baby or she threw the baby first before jumping herself. >> it started yesterday. >> reporter: danielle says she tried to help her 36-year-old neighbor yesterday when she saw her and her 2-year-old hanging from a second floor window. >> i ran over there and got the baby from her. run home. i talked to her for a while. >> reporter: she tried to convince the woman to let her baby stay in the house for the night, but the woman insisted she give her son back. >> so she left. >> reporter: today she looked outside and saw ambulances. >> my daughter told me the plant was here i seen the baby on the grounds. >> both in critical but stable condition. >> reporter: police are not sure if the woman jumped with the baby or she jumped after tossing him to the ground. they say the woman's mother is in a wheelchair and cut her leg trying to stop the assault. as for the baby, we're told he's chris cal with head injuries. >> his head was beaten or whatever. but i didn't want to look at him

like that. is. >> reporter: now, neighbors tell us that the woman has other children they don't live here in the home. again, philadelphia police tonight are investigating what led up to this. we're told that investigators with the department special victims unit are now handling this case. reporting live in north philadelphia, deanna durante, nbc 10 on news. meanwhile thousands of people still waiting for their power to be turned back on more than 24 hours after fire tore through this pico substation in tioga. pico wants to have everyone out of the dark within the hour. you can see what is left of the substation. a much different scene from what we saw this time yesterday. look at this, flames were shooting from the building. thick black smoke hovered over homes and businesses. investigators are still trying to determine what sparked the fire. luckily no one was hurt. >> cloudy down the shore. in margate, crews were working on one of the city's water

and making their voices heard. women involved in a day without women brought their children to witness the show of strength and solidarity. it's a call that came after the women's march on washington where hundreds of thousand showed up after president trump's inauguration. so today they're on strike if you will from work, from school, from the household chores, skipping the daily grind to paint a picture of what our society might look and feel like without the contribution of women. the fact that you were in washington and now this movement continue, how does that feeling? >> i think that is really important. i think it's really important that takes long term thing and that we keep taking action and keep making movements and keelting okeelt i keeping our voices heard. it won't fizzle out. >> reporter: and it's not fizzling out right now. it is growing in size and scope. the group set to march to the city hall. and while we didn't find local businesses or industry adversely affected or shut down today, we
