>> bedroom blues. before you head to sleep tonight, what you can do to put the spark back in the bedroom. nbc 10 news starts now. a night in the dark. flames shoot from a pico substation leaving thousands without power. >> why did it take so long to put it out, and when will the lights get turned back on? nbc 10 gets answers tonight. good evening. i'm jim rosenfield. >> i'm jacquelin london. >> nbc 10's denise has been on the scene of that fire in nicetown for the past seven hours. >> denise, you just got an update a short time ago. what have you learned? >> jacquelin and jim, we learned that pico just brought in some backup generators to help restore power. at last check 7,000 customers were still without power, and working throughout the night.

>> reporter: flames and thick black smoke. the fire at pico's west moreland substation caused a widespread power outage around 2:00 p.m., and those living closest to the substation found themselves confused at first and then panicked. >> something is burning in here. >> some elderly and disabled neighbors on fox street had nowhere to go as the fire burned for three hours. they were house-bound as they tried to shield themselves from southwest winds blowing smoke into their homes. to make matters worse, mary wilson suffers from asthma. >> i didn't know whether to stay outside or stay in my house because you could smell it in my house ju as good as you could smell it across the street. >> a plume of smoke created a haze over the city. a chemical spray was used to put out the fire around 5:00 p.m. once pico fully deactivated the substation. as the sun went down, the only lights at many main intersections were once flashing on emergency vehicles as officers directed traffic. at the peak of the outages, 36,000 customers were without

power. holly hanratty said they had to cancel classes due to the power outage. >> we weren't able to do anything, so we had to just sit around. >> olivia ross is relieved to go where she's guaranteed to have power. her daughter's home in center city. >> take a drink of water, cook food. >> yep. some of the things we take for granted as we come back alive outside where we see some of the pico says it's still investigating the cause of this fire. meantime, it's not sure when power will be fully restored. >> you are watching on our app, can you kwet a direct link to find out when your power may come back on. >> other news tonight, there is extra security at several apartment complexes in delaware

with a serial kidnapper on the run. there have been three attacks on women at three different apartment complexes in newark, height creek, and wilmington in the past month. the most recent an attempted kidnapping, and tonight we spoke exclusively with the victim's boyfriend. >> he says they came up with that escape plan after the second kidnapping. he spoke only to nbc 10's brandon hudson who is live in newark tonight. how did this plan work? >> that escape plan involved hitting a buzzer inside one of these apartments common areas. the victim's boyfriend said she followed the plan perfectly which scared the suspect off. >> she whispered to me, this guy is trying to rob me. >> those are the words she said to her -- she tried to escape a serial kidnapper. she says she found the suspect hiding in a common area at the preserve at deacon's walk apartments. with a gun to her head, he told her he was robbing her and made her go to her apartment, but the victim made a smart move hitting the buzzer for an apartment with

her elbow. >> i flung the door open all the way. he had already realized someone else was home. >> the woman eights boyfriend said they came up with the safety plan after the second kidnapping at an apartment in wilmington two weeks ago. last night it worked to perfection. >> seies the arrow. she did everything the best she could. she couldn't have did anything different, and i'm proud of her, and i love her. >> the kidnappings have the community on edge. the owner of a nearby gun shop says he has seen more women buying pepper spray. >> it is a really good not lethal temporary way of creating separation between you and someone else. >> at star quest shooters and survival owner ronald said interest peaked after the first kidnapping. now he is selling at least six a day. >> mace. >> back at the site of the attempted abduction, we met two women who were taking their own precautions. walking together ask carrying mace and a flashlight. >> how comfortable do you feel being out tonight? >> tonight? not comfortable.

i used to walk my dog by myself, but with everything that's going on, she doesn't leave the house without me. >> reporter: they and other neighbors want to see changes on site including security cameras and more lighting. nbc 10 photojournalist jason wright just before a live report saw another guy walk up here just to walk one of his female neighbors home. meanwhile, where the second kidnapping happened they found out they will have a lighting coming up. they will also have some more cameras. that work will begin next week, and they will have combination door locks sometime tomorrow. reporting live in newark, i'm brandon hudson, nbc 10 news. >> good to see neighbors helping neighbors, brandon. new at 11:00 a shooting leads to a crash in germantown. police tell us someone fired two shots into that suv right there on east haynes road around 6:30 tonight. a passenger was hit. the driver ended up losing control and crashed into another car. the two people in the suv were taken to the hospital with injuries. the passenger in the second car

is in critical condition. the shooter is still on the run. >> he was struck and killed tonight. it happened around 8:30 on cross keys road in monroe township. >> officers shut down that road. it appeared the driver stayed on the scene. >> some raindrops top our first alert weather, and you could see more of that tomorrow if you get up early enough, that is. >> nbc 10 first alert chief meteorologist glen "hurricane" schwartz is tracking the rain in your neighborhood. >> we have rain over a good bit of the area right now. it's on the light side from philadelphia all the way down to central delaware, and it's a pretty solid area. it's a steady rain for the next hour or two. that's not the end of it. there's a bit of a break, and then this line of pretty heavy showers will be moving into the area right around 5:00 to 6:00 a.m. our planner has some rain at 5:00 a.m. nothing at 7:00.

wiki-leaks founder julian assange says the information was published because of concern over cia overreach. a delaware county man will spend the next 13 years behind bars after he pleaded guilty to raping four young girls. prosecutors say hugh of media went to local parks and offered his teenage and preteen victims video games, drugs, and alcohol. if he got them to go with him to his apartment, he played sex games with them, authorities say. police fear there could be more victims. the u.s. senator showing unity to denounce u.s. threats against jewish organizations across the country. in a letter sent to the white house, all 100 senators are calling on the trump administration to take aggressive action to put an end to the threats. in burkes county an apology after a local library was hit with nazi graffiti. staffers at the exiter community library said they found a swastika painted in shaving cream. they found a note in the book

deposit box from three anonymous teenagers confessing to the crime. she asked for forgiveness and left $50 for clean-up. this developing story. a freight train slams right into a charter bus in biloxi, mississippi. at least four people are dead tonight. authorities say the bus was on its way from austin, texas, to a casino. they say the bus stopped on the tracks at a railroad crossing, about ut they aren't sure why it stopped. 40 passengers were sent to the hospital. seven are in critical condition. some new details on tainted juice that sent children in lancaster county to the e.r. over the weekend two kids were served juice at a restaurant there. their mouths and throats immediately started burning. tonight those kids are in good condition, but today state health inspectors tested crystal lye taken from the restaurant. it will take a few days to get the results. lye is commonly used in product to clean ovens and unclog drains. new at 11:00 it's been an eyesore in south jersey, but finally something new is coming

we've got wet conditions now. it's going to be warm through thursday. then the temperature just starts plunging. we have rain overnight, but it's basically gone by 7:00 a.m. or so. and the snow got wet snow on friday. the sunday storm that you may have heard about looks like it's going to track pretty far to the south, so we've missed most of the area. perhaps delaware and extreme south jersey get grazed on the north side of it. there's the rain right now. right over philadelphia. it's not going to stay in this area all night. as you can see, it's moving straight to the east, but we do have some other area, and that line of heavier showers brings gusty winds with that, and you can see it on the futurecast. it just races right through here by about 4:00, 5:00 a.m., and by 7:00 a.m. the rain is out. by 8:00 or 9:00 at the latest the sun is out. the sun is out just about the rest of the day. it's going to be windy, though.

look how warm it is. it's 58 right now. philadelphia. 60 in dover. we don't have too far to go to get into the 60s during the day tomorrow. now, we've got the rain during the night tonight, but staying rather mild. it's 5:30 in the morning, and it's still raining in a lot of places. if you get up early enough, yes, it's going to be raining. even if you get up later, the ground is likely to be wet. by 9:00 a.m. look at that. we've got sunshine just about everywhere. temperatures are in the 40s, and quickly going up through the 50s and even into the 60s in some places. look at all those places with the sunshine during the afternoon. now things are going to change as we head towards the weekend. friday, look at these temperatures. the high 39. a little bit of rain early. changing to wet snow. looks like we only possibly could accumulate on some grassy
