consumers? this video of two teens fighting. one of them is telling nbc 150 what made them stop and shake hands. bribery, extortion, wire fraud. instead of prosecuting those crimes, district attorney seth williams is the one accused. good evening. i'm jacquelin london. >> i'm jim rosen fooeltd. the cloud of suspicion has hung over williams for nearly two years, and today federal investigators announced their indictment. >> tomorrow the district attorney will be arraigned in court. he faces 23 counts. >> investigators also claim he took thousands from his own relative money that was supposed to pay for nursing home care. seth williams has announced he will not run for re-election. >> he has not said anything about resigning, and with months

until the end of his term, this indictment has created a lot of questions about the cases coming out of his office. nbc 10's brandon hudson taking a closer look at that tonight. >> our team coverage begins with denise. you have looked over this entire lengthy indictment. >> yes. all 50 pages. it details how the d.a. allegedly went above the law to line his own pocket books even at the expense of a family member in a nursing home. >> philadelphia's top prosecutor seth williams is about to face the trial of his career. that of his own criminal case where a federal investigator says he used his office to commit bribery, fraud, and extortion. >> mr. williams simply took money that did not belong to him. then he lied about it. >> a federal grand jury handed down a 23 count indictment. it states that williams offered to help two business owners in exchange for money and gifts. according to the indictment business owner number one bought williams a $6,300 trip to punta

cana and gave hem a $7,000 check, $2,000 in cash, an ipad. a louis vuitton tie and burberry watch and purse. in exchange, the prosecutors say williams offered to help him bypass security at philadelphia international airport as well as help the man's friend who was facing jail time. >> the action specifically alleged in this indictment, if proven, are violations of federal law and most importantly the public trust. >> when it came to business owner number two, the indictment states in exchange for williams making him a special advisor to the d.a.'s office, complete with a badge, helping him with a liquor license, williams received 16 round trip airline tickets and lodging to florida, san diego, and vegas. a jaguar convertible, and $900 in cash. according to the incould i want the money trail also led to $20,000 met for the care of a family member in a nursing home. used by williams to pay for his

own personal expenses, including mortgage payments and tuition. >> his attorney released a statement asking people to respect the judicial process. seth williams is expected in court in hours for now. live outside the federal courthouse i'm denise, nbc 10 news. williams is from philadelphia. the city's first black district attorney and was seen as a rising star in local politics. >> nbc 10's brandon hudson continues our team coverage from the d.a.'s office. brandon, to voters who put him in office called today's news disappointing and embarrassing. >> he called it a number of things, jacquelin and jim. after the indictment broke, we spoke to a man who helped put him into this district attorney's office. he says the news of these charges is upsetting. >> reporter: outside this catholic church in west philadelphia we met larry butts. butts went to church with seth williams and is now concerned for the young people who looked up to the district attorney.

>> somebody we trusted in to fall like that, it's embarrassing, you know? we put our trust -- >> defense attorney bill brennan knows williams as well. he says it's unclear what affect these charges will have on previous cases handled by the d.a.'s office. >> i predict that lawyers will attempt to exploit this, but i think that's a stretch. >> however, he says keep in mind the acting u.s. attorney indicted williams, not the district attorney's office. it's williams' job to -- now he finds himself on the other side. >> this case, unfortunately, will be tried in a courtroom, and it will be tried in the mind of the public. >> tarikial is running for d.a. said in a statement i trust in the justice system of this country and the validity of the allegation against a district attorney williams will ultimately be decided by a jury

the calm before the cold in west philadelphia. this was the scene near 54th street and city avenue. plenty of people out enjoying the spring-like temps. that is about to change. >> it's going to feel a lot different when you wake up in the morning. chief meteorologist glen "hurricane" schwartz has details on the big temperature drop. glen. >> you combine the temperature drop with the wind increase and boy is it going to be a difference. not a whole lot of wind at this hour, but the wind that we do see is out of the northwest and starting to bring some colder air in. not that cold yet. 51 in philadelphia. even 50 in coatsville, and in trenton. that's not very cold for this time of the night, but look what happens in the morning. about 5:00 a.m. it's 42. instead of the temperature going up, it's going down as we go through the morning hours. p.a. suburbs 37 down to 31 at 9:00 a.m. lehigh valley down to 29.

same bathroom as someone of the opposite sex. the district allows students to use bathrooms and locker rooms that correspond with their gender identity. the lawsuit claims sexual harassment and says the bathrooms are open without warning to parents. local latino business leaders held a meeting tonight to discuss ways to stimulate business. they say deportation fears are keeping immigrant shoppers from buying their goods. the meeting comes after last week's announcement that -- has been canceled. the annual cardinale event brings thousands to south philly on sink yes demayo. many will still hold celebrations at their respective businesses. could a plan to repeal and replace be in jeopardy? tonight nbc news has confirmed 27 house republicans, they will not vote for this new health care bill. that includes pennsylvania's own brian fitzpatrick. republicans can only afford to lose 21 members for the bill to pass the house. right now that vote is scheduled for thursday.

president trump travelled to capitol hill today in an effort to urge lawmakers to pass the health care bill. mr. trump told house republicans that if they don't pass it, they could be putting their own congressional seats in jeopardy. supreme court nominee neil gorsuch says president trump's attacks on federal judges are both disheartening and demoralizing. gorsuch made those remarks during day two of his confirmation hearing on capitol hill, but tonight the house republican fundraiser, the president pulled no punches when talking about judges. >> the courts are not helping us. i have to be awesome. it's ridiculous. somebody said i should not criticize judges. okay. i'll criticize judges. >> last month the president referred to the seattle judge who blocked his travel ban as a "so-called judge." >> new details in a special election for the pennsylvania house in north philadelphia. tonight we know a write-in candidate won that election. they won't announce who until friday when all of the write

he-in ballots are counted. republican -- was the only name on the official ballot in the mostly democratic district. a vote of confidence today for the interim chief of the new castle county police department. lieutenant colonel vaughn bond has been acting chief since the start of the year. today new castle executive matthew myer nominated bond to become permanent chief. bond is a 25-year veteran of the force. if he is approved he will be the county's first black police chief. earlier today in dover the national organization of black law enforcement executives held their annual career fair. the event was held at delaware state university. federal, state, and local agencies from up and down the east coast gathered to meet future officers. a teachable moment caught on camera. how a total stranger got these two teenagers to put down their fists. fizzled out? why philadelphia's new soda tax could make it tougher to find your favorite drink. also, hitting the brakes.

>> she's not surprised pepsi plans to pull some of their larger drinks, including two liter bottles, from city shelves like here at bell's market. they say the soda tax per ounce hurts their bottom line. >> we are the face that the consumer directs their anger to. >> maria says she feels daily complaints when the price is too high, and the tax too complex. >> every single day in a consistent basis, we have loads of products that have to come back on the shelf once the customers understand that their cost is excessive. >> we ask the mayor's office to comment. they say the soda industry is trending towards smaller sizes and it doesn't have anything to do with the city's tax. further, they point to a study that suggests soda accounts for only 4% of grocery sales, so they say the city's tax won't single-handedly shut down supermarkets. for customers, no pepsi means less choice. while some businesses say the

soda tax hurts them, others outside of the city, look at this, they're taking advantage of it. keith jones, nbc 10 news. updating a story we first reported last night. police in chester county say 16-year-old will be charged with sending fake letters to people claiming they were caught on camera speeding. the letters were mailed to homes in westtown township demanding people pay a fine. investigators say the suspect's father turned him in. if you recently paid a ticket for making a right turn on red in wilmington, you may be getting a refund. the city has thrown out right turn citations given between last july and the past january. now more than $800,000 in refunds are being sent back to the drivers who paid them. wilmington's mayor also counselled the city's right turn on red safety program all together. if you are a wells fargo customer, you'll soon no longer need your bank card to get cash from the atm. companies upgrading all 13,000 of its atm's next week, so you
