negotiations are over. vote for the gop's health care bill or obamacare stays. the president demanding a vote this morning on the republicans' plan to repeal and replace president obama's signature health care bill after failing to cobble together enough votes to pass that plan last night. and it was a day of chaos in capitol hill as lawmakers scrambled after canceled votes postponed press conferences and closed door meetings on both ends of pennsylvania avenue. it included a late-night session as gop lawmakers searched to find a path to get to the finish line. and here was house speaker paul ryan shortly after that conference. >> for 7 1/2 years we have been promising the american people that we will repeal and replace this broken law because it's collapsing and it's failing families and tomorrow we're proceeding. >> ryan then spoke on the telephone for 45 minutes with president trump, a call described by sources as, quote,

entirely positive but no word if they're any closer to actually getting the bill passed. still overnight, word that even more lawmakers are jumping ship. >> there are not enough votes as of 1:30 today. >> what are the concessions the president is offering? >> there were no new concessions. i don't think there can be a vote tonight because they don't have the votes. >> i am still a no at this time. i'm desperately trying to get to yes. >> nbc news analysis now has the number of republicans against or leaning no on the bill at 32, while new polling shows just 17% of americans are in favor of the gop's plan with 56% opposed. >> joining us now for more is nbc's tracie potts. bottom line is will they get the votes they needed, and how is the finger pointing going to go? >> reporter: that's a good question. sean spicer was asked, is the president willing to take responsibility win or lose? he did not say yes.

he said the lawmakers are going to vote how they want to vote. the white house apparently not necessarily taking responsibility for that. now, those 32 votes that you talked about, some of them are softening. some of them seem to be shifting around as they start to thinking how their vote will be perceived back home. the other thing that's hag an effect on this, the latest cbo estimate, the congressional budget office says 24 million people will still be uninsured under this bill, even with the changes, but that the savings has dropped by $187 billion. so less savings with the same number of people uninsured. the other big issue here, a big sticking point for president trump, was covering pre-existing conditions and people who want to stay on their parent's insurance until they're 26 years old. conservatives wanted to get rid of that. he wouldn't budge. >> either way, we're going to have to wait and see what happens. it's going to affect a lot of people. tracie potts, thank you. we're now learning more about the american victims of

the london terror attack. kirk cochran and his wife melissa won the trip of a lifetime celebrating their 25th wedding anniversary. they were on a trip of europe, stopping in london. kirk was killed in the attack. melissa is in the hospital being treated for a broken leg, broken rig, and other injuries. last night in a moving tribute to the victims, adele asked her fans at her concert in new zealand to turn their cell phone lights on to send a beautiful message of support. where do we stand with the investigation. >> reporter: good morning. we've learned a little more about the man who brought terror to london. he's been described as a petty criminal, in and out of jail for a string of non terror-related crime. the uk's intelligence agency had them on their radar. he wasn't part of an ongoing

intelligence investigation, nor was there any intelligence he was plotting an attack. authorities here have arrested three women and five men on suspicion of planning a terrorist act. we're hoping to get more information on that, but this is a city that was in shock, but it's also showing its resolve and dignity. last night thousands attended a vigil in trafalgar square, not far from the scene of the crime. today londoners are going about their every day business. traffic is building up on the streets, and it feels like the city is as it always is. back to you. >> thank you. the state department ordering american embassies and consulates to ramp up their visa screening. they're supposed to come up with new ways to determine what type of foreigners deserve extra scrutiny before being allowed to enter the united states. they will also start reviewing social media accounts of visa applicants who have suspected terrorist ties or visited isis-controlled areas. the administration's new travel policies are leaving some wary

of traveling to the u.s. the toronto school board just announced it will no longer book trips to the u.s. devin nunez has formally apologized to members after breaching protocol and going public with his report that trump may have been incidentally surveilled during the transition. while some members of his own committee are calling for nunez to step down, house speaker paul ryan says he has full confidence in nunez. >> did this come from the white house? >> as you know, we have to keep our sources and methods here very, very quiet. >> did any of this information come from the trump administration? >> i'm not going to -- look, at this committee, we're not going to ever reveal sources. if not, who's ever going to come

down to the committee? >> the chairman continues to contend there's no proof the president was ever wiretapped. president trump, however, when asked about whether these unsubstantiated claims are harming his own credibility told "time" magazine, quoted, i can't be doing so badly because i'm president and you're not. all right. firewor fireworks are being blamed for a fire in new mexico that torched dozens of cars. it ignited a huge blaze, engulfing almost 60 cars, and the structure above them. firefighters were able to put out the flames in less than an hour. the property manager says the cars were burned down to their frames, but luckily nobody was hurt. a wisconsin high schooler is being called a hero today after he saved a choking classmate. ian brown noticed his friend was choking on his lunch and immediately sprang into action. he wrapped his arms around his friend and started the heimlich maneuver. after about three pumps, brown was able to dislodge the food from his buddy's throat. brown said he learned the

technique from a police training program, and he's just glad his friend is alive. a reminder for all of us. when it comes to that, cpr, you know, take your courses. all right. sticking with wisconsin, by the way, severe weather ahead today. intense thunderstorms produced damaging wind and hail that sent a line of strong storm storms ripping through the state. today there are millions in the path of severe weather. >> nbc meteorologist bill karins has got you covered. really kind of a rocky weekend for some of us here, bill. >> yeah, typical march weather. very changeable, we'll call it. we're actually watching snow in areas from denver southward through colorado. severe weather has petered out. just light rain and maybe an embedded storm around omaha. later on today, we'll pop up the storms again. 8 million people at risk. springfield southward, if we're going to get any tornadoes, the best chance of those would be little rock to shreveport. maybe just one or two. again, areas from alexandria, just north of houston, and areas east of dallas.

all right. leading the news this morning, hearings on supreme court nominee neil gorsuch have ended and did so in dramatic fashion with chuck schumer now promising to filibuster, essentially block, the expected confirmation with a number of democrats expected to join schumer in blocking that confirmation. 60 votes are required to overcome a filibuster. republicans hold 52 seats, meaning they'd need at least eight democrats to vote in favor of gorsuch gorsucgorsuch. israeli police just arrested a suspect in the bomb threats and hoaxes against jewish community centers in the united states and around the world. here he is covering his face with a sweatshirt at his first

starting things off this morning on the roosevelt on the ramp from westbound expressway. so it's closed right now. traffic can exit on that direction. happening is they're diverting off the schuylkill. all traffic on the schuylkill trying to get to the boulevard can't at this time, at least from westbound side. see here a few vehicles involved. something caught on fire at one point. now there's an accident investigation. have to clean this up. right now, the boulevard headed northbound from the schuylkill expressway westbound that ramp is blocked. now let's check in with skothe g schuylkill and drive times. they're just divert lg traffic off. without all that traffic, we're okay on the westbound side. 4:30. this morning following breaking news out of burlington county.
