jones. >> reporter: we have just learned that the officer that was stabbed has now died. two pedestrians were killed, dozens more injured. it was a chaotic scene. >> there are 30 people laying in the road. >> for the first time, i thought, i'm going to die. i was that close. >> reporter: the attack on the bridge happened when a car crashed into a railing. that's when he attacked a police officer and then was shot. you can see people running from the area. the trump administration condemned the attack and expressed support for the british people. >> the victims in this are in our thoughts and our prayers. the city of london and her majesty's government have the full support of the u.s. government in responding to the attack and bringing those to justice who are responsible. >> reporter: and police believe there was only one attacker but they are searching the area right now to be sure. reporting live in the breaking

news center, keith jones, "nbc 10 news." our coverage continues in ten minutes with the impact of the attacks here in philadelphia. nbc 10's randy gyllenhaal is talking to tourists and a tourism expert's live report is coming up in ten minute. in the meantime, 20 minutes of nonstop news continues with 7-month-old twins found dead in an apartment. >> they heard the mother scream for help right before police arrived. cydney long has been working this story all day. >> she is joining us live from the scene there. you listened to the 911 calls from this incident, what do they tell you? >> reporter: jim and jackie, i listened to the entire call. it goes on for six minutes. and in it, we hear the mother, we hear her voice as she's explaining to police as they arrived inside department 5105 that her twin daughters went to sleep at 6:00. but by 8:00, they weren't breathing and she tried to apply

cpr before she dialed 911. >> reporter: investigators began to take evidence inside the family's apartment. they are working into how two 7-month-old twins passed away. a witness told us that a woman she met at the laundromat ran out screaming. >> she was screaming. and they put her in the back of the cop car and i saw them bring out bags, body bags and stuff. >> reporter: alice lives two doors away and says the mother, grandmother and several children live here. >> i was thinking, okay, if it was a baby, then i can understand it, but two of them? that's horrible. >> reporter: intewe asked if th deaths were accidental or considered foul play. so far, few hours. the neighbor said she saw the

mother on monday. >> she had the kids with her and she brought them out to the car. and i talked to her and she said, i'm just going to go pick up my son now. >> reporter: and also in the 911 call, the mother references that the son who is about 6 or 7 years old was also home here this morning. he's the one who answered the door for police. neighbors, meantime, have been able to come and go this afternoon. this apartment is no longer being held by police as any type of crime scene, though the mother and grandmother have not returned here. we are live in lindenwal, cydney long, "nbc 10 news." and philadelphia's district attorney out on bond this afternoon after he was arraigned on corruption charges this afternoon. seth williams right there didn't have much to say to our camera as he walked into court today. he posted $50,000 bond, surrendered his passport and

agreed to have no contact with the victims in this case. nbc 10 investigative reporter mitch blocker was in court for williams' hearing. >> you were right there, did the d.a. have any reaction sitting on the opposite side of the courtroom? >> reporter: he has not had a whole lot to say about the 23-count indictment he now faces, even over the past few months as nbc 10 investigators have been asking him questions about the gifts he took and whether or not it affected his office. he has had little to say until about two hours ago when he told the judge that he's innocent. walking into court, philadelphia district attorney seth williams greeted the cameras more than an hour before court started. he was here early to get fingerprinted and officially turn himself in. inside it was the first time in his career he found himself on the defendant side of the courtroom. he sat in federal court as the charges were read, 23 counts alleging he took cash, a car and

vacations in exchange for favors only he as a district attorney can provide. >> we are looking forward to the trial to present our case. >> reporter: prosecutors are confident in their case. the indictment cites financial records and text messages between williams and those who gave him gifts. prosecutors say they prove his office was for sale. outside after court only williams' lawyer took questions. >> simply because the government makes explosive allegations in a complaint doesn't mean they are going to prove it in a court of law. >> reporter: williams will walk out a sitting d.a. for more than a month he met calls for resignation with defiance. william's staff said he was not in the office today. he's still on the public payroll even as he fights for his own freedom. now staying in office while fighting an indictment is not unprecedented. we saw just a few months ago in pennsylvania as former state attorney general kathleen cane stayed in office until eventually being convicted.

the winds are out of the north. it's a very cold canadian air mass. look at the wind gusts up to 35 miles an hour in wilmington. atlantic city in 36. we still have gusty winds, but they are going to die off as the evening progresses. this is what happened from yesterday's 59. today's high was 53, but that was shortly after midnight. we spent much of the day right around 40 degrees. we are 18 degrees cooler at this hour today than we were yesterday. so you're really feeling it out there. here are the temperatures this hour, 40 in philadelphia, allentown at 35. 42 in atlantic city. it looks like we're going to dump off under clear skies to a chilly night tonight. take a look at the temperature trend as we watch the camera bounce across looking at philadelphia. look at the temperatures, you'll wake up at about 24 degrees in philadelphia. 22 in reading. wilmington, you'll wake to 24. stone harbor, 25. only going to make it to the low to mid-40s tomorrow. but i'm talking 70s, and that is not anybody's age. that's going to be coming up

with my full forecast in just a few minutes. guys? >> better the temperature than the age, but nothing wrong with the 70s. breaking news from the white house in the past few minutes, the chairman of the house intelligence committee briefed the president on intelligence that was collected on the trump campaign, possibly including mr. trump himself. >> the chairman says it does not appear anything was collected illegally and has nothing to do with president obama. he was asked if he thought the president's team was spied on. >> well, yeah, i guess it all depends on one definition of spying. i mean, clearly it bothers me enough. i'm not comfortable with it. and i want to make sure that the white house understands it and that is why i briefed the speaker this morning on this. >> the president said he felt somewhat vindicated after hearing this latest report. meanwhile, it is crunch time for the republican health care plan. president trump is working to shore up reports to replace obamacare. ahead of tomorrow's house vote, today the president met with women and health care professionals at the white

house. >> we are going to help get this thing done and get it figured out. it's a tough situation our country has been put in. it's not easy. >> right now more than two dozen republicans are opposed or leaning against the plan. that's enough to sink it without changes. and today former vice president joe biden heavily criticized the way the trump administration handle itself during the first 60 days of his presidency. >> i hope that the president decides that the campaign has to end and he has to start to govern. and understand that the president's words matter. >> mr. biden made those comments on the steps of the capitol where he joined democrats for a rally marking the seventh anniversary of the affordable care act. he said it gave millions a peace of mind. and the associated press report alleges former trump

campaign manager paul manafort worked with the russian billionaire years ago to advance the president vladimir putin. and neil gorsuch faced another long day of questions from the senate judiciary committee. he pledged devotion in the laws passed by congress no matter his personal feeling. he also countered criticism that he favors government and corporation. gorsuch said he worries about the ordinary american. and officials in the jersey shore town approved a permit for a rally in support of president trump. the mayor of seaside heights originally denied the request for the pro-trump rally on the boardwalk because of concerns with clashes in opposing groups. he scheduled the rally for saturday at 1:00. and now an update from breaking news overseas. >> four people are dead following a terror incident in london. the dead include an attacker and the police officer. there were two incidents today near parliament. it all started when a driver mowed down several pedestrians

on the westminster bridge. that attacker then drove off and crashed into a fence on the parliament grounds. he stabbed a police officer before officers shot and killed him. now the attacks have put people here at home on alert. >> and our team coverage continues with nbc 10's randy gyllenhaal live along independence mall. any noticeable uptick in security where you are? >> reporter: no noticeable increase in security here at the landmarks in old city, but tourists do tell me they are monitoring developments out of london. as you mentioned, there was another vehicle attack and it's becoming clear that not every tourist landmark has these vehicular barricades that are strong and made out of metal to prevent pedestrians getting hit by road cars. yet another case of low-tech terror hits europe, this time in the heart of london. news of the casualties spreading to brits around the world. >> yeah, i was just having some breakfast and checked my twitter feed. >> reporter: robert was at the liberty bell in philadelphia.

he's originally from south london and says it is clear these attackers targeted popular tourist hot spots in his hometown like the westminster bridge. >> there's nothing sophisticated about it. anyone can drive and pick up a speed and drive off the road into a crowd of people if that's what they want to do. >> reporter: europe has faced many of these simple attacks, including the truck attack in nice, france, a terrorist plowing into crowds killing dozens. a aft /* tha -- after that attack, the police said this could happen again. >> innocent people are getting hurt. >> reporter: and now tourists in large cities are on edge around the world. but simple attacks can be prevented by simple barricades like these ones outside independence hall. >> i think about it a lot. you just want to be safe and make sure everybody is with you, your kids are safe, and i think -- i think if you're watchful and paying attention to

things going on around you, and just hope you're not in the wrong place at the wrong time. >> reporter: i was in touch earlier with an official from the british consulate here in philadelphia. they tell me they continue to monitor the situation in london. but right now they do not have any updates on whether anybody locally may have been affected in that attack. live in old city, randy gyllenhaal, "nbc 10 news." more testimony today in the trial of the penn state president graham spaniard charged for failing to report a complaint about abuse from former coach jerry sandusky. jim curley and vice president gary schultz testified today. both face charges before pleading guilty to a misdemeanor charge. spaniard is charged for not reporting a complaint that jerry sandusky had abused a boy in a team shower to child welfare authorities back in 2001. prosecutors say the lack of action put children at risk. and new details now about a

deadly shooting in south jersey. police say the victim was a 24-year-old man. officers found him shot to death last night inside a car on kingsley road near bush street. so far there are no arrests. a local tea party group is petitioning the lehigh county commissioners to remove the sanctuary status in the county. the immigration committee of lehigh valley will present a letter at the county commissioner's meeting tonight to say the sanctuary status helps illegal immigrants in the region even if they commit a crime. we spoke to both members on both sides of the issue before tonight's meeting. >> we would like for the board to rescind the resolution they passed and agree they will co comply with a detainer request by i.c.e. >> we were built on the strength of immigrants. we were built of the basis that was written on the statue of liberty. >> tonight's meeting is at 7:30 at the lehigh center in allentown. help is on the way for lbgtq

young adults for a project home. project home estimates that 40% of the young homeless identify as lbgtq. work has been postponed to renovate the busy delaware memorial bridge. crews were scheduled to pour a new concrete deck on the bridge running along i-295 at the route 13 interchange. now that work has been pushed back to next wednesday. so for now you can expect delays and lane closures to continue. speaking of closures, happen right now, a major road shut down in center city for "the ellen show." >> it is going to impact traffic for the afternoon commute. taking a live look down broad street from the kimmel center campus camera, this is the area we're talking about, walnut street. it is closed near broad and 17th street for that taping today. that's where nbc 10 ease aundrea

cline-thomas is. >> ellen is revealing details about the new event one tweet at a time. >> reporter: people are holding on to their phones for more clues. so many people came out here without really knowing a lot about what was going on. that does not matter. you see a lot of them are in costumes because one of the tweets told people to show up as their favorite duo. so we have seen people dress up in costumes like mario and liugi and the kardashian sisters. they are all trying to get a better shot of getting on the show. but as i said, a lot of them don't know details about what is happening. and that is really just adding to the excitement out here. we are on walnut street between 16th and 17th. that's where the bulk of the action is going on. we know that philly will make a cameo. we know that some folks are going to get on the show. we just don't know how. jeanie is here and will be picking out people with the best costumes. that is coming up shortly. ellen is not here. that doesn't matter.

you can notice the camera bouncing. we have 30-mile-per-hour-plus winds out there. it is making for a nasty windchill that feels like the teens and 20s today. as we look at the radar, nothing going on. all the beams are sweeping, we have a little bit of clutter down here in south jersey, but that is nothing to worry about. it will be a couple days from now to see the first chance of showers. widen the view and we have nothing going on across the great lakes. why is that? we have high pressure here. you notice over here we have a system that keeps bumping into the high pressure. you can't go anywhere. it's blocked. that's why we have two nice days. tomorrow will be number three and then we see things descend southward. so our winds today are out of the northwest. they are coming around this area of high pressure as the high pressure slides to the east, we'll start to see our winds shift a bit. this allows the clouds to move in. this is on thursday night. and here comes the storm system that ridges over the top of that high pressure. you notice the winds will turn to the south prior to that.

now, that is on friday. so we'll get back into the 50s on our friday. 70s on saturday. we get clouds in here, winds out of the southwest. here's a little bit of rain trying to come through. the models are taking the rain back out. we thought we would have a bit of a mix early friday morning until about midmorning. stay tuned. that could change depending on the track of this, but at this point it looks like a few clouds clearing out in the afternoon. just some fairly decent conditions out there. so this is what we're pretty much going to be looking at. as we head into saturday, a few clouds thickening. and then the rain moves in saturday night, sunday, monday and tuesday. so enjoy your saturday. let's take a look at what is going to be going on. overnight tonight, we're going to see temperatures in your neighborhood that are going to be quite chilly. we're going to be dipping down, in some places, into the teens. the pennsylvania suburbs, 19. philly will be at 22. 21 in south jersey. the jersey shore, 23. and 22 in delaware. that sprinkle in the jersey shore is probably not going to happen.

things are pretty dry out there, but we'll keep an eye on it. for tomorrow, we're looking at 56 in philly. we're looking at the suburbs at 50. lehigh valley in the 40s. so we're going to see temperatures then that will start to warm up. and here is a look at your ten-day. we're pretty much going to be dealing with a big warm up by saturday. and then a crash by sunday. so 44 for tomorrow. and we could see some areas approaching 50. 56 on friday. 70 on saturday. maybe even a few 70-plus marks there. 49 on sunday. that is when the rain is in place. the same for monday and tuesday. we don't get a very big warm up. take a look, the other three days, we're stuck in the 50s. at least kind of average in the 50s is where we should be. guys? >> well, if we just focus on saturday and in the 70s, you can think about this. looking to stay down the shore this summer. >> now is the time to find your rental house. still ahead at 4:00, we'll explain why there is more demand but less inventory for some rentals this year.

here's a look now at some of the best videos of the day. >> we start in minnesota where four officers were injured after a high-speed chase came to a dramatic end. officers tried to pull a van over. he took off. eventually, the officers caught him and that van spun around.

the people inside the car were sick because of a leaking propane tank inside. and this is a group of college students who saved a man who fell onto the train tracks in massachusetts. take a look at the man. one of the students jumped onto the tracks to help bring him to the side. then his friends helped pull that man to safety right there. a train pulled in to the station just a minute or two later. >> so dangerous. a 3-year-old from atlanta got up and close wiand personal with the pope today. she took the pope's cap off. the girl and her family were on vacation. the pope didn't seem to mind at all flashing a huge smile to the camera before he put his cap on. >> he does love children. remember when he was here? he really lit up. >> he grabs the babies, can't get enough of them. a new app that will likely be popular with parents, but maybe not with teenagers. >> still ahead at 4:00, we'll explain how parents will be able to map their child's every move through their smartphone.

right now, breaking news in london where a terror attack has left four people dead including pedestrians and a police officer. a car ran down several people walking on the famous westminster bridge. then his car crashed into gates

outside of parliament. that's when he stabbed a police officer. that attacker was then shot and killed by other officers. let's go to lauren mike nay has this report on it. well, now to other top stories, the former district attorney seth williams was indicted in court today. he later walked out of court after surrendering his pass port. now to the story from lauren mayk from london. >> reporter: seth abewilliams a this woman worked together. abraham is philadelphia's longest serving district attorney.

what does this do to the office? >> this is a devastating blow to the office. not impossible to recover from, but you have to virtually start from scratch. we have to go back almost to the beginning and remake the whole office. >> reporter: of all the allegations in the indictment, lynne abraham said the one that williams took money to be used for a family member's care in a nursing home getting to her the most. >> it's the lowest of the low. all the other allegations are bad. to me, that is unforgivable. >> reporter: the former and current d.a.s have had their differences. >> what concerned me was the allegations he had. you have to be honorable, like the title says. if the allegations prove to be correct, he certainly failed to do that.

>> reporter: and i got off the phone with former governor, mayor and district attorney ed rendell. he said the allegations against williams are especially disheartening because he thought it looked like williams would do a lot of good things in the office. and even said williams would be a good candidate for mayor. now he says this should be a wake-up call for philadelphians to pay close attention to this year's race to replace williams as district attorney. jaqueline? >> and we can tell you all seven democratic candidates for philly district attorney will debate later this month. they will gather march 27th at penn law school in university city. the only gop candidate for the job of top cop was invited but declined to take part. the debate is open to the public. our coverage of this major story continues online where you can read the entire 32-count indictment against the d.a. seth williams. back to our first-alert weather. we have a live camera from the

lincoln financial center in philly. the wind turbines are really moving this afternoon. the camera is shaking from the wind, too. we have to get through a couple more days of cold before the warmer weather finally comes back. >> just for one day, right? tammie souza is tracking the weather change in the most accurate forecast. >> you threw cold weather on that, josh. one day only before we get warmer, but it is true. we are on a roller coaster right now. fasten your seat belts. it could be bumpy at times. it is bumpy with the cameras and high-thin clouds moving through. we have had ample sunshine. not a half bad day although on the chilly side. we have hovered near 40 all day long. 53 was the official high, but that was shortly after midnight. so it really didn't help any of us. we're going to be cascading down by 9:00 as we'll be at 32. the low teens in philly. the teens in the outlying areas. and it feels like it's going to be down in the 20s, the teens and even single digits. let's take a sneak peek ahead. who doesn't want to do that, right? take a look.

philly, for friday, we'll be looking at a mix of sun and clouds. could see a little bit of a wintry mix in the pennsylvania suburbs. we'll see a little bit of a mix in the lehigh valley, south jersey will see some clouds and sun. the same for the shore and for delaware. but more importantly, pretty much into the 50s unless you are right here in the lehigh valley in burkes county. then saturday, this is the day we are focusing on with a mix of sun and clouds. we'll see the 70s, that is spectacular. do you want me to show it to you? all right. sunday, carry the umbrella with you, it will be a soaker. and we're going to drop 20 degrees. i got good news coming up in a little bit. stick around for that. guys? >> you mean beyond 70 on saturday? >> yeah. >> okay. i'm sticking around. thank you, tammie. here's a look at some of the other stories we are following county by county at 4:00. in new castle county, the christina school board is a step closer to making the school district a sanctuary district for students in the country illegally. the board plans to hold another vote in early april to make it official.

meantime, district officials will work with their legal teams to fully vet the policy. and in gloucester county 15 men and women will graduate tonight from the gloucester county police academy. they represent burlington, camden, gloucester and the new jersey division of fish and wildlife and rowen university. and brian westbrook presented a t-shirt with a heart of learning award to the teacher. and a birthday celebration at the adventure aquarium in camden. today guests wished button the hippo a 20th birthday. button and his fellow hippo jenny got to chow down on veggie cakes to mark the occasion. and a birthday card was on display for guests to sign.

welcome back. a new therapy is helping parents bond with their children born prematurely. many of the tiny babies have to spend first weeks or months of their life in intensive care. but massage therapy helps a parent and their baby bond through touch. research shows 95% of touch for premies is medically causing babies to go into high levels of stress. that stress can cause harm to infants and slow their development. at least nine people have died from a rare form of cancer linked to breast implants. it is an extremely rare malignan malignancy. the cancer is treated by removing the implant. some patients may need radiation and chemotherapy. more and more women are being screened for the breast cancer gene, but many don't need

moment. 40 right now in philly. look at the camera bouncing up and down. 36 in the pennsylvania suburbs. 35 in the south jersey area. we're looking at 35 in the lehigh valley. and 43 in delaware. we do have the sunshine. so it is very pleasant, but it is very windy and feels very, very raw. looking at the radar, everything is quiet and clear as it sweeps the sky. we have nothing to worry about. why is that? because we have high pressure blocking everything. all of this clear is courtesy of high pressure that is sinking into warming air. we'll get to the warm air later in the week, but you see off to the west, everything is bumping into this invisible ridge of high pressure. and it can't go anywhere. at least not until early on friday. here's what is going on hour by hour with temperatures and the sky. this is what we're looking at. this is a realistic looking sky and the forecast model. so overnight tonight mainly clear. 14 at mount pocano. that's when you wake up tomorrow morning at 7:00. philly, right around 24. pottstown, 21. reading, 21. you get the idea of the chilly

temperatures. now, heading through the day tomorrow, we'll make it into the low 40s. and philly, the 30s in the outlying areas. everything is clear skies and pleasant. we have clouds move in on thursday night. we're still right at above the freezing mark for much of the area. but there is a little system that is cresting over the top of that ridge of high pressure. so it's kind of coming down from the north and the west bringing a wintry mix. and this could cross the area, especially if you get out into the pennsylvania suburbs and you get into the lehigh valley and burkes county where we may see it. but it dashes out of here by late on friday. and then we make it into the 50s as we clear out. then it gets really good. all the precipitation stays to the north of us. and look at this, by saturday, 10:30 in the morning, we are into the 60s. we are punching 70 on saturday. i love to be able to say that. then we take a dive on sunday. i don't appreciate saying that. so looking outside right now, here's the ten-day forecast. 44 tomorrow with sunshine.
