>> and i'm yasmin vossoughian. a deadly rampage outside of london, a raid this morning that resulted in several arrests. >> but first and just hours, donald trump and house speaker paul ryan are headed for their first major political test as the clock winds down for republicans to replace obamacare. there are reports that president trump has been working the phones all night to get the 215 votes needed. this after multiple meetings with conservatives. and another on the books for this morning, congressman mark meadows head of the freedom caucus leading the opposition to the bill saying a deal could be in the works. >> the president and i came to an agreement in principle. i think what we're trying to do now is to make sure that our agreement is actually something that can be executed in a way that passes the senate. >> as of this morning our nbc news analysis shows 29 house republicans oppose the plan or

late last night for three hours house speaker paul ryan met with some of the more conserve 2i678 members pushing against it trying to get them to flip in favor of the republican health plan. at least one flip against the republican health plan. and now we've got new numbers this morning showing that all of this is having a negative effect on president trump's approval rating. take a look at the numbers from this latest quinnipiac poll. his approval rating slipped a few points from 41 to 37 just this month. along with numbers slipping with some of his key bases of support, people who got him elected, men down 6%. republicans down 10%. white voters down 5%. again, this is just in the last two weeks. now, the president has said republicans who vote against this could face some push back and now we understand that the koch brothers are funding an effort to support those who vote no. >> we're going to have to wait and see what happens with the vote today. nbc's tracy potts, thank you.

>> the het care bill isn't the only high stakes drama playing out in washington this morning. there are stunning new claims from the republican house chair devin nunes. he says commune cautions from donald trump's transition team and possibly the president-elect himself were legally and incidentally collected by u.s. intelligence. and while nunes repeats there is still no evidence former president obama wiretapped trump, it is his decision to bypass his own committee, going to the white house with his new information that is making some republicans sound the alarm on the entire investigation. >> this back and forth and what the american people have found out so far that no longer does the congress have credibility to handle this alone, and i don't say that lightly. >> and democrats are firing back with a bomb shell of their own. nbc's peter alexander has more. >> reporter: president trump says he feels vindicated. >> i somewhat do, i must tell you i somewhat do. i very much appreciated the fact

multiple raids linked to the worst terrorist attack in london since 2005. four people were killed in the attack and at least 40 others wounded. the attacker struck with his vehicle and a knife just outside the british parliament. police stopped the attacker with a fatal gunshot. nbc's ali is in london this morning. what is the latest on this? >> reporter: well, we've learned since last night from the prime minister and the police here that it was a single attacker, lone wolf attacker. they haven't named him, but they say they know who he is. and i think the police here have broadened the scope of their investigation to find out if he had any associates, what motivated him to carry out this brazen attack and how he prepared for it. the police here also want to make sure there is no further threat to this city. as you mentioned, there were raids carried out last night and in the early hours of this morning in london and in birmingham which is in the west

lines. it is part of a major new assault on the strategically important town being held by isis. a dam near the euphrates river. officials say no u.s. troops were involved in front line fighting. an undisclosed number of u.s. military advisors were air lifted to isis held territory. >> good samaritan walked in they didn't hesitate to help a man who fell on transit train tracks. he was stumbling before taking a fall into the tracks. you see him right there as he falls in. that's another man takes off his jacket, goes right in after him, helping get the man back on his feet. he brings him over to the platform. they lifted him out just minutes before the next train arrived. police say it is very dangerous to go after someone who has fallen onto train tracks. it is better to call for help. instead, nonetheless, it shows
