build their way down this peco substation building. we've occasionally heard a couple of pops here and there. we are told that is completely normal as there are oils and different types the of equipment inside there that may be combustible and explode. this fire has been burning since just before 2:00 p.m. this is just off of westmoreland street in the hunting park section. we've seen fire crews and peco crews walking up and down the building and the train tracks are that directly next to this peco substation, they're continually active and septa trains continue to go by. at this point it appears that the risk for the fire spreading or the concern for public safety around this is minimal. but you continue to see, as we can take a look from skyforce 10, the spectacular flames and the building billowing black smoke that just continues to rise out of this

building. there was a point when we did hear some extinguishing equipment being fired off by fire crews. we've not heard that for about the last 30 minutes. now the big trick with an electrical fire is you cannot pour water on it because water conducts electricity and there's the risk of electrocution and having the fire spread. you have to put some sort of foam or some sort of nonconducting chemical on top of that fire to suppress it. we haven't heard that in about the last half hour. since we haven't heard that or seen that we've seen the fire crews pretty much hanging back and we've seen these flames spread. again, no one injured at this point that we have heard from official reports from either the philadelphia fire department or from peco and we're told everyone has been evacuated from the facility. that's the latest from huntington park, mitch blacher, nbc 10 news. we'll continue our coverage with nbc 10's denise nakano. >> the fire also causing traffic problems.

what are you seeing out there? >> well, we're on one section of the substation. you can see the thick black smoke behind me in moreland and fox street. we're in a neighborhood area also close to temple university health system, a whole building that's been evacuated. you can see where we're kind of in the line of where the wind is taking this and dragging this dark black smoke into the air over us and over into the sky towards temple university health system which had to be evacuated. we're told that there are people staying inside of these homes, some of the smoke is actually going into these homes. they were told apparently not to evacuate. some people are still in their homes trying to board up, trying to make sure that they're not exposed to any of this smoke. but right now i want to bring in daniel who works in an insurance company. you've actually talked to some of the homeowners as you're going into their homes and seeing some of the smoke damage that's caused by this. >> yes, the smoke is in the

houses. they're told to stay in the house but there's cracks in every house. we're in a restoration company, we take out mold and mildew that accumulates in 48 hours. even the power is shut off. we won't be able to move the air. we'll have to bring in generators. it's really dangerous, metal has chemicals and everything, that fire that's coming out. it's real dangerous. that's why i had my mask on and everything. >> reporter: you said you spoke to an elderly woman in one of the homes and she's not leaving. >> no, they told her to stay inside the house. she's right at home right now. >> reporter: some people actually inside their homes. thank you for talking with us. you can see people in the neighborhood on fox street who are coming out of their homes, but no matter where you stand around this neighborhood you are exposed to the smoke that's coming because we're not far away from the actual substation where a minute ago we saw some names, but the flames are no

longer apparent from where we're standing, just the thick smoke that's heading up in the sky and over our direction. right now we've got fire crews on the corner of fox and westmo westmoreland. you see the trucks and ambulances. there you see peco trucks waiting and neighbors on fox street right over here behind me who are standing outside their home just kind of waiting to see what's happening here. but on our way here we ran into a lot of issues with, of course, traffic lights and power that's been out. there are probably 43,000 people who are without power according to peco's map on outages. right now it's under 30,000. we are not sure how that correlates because they can't get to putting out this fire just yet. we're told by one of the firefighters that they're standing by to get confirmation that the substation has been deactivated of the power, that the electricity has been deactivated. until they get that word, it's dangerous for them to put any kind of substance on it.

so at this point they're just waiting to get the all clear so they can go ahead and do what they need to do to deal with this substation fire that's been burning since 2:00. denise nakano, nbc 10 news. we'll keep checking back with you and mitch. a live picture from skyforce 10. this is the breaking news we're talking about. it's showing a fire here at a peco substation in nicetown. for the past half hour mitch blacher told us he hasn't seen any firefighters attacking this fire be it with foam or with water, but it's been knocking out power to thousands. the number is just under 30,000 right now. take a look. as we're watching this, finally it appears, what is that, erin, some water? >> not sure if that's water or the chemical foam. kind of looks like water. but not sure. >> denise has been talking about that they want to make sure the power is completely out at this substation before treating it. if you treat an electrical fire

with water, that's a recipe for disaster. they tried foam 45 minutes ago. here finally after 2 1/2 hours or so, firefighters trying to knock down these flames. we'll make sure that we get you the very latest on what's happening here. the traffic tie-ups because of those power outages and some street lights and make sure we get back great information for you in addition to live reports from denise and mitch. to a developing weather situation now. and the off again on again rain moving through the area. nbc 10 in overbrook where folks began the day with umbrellas. they may need them a little later on today. a look down broad street in philadelphia. things have warmed up and right now not looking too bad out there. >> that's about to change, though. take a look at the first alert radar. that patch of green is headed in our direction. glenn "hurricane" schwartz has kept his eye on this patch of green for the past two days. what does it look like out there right now, glenn?

>> it's definitely going to be a wet night. the roads are dry right now throughout the area and that will be the case for the next at least couple of hours in most of the region. the exception is places like coatesville and reading and burks county getting some of the rain within the hour. wilmington, 66, along philadelphia, 68 in dover, so it is incredibly mild out there. and the rain continues to get closer. as you can see most of it's on the lighter side but as we go into berks county, there's reading and you can see that the rain is closing in just west of burnville and it's moving to the east and there will be periods of rain overnight tonight. then we're watching this line moving to the east, and that will be moving through late tonight and that will be the end of it all.

we've got rain across a good bit of the area. there's that last line racing through in the middle of the night and it's gone by morning. the next issue we have is snow for part of the area on friday. details and timing on that coming up. all new at 5:00, an apology after outrage at this area library where an anti-semitic symbol was found in the parking lot. tonight three teenagers are taking responsibility in a letter left at the library. >> i opened it up and i just -- i couldn't believe it. >> and in that letter the three teens are going further than just saying sorry. >> yeah, those teens admitted to leaving a shaving cream swastika in the parking lot at the exeter community library in berks county. comes amid a recent wave of threats against jewish communities across the county. >> randy, you've seen that letter the library received from the teenagers.

>> reporter: yeah, and this is just the latest case of anti-semitism we've seen in our area. this one happening in the parking lot of the library. but what those vandals did next that has staffers here feeling a ray of hope. they put a letter inside the book deposit box here with an apology and some cash to clean it all up. in a place built for learning, a valuable lesson this week for three teenagers who used this can of shaving cream to paint nazi imagery in the parking lot. >> it was a swastika. i believe a star of david. >> reporter: library director mallory hoffman found it friday, a direct attack on jews and the history of the holocaust. >> it's very unfortunate that they either don't know or they don't care. >> reporter: three days passed and nobody came forward until yesterday when the staff opened the book depository and found an envelope sitting inside. >> i opened it up and i just

couldn't believe it. >> reporter: an apology letter signed anonymously. >> no names just three stupid teenagers. >> reporter: asking for forgiveness, leaving $50 cash, those teens saying they now understand the pain they caused. >> and said that on their terms the it would never happen again. >> at best it was a thoughtful prank, but the key word is "thoughtless". >> reporter: bill frankly runs the jewish cultural center. he says education about history can sometimes open eyes. >> in the letter it says they will not do something like this again, so that's three people whose lives have been changed. >> reporter: the featured book this month is "rose under fire," the story about the ravensbrook concentration camp. staff here hoping the vandals come here one day and dive into history. >> books they're here, they're everywhere. they can help you put yourself in somebody else's shoes. >> reporter: the fire department has since cleaned up that graffiti and vandalism using their fire hoses.

right now at 5:00, this man is headed to prison and police want parents to talk to their kids about whether they recognize him. deanna durante joins us live. >> what do police know about the contact this guy may have had with the kids? >> reporter: well, they know that he found them on the street basically near his apartment. this is 115 east baker street and that's where police say those assaults happened. this guy would welcome kids to come on in for alcohol, video games and drugs. once he got girls inside he would sexually assault them. >> i knew him when he was in elementary school. >> reporter: people who live in media and around this baker street apartment are just learning about the crime this man committed against children. police say he found them in the area. 20-year-old hugh taussig-lux began hosting parties for local teen. he said he would find them on playgrounds and once he had them

alone he would rape them. >> he would play truth or dare. he would play what he called the quiet game, spin the bottle, have them take off their clothe ks as he would take off his clothes, then after they were under the influence of alcohol they would then try to sexually assault these children. >> awful to hear. especially in, you know, everybody in a town where statistics say this is a low crime area. >> reporter: police say they hope by making the case public now after lux has been send to prison, others will be encouraged to come forward. they say that dozens of kids were at parties he hosted. police also want to send a warning to parents. >> you have to keep close ties on your children. we all know that billy can say, no, i'm going to bobby's house. and with their cell phones and all the social media that exists there, they could be elsewhere. >> reporter: now, investigators say that they have charged lux with inappropriate contact or

sexual assault of 12 different victims here, but they say dozens and dozens of kids attended parties here and they're asking tonight for parents especially in this area to talk to your kids, find out if they were in this apartment or if they know lux and if so, they want you to call police. deanna durante, nbc 10 news. today in washington republicans unveiled their plan to repeal and replace obamacare. some of the key changes include eliminating fines for people who don't buy health insurance and replacing income-based subsidies with age-based tax credits. health and human services secretary tom price says the new bill is a step in the right direction. >> the goal of all of this is patient-centered healthcare, where patients and families and doctors are making medical decisions and not the federal government. >> some parts of obamacare would remain unchanged. there are safeguards for-existid

children can stay on their parents' health care until they're age 26. president trump was met by wild screams by dozens of children on a tour. look at that. to the weather now. rain on the radar, snow on the horizon. let's go to glenn "hurricane" schwartz tracking where the rain is now and its timing. >> that rain is moving into the area, and it's also moving into the area that is on fire right now. you can see we still have some flames. they're trying to douse it. and we're watching the smoke. so as meteorologists we pay attention to fires, too, because of the ways that they spread or don't spread or things that will make it worse or better. right now 66 degrees. there's that wind southwest at 16 miles per hour. so it's a significant wind, but i wouldn't exactly call it a strong wind. winds are out of the southwest,

as you can see, in dover, it's much stronger than it is elsewhere. so some of that stronger winds are moving up in our direction and it's even gusting up to 35 miles per hour there. and we have been seeing some of the smoke from that, and that now has moved into parts of north philly and we can track that on the radar as well. the rain continues to move eastward. now getting into berks county and within the next 15, 20 minutes, it will be raining in reading. this is the more significant area and that's the back edge of it. it will be moving through middle pretty much in the middle of the night. you'll see at least some rain during the night tonight. not a real wet night, not expecting heavy rain or thunderstorms, 4:00 a.m. are the remnants of that line that you saw that races through the area. there could be gusty wind with

that. but as we go to the morning rush, we're just seeing the very last of the rain. and if you wake up a little later than 6:00, you won't even see the clouds. it's just going to clear very quickly as we go through the morning tomorrow. now, here's thursday, and look what we're seeing is now. here's thursday night into friday morning. that is snow, folks. this is not a big storm, but the atmosphere's going to get cold enough to snow and there's moisture coming in and it looks like there's going to be a mix of rain and wet snow accumulating perhaps on grassy surfaces. that is on friday, perhaps even for the morning rush. as we go through tonight, more and more parts of our area are going to be seeing rain and by midnight tonight, just about everybody is seeing rain. look at these temperatures. very mild for nighttime.

the soda tax. it is stocked with new and gently used clothes for those who need it. drexel university students got an inside look at the decision-making that goes into local news broadcasts. the panel discussion called meet the news directors was put together by the mid-atlantic chapter of the national academy of television arts and sciences. there he is, nbc 10's vice president of news and news director williams talked about news on tv and online. staying in philadelphia, got a question for you out there. how much would you be willing to pay for a prime parking spot in the city? >> a parking space at a garage in brooklyn is going for $300,000. no kidding, guys. one recently sold at the same garage for $280,000. the reason? developers tore down a 300-space parking garage to build new homes, residents in the neighborhood say unfortunately there's just nowhere to park.

we continue to follow the breaking news in philadelphia's nicetown tioga section. a peco substation burning for hours now. traffic lights at big intersections are out. skyforce 10 much different. crews have made significant progress. luckily no one has been hurt. lets a check back in with mitch blacher live on the scene. >> things looking much different than they were just 30 minutes ago, mitch. >> reporter: yeah, guys, what a major difference from the last 30 minutes. the last time we talked to you the building had active flames shooting out of it.

take a look over my shoulder. fire crews are spraying what we have been told is a chemical powder on top of the electrical fire. from our vantage point we can no longer see any flames. but i want to show you what this looked like just 30 minutes ago. very, very strong flames coming out of this peco substation in hunting park. fire started just after 2:00, off of westmoreland street. at this point no injuries reported. take you up to skyforce 10 to show you a high view of the firefight as it continues trying to put out some of the hot spots. at its peak between 4:30 and 5:15 we could hear popping every so often which we're told is a normal sound, the explosions of either oils or equipment inside this substation. now, one of the biggest challenges we have heard and seen from fire crews is that they cannot use water to

extinguish this fire because water conducts electricity. there's a risk of electrocution as well as spreading the fire. so they're now using this chemical powder. there was a point in time where it appeared they were just going to let the fire burn and it started to spread, the flames started to kick up and we saw at least three different sections of the building that were actively on fire, but now as they've started to put this chemical flame retardant on it, you can see the efforts have started to pay off. at this point no injuries as fire crews continue to put out hot spots. we should also mention that at its peak we had 36,000 folks without power. we're told now that is down to 26,000. that's the latest from hunting park, mitch blacher, nbc 10 news. let's go back up to skyforce 10 showing the fire at the peco substation in nicetown. that's a chemical mixture that mitch blacher had reported this

fire much different than a half hour ago. tens of thousands of people still without electricity, though. the bulk of the fire has been knocked down. problems persist like traffic lights being out. homes without power. we'll have live team coverage at 6:00. to the weather now. we started off the morning wet and dreary. nbc 10 at 31st and market in university city this morning where everybody needed an umbrella today. >> here's a live look at i-95 in south philadelphia. it looks like the rain has cleared out leaving behind some gray skies, clearing up traffic out there, though. more rain is to come, though, erin. >> glenn "hurricane" schwartz tracking the very latest with the first alert forecast. >> yeah, there is no doubt that it's going to be raining during the night tonight. there's no doubt the warm air is moving in, the flags moving in that direction, right to left, that means warmer winds coming in. as you can see with the live radar, we've got a few sprinkles now in berks county, a little

more significant rain back west near harrisburg and west of harrisburg and the back edge of this is in ohio. even that is going to be coming through by tomorrow morning. as we look hour by hour through the evening to see some rain at times, it won't be a steady rain, it won't be a heavy rain. i'm not expecting thunderstorms. but the ground will be wet when you get out there. 4:00 a.m. that last line racing through the area. you can see by 8:00 the sun is out let alone having any rain around. 66 in philadelphia, wilmington now, 65 in vineland and mt. holly. 51 in allentown. that's quite a change from philadelphia, but as you can see, we do have the rain during the night tonight and the temperatures well above average. but the temperatures are going to plunge, and the next precipitation is going to be

snow. and i'll have the timing on that coming up. here's a look at some of the stories making headlines county by county across our region. if you take the turnpike through plum it me plymouth meeting, montgomery county, the ez pass express lanes at the midcounty toll plaza will be closed to all traffic. it's part of a project to upgrade those high-speed lanes. regular toll booths will remain open during that work. officials are taking action to address lead problems in the water on campus. this spring break the school installed water filters in nine residence halls. they also have plans to add filters to water stations in other areas of campus. this comes after it was found that lead levels had exceeded federal guidelines. in lancaster county, administrators at millersville university hosted an open forum to address concerns about a picture circulating on social media, two female students were wearing charcoal facial masks when they posted a photo on

snapchat with the photo young, black and proud. students criticized the university for in the taking any action against the students. in camden, the castle on the hill is hosting its final high school basketball game. the camden panthers taking on haddonfield in a regional playoff. a few months from now the school and its iconic gym will be torn down to make way for a new building. the castle played host to 11 state championship teams the and coaches such as milt wagner and billy thompson. a sold out crowd at the lgbt business summit at mulanberg college. they came together to address workplace discrimination, the value of an inclusive workplace and lgbt role models. a casting call of sorts. the town filming several videos to showcase the borough and its business owners. the marketing makeover to town won last month.

down in new castle county, a premiere of a new documentary film calle eed "feast on the beach." it highlights horseshoe crabs that show up every year. the natural phenomenon draws scientists, wildlife enthusiasts and visitors from around the world. the film is produced by the delaware shore bird project. what killed music legend george michael? the singer's cause of death is revealed more than two months after his passing stunned fans around the world.

today we're learning heart disease killed singer george michael. the senior coroner in england where michael lived made the announcement today. since michael died of natural causes the investigation into his death is over. the former wham! singer and songwriter was found dead at his country home on christmas day. he was 53 years old. casey anthony is back in the news. in an interview with the associated press she continues to insist she doesn't know how her daughter kailey was killed. prosecutors couldn't tie her to the child's death. a new study suggests exposure to secondhand smoke earlier in life could increase a child's risk of developing food allergies. researchers followed the health of 3800 kids until they were 16, kids whose parents smoked when

the children were 2 months old were more likely to develop signs of food allergies especially eggs and peanuts. breast cancer patients who eat more soy live longer than those who don't. that's according to a new study. researchers found that women who ate more soy were 21% more likely to live ten years longer compared to women who did not. soy has also been shown to lower the risk of heart disease. mcdonald's says it is testing new clean chicken tenders. the fast food chain says it is considering buttermilk chicken tenders with all white meat and no artificial preservatives. it comes with a sauce, but officials did not say if the sauce is also free of additive. an update for the eagles. the gears have been set in motion. a live look at lincoln financial field. all quiet tonight, but behind the scenes is a different story. what went down today and what it could open the door for, next. plus we're obviously

the next couple of days. it's warmth through thursday, and then it kind of crashes and winter returns. the rain comes in overnight. generally gone by the a.m. rush for most of us. so perhaps towards the shore. and we still do have a snow threat on friday, but the sunday storm we were talking about and you may have heard about elsewhere looks like it's tracking far enough south so that most of our area may get by with just the cold. and i'm talking cold. every bit as cold as last weekend. here's some of the rain. this isn't really going to help the ground moisture very much. a few sprinkles around allentown and berks county. this area back to the west with harrisburg, that's a little more significant. and that will put a nice little soaking into the ground and prevent -- help prevent some of those fires, wildfires. you can see that line that is

the front that's coming through, and when that comes through, that's pretty much the end of it. the futurecast as we go through the night tonight, periods of rain, there is that line. the remnants of it coming through at 4:30 in the morning. maybe a gusty wind with that. and then we start drying up very quickly tomorrow morning. if you get up early and you look out and you see clouds, that's not going to last. it's going to be sunny pretty quickly. but it's also going to be windy. look at those winds. gusts up to 40 or more. 64 in fairmont, 60 in elwin. avalon, 59. delaware at 65 degrees. however over the weekend it's like a totally different story. this is back to winter. friday we have a weaker storm tracking in as it gets gradually colder and colder. so it could start as rain,

change over to wet snow, accumulate a little on grassy surfaces in philly. a better chance of accumulation p.a. suburbs and the lehigh valley and just about all snow there and a little bit greater chance of rain mixed in with the snow in south jersey and in delaware as the temperatures go up during the day. saturday is dry, it is cold, it is windy, high of only 29 in the lehigh valley. low temperatures are going to go really low saturday night and then sunday it looks like the storm passes to the south, so delaware and the jersey shore have the best chance of seeing a little light snow with that. and then there's another chance of a rain/snow system coming by next tuesday. congratulations. >> you are looking at five new deputy commissioners in the philadelphia fire department.

this is nbc 10 news. burlington county today virtua health systemss unveiled historical and realtime date to to predict where the next emergency call is likely to come from. the darker the color on these maps the higher the likelihood someone is going to soon cacall nooin 1 one one. not only that the system using traffic information to choose the best ambulance to respond to the emergency. right now virtual ems is the only medical service in south jersey using this type of technology. it's been six months since the city of philadelphia transformed nine traditional schools into learning centers. >> the idea is to offer services and programs for everyone not just students. nbc 10's kitty zachary shows how everyone is faring with their first community school. >> reporter: tilden is not your average philadelphia public

school. it sits in an immigrant-rich neighborhood. inside -- >> let's see. >> reporter: -- more than a dozen languages are spoken. it's one reason why the principal has always held the idea that his school is meant to serve more than just the students. so when it was chosen as one of the city's first community schools, it made sense. >> we have a lot of folks beating down our door, you know, excited about this work. >> reporter: there's been an outpouring of support from potential partners, organizations that want to team up with the school. >> we had shampoos, conditioners. >> reporter: one idea taking shape is expanding this food pantry. soon it will move from a closet to this classroom and be open to kids and the community. an idea she likes for her neighbors. >> there are a lot of children in our community that we don't know are hungry and maybe it will make a parent feel a little more comfortable to go to people

that they know. >> reporter: but others like parent jackie figger o wa are impatient. the first group of community schools was named last summer and money from the city's controversial soda tax is helping to fund them. >> we need everything. we need more community services. we need everything. >> reporter: this is a culture change, so it will take some time. regina young was hired by the city to turn tildon into a community school. it was suggested to open a parents cafe. the city's community school director says change like this has been made and more is coming. >> at one of our schools, they started a food backpack program. other schools have started doing community meetings. we're looking at health services. come fall, that's when things will get up and running and people will see a lot more activity but things are happening now. >> reporter: katy zachry. >> here's jim rosenfield and jacqueline london.

right now at 6:00, fire rips through a peco substation triggering tens of thousands of oujs and traffic problems all afternoon long. >> skyforce 10 captured this video. 45 minutes ago firefighters put out the flames using water here. the fire had burned for more than three hours. crews couldn't use water previously. they had to use fire-suppressing chemicals instead. skyforce 10 is flying live over the traffic trouble this electrical fire created. it turned off traffic lights along westmoreland street. >> we begin with nbc 10's denise nakano. you've been looking into the trouble this is causing for the neighborhood. what are you finding?

>> reporter: i'm finding there's still trouble that exists here tonight. i'm live here on fox street in westmoreland. and i just checked with peco, there's 26,000 people still without power tonight. and businesses that had to shut down early. at the height of this fire thick smoke covered much of the nicetown tioga neighborhood. and getting here was a challenge from bala cynwyd. now, we found neighbors living nearby having to also wait it out. fire hoses that line the street kept many of them from driving off as the cars were blocked in. now the concern tonight is getting that power back on. >> it did sound like a boom like something collapsed or exploded. >> as long as i can get the lights on and cook my food, i'll be all right. >> everybody's power is off. >> reporter: about 9,000 people have gotten their power restored since this
