charges and new details tonight including that acceptance of that jaguar convertible but also some charges that he funneled money meant for a family member's nursing home care right to himself. federal investigators announced a 23-count indictment against philadelphia district attorney seth williams as a corrupt public servant who looked out for himself. >> mr. williams simply took money that did not belong to him, and then he lied about it. >> reporter: the federal grand jury based most of the fraud, extortion and bribery charges on his dealings with in two businessmen, one of whom had a pending criminal case before the da's office. >> he engaged in a series of corrupt trkdzs in which he sought and accepted bribes. >> reporter: he's also charged with helping a philadelphia bar owner to bypass securitial philadelphia international. >> mr. williams and solicited and accepted from business owner number two, 16 round trip airline tickets. >> reporter: to florida, san diego and las vegas.

and the charges extend to accusations he defrauded a local nursing home and a family friend. >> mr. williams diverted his relatives' pension and social security payments to himself to pay for his own personal expenses instead of applying that money to pay for his relatives' nursing home expenses. >> reporter: the federal indictment also mentioned text messages sent and received by seth williams that shows corruption. it's not clear o how much prison time he may face but each of the 23 counts carries between 5 and 20 years. reporting live outside the federal building, denise nakano, nbc 10. the d.a.'s office released this statement. the philadelphia district attorney's office does not have any comment at this time. the d.a. is not in the office today because he's spending time with his family. i ask that you respect his privacy and the privacy of the men and women of the office so all of us can continue to do our jobs without the distraction of

additional media attention, end quote. well, the nbc 10 investigators, they've been looking into these allegations against the district attorney for months. >> he has not answered our questions. here's mitch blacher this past september. >> reporter: can you talk to us for a second, mr. williams? mr. williams, come on. don't you think you have an obligation to answer some of these questions, sir? i'm just trying to figure out why it is that the chief law enforcement officer in the city did not file a permit to get construction work done on his home. >> randy gyllenhaal continues our live team coverage. a question many folks have right now, how does this indictment affect cases that are already in the system? >> reporter: well, this indictment is set to ripple through the cops and the courts community in philadelphia. the philadelphia police department says right now they do not have any comment on this indictment. of course, their officers investigate the crimes that the d.a. eventually prosecutes, but already we're getting a lot of reaction from those in the legal

community including calls for williams to step down. >> it's my job to get it right. >> reporter: district attorney seth williams facing increasing pressure to resign. the man tasked with enforcing justice now charged with public corruption and local attorneys say that's unacceptable. >> it's about as bad as it could be. if your job is to prosecute other people accuse them of crimes, bring them to trial, put them in jail and you yourself are violating the laws and the ethics that these people are being accused of, it's the ultimate hypocrisy. >> reporter: and the philadelphia bar association calling this indictment an embarrassment, demanding williams step down. legal experts say right now it's unclear what this all could mean for criminal cases. williams oversaw, federal prosecutors allege justice was for sale under the d.a. saying williams accepted wrib bribes for helping criminal defendants. >> it would be very difficult for him to remain in office. these charges are not just

gratuities as has been expected but actually doing favors in exchange for money, essentially allegations of selling his office. >> reporter: d.a.'s office did not comment on the specifics of these federal charges. again, the philadelphia bar association calling on williams to go, saying this is a sad day for philadelphia. randy gyllenhaal, nbc 10 news. seth williams own office has prosecuted other politicians. here's what williams said in mafrm 2015 following the charges against three former lawmakers from philadelphia. >> there are no free passes when it comes to corruption. i will not and cannot look the other way just because you are my friend or a member of my political party or my race. >> in the past year there have been several other high profile politicians in pennsylvania criminally charged. chaka fattah found guilty of corruption and former

night at 11:00. now we've learned the thieves got away with more than $1.3 million in jewels. now, in the video, you can see two thieves inside the lawncrest store. police say they got in by cutting a hole in the roof of a neighboring business yesterday morning. they trashed the jewelry store, took off with the valuables. tonight on capitol hill, healthcare is in the spotlight. we're now less than 48 hours away from the first vote of the controversial measure to replace the affordable care act. jacqueline london joins us from the breaking news center to break down what's happening before the vote. >> keith, it looks like gop lawmakers have settled on a new round of changes to the legislation. all this while president trump takes a more active role in trying to find common ground. here are some of the changes that were made overnight. ending obamacare taxes this year instead of in 2018. and giving states more flexibility on how they give out medicaid funds.

today president trump met privately with house republicans after holding a rally last night in kentucky. after the meeting he said he was confident in getting the necessary votes to pass the measure. >> it's a great meeting. i think we'll get a winner vote. it was a great meeting. terrific people. they want a tremendous healthcare plan and that's what we have and there will be adjustments made, but i think we'll get the vote on thursday. >> democrats argue they haven't had time to review the final measure saying it's been changing since it was first announced. also tonight president trump was apparently very direct with gop lawmakers telling them if the measure doesn't pass, the republican party could lose control of congress in the next election. the first vote is scheduled for thursday exactly seven years after president obama signed the original affordable care act. >> jackie, thank you. the healthcare bill passes, a new jersey think tank predicts

half a million people in the garden state would lose health insurance over the next three years. it puts the number at 476,000 however the report assumes that new jersey would no longer continue its medicaid expansion. day two of hearings for neil gorsuch. today he assured democrats he's a fair judge who respects the law and gives all parties an equal hearing. and he made it a point to relieve concerns about whether he could ever rule against the president who appointed him. >> every law that this body passes i take seriously. i respect this body. and nobody is above the law in this country and that includes the president of the united states. >> gorsuch resisted attempts to get him to weigh in on the president's temporary travel ban from six majority muslim countries. it's a case that could potentially reach the supreme court. the questioning for gorsuch will continue tomorrow.

tonight there's new travel restrictions for some international airlines flying directly to the united states. >> yeah, the airlines have until saturday morning to comply with a new u.s. rule banning most electronic devices from carry-on luggage. it is from ten airports in eight countries in the middle east and north africa. laptops, ipads and cameras are among the electronics passengers can no longer carry. cell phones, smartphones and medical devices are the exceptions. senior u.s. officials say the new regulations are in response to continued concern that terror groups will try to smuggle explosives in an electronic device. they also say the ban is temporary, but they won't say how long it will be in place. the restrictions do not impact passengers flying within the united states. the aclu is hosting a star-studded fund-raiser that will be streamed on facebook live. tom hanks, alec baldwin, tina

including bribery, extortion and fraud. it stems from an investigation into nearl$160,000 in gifts for williams. >> as the indictment alleges mr. williams was willing to compromise his position of public trust in exchange for private financial gain. and that allegation is even more unfortunate given the fact that he was elected to protect the interests of the people of philadelphia as their chief law enforcement officer. for expert insight on the legal process and what's next for seth williams, let's welcome in legal analyst enrique. >> how do you think lawyers will defend seth williams? >> they have to prove beyond a reasonable doubt that one thing was for another thing. it cannot just be a casual connection. you can go to nbc 10.com and red the entire indictment in full.

he asked for something and then his friends asked for something. and it seems as though he's doing something for his friend and his friend is doing something for him. but you can look at it a different way and say just because someone is doing something for someone who happens to be a district attorney, it doesn't mean that he's doing it as a bribe. this is not an explicit payoff. when you read the text messages and you read through the indictment, there's nothing that's actually explicit, i will do this for you if you do this for me. so he does have a lot of room to be defended. he's innocent till proven guilty. and i think that's how they'll go about defending this case. >> the implications here could be far reaching, though. enrique, does the d.a. getting indicted have any impact on current cases? >> it's definitely not a get out of jail free card. everyone that's indicted or right now arrested for financial crimes doesn't get a free pass just because the actual district attorney is arrested now. however it gives every defense attorney a good position to stand up in court and say the actually district attorney had a similar situation and he's not

guilty and therefore my client's not guilty. the actual district attorney had a misunderstanding with some things that might have looked bad and therefore you can apply that to my client. it puts the district attorney in a very bad position to be prosecuting a case when the actual district attorney himself is charged with these type of crimes. >> seth williams does not have to resign despite the indictment. so do you think he will stay? >> i do not believe so. i mean, this is a stain upon all district attorneys. in this county and other counties. it looks very bad to be a district attorney and having your actual chief -- your person that's in charge of everything to be charged with these kind of crimes. you have an election season going on right now. this is going to be the talk of the town. this is not going to die down. for the sake of everyone that's beneath him and the people he's supposed to be in the leadership role above, i believe that he will step down and i believe it will be very bad for hip to stay on. >> legal expert enrique latoison, thank you for your

city has taken advantage of us and that, you know, the folk are hurt because they know we pay our bills. >> reporter: the pastor tony pritchette said the fight with the water bureau started years ago over this monthly charge, stormwater runoff. he says it's actually a tax, not a service. and therefore nonprofits like churches shouldn't have to pay it. >> i pay the balance and i believe god told me to challenge that. so i went to court and began the challenge. >> reporter: his most recent bill shows the church used $57 worth of water but charged 13 times that, $756 is tacked on for storm water. the church has continued to pay the usage, not the storm water fee leading to late charges and the recent water shutoff. but this isn't just affecting service. it's also affecting community outreach. they've had to stop their after-school program and for their food ministry, folks have been waiting outside in line

that clerk eventually stabbing him. police believe the same man held up the store on pacific avenue friday. today a montgomery man is facing several charges involving child pornography. they arrested andrew liebman. it came if an allegation back in october. they say they tracked his computer down and found hundreds of pictures of videos of children involved in sexual acts. tonight hitting the streets in camden county in an effort to tackle new jersey's heroin crisis. officers and volunteers walked to the broadway corridor today. they handed out bag of supplies that included cards with information on what to do in the event of a drug overdose. the goal is to save the live of overdose victims. the camden county police department reported nearly 600 overdoses last year. also the plan for 300 apartments in cherry hill is moving forward. developers want the build an apartment complex between hampton road. the township says this could

attract more people to the area. people against the plan are worried about how the project will affect nearby woods and their neighborhood. walgreens is closing its distribution center in south jersey. the company says the center only handled online orders. the facility's 133 employees were told the news last week. the operations will slowly be phased out till the closure in june. walgreens officials say it does not affect deliveries to those in the area. what you need to know before you get your taxes done. you can call this dog a hero tonight. the near tragedy as it helped save a child's life.

we've all heard the phrase that a dog is a man's best friend. >> you can add a little girl's name to that list. peanut was walking with her owner last week when she noticed a little girl sitting naked in a ditch in freezing temperatures. peanut alerted her owner that the girl was there. they called police who brought the girl to the hospital where she was checked out. >> the child is fine and is well and is in good hands as we speak. >> the girl and other sibling was taken by child protective services while police investigate this incident. switching gears, we got our first look today at the 2017 boston marathon banner.

quiet. the wider picture shows you that we're quiet, but something unusual happens here. it fires up again as it reracks. you see cloud streaks. they're parallel cloud rolls that usually form parallel in the ground but in the upper atmosphere you have wind going in a different direction and it creates these rolls. they're very pretty to look at on the ground and they're here along the whole spine of the mountains but you've probably seen them and wondered what they are. in case you didn't know, they're called cloud streak. cool and breezy, we'll be watching the winds coming in out of the west and northwest, thank you so much, canada, for the gift of unseasonably cold air because that's what we'll be getting. look as we go through the timeline, those winds do turn more to the north and it will bring in temperatures and an air mass that has temperatures that is going to only be in the 40s and at times 30s. here's what's going to go on.

watch our hour by hour as we watch philly, things are pretty quiet. th things look good. a few high thin clouds zip through. not looking at anything other than sunshine, maybe a few clouds, but you'll need the sunglasses again an the jacket. tomorrow evening, everything is fine. thursday bright and sunny. what's going to happen thursday night and into friday morning is we have a fast moving little system coming in from the west. this is not a big weathermaker but watch what happens overnight. a wintry mix over the lehigh valley and beshs county, then perhaps just a light rain shower or a sprinkle across the area before it's out of here on friday. i just want you to be prepared. we have some changes starting by the end of the week. overnight tonight, it will be chilly. we'll look at temperatures maybe as low as 10 toward mt. pocono. 23 in philly. then we'll deal with the wind chills. the wind chills are going to be a little bit on the brutal side.

they're going to be generally in the 50s through this evening, but look at this. you wake up tomorrow morning, again, wind chills are going to be in the teens and those wind chills stay in the teens and 20s all day long tomorrow. no big break for us. here's your neighborhood for tomorrow. we're going to be looking basically at the 30s. that's what it will feel like. lehigh valley, reading, 32, bethlehem, 30s. we go phoenixville, 39 in the pennsylvania suburbs. newtown 35, mt. airy at 34. fairmount, 41, at least we have sunshine, right? let's go on out to the shore. galloway will be at 38. this is where we go in the afternoon. then in delaware, wow, dover, you make it all the way to 39 degrees. here's what we're looking at for your ten-day. 41 for tomorrow. now, that is very hopeful it will feel like the 30s. that will be earlier in the
