware. and for the weekend we're talking about cold, dry and cold on saturday and right now looks like the sunday storm goes by to the south. best chance of any snow, delaware and south jersey.

nbc 10 breaking news. flames racing through a peco facility in philadelphia knocking out power to tens of thousands of people. this is what it looked like a short time ago. you can see that thick black smoke filling the air. >> this is a live look from skyforce 10. this is happening in the nicetown tioga neighborhood. you can see the flames still burning right now causing some traffic trouble for the afternoon commute. we'll have a live report in a few moments, but first mitch blacher is live on the scene. >> you've been there for quite a while now. what's the situation? >> reporter: at this point it looks like the strategy of letting this fire burn itself out is the one that fire crews are going with. take a look just over my shoulder here. the flames continue to kind of

build their way down this peco substation building. we've occasionally heard a couple of pops here and there. we are told that is completely normal as there are oils and different types the of equipment inside there that may be combustible and explode. this fire has been burning since just before 2:00 p.m. this is just off of westmoreland street in the hunting park section. we've seen fire crews and peco crews walking up and down the building and the train tracks are that directly next to this peco substation, they're continually active and septa trains continue to go by. at this point it appears that the risk for the fire spreading or the concern for public safety around this is minimal. but you continue to see, as we can take a look from skyforce 10, the spectacular flames and the building billowing black smoke that just continues to ris
