second? >> nbc 10 investigators have been tracking his for months. tonight we're bringing you insight no one else can. good evening. i'm jacqueline london. >> i'm jim rosenfield. tonight the feds announced a 23-count against seth williams. first, accepting bribes in exchange for favor. authorities say williams took $160,000 in gifts including multiple luxury vacations, a $2700 hcouch and a jaguar. the third allegation stealing $10,000 meant for a sick relative in a nursing home. >> now within the last 45 minutes we learned that williams is expected to enter a plea in court tomorrow. he's scheduled to be arraigned at 2:00 p.m. >> mitch blacher has been tracking williams' ethics questions for seven months now.

he joins us with insight into today's indictment. >> reporter: most of the nbc 10 investigators have been asking questions and tracking the d.a.'s gifts including clothes and cash, but today we learned he took more than he reported including trips to the caribbean and to the west coast as well as that car that you mentioned. the u.s. attorney says that in seth williams' office, justice was for sale. questions about seth williams' conduct have now turned into charges. the federal indictment against philadelphia's top law enforcement official says he committed fraud and interstate bribery. >> mr. williams was willing to compromise his position of public trust in exchange for private financial gain. >> reporter: the indictment cites text messages between williams and several associates who gave him gifts according to the u.s. attorney those text messages show williams accepting and in some cases soliciting trips to punt ta can na, florida, las vegas. it says he accepted a 1997 jaguar and a $7,000 check in

exchange the indictment says williams agreed in one case to reduce a sentence. it says in another he pressured a philadelphia police officer to help a gift giver bypass airport security. >> those actions are limited to mr. williams and mr. williams will be held accountable. >> reporter: williams has already said he won't run for re-election. today he remained silent. his communications director only saying williams is out of the office today spending time with family. in past news conferences he's resisted calls for his resignation. he's refused to answer direct questions about even the potential of criminal charges. >> mr. williams, are you concerned about any criminal charges that you may face because of your conduct? you're not going to take any questions? >> reporter: todays is not in custody. the u.s. attorney says he doesn't know how long of a sentence he'll ask for. >> we don't indict in case we have a good faith reason to believe that we're going to prove this case beyond a reasonable doubt. yes, sir. >> reporter: now, this case is being handled by the u.s. attorney out of new jersey in

order to avoid any conflict of interest, but we do know that it will be tried and heard here in philadelphia. the u.s. attorney did say that he does not believe that the integrity of the district attorney's office as a whole has been compromised. he says that he believes the corruption was confined to seth williams. for the investigators, i'm mitch blacher, nbc 10 news. we want to give you a timeline. williams took office as district attorney in january of 2010. the feds say he took bribes from july 2010 until july 2015. in january of this year, the philadelphia ethics board issued a record-setting fine against him. a month later williams anunsed he would not seek re-election. and today an indictment of criminal charges came down. what about reaction to today's indictment? it's pouring in from the city's legal community tonight. as for what the indictment means for courts and police in the city, legal experts say it's unclear whether any cases williams oversaw could now be appealed.

that would depend on a case by case basis. in the short term attorneys we spoke to said williams should resign. >> it would be very difficult for him to remain in office. these charges are not just gratuities as had been suspected but actually doing favors in exchange for money, essentially allegations of selling his office. >> the philadelphia bar association is demanding seth williams resign to maintain the integrity of the justice system. within the past hour, philadelphia's mayor jim kenney responded. at a time when our citizens' trust in government is at an all-time low it's disheartening to see another elected official give the public another reason not the trust us, end quote. >> this does not mean that seth williams has to give up his position. three local politicians have recently stayed in office after being indicted. robert menendez from new jersey has been under indictment on corruption charges for nearly

two years but he continues to serve the people of new jersey as he awaits trial. chaka fattah of pennsylvania worked for nearly 11 months and did not step down from his position until he was convicted. and kathleen kane stayed in office for a year after her indictment. on the nbc 10 app you can read the entire indictment to see everything he's accused of. new at 6:00, pepsi saying it will stop selling two liters packages of its drinking and it's blaming philly's soda tax. pepsi said it will no longer distribute its drinks in those quantities to stores in the city. the soda tax charges 1 1/2 cents per ounce of sweetened drinks. pepsi responded saying there is much independent data that suggests this tax is not having

the economically devastating effect the soda industry says it is. also new at 6:00, the montgomery school district is being sued for allowed a transgender student into a locker room. two religious groups filed suit against the boyertown school district on behalf of a student and his parents. it says the student's privacy was violated when he saw the other student changing in the room. the school district has no further comment. today president trump tried to convince congress to pass the republican healthcare bill. >> that legislation is up for a vote in the house on thursday and it could mean big changes for you and your doctor. >> lauren mayk is just back from washington, d.c. where the action's been heating up. republican leaders are calling this their only chance to repeal obamacare. >> we just returned about an hour ago from washington where the president warned there could be political consequences for republicans up for re-election who don't support this bill.

but while democrats are firmly against it, some republicans are still up in the air. on capitol hill, streets closed for a visit from the president. >> we had a great meeting. >> reporter: he's making an appeal to members of his own party to pass a healthcare bill controversial on both sides of the aisle. among those in the room, pennsylvania congressman charlie dent. did he do anything to convince you? >> look, i've said that i have concerns and reservations about the bill in its current form. that's the case going in and it's still the case. >> reporter: there are new changes to the bill in how state's get medicaid money and letting them put in optional work rirts but republicans are split. it seems like the changes he made may address some of the other members' concerns. did they address any of yours? >> one of the challenges is every time they make a change, they affect the center right, and if they make an adjustment in the center right, they lose from the hard right. it's not an easy needle to thread.

>> reporter: dent says he's been hearing about worries about medicaid resources and costs shifting to states and he's concerned about tax credits being big enough to help older patients. the president isn't the only one making a case here on the hill. groups like planned parenthood are looking to push members in the other direction. how are you deciding who you want to target, who you think you can convince? >> mainly folks who have patients in their districts. >> reporter: the vote would prevent planned parenthood from getting federal funding for a. >> what will actually affect is women's ability to come to us for basic healthcare and for family planning which is to prevent unintended pregnancy. that's the bulk of our work. >> reporter: congressman dent would like to separate that from the bill. he met with president trump again this afternoon with some colleagues. i just checked in with his office and nothing has changed. he's still not announced a position on this bill. however, i did just confirm that

congressman tom macarthur from new jersey is now supporting the bill. jacqueline? >> all right, lauren. day two of supreme court confirmation hearings for judge neil gorsuch. today he told lawmakers he made no promises to anyone including the president on how he would rule on controversial issues like abortion. he assured democrats he's a fair judge saying no one is above the law, not even the president. here at home and new at 6:00, if you recently paid a ticket for making a right turn on red in wilmington, you may have money coming back to you. right turn citations given between this july and this past january have been thrown out. now the city will begin refunding more than 8$800,000 i fines to those who paid them during that period. it canceled the right turn on red safety program altogether. in dover delaware, the national organization of black law enforcement executives annual career fair.

today's event was held at the historically black delaware university. federal, state and local agencies from up and down the east coast gathered to meet future officers. >> to be a police officer and to be a successful police officer, you have to have interpersonal skills. you have to have the ability to communicate and talk to people regardless of what walk of life they come from. >> today vaughn bond is currently serving as the interim chief. he's a 25-year veteran of new castle police. if approved he'll be the county's first black police chief. voters in north philadelphia have less than two hours to get to the poll to vote for a state representative. leslie acosta resigned after pleading guilty to embezzlement charges. some voters say they'll write in democrat emilio vazquez or the green party candidate.

governor chris christie is pledging $1 million in security funding for religious institutions or nonprofits that could be at risk for terror attacks. the money to be used to enhance security should be sent out by this summer. the funding comes after a wave of bomb threats to jewish community centers including the one in cherry hill. bucks county police say this man stole cash from a church on multiple occasions. surveillance video caught him breaking into a doan ace box. it happened at our lady of sacred heart church chapel. bennett is also charged in theft at other churches. up next, shake, don't punch. two jersey shore teenagers decide not to fight in a now viral video. we talk to one of the teens about the good samaritan who convinced them not to brawl. all new at 6:00. plus temperatures going up and down to start your spring. a cold snap tomorrow, then up to 70 for part of the weekend. that's ahead in my most accurate first alert forecast. ♪ we buy any car dot com ♪

glenn is tracking a cold snap in the forecast. >> it will be so drastically different 24 hours from now than it is right now. it's going to feel at least 30 degrees colder, perhaps even closer to 40 degrees colder than it is right now. 59 degrees in philadelphia with a 15-mile-an-hour wind out of the west that's starting to bring colder air in, but it will take a while. we're in the 50s elsewhere. lots of sunshine this afternoon after those clouds and even a few sprinkles during the morning hours. the temperature trend, we start with 42 on saturday. we've been going straight up, 59 is the high today. 41 tomorrow. now, that may occur first thing in the morning. temperatures may be dropping during the day. so it is not going to be warm by any stretch of the imagination. now let me show you the effect of the ocean. we've got a basic land breeze

across much of the jersey shore. that's why it's 57 in ventnor, 56 in ocean city, 56 in upper township. but cape may point is only 49. as the wind starts coming in off this colder ocean, we're going to be seeing some real changes as we go into the weekend and next week. temperatures going down, but the wind goes up tonight. so by morning it's feeling like 23 in philadelphia. watch this. the feels-like temperatures by 11:00 not too bad but by the time you get up in the morning, all of a sudden it's winter again. 23 in doylestown. 23 in allentown. by 11:00 a.m., feeling like 13 in allentown. 15 in doyles town. and in the afternoon when it's the warmest, or supposedly, allentown's 14, doylestown 16, then it gets even colder tomorrow night. but this is only a two-day thing and then we warm up on friday to
