press is reporting that president trump's former campaign chairman, paul manafort, secretly worked for a russian billionaire to advance the interests of russian president vladimir putin a decade ago, and proposed a strategy to undermine anti-russian opposition across former soviet republics. this would contradict assertions by the trump administration and manafort himself that he never worked for russian interests. i spoke to press secretary sean spicer who told me the white house doesn't have any comment on this right now. that it would be inappropriate to speak specifically about an official who doesn't work for the white house. this couldn't come at a worse time for president trump. it comes as he is trying to get his first legislative win on health care, going down to the wire. >> reporter: this morning, seven years to the day nearly after president obama signed his signature health care law, his vice president trying to save it from extinction. joe biden rallying the

resistance, pushing democrats to help defeat president trump's replacement plan. as president trump pitched to republicans last night. >> the house bill ends the obamacare nightmare and gives health care decisions back to the states and back to the american people. >> reporter: the comments punctuating his congressional courtship, earlier taking his case to the capitol. >> we had a great meeting and i think we'll have a real winner. >> reporter: a personal appeal earning praise from the republican house speaker. >> i have to say, editorial, the president just came here and knock td baed the ball out of t park. >> reporter: fueled by last-minute tweaked. still, an nbc newsa agnalysis shows at least 27 republicans are likely to vote no. republicans can only afford 21 to vote against it. >> he's being hold it is a slam dunk and it is not. he's being misled, as far as i can tell.

on thursday, reality is going to come crashing down. >> reporter: behind closed doors, the negotiator in chief delivering a warning to members of his own party. vote against the bill and gamble being voted out of office. still unconvinced, many conservatives with the freedom caucus demanding lower premiums. the president singling out meadows to get people on board or risk losing his job. >> it is a temporary job, and i've known it from day one. >> reporter: the white house calling it a joke, not a threat. but offering a warning of its own. >> if we go out and make these pledges to the american people and don't do what we said we've done on these big things, they'll look for an alternative. >> reporter: three republicans still balking at the bill and the democrats looking to capitalize. >> the house should not walk this plank. they should not ask senate republicans to walk this plank. they should drop repeal once and

for all. >> one of the president's real challenges on this health care bill is to many of its republican opponents, the issue here isn't politics, it's policy. frankly, ideology. they don't think it goes far enough to dismantle obamacare. house speaker paul ryan is going to face a tough decision before the end of tomorrow. does he gamble and let the house vote, knowing it might not pass, or does he pull it and start over? >> peter alexander, thank you very much. let us bring in steve kornacki of msnbc. we heard about the math. by our count -- we can't wrong by a couple votes -- 27 republicans still aren't on board with the bill. only 21 can vote against it and have it still pass. what's going on behind the scenes? >> let's take you through the math and what you need if you're a republican trying to pass this. there are vacancies. only 430 total members of the house. you need 216. that's your magic number for a majority. right away, everything that's black on here, that's a democrat. you're not going to get any

democratic votes. you have to rely on the 237 republicans. that leaves you a margin for error on this, as you said, of 21 votes. you can lose 21 of the republicans. you have 27 who say no right now. what are they saying? are they saying we're absolutely no, or are they saying we're likely no? if you talk to people around republican leadership, the best hope is the likely noes, at the end of the day, for their political reasons, they say no, but if their vote is needed to pass it, they will come around. the risk if you're republican leadership, these things can cascade. if you put this on the floor, if you don't have the votes, people hold back. if it looks like it doesn't pass, suddenly, they all rush to vote no. suddenly, you have a massacre on your hands. it is a big risk if they put this on the floor tomorrow and they are not sure they're at 216. >> the other alternative isn't great either, pull the bill and start oever. is that a realistic option? >> it really isn't at this point.

nbc news white house correspondent kristen welker is covering that for us. >> good morning. as judge neil gorsuch prepares for a second day of tough questions, the white house is praising his performance so far. one official telling me the view inside the west wing is that the confirmation hearings are going extremely well. but key to his confirmation may be his ability to distance himself from president trump. that was on display yesterday, when he was pressed over and over again to weigh in on some of president trump's recent attacks on the judiciary. for the first time, judge gorsuch went on the record calling those attacks disheartening. now, the white house tried to argue that he wasn't specifically talking about president trump. president trump last night during that party dinner even attacked the judiciary again. but it was very clear, he was trying to create some distance. he was also pressed on other thorny topics, like roe v. wade and gun rights.

>> another look to make sure. >> reporter: like the nfl's instant replay, new, detailed video shows how the so-called grand theft happened. mauricio ortega, the suspect. cameras appear to show what happened in the minutes before and after tom brady's jersey was swiped from the team's crowded locker room. >> this is everything that happened that night. >> reporter: released by the fox sports show "the herd," airing what they say is 46-minutes worth of video and describing what they believe shows the incident. at 9:36, brady takes off his jersey and hands it to a man fox identifies as a patriots employee. five minutes later, the man carries the jersey back to the locker room. at 9:51, the suspected thief is seen on the field, taking selfies with players. he then follows patriots head coach, bill belichick, and his

entourage, right into the locker room. brady begins making his way back to the locker room. inside, right here, the suspect looks directly into a camera. at 10:18, fox says ortega leaves the locker room, carrying brady's jersey under his left arm, and back on to the field. >> did someone take my jersey? i put it in my bag. >> reporter: the jersey heist adding extra drama to the most dramatic super bowl victory ever. >> patriots win the super bowl! >> reporter: the now infamous jersey, valued at $500,000, uncovered, police say, across the border, in mexico, along with another brady jersey from his 2015 super bowl victory. and a helmet that may belong to 2016 super bowl mvp von miller. according to a mexican newspaper, ortega was an exec fif f -- executive for their paper who resigned last week for personal reasons.

he is a huge memorabilia fan who bragged about items he collected. the owner of a sports memorabilia auction company said ortega told him he had von miller's helmet. >> when he told me he was in possession of von miller's helmet, i was caught off guard. >> reporter: according to him, ortega never offered to sell the helmet. >> it crossed my mind, almost in a laughable state, watch it be this guy. and it was. >> this morning, there's been no arrests or charges filed in mexico. nbc news hasn't been able to reach ortega for comment. the former mexican president tweeted that ortega is an embarrassment to mexicans, adding that mexico should jail him, without waiting for patriots to ask. i tried to reach out to tom brady and folks within the organization and didn't get comment back by this airing. brady didn't comment directly to the video, but he put out a statement, saying he was thankful for the fbi being able to retrieve the items. >> just because you look at a

new concerns about the relationship between that teacher in tennessee and the teenage student he is suspected of kidnapping. her sister is now speaking out for the first time. nbc is in nashville. good morning. >> good morning, matt. it's been nine days since tad cummings and elizabeth vanished. law enforcement say they have new information about the kidnapping that is causing great concern. >> i have to get out of here. >> reporter: this morning, 17-year-old sarah thomas is speaking out for the first time since her sister elizabeth went missing. >> i want her found. >> reporter: saying she often found her sister in former teacher cummings's classroom. >> we went to his classroom a bunch. that's where all the other kids were, so that's where my sister was. she's my best friend, so i just went with her. he was a weirdo. >> reporter: sharing her sister's chilling last words to her. >> she looked at me and said,

morning for the hundreds of thousands of women who undergo breast augmentation each year. the fda now says certain implants may cause a rare and potentially fatal form of cancer called anaplastic large cell lymphoma. as of february 1st of this year, there have been a total of 359 cases of a.lcl related to breas implants, including nine deaths. experts say the trouble lies in textured implants versus smooth ones, which are more common. >> it is important because it tells us how rare it is, and it tells us that it is only about one particular type of implant. so it can help patients in deciding which type of implant they want for their surgery. >> reporter: in 2016, nearly 300,000 women underwent breast augmentation, making it the most popular cosmetic procedure in the u.s. while alcl has impacted just a

is found? gene chatzky is here. good morning. >> morning. >> this is a difficult conversation to have. you have to have the right legal documents, right? >> i'm not a lawyer. you are. first, you need powers of attorney for health care and finance. this allows somebody else to step in and take care of paying your bills, talking to doctors if you can't for yourself. you should not just name one person. you should name a successor, just in case. you also need a living will. that essentially communicates with the doctors, with the hospital, tells them what you want in terms of end of life care, should it come to that. finally, and this is one that people may not know they need. a hipaa consent form. if you want your parents doctors to share the information with you, they have to sign a consent. >> sign a release. >> the doctors have the forms. >> also guardianship. what is that and when do you

need that? >> hopefully, you don't need that. if you take off the steps we just talked about, you shouldn't need that. but if you don't do this, you may have to go through an expensive and emotional legal process in order to get the control you need to help your parents. >> if the legal pieces are in place, now the medical care issues. >> that's right. it is important that even if you've got siblings, you've got one point person in the family who is going to be the one communicating with all the doctors. it can get really complicated. it is easier if they can all channel the information through one person. >> preferably someone local, living in the same place as the parent. >> going to the appointments in person is really, really helpful. i learned this from my own mother when she was taking care of my dad. take notes. write your questions down. bring them with you because you're going to be in that room. it is going to be hard to remember everything. if you can use one medical group, you can empower your doctors to talk to each other. electronic medical records make this easier. but having it all under the os

mi -- auspices of one roof makes it easier. >> what about the finances piece of it? what do you need to know if you take this on for your parents? >> couple of things. documents, where are they? your parents should talk to you. >> like a birth certificate, social security card? >> all of that. also, list of the passwords. who are all the important people to talk to. the accountant, the financial adviser, the attorney. what your parents want. my step-father actually has this document that he calls a letter of instruction and suggestion. not a legal document. but it lays it all out. where is everything? who needs to be called? what does he want? what are the passwords? you update it once a year. it is an incredible gift for the kids. >> it really is. this can seem overwhelming. people might think, i don't know where to begin. what is the first step? >> you may want to get some help in terms of organizations that are out there to walk you through it. aarp has great resources.
