only the second in the last 12 years. what you need is winds of over 35 miles an hour and visibility reduced to a quarter mile less of at least three hours, and that combination rarely happens. it is expected to happen now. look at the heavy snow right over washington now and about to get heavier. our snow is getting heavier. the darker the blue, the heavier the snow. even south jersey getting into the action. tremendous amounts of moisture farther to the south. so we're just getting started with this thing. so the snow gets heavier by 3:00 a.m. 3:00 a.m. to 11:00 a.m., that's the heaviest snow. the most hazardous travel, the time to stay off the roads especial especially. on tuesday afternoon, the snow gradually tapers off. on wednesday morning, snow showers. so this isn't a long-lasting

storm, but a powerful one. as we go through the night tonight, dark blue indicating the heavy, accumulating snow, but warm air is coming up from the south, first changing the snow to sleet and then to rain. these are potential thunderstorms at 6:00 a.m. this is so heavy there may be thunder snow, and even thunder sleet by 8:00 a.m. in parts of the area. just a nasty, nasty start to the day. now, meteorologist tammy sousa has more on how much snow to expect. >> prepare for the worst and pray for the best. that's what my grandfather said to me growing up and i think that's what we have to do. this is where we potentially see it the worst where you see the shades of pink, in the lehigh burks area, and then we go down to 6 to 10 inches of notice?

bucks county. that's in the suburbs. then we get to philadelphia where we could see perhaps 6 to 10, but it depends how much of that rain and sleet falls there. you head to the coastline, virtually nothing along the shore. we're going neighborhood to neighborhood with you when i come back in just a little while, but now, back over to you. >> as the storm moves in, our reporters will have the latest from your neighborhood. >> we'll check in with them as conditions change here, but let's go to keith jones who is live on the roads for us. keith, where are you right now? >> reporter: jim, we are on main street about to turn around and head back north to newcastle county. the snow started about a half hour ago. it doesn't appear to be adding up, in fact, right now it's like rain. if you don't have to be on the roads, stay off of them. crews have treated them with b rirks brine. you can see that. we're ready for coastal flooding and rain.

avoid those bridges on overpasses and ramps, they'll freeze first. keith jones, nbc 10 news. lauren has what people need to know about driving. lauren, what are you seeing right now? >> reporter: the snow has been coming down here for about a half hour. right now it's just making the road and pavement wet. we're at 27th and market. if you're on one of those snow routes, you have to be out by midnight or you could be towed. drivers have done a pretty good job of clearing out here. one car just pulled out a few minutes ago, making those final steps of preparation as the city gets ready for snow. philadelphia city crews loading up for a long night. trucks full of salt heading out on routes around the city, ready for the first flakes. the city preparing for a midweek

storm's effect on workers. >> it affects school schedules, child care schedules without a doubt, but mother nature doesn't care. >> reporter: this is where the power company will respond to outages. >> we expect a lot of snow and high winds, so we need to make sure customers get their service restored as quickly and safely as possible. >> he said they're mobilizing about 3,000. at this pizza shop, they're taking orders before the storm and getting ready for what they expect could be a busy day tomorrow. >> if the roads are clean, we will be here. >> reporter: now, the city is encouraging people, if you don't have to travel tomorrow, do not do it. and if you do have to, try to take public transportation. live in center city, nbc news. southwest, frontier and jetblue have all canceled

flights on tuesday, and american airlines has no flights until 5:00 p.m. tomorrow night. some airlines are offering waivers to make changes at no cost. burks county could be in the eye of this storm. >> we're live just outside temple and road crews there will have a big job on their hands. >> they certainly will, especially over the next 36 hours. we are at the north street penndot station over here in temple. i want to bring your attention over to my left. you can see the big salt dome over here. see how big the salt pile is inside with that front loader right out front ready to fill those salt trucks as they get ready to go out. originally we were told the crews were getting started about midnight, but we did see three or four trucks around 10:00 this evening, all of them to go out to work on 422. it started snowing here around 8:00 this evening. we had those thick snowflakes around 9:00 tonight, but it

seems to be back to a mix of small and big snowflakes. some of them are sticking. on this equipment you can see some of the snow that's been falling the last couple hours. we're about five miles north of downtown reading. here's what you need to know about the lehigh valley penndot tonight. during this storm, penndot will staff more than 200 workers and 29 trucks. they will use those crews for 10 hours. on the expressways, speed is reduced to 45 miles an hour and buses, tractor-trailers and rvs are all banned from those roadways until this storm passes. a spokesman from penndot says if you don't have to be on the road, just stay home. we'll continue to follow this storm as it moves through burks county. we'll have updates on line and on air. >> as we mentioned earlier,

schools and businesses have already announced closings and delays for tomorrow. nearly 600 are scrolling at the bottom of your screen and the nbc 10 app also has a full list. waking up with the morning team at 4:00 a.m. they will show what's head to do your neighborhood and how to plan the rest of your day. we have breaking news in newcastle county. that's where a woman was allegedly force sbd into her apartment by an armed robber who stole her jewelry. this happened in newark. police say they're also investigating this as a kidnapping. and it comes after a string of armed robbery and kidnapping investigations in the area, the latest happening just last week. police believe the same suspect is connected to two other incidents that happened last month. our first alert weather coverage continues. next, a blizzard warning for much of the area tonight. this is a live look at i-95 in south philly. chief meteorologist glen schwartz is tracking the latest. >> snow has fallen in some

get some gas. tlas lo there is a long line inside. we see people parking their cars, getting food and getting gas. >> i was expecting it but not this crazy. >> reporter: a late night of grocery shopping for those making last-minute purchases for the essentials. we found cindy at the end of the line keeping her patience in check along with plenty of others. >> when i came in, i was like, oh, my gosh. but i'm here with, you know, the rest rest of havertown. >> reporter: the crowd rivalled only that of ball games. emergency workers are also getting ready. delaware county will have its emergency operation center fully staffed within the next few hours. >> with high winds and heavy snow projected, we expect power

lines to go down. we expect to lose service in some areas. >> reporter: you see the snow kind of accumulating here on parked cars. delaware county has issued a snow emergency and public schools will be closed tomorrow. reporting live in havertown. let's go down to cape may county. >> drew, people there planning for heavy rain. flooding issues and also winds. >> reporter: that's right, we saw light flurries to start, but in the past hour it's changed to a hard driving sleet. painful when it hits you in the face. i have a trash bag here to show you the winds which are really picking up in intensity along the end of this pier here. you can see that wind sock also driving. when that churns up the waves and pounds on the shoreline tonight, it will fill up that back bay and has a lot of people worried about high tide tomorrow. call it a free storm inspection out on this longport jetty.

>> seeing what it's like now and then afterwards. >> reporter: as people begin to shore up, they're bracing themselves for 60-mile-an-hour gusts. atlantic city has a team of 1,000 ready to respond. school cancellations were the talk of dance practice tonight as parents got ready to race home and tie down anything that could blow away or end up submerg submerged. >> sometimes i'm scared of it, but sometimes i like it. >> reporter: ocean city built up emergency dunes and these gates are to shut down streets that have too much water. >> we'll see. >> reporter: you're going to want to move your car if you're in a flood-prone area before 9:00 tomorrow morning, before that high tide moves in. and if this wind picks up, you

want to tie down anything that could blow away. nbc 10 news. we still have hours left to track this storm. >> let's get an update from our first weather team. drew just mentioned that high tide. you said there's only going to be one but it's going to be nasty. >> one big high tide with this storm. fortunately it's moving fast or the flooding would be even worse. moderate coastal flooding is bad enough. this is i-95 in wilmington. you can still see some of the snow in with the lights, and it's starting to increase in delaware. we've got a blizzard warning north and west of philadelphia. all snow at least 12 inches, some places over 20, as you'll see. i-95 carter and philadelphia area, we have heavy snow changing to sleet and rain and then back to snow. so we have additional accumulations after you think it's stopped. delaware, jersey shore mostly

heavy rain, gusts 50 to 60 and flooding threats there. this is a blizzard warning north and west of philadelphia, all the counties including mercer county, new jersey. it's a pretty rare thing around here. darker blues to the south indicating the heavier snow moving up this way and tremendous amounts of moisture down in virginia and north carolina and beyond. this is over 900 miles of moisture that's headed in this direction. the visibility tells us how heavy the snow is now. it's coming down pretty good in reading and much heavier in lancaster. we're starting to see more snow in pottstown and coatsville. wilmington airport less than 2 miles. philly airport already down to 2. so conditions are deteriorating quickly, and that will continue as we see the dark blue, temperatures below freezing. this is all sticking as we go

through the night tonight, but the big question related to the warmer air coming in, how much of this is going to be sleet as we go into the morning and before we change back to snow? that's the real tricky question. and meteorologist tammie souza has more on the snow totals neighborhood to neighborhood. >> this is going to be a heavy, wet snow, so if you're shoveling tomorrow, use your knees, not your back. what we have here is what looks like cotton candy. this is coming down from the pink where you see the heaviest snow expected, and of course that's going to be in the lehigh valley and burks and in the poconos. then we see upward parts of chester county, bucks. then we go into philly and into south jersey and that's where we also see accumulation on the shore, which i'm not going to focus on for snow totals.

you'll pretty much not get anything. you're too warm, too windy and you'll probably see rain for much of the time. if you get any snow, it's going to melt rather quickly. let's jump in to what these totals are looking like right now. if we go to philadelphia, how the to chestnut hill, that's where the heaviest will be. these models have adjusted upward and downward. the latest model says 15 there. bear in mind that if this changes to rain and sleet, we're going to see all of these totals going down. but at this point the totals are going to be a little bit on the high side. let's go to montgomery and bucks county where you can see 26 inches in the northern part of bucks county, you can see 20 inches in worcestershire, 24 in abbeytown. let's go to the lehigh valley where you get 30 inches in parts

of the area. 28 inches in allentown, and if we head down here into the lower part of burks county, we have 28 inches of snow. finally let's go ahead and take a look at what's going to happen for all of you here in delaware and chester county. between 23 and 20 inches of snow, and if we head over to, say, south jersey, in south jersey we're pretty much going to be looking at snow totals that are just a little bit shy of the big numbers, but still, they've gone up into the 6-inch range, places like woolrich and gloucester looking at 6 to 7 inches of snow. 7 inches in wilmington and 2 in dover. to give you an idea, these models are not sure we're staying in all snow or all rain. either way we're getting a little of both and you have to be prepared to do a little bit of shoveling and have a lot of patience. guys, back to you. >> we can't stress enough how rare this blizzard warning is,
