the more conservative freedom caucus. they were at the white house again today. as the president tries to close the deal on his first big piece of legislation. the push is on in person and on social media. the president tweeted this encouragement to voters, to contact lawmakers pushing them to #passthebill. democrats seizing on the scramble for votes on the anniversary of obamacare. local lawmakers have been lining up on this? pennsylvania, lloyd smuker was in the yes, dent and fitzpatrick with noes. now, in new jersey, tom mcarthur was a yes. lobiando intended to vote no. the danger, you do something to make one group happy you could alienate another. that's the situation republicans have been dealing with within their own party. >> house speaker paul ryan this morning was still saying we were

repeal and replace. the lawmakers are not going home. >> no, they're not going home tonight. there is still a plan, i'm hearing to meet this evening and then start that debate. we'll be watching it and we will keep you updated. >> the vote could come later than tomorrow? >> we are waiting to see, could happen. thank you. seven years today president obama signed the affordable care act into law and he says the country is in a better place because of it. the former president released a statement today, pointing out the law came to be after a year of bipartisan debate. now he is encouraging lawmakers to work together when it comes to a new healthcare bill. he said, quote, if republicans are serious about lowering costs, while expanding coverage to those who need it and if they're prepared to work with democrats, that is something we all should welcome. activists are making it clear they do not want a new healthcare bill. >> at philadelphia city hall,

mayor kenny raised his concerns. since the aca was signed a man has been able to save $68,000 a year in out of pocket costs. he's afraid with a new healthcare bill, that could all change. >> i work up to 60 hours a week as a videographer and it's insane to me i would not be able to come close to affording my healthcare and what amounts to a middle class salary. >> repealing obamacare also means nearly a quarter of people on medicaid who benefit from mental health services and those struggling with substance abuse would lose those benefits. in chester county today an enthusiastic crowd in front of republican congressman ryan costello's office were letting him know they're against a new healthcare bill. they told us they're representing children, seniors and the disables who will lose out if the aca is repealed. in delaware county, rally

organizers used a bull horn to talk to people gathered in springfield. afterwards protesters hoisted signs on the side of the road showing their support for the aca. our cover of this developing story continues in ten minutes. nbc 10's randy gyllenhaal spoke with a supporter of president trump in the lehigh valley who is getting her health insurance through the affordable care act. what she has to say about the republican's proposed plan. at 5:00, nbc news political analyst mark murray will break down where support for the bill stands. turning now to more breaking news, this out of miami. where emergency crews are trying to rescue a man hanging from the scaffolding from a building. >> this began about two hours ago. a worker ended up dangling from the side of a high rise after

scall scaffolding collapse. he's eight stories up. look at this, he's able to get to the dangling man. a few minutes after that a second rescuer joins in, 20 minutes ago we watched as they lowered the man down the side of the building. down they go one story at the time, very carefully. this played out about two hours. when they get to the ground a man is wheeled away to ambulance. it's not clear whether he's injured or going to the hospital to be checked out. >> we're not finished with breaking news right now. police are investigating the death of a toddler inside west oak lane apartment. >> aundrea cline-thomas is at that scene. a man called the police. >> reporter: the tipster who we're not identifying said he's very scared. he's hoping the baby's story is heard. officers arrived here at the

hammond garden apartments just before 8:00 last night. the tipster said the baby was in an apartment in building b. medics pronounced the three to five-year-old boy dead minutes later. officers are calling this a suspicious death. the tipster said the woman who lived in the apartment told him about the dead baby. but he initially did not want to go to police with just that information for fear that he would be considered a suspect. but as a father, he said he had to speak up. >> anyone from my family, if it was for me, my morals, for my kids, like, i just -- something had to be done. a kid shouldn't go that way. >> reporter: now, police did detain the tipster and the other person that he was with. but they released both of them early this morning. now, detectives are waiting for results from an autopsy and they are calling this an ongoing investigation. reporting live, aundrea cline-thomas, nbc 10 news.

to your first alert weather now. a nice sunny day for a kind of brisk walk. emphasis on brisk. look at the way the flags are blowing in the breeze. most of the walkers were bundled up in coats and scarves and taking a live look at philadelphia's museum of art. gorgeous afternoon. sun is out. pretty chilly out there. the warm up we've been waiting for temperatures, in the 70s it's on its way. >> it can be deceiving if you look out the window. is this a 70 degree day? not at all. first alert chief meteorologist glenn "hurricane" schwartz is tracking the changes in our most accurate forecast. >> tomorrow's not going to be the 70 degree day either. it's going to be at least ten degrees warmer than today. traffic is moving final, i-95 in south philly, lots of sunshine out there. the only problem might be sun glare on some of the roads as we head towards sunset. it's up to 43 degrees in

philadelphia. that is still 12 degrees below normal for this time of the year. so it is a chilly day. it was very cold this morning with a lot of places in the teens. 32 degrees in the poconos right now. at least we have less wind than we had yesterday. only six miles an hour now in philadelphia. and that really helps things, too. it doesn't feel nearly as cold as it did yesterday. but the temperature's going down again tonight. mostly clear skies until morning. 32 degrees in philadelphia. maybe some 20s in some of the pa suburbs and the lehigh valley. first thing in the morning. and you can see it's close to the freezing mark. we've got a little bit of moisture moving in for tomorrow morning as well. so some of these places could see a little bit of a wintry mix. we'll get into that timing and get more specific with what neighborhoods are likely to get it in just a few minutes.

now, to london. where a series of raids is leading to several arrests in connection with that deadly terror attack. >> we're learning an american is among the dead in that attack. a candle light vigil is being held right now for the victims. you're looking live at the beautiful london skyline where it is just after 8:00 at night there. >> let's go back to keith jones with all of today's developments. >> today we learned one of the three people killed in the attack was from utah. he was in london with his wife celebrating their 25th wedding anniversary. authorities today identified the attacker as 52-year-old khalid masood is was born in britain. investigators say he plowed his vehicle into people yesterday before stabbing a police officer to death. the bridge reopened today more than 24 hours after the attack. meanwhile, police conducted several raids around britain today arresting eight people in connection with the violence. parliament held a moment of

silence as it reconvened less than a day after the attack. britain's prime minister delivered a defiant message to the people of her country here today. >> we are not afraid. and our resolve will never waver in the face of terrorism. >> as for that utah man killed in the attack, he and his wife had stopped in london during a tour of europe. they were planning to return home today. along with the three dead, yesterday's rampage injured 40 others before police shot and killed the attacker. tod todaye todaye today enterprise went acar said the car was rented from them. new details about this chaotic brawl inside a septa subway station. septa police say they have arrested ten teenager in connection with last we're's fight. three people were injured in that melee. there could be more arrested.

nbc 10's tim furlong will have more details on today's arrest and a live report coming up at 5:00. in just a few hours, the candidates for philadelphia district attorney will go head to head in a debate. seven democrats and one republican will take part in that debate. starts at 7:00 tonight at springside chestnut hill academy. the city's primary election is coming up on may 16th. the candidates will take over for district attorney seth williams. williams had plan to stay in office until his term ran out in january. but pressure is mounting for him to step down, after he was indicted on federal bribery and extortion charges this week. yesterday williams pleaded not guilty. today, mayor kinney weighed in. >> he cannot conduct the duties and responsibilities of his office in the current conditions. >> williams said he will not resign. investigators say a driver tried to get away from police caused this crash, you see there

in allentown. sky force 10 over that scene this morning. police say the driver took off when an officer found him passed out in his car. he ended up plowing into another car a couple blocks away at the intersection of persilla and south philmore streets. there was a woman in the car that the driver hit. she was seriously hurt. the driver took off running before police got to that crash scene. officers eventually tracked him down, he is under arrest this o afternoon. authorities have made an arrest in that wave of bomb threats targeting jewish community centers across the country. the suspect, a 19-year-old with dual citizenship in israel and the u.s. authorities say he's the primary suspect in dozens of threats targeting jcc's and other institutions here in the country. this was the scene outside the katz jcc in cherry hill late last month. investigators say the suspect is jewish and living in israel. his motives are unclear. they believe he used advanced technologies to mask where the threats were coming from.

deliberations are now underway in the criminal trial of penn state's former president. he is accused of mishandling complaints related to the jerry sandusky sexual abuse scandal. he was facing several charges including endangering the welfare of children. there are new numbers showing how much money is being brought in by philadelphia's soda tax. the department of revenue says the tax brought in $6.4 million last month. slightly more than what the city had projected. and it tops the $5.9 million generated in january. that brings the two month total to $12.3 million. a portion of that money goes toward expanding prek and community schools. john carney says tax hikes and spending cuts are necessary to balance the state's budget. the democratic governor unveiled his budget plan today. the governor says they will close a budget shortfall.

it includes cutting spending for public schools. energy programs and farmland preservation. governor coarv carney wants to taxes. a south jersey woman is afraid to leave her home after her husband was deported blocks from her house. two weeks ago her husband was in his car when he was stopped by immigration enforcement agents and deported. now she's alone with their seven children while he's in mexico. she says she can't legally find work. community advocates say this is why there needs to be immigration reform. >> most of the spanish community, they really play because they don't even want to go out if they don't really have to do. >> meanwhile, organization asteca is helping others to create documents. septa poised to buy a new generation of rail cars, at a

meeting underway, septa's board expected to vote on a plan to buy 45 new cars. the former company built the fleet of cars septa pulled out of service last summer. u.s. senator bob casey says he'll vote no on president trump pf 's choice for president trump's nomination for the supreme court. gorsuch's confirmation hearing is in its fourth day. chuck schumer announced today he will oppose the nomination and lead a filibuster. republican leaders have warned they may use the nuclear option and gorsuch would need 51 votes to be confirmed. and within the last 40 minutes, nbc 10 news has learned that members of the house will not vote on the gop healthcare bill tonight as planned. here's a live look from the national's capitol. supporters of president trump in the lehigh valley say

they're still confident for the plan. >> reporter: with the healthcare vote looming, constituents arrive at republican congressman charlie dent's office and meet with his staff, dent announced yesterday he will vote no on this new bill his office says that's not going to change. >> no, he's expressed his concerns about it to the president and speak and house leadership. >> that was welcome news for us. we want to thank the congressman for that. >> reporter: caroline's family has preexisting conditions. she says president obama's affordable care act kept her healthy. >> if not for the aca we wouldn't have health insurance. >> reporter: we did find supporters of president trump and his healthcare plan at the bear swamp diner. >> he has one thing done out of the whole majority of things, that's a plus. to me. >> reporter: sheryl complains about rising costs and fines for people who don't purchase

brief period of time tomorrow morning. there it is. brief wintry mix. i don't think it's going to cause any kind of problems because it's not going to be anywhere near as cold as this morning. 50s coming in tomorrow afternoon. and then 70 by saturday. sunday, 40s for most of the day. and also wet monday and tuesday. here we go, the radar and satellite not showing much now. we do have some moisture approaching chicago. but it's not very impressive, is it? we're not talking about any big storms here. here's a close up look at the lehigh valley and poconos area, most likely to get the frozen weather. but this is 9:30 in the morning and it still hasn't reached the poconos where it's just starting to reach here. so every minute you get after sunrise is less of a chance of any of it sticking anywhere,

other than grassy surfaces. there's allentown. poconos, it could be a little bit of freezing rain or sleet. down to reading. for example. look how brief it is. by 11:00, 11:30, it's gone. by afternoon, the sun is out. so here's the wider picture of this. tonight, we're mostly clear, not nearly as cold as the last couple nights. there's that small area of precipitation, maybe a couple sprinkles in the morning in parts of the area. then the temperatures go well into the 50s during the afternoon. even up to allentown, reading could see freezing rain in the morning and 50s in the afternoon. and then look what happens. saturday morning, near 50. for the low. we're not even close to that now for the high. and there we go. saturday afternoon. okay i'm not making this up. it's 71 philadelphia. doylesto doylestown, pots town, reading. look at atlantic city, 47.

replacement. let's go to some breaking news with sky force 10. this is along the expressway, it's obvious what's happening. this is a bus that's caught fire. this is in the westbound lanes near montgomery drive. the good news here, we know of no injuries, traffic is backed up, though. let's let sky force 10 pull out wider so you can get an idea of how bad this backup is. again, because of a bus that caught fire here near montgomery drive. these are the westbound lanes that are dealing with a massive backup right now. it looks like they got the fire out and it looks like everybody is okay once again. but if you're on westbound skookal expressway, be prepared for a big backup there. let's wait for them to get back down to this bus just to make -- yeah, still seeing fire equipment arriving. bus, just charred remains there. again, good news here, no

back to our breaking news over the skookal expressway. the remains of a charter bus there that caught on fire. sky force 10, what can you tell

us from your vantage point? >> we can see there are two lanes that are closed on the westbound expressway. this bus is sitting about two miles west of the gerard avenue exit. you can see there's a lot of fire crews on scene. we haven't seen any passengers standing on the side of the shoulder. we can assume the bus did not at least have any passengers on it. as i pull out, you can see that the traffic is backed up for quite a distance as we approach the scene. it was actually backed up all the way to the vine street expressway. it's slow moving this afternoon. >> it's going to take quite a while for that traffic to clear up because they have to remove that bus from the shoulder of the road, even though some of the cars are getting by on those two lanes. it is slow going. of course, people look to see what caused that huge backup. >> good news here, we know of no injuries from this bus fire,

again, dan pointed out we don't see any passengers on the side of the road. so we only have to assume here that this bus was not full of passengers. firefighters there on the scene examining the remains of that charred bus. this is the westbound lanes of the skookal expressway. slow going this afternoon with two of those westbound lanes closed. to nbc 10 responds, a fridge on the fritz. goes through repair after repair after repair. >> when those don't work the viewer calls harry hairston and nbc 10 responds. fill us in. >> talk about frustration, that's the ckey word. the family got sick and tired of having food go bad when their fridge couldn't be fixed. >> the initial problem was back in october, we found that there was water leaking. >> she purchased this refrigerator along with a five year warranty from home depot in october 2014. two years later it went on the

blink. >> i put a thing of ice cream, it's rock solid. >> she says the fridge got too warm and the freezer too cold. >> they came out and repaired it. >> but she tells us it kept breaking down. >> they came out four times. >> the problems didn't go away. >> it was very frustrating. >> according to the warranty if the product isn't fixed after a third try, then home depot will replace it or give a gift card or check for the purchase price. including sales tax. but she says customer service told her they would schedule another repair. she decided she didn't want to go through another repair. we contacted home depot, the company tells us it apologized for her inconvenience. and sent her this check for $1,057.88 which refunded the fridge and paid for the lost food. >> thank you. >> well, listen, in addition to the refund, home depot also said

degrees. got a little bit of a land breeze, so it's warmer, egg harbor township at 49 than it at the beach. 41 in ocean city. look at that, 39 cape may point. we're going to be seeing a wind off the ocean over the weekend. especially sunday. and it is not going to be a pretty site on monday at the shore. even saturday is not going to be nearly as warm as the inland areas. we don't have anything on radar or satellite right now. just some moisture back by chicago. nothing too well organized. a little disturbance coming through. late tonight and into the morning, so we're barely below freezing up to the north. and so any time after sunrise we got precipitation coming in. it's not likely to stick on any kind of roads. but here's some potential freezing rain or sleet, briefly. then it changes over to some
