we have live team coverage. bill henley will let us know when we will finally see warmer weather. we begin with pamela osborne. she is live in center city. you spent the morning checking on conditions there. how is it? >> reporter: we've seen ice falling. the barricade that you see right there was put up in front of the lowe's hotel because of concerns over falling ice. icicles have been forming on awnings and buildings since tuesday's storm. bitter cold temperatures have helped to keep them around, but as things warm up and as there's a little bit of wind there's a very real concern that those icicles can fall and cause injuries to people walking down below. the city's building inspection unit advised building owners to put up precautions. we talked to one man from out of

town. he is from florida of all places. he says he and his wife are here for the flower show. they're staying at the lowe's hotel. >> kept us away from that. i have a hard head anyway. >> reporter: and his wife is in a wheelchair, so he says he's been more focused on icy spots that are still kind of left on the ground. i reached out to the city with those concerns. they say it is the property owner's responsibility to take care of the ice and snow on the walk and street. lni inspectors will be out again today checking on tall buildings, if you're walking around, if you see a barricade like that, best advice is to just walk around it and take caution to that warning. reporting live in center city, i'm pamela osborne, nbc10 news.

lots of sunshine out there meanwhile. the wind turbines there at the lincoln financial field. our eagle's nest camera. bill henley with what you can expect in your neighborhood. bill? >> there's a gusty wind blowing and that's keeping things cold feeling. look at the white caps in the distance. that's a gusty wind that's increased since this morning. up to 28 in wilmington. 25 mile-an-hour wind gust for mt. holly. at the shore, look at toms river now near 40 miles an hour. those gusty winds are bringing in cold air, so it's the cold air versus the sunshine. we have bright sunshine. so the temperatures have been climbing, but the feels-like temperatures, 4 in the poconos. 23 in vineland.

sunshine and temperatures heading above freezing. we'll see some of that snow melt, but with the gusty wind and those breezy conditions, winds westerly at 12 miles an ho hour, that could bring ice in the area too. it's a warming trend that starts today, and it's going to continue into the weekend. the temperatures will slowly move up. we're not going to see the snow quickly thaw out. it's going to be sticking around for days. the weekend will be warmer, but it's also going to come with some more wet weather and the potential for more snow. a look at the weekend forecast when i come back in just a few minutes. >> get updates on winter weather and bill's forecast as well as any school closings or delays by downloading the free nbc10 app. let's talk about the slick spots on the roads. first alert traffic reporter

jessica boyington has been watching the roads for us. >> we sue more aw more of a rus this morning than we saw yesterday. right now we're not watching a ton of slick spots. most of the roads are clearly paved and dry right now. most of the snow is to the shoulders and the medians. this is the schuylkill expressway just around the vine street expressway. hamilton headship, a disabled tractor-trail tractor-trailer. in narberth, we're watching at north narberth avenue a crash there. we had really big drive times here. back to normal on the eastbound side from 29 to the schuylkill. we saw really big delays this morning on the admiral wilson boulevard. right back here is the ben

franklin bridge toll plaza. no more slippery spots there either. the white house revealed its spending plan this morning. we're getting a look at who is getting funding and who is facing cuts. >> new this morning two court defeat's for the president's travel ban. >> reporter: today the president lays out now budget details. $1.5 billion for a border wall. a 10% increase for the military paid for by big cuts at the state department. >> it allows us to be much more effective, much more efficient, and be able to do a lot with fewer dollars. >> reporter: veterans would get more mostly for health care while the epa takes a big hit, plus cuts in afterschool programs, job help for seniors, housing, and transit. >> folks who voted for the president are getting exactly what they voted for. >> reporter: he also campaigned to secure the border.

this morning a one-two punch from federal courts in hawaii and maryland. >> this ruling makes us look weak. we're going to take our case as far as it needs to go, including all the way up to the supreme court. >> it's not a muslim ban. i will never support a muslim'tn anyone based on their religion. >> reporter: it's another defeat as tre drum up support for his unpopular health plan. >> this plan enough. >> reporter: the president tries to get congress to say yes to the health plan and his budget. those cuts severe in some areas. some programs eliminated because the president has promised not to touch the biggest part of the budget, sal medicare. philadelphia mayor jim kenney released a statement on the travel ban ruling which reads in part, the latest travel ban would have hurt the city's economy and betrayed our

founding principles. i applaud the courts for halting it and i urge the white house to put aside singling out particular religions and ethnicities. the republican plan to repeal and replace obamacare just took another step forward on capitol hill. this is a live look right now at the house budget committee, which voted this morning to advance the american health care three conservative gop lawmakers voted against the measure as did all of the committee's democrats. and new this morning, seven of the eight people vying to be philadelphia's next district attorney faced off in parkside. >> in all two women, men are competing to replace seth williams. each candidate talked about what they would do if elected, answered questions from voters. the primary election is may 16th. williams announced last monthe . a legal move that could bar president trump from the state's

ballot for the 2020 election. lawmakers in the new jersey assembly will vote on a bill that bans any candidate from appearing on the ballot if they don't disclose their tax returns. the widow of a corrections officer killed during a delaware prison uprising is refusing to meet with governor john carney. she is urging the governor to respond to her family's demands for the autopsy report on lieutenant steven floyd. she also wants more details on how he died. prisoners killed lieutenant floyd and held other he or she ta -- hostage last month. in a letter to governor carney, mrs. floyd referred to another incident at the prison in 2004 when an inmate took a woman counselor hostage and sexually assaulted her. two previous governors ignored safety recommendations made after that attack. part of the letter reads, my husband died because of various failures to follow the key and essential recommendations of that report which resulted in correctional officers being

starting at 4:00. france on alert. we're following two incidents this morning that are raising fears in a country already under a state of emergency. and talk about a snow shower. a train sends a dangerous wave of snow right at waiting passengers, look at this, forcing them to run for cover. we're seeing the cloud cover break for some sunshine today. what a nice day. look at this beautiful view from rehoboth beach. the rest of the area running colder. i'll have a look at when that's going to exchange and when we may get some more snow with the weekend forecast just ahead.

fun in the snow turned deadly for a boy in western new york. >> a snow tunnel collapsed killing the 10-year-old. the boy was digging a tunnel near his home when it caved in on him. the 10-year-old was rushed to a nearby hospital where he was pronounced dead. there's no word on how long he was in the collapsed tunnel before he was found. deputies say his death is believed to be an accident. amtrak passengers waiting i for a train at penn state. a train just blasted them with a wall of snow. witnesses say some people were knocked to the ground it was that powerful. one rider even suffered a minor head injury. >> some of them are taking video, which is crazy. you see that coming at you you

should run. >> no comment from amtrak on why passengers were allowed on the platform since the tracks were clearly not cleared of snow. it's cold enough for snow to stick on the ground for days and sunshine is going to start the melting process today. the temperatures have been climbing. we do have a few scattered clouds blowing through the area this morning on those gusty winds. the flag is getting another workout today as the winds are now gusting to more than 30 miles an hour in the area, but we do have some sunshine. so some neighborhoods have made it above freezing. delaware is at 31. right at freezing for philadelphia, but look at south jersey. some of the south neighborhoods have just warmed above freezing. coyle field is 33. 33 in audubon. princeton and florence right at freezing.

the numbers are on the rise in spite of the gusty winds. and the winds are going to stay with us right on through this afternoon and this evening. gusts of 30 to 35 miles an hour and steady winds of 18 to 20 miles an hour, so that's the cold air that's coming in and it's going to make it feel cold all day long. but the sunshine is going to help. 36 degrees the 6:00 temperature. that's as warm as it is going to get today. with the wind blowing, it will feel ten degrees colder at that hour. anything that does melt during the day today, any moisture left on the ground is going to refreeze tonight. it's going to get cold tonight, but nothing is dropping from the sky. radar screen shows that we are dry this morning, and i expect it to stay dry this afternoon. though there are a few clouds blowing through the area, nothing like what we saw yesterday. different story over the weekend. this is what i'm watching. this area of snow out to the west is going to march across the country. by friday late morning about this time, it is move noing inte

ohio valley. that's snow. parts of the area could see that snow early on saturday. that's just after midnight on saturday. you see snow developing in reading and the lehigh valley. after sunrise, it's drying out. that's 5:45 in the morning. look at those showers disappear, and the clouds will break for a little bit of sunshine on saturday, but you'll need your umbrella later in the day. look at the showers at 1:45 in the afternoon racing into philadelphia in the evening hours and staying into the late evening hours for saturday. then come sunday morning we may see some early morning snowfall in the area. but then it dries out during the day on sunday. so warming trend will peak on saturday in the next few days. saturday afternoon 48 degrees in philadelphia. those showers coming through in the morning and in the afternoon. more likely you'll see some rain showers. a few snowflakes in the suburbs

well, you may have heard us talk about it before. free money, grant money, for local nonprofit organizations that are really making a difference in our community. this morning we're going to take a closer look at one of the organizations awarded money through our 21st century solutions program. he is the president and general manager of telemundo 62 and he's here with the co-founder of the organization called mighty writers. tell us about mighty writers for people who don't know. >> mighty writers teaches kids in philadelphia to think and write with clarity. we have four locations in the city. we're located in south philadelphia, west philadelphia, north philadelphia, and we also have a site that is targeted to serve the mexican-american community in south philadelphia. that's our bilingual site called mighty writers alpha turo, and that's where we got the grant.

>> the grant giving is probably some of the best work we do as an organization. it's done as a partnership between nbc universal foundation and our own television station group. we actually own 11 stations around the country. in ten of those markets we actually give away the grants or award the grants. every year the award is about $1.2 million per market, and we've been doing that for about five years. when you do the math over five years, we've given away $6 million to organizations like rachel's who are doing great work in the community. >> rachel, how are you using the grant already? >> it's making a huge impact. our sites have a full-time staff member and a part-time staff member that are in charge of all problems. we were able to hire full-time staff members which enables us to do more programs to serve more young people and to have a bigger impact on the community down there.

>> besides the money we were able to give to the grant program, if people want to get involved, how with they get involved in your organization? >> we see over 400 volunteers a year at four sites. we have a lot of local writers coming to us to develop programs and work with us to form workshops for philadelphia's young people. of course, we take donations through our website. we do about 40% of our funding from individuals. >> thank you. >> thank you. >> we'll put all the information on our website. more information about the 21st century solutions grant program here and also the mighty writers program. another cold and blustery day throughout our area. it's sunny, but those winds will be gusty later today as we look live at 8th and market streets. first alert meteorologist bill henley will be long to track your conditions for the weekend. we'll have that just ahead. plus, a daring escape.

were icicles. the area in front of the lowe's hotel is actually blocked off right now because of the potential for falling ice. we were getting ready for our live shot. we actually saw sheets of ice come down from the top of that building there. the city has been warning building owners and pedestrians about this problem. now that things are warming up the ice is beginning to melt and it can come crashing down at any moment oftentimes when you least expect it and it could cause injury. we saw plenty of icicles while we were out and about this morning. most people we talked to though said they've been more focused on where they're stepping and not what's happening above them. >> the actual sidewalks aren't bad, but once you step off and get on the street, it's an ice rink and i'm not an ice skater. >> reporter: we talked to the city about some of those concerns. they say it's the property

france say a student opened fire at his school. police say the student shot the high school's principal and two others. no word yet on a motive, but authorities believe there is no reason to suspect the attack is related to terror. in addition to the wounded, five others are being treated for shock. everyone is expected to survive. elsewhere in france a letter bomb injured a person in paris. the device went off at the office offense t office's of the international monetary fund. no damage was reported. still not clear who sent the explosives. france remains in a state of emergency. secretary of state rex tillerson is in japan as part of his tour of asia where anxiety is rising over north korea's nuclear and missile program. >> andrea mitchell is on the road following the secretary of state in tokyo. >> reporter: here in tokyo secretary of state rex till hern

in his first major diplomatic trip says the policy towards north korea has been a failure. he promised a new strategy. didn't say exactly what it will be, but says it does involve trying to get china to do more to restrain north korea's nuclear program and missile program. >> it is clear that a different approach is required. the purpose -- part of the purpose of my visit to the region is to exchange views on a new approach. >> reporter: at the same time, tillerson was asked about the proposed 29% cut in the state department's budget. he says the current spending level is not sustainable. he accepts the challenge of spending less and says they will manage since there will be fewer military conflicts in the future. foreign allies will spend more on development aid to make up for what the u.s. is not spending and the state department would become more efficient. he is the first secretary of state in modern memory to say he

would spend less willingly. this is not likely to go down well with the state department workforce who is battered by the failure to nominate deputies and other secretaries and ambassadors, and of course by the immediate retirement and firing of many of their top diplomats. happening now, the vice president is hosting the irish prime minister. a short time ago, vice president pence welcomed kenney to washington. later the prime minister will meet with president trump. kenny will use the meeting to discuss brexit and immigration issues. the queen of england has given the go ahead for the british government to leave the european union. queen elizabeth gave brexit her royal assent. it was considered a formality.

loose. a swarm of bees put a las vegas man in critical condition. authorities say the man was working on a cell phone tower yesterday afternoon when hundreds of bees stung him. at least two emergency workers were also stung as they tried to rescue him. all three are expected to recover. a global security firm offered its appreciation to local police officers. among them philadelphia officers jesse hartnett and officer silvia young and ed miller. each of them was shot in the line of duty last year. last night in northeast philadelphia they also received awards for valor. >> now more than ever it's important that we send a message to the law enforcement community that not only do we respect the job that they do, but we respect them as individuals. in delaware, it's time to think about summer and outdoor

move into the area, but it's the late evening hours we'll see some snow showers develop in pennsylvania. light snow in reading and allentown. then a warmup during the day on saturday. we'll see some rain in the area, but this computer model is showing snow redeveloping saturday night and into sunday morning. that may be a little more significant. there's the potential for a little bit of accumulation over the weekend. not too much. late saturday an inch is possible in allentown and the pocono mountains. a better chance of some accumulating snow from philadelphia northward early sunday morning. it's done by sunrise. we might see a dusting in philadelphia in the suburbs. more likely to see some very light accumulation early on sunday to the north. there are some changes ahead. fortunately that temperature is also changing. 36 degrees. a breezy day today. sunshine. tomorrow 40 the high temperature

after refreezing tonight down to 22. warmer on saturday. 48 degrees the high after a morning low of 32, but then colder air starts moving back in. some early morning snow on sunday. 45 degrees on sunday afternoon. we'll get some sunshine too. then spring arrives on monday and we'll get a warmer afternoon up to 58 degrees, but then it's back for the first full day of spring tuesday into the 40s and turning even colder on wednesday. the first wednesday of spring will feel more like winter, staying cold on thursday, then another warming trend starts next friday with temperatures back in the 50s on saturday. we'll be right back.

a pair of community leaders was honored this morning at the flower show in center city. the jewish national fund hosted a breakfast at the pennsylvania convention center in honor of jackie and dale, who are involved in numerous not for profit organizations. nbc10 and telemundo's president rick harris also there. coming up this afternoon starting at 3:00, actresses felicity huffman and lea michele will pay a visit to the "ellen show." one man waited for months

until he finally called nbc10 responds. how our team got him the thousand dollars he was owed. much improved today, but nowhere near 53, which is the normal high temperature for this time of year. that would be sweet, but it is in the ten-day forecast. next weekend we'll be in the low 50s and on monday too, which is when spring arrives. we'll get a bit of wet weather this weekend. ain a snow gedepending on where you are. then it is the warmup for monday. more cold weather ahead for wednesday and thursday before temperatures slowly come up at the end of next week. we'll be updating our weather constantly. there's sometime ftime for it t some before it gets here. >> thanks for watching.
