welcome news to people still digging out from tuesday's storm. we found this guy trying to break up the nice still covering the sidewalk in havertown. if you're planning to head out tonight, maybe do st. patrick's day celebrating, don't forget your coat. the sun helped warm things up today but temperatures will be dropping as the sun goes down. first alert meteorologist tammie souza is here with a look at what we can expect. >> you can expect dropping temperatures. if you're going to be out after midnight, carry the umbrella or slicker, whatever you want to carry with you. things are dry in the philadelphia area. radar not picking up anything. but look at the green. this is in indication of the rain, a lot of it still in the upper atmosphere. mostly in the atmosphere because we were fairly dry today. it will get here later tonight. let's take a look at the big picture. it's an elongated clipper system, nothing like the nor'easter we had on tuesday. this is a pesky mess, giving us a one two munpunch for the week. the area of low pressure is

still back here over minnesota. we'll be watching this for 36 hours. a couple of things you should know. it's going to actually produce some accumulating snow up in the snow, changing towelso have ano. this is of emphasize light, freezing rain on top of it. we'll talk about this when we come back. a pair of multimillion dollar homes left in ruins at the jersey shore. you see the flames and smoke pouring from those houses along the water in avalon. nbc 10 jersey shore bureau reporter ted greenberg spoke with man who rushed to help a family inside. >> reporter: prime jersey shore property ravaged by flames, just days before the start of spring. >> i feel for the people who own those places. it's devastating. >> reporter: fire began tearing through a pair of multimillion dollar waterfront homes in avalon shortly before 8:00 this morning. a frantic call to 911, first

coming from people inside this green house on seagull drive. the owner tells me his daughter, son and grandchild were here at the time. >> they reported that the fire woke them this morning. and they saw it on the outside of the building. >> reporter: firefighters say everyone got out unhurt. damon stepped in to help. >> i took the mother and the baby and put her in my work truck. to keep them warm for a little while. >> reporter: investigators believe the blaze was an accident. it appears electrical. they say it looks like the fire started near power equipment, outside the greenhouse and then spread next door. >> it's always difficult when you've got more than one involved, one building involved. >> reporter: the gray house is a seasonal place, no one was inside. but the owners later made an unplanned trip to the shore after finding out about the fire they didn't want to talk about it. >> it takes your breath away, really. >> reporter: authorities say it's highly likely both homes will have to be demolished after flames left part of this coastal

neighborhood in ruins. ted greenberg, nbc 10 news. in south jersey a woman is dead after her house went up in flames while she was sleeping early this morning just after 5:00 this morning. neighbors called 911 and rescue teams were able to save a 71-year-old man but the woman sleeping in the back bedroom, she could not be saved. to washington now and president donald trump saying he expects the house republican health plan will be passed substantially pretty quickly he says. he made those comments during a joint news conference with german chancellor angela merkel at the white house. today, the president and some house conservatives agreed to make changes to the bill in hopes of easing deep party divisions over the overhaul plan. other conservatives expressed continued opposition. the president's new budget proposal makes massive investments to the military and funds of border wall. on the chopping block, money

that funds popular programs like meals on wheels and after school programs for children. randy gyllenhaal shows us the impact those cuts will have here at home. >> reporter: in the parking lot of this allentown church, fresh food is loaded into waiting cars. in the snow and ice, volunteers head out to feed some 450 elderly neighbors. today's dinner tilapia. >> tuna fish, fruit. >> reporter: the first stop is mary miller's house in allentown. mary just had a birthday, 100 years old. but she's unable to go to the store or make food by herself. >> they deliver my food for me. and i can live here on my own. >> reporter: now she's worried president trump's budget proposal eliminates federal funding for meals on wheels. it also takes aim at popular education programs like the shine, an after school program for kids in rural pennsylvania

counties. >> 1,100 students and families would be impacted. and the door would be shut on these kind of programs. >> reporter: these across the board cuts to social programs make room for increases in military spending and construction of that border wall. the white house saying there's just no evidence programs like meals on wheels actually work. >> we can't do that anymore. we can't spend money on programs just because they sound good. great, meals on wheels sounds great. >> our older population is growing. so we don't need cuts. we need more funding. >> population is getting older, and you get to a certain point you can't do things for yourself you have to have a little help. >> reporter: meals on wheels says they're reaching out to congressional leaders for help. in the meantime they'll keep meeting here at the church parking lot, adding that much of their funding comes from private donations. in allentown, randy gyllenhaal. a former pennsylvania state trooper is facing charges this evening for the death of his

pregnant wife and baby. joseph miller was arrested and charged with two counts of manslaughter today. back in march of 2014, trooper miller was at home when he called 911 to report he accidentally shot his pregnant wife while he was cleaning his gun. investigators say he told them his wife was eight feet away when she was shot. but forensics showed she was three inches away. she died at the hospital and after an emergency c section the baby also died. at the jersey shore firefighters and police officers are fighting back against budget cuts. officer vadell spoke. he was shot in the head late last year, and he is worried the cuts would cut his benefits. the proposed cuts could also cut jobs for both departments. >> citizens, and visitors alike can rest assured that the act of valor will not stop here.

because that is the oath that we all took. and we keep our promises. at all costs. thank you. >> with that, the crowd stood to applaud officer vadell after his speech and after the rally. officer and firefighters hit the board walk handing out flyersnervflyers. new at 6:00, septa is proposing a fare change that could race the prices on all passes a. single ride could go up to $2.50. a monthly pass could raise to $.96. trail passes could go up, based on which zone you use. if the proposal pass the changes would go into effect on july first. septa will hold public hearings starting in april frm.

tonight, the second phase of philadelphia's beverage tax will go into effect. the first phase is education and awareness for distributors and making sure they registered for the tax. now officials say it's all about enforcement and making sure they're following the law. city now charges beverage distributors 1 .5 cents an ounce. they say the second phase will make it more costly for the distributors who are not complying. the excitement was palpable in west philadelphia with thousand lined up to get free tablets. the housing authority gave away tablets. everyone getting one is getting two years of access to t mobile's high speed network. ♪ there are the bagpipers leading the way for st. patrick's day march in wilmington today.

parishioners left mass at st. patrick's catholic church this morning to a fund raising breakfast. it provides services for the city's most vulnerable residence. villanova is one step forward on their road to repeat. tomorrow the wildcats will take on wisconsin in the second round of the ncaa tournament. nbc 10's keith jones is live in buffalo. the team had the day off. keith did not. he's going to introduce us to an important member of the team that you don't see on the court. keith? >> reporter: i had a wardrobe change. got the jacket with villanova emblaze noned over my left brea. villanova mentality was unveiled yesterday. all the v's that you see, people that are alumni or fans of the basketball team, of its staff, come from one man, his name is lionel brody and he's the fabric that holds the villanova

basketball family together. from the jerseys on the court to the jackets off of it. and the tee shirts worn inside. and backwards hat cutting down nets. lionel brody touches everything and he loves it. >> all the old school shoes that came out that i didn't have a chance to have when i was younger there is over 100 in my apartment. >> reporter: his motto is look good, play better. that's brody's sport and his department is one of the best in basketball. >> if i can go to a convention during the summer and have someone say you guys crushed it. that's what i'm looking for. >> reporter: it's year round and all inclusive. nike bags, long sleeve shirts and shoes to match a head coach aptly nicknamed gqj. brody and his team follow all of the trends. >> they started making their uniforms form fitting to show up the technical features of the

st. patrick's day is filled with traditions like wearing green, eating corned beef and cabbage. two local guys have a different tradition. today they went to really big length to keep it alieve. they travelled 3,000 miles from dublin, ireland, to center city, philadelphia. to celebrate an anniversary. drew smith will tell us more about this amazing story. >> reporter: we are in the irish bar over on 20th and walnut. which is packed with people getting ready to celebrate this holiday. this is where jim o'connor and his friend usually start st. patrick's day celebrations every year. getting a limo and heading on a bar crawl. this year was different as they started on another continent. check out these pictures of o'connor and his buddy enjoying

two. loading salt trucks just in case. >> our priority is as we try to keep the main roads open all night long so emergency vehicles, anybody that should be out, can pass. >> crews say main roads will also get attention first. residential streets after that. tammie souza is here with a look at what those crews could be dealing with. nothing major, right? >> nothing major and some of it may wash away. if you're in the lehigh valley, the berks, you're not going to get any help. i've been showing you the radar, everything is quiet here in philadelphia. if we head towards baltimore, we're looking at the upper atmosphere beginning to satch wait. we have a fast moving clipper system. you can see it making its way in our direction. there is a big difference between where you see the snow, the rain and a bit of a rain/snow mix. and maybe a little bit of light

freezing rain. this is not a nor'easter, it's a fast moving clipper. it's going to be a pain in our bottom for this weekend. this is what we'll be looking at, the lows around the freezing mark. you can see as we head up there into the lehigh valley and the berks that this is going to be below freezing. and that's where we have the advisory issued from 6:00 tomorrow morning to 6:00 on sunday morning. that's where we're expecting it to stay as light snow. several inches, not a half a foot or foot. several inches. we get toward philly, temperatures are warm. we'll see it start off as rain after midnight. i wanted to let you focus on where we're going to be overnight tonight before this moves in. the temperature is a big player in all of this. let's go hour by hour. clouds are going to start really beginning to thicken. we already have those gray skies out there. but you can see by the time we get into 5:00 in the morning we have that light snow in reading

and that rain that's at atlantic city to philly. that's where we see a mix, maybe a rain/snow mix, maybe a little bit of light sleet. light sleet. not the heavy icy sleet that we saw. as we head through 10:00. you can see more snow off to the north in the lehigh valley towards the berks. we start to see everybody change into rain. and that's simply because the temperature is approaching 40. and as we head into the nighttime hours, again, we see the snow developing, this is the accumulations, even i wds down. it backst. then it's gone. very ichere. why don't we go ahead and check out your neighborhood and see what you're going to get. philly, we're basically looking at picking up an inch. the rest of the area with the rain/snow mix. bucks and montgomery county, could see about two and a half inches towards richland, but the rest of the area, an inch or less. let's go out there to the lehigh valley -- first let's stop in
