demanded the vote saying if the measure lost he would move on toeto other issue. >> the president made it clear this is it. you've had an opportunity to do what you've told the american people. the commitment we as a party have made. >> earlier this afternoon, white house spokesman sean spicer said president trump is confident he did everything possible to get the votes needed to pass the bill. here's a breakdown of where our lawmakers stood on this bill. pennsylvania gop house member lloyd smuker was prepared to vote yes. dent and fitzpatrick noes. in new jersey, mcarthur was a yes. labiando a no. chris mysmith did not. speaker ryan asked the president earlier in the day to pull the bill when he realized the votes just weren't there. >> all right. erin. a group in bucks county gathered this morning to voice their healthcare concerns to

u.s. senator bob casey, the democrat from pennsylvania. he met with the parents of children with special needs. t the parents were concerned about how the health plan would have affected them. >> you don't want to be attacking the provisions that are working. over 150 million americans have better healthcare because of that bill. more than 20 million got coverage. >> pennsylvania would have faced a $3 billion decrease in medicaid funding to poor, disabled and senior residents under the republican healthcare plan. nbc 10's randy gyllenhaal spoke with people who rely on some of the health benefits that could be eliminated. >> he is joining us from a voter town hall. a lot of concern there? >> reporter: these folks, these constituents in bucks county were set to rally outside congressman fitzpatrick's office during the vote as it was going down. that no longer necessary with this bill pulled. people here ecstatic.

they're saying they feel vindicated the bill has been pulled. one of their biggest concerns was the removal of essential health benefits that was a provision in the affordable care act that required insurance companies to cover maternity care and mental health coverage. >> did the nurse see you yet? >> reporter: it's time for a routine check up for the gilbert family. and they just added one more to their flock. their maternity and newborn care covered thanks to the affordable care act. >> we need it, it's something we need. it's not something you can go without. >> reporter: a new provision in the president trump gop healthcare bill would no longer require insurance companies cover pregnancy, mental health services and emergency room visits, it would be left up to the states to decide. >> it's like buying a car and not having a seatbelt, turn signal or windshield wipers on it. eventually it's going to rain and you're going to need that.

>> reporter: also, rehabilitation care for the disables. doctors worry insurance companies would make bare boned plans and not cover rehab forcing patients to pay out of pocket. >> cash pay for it if you can afford it. definitely you'll have -- now to fend for yourself in how you receive the services. >> reporter: conservative republicans would provide an al a carte plan. some pledge to vote no. back here live at this rally. what was set to be a protest asking the congressman to vote no has turned into a bit of a celebration. they say they'll stay out here. they say they feel vindicated but they tell me they're not going to stop again worried it could come up again. randy gyllenhaal, nbc 10 news. we're awaiting a live news conference from here on capitol hill. speaker paul ryan, expected to take to that podium right there.

sharia moore is free on bail for now. prosecutors say when it comes time for sentencing, they want her to get years behind bars. >> the defendant stole a very young baby. >> reporter: the child was seven weeks old when moore picked him up at the king of prussia food court and ran out the door. prosecutors say she struck up conversations with at least two parents who were there with new born baby boys. prosecutors say once outside she took him home, introduced him to the boyfriend introducing him as their newborn baby. she wanted to change the boy's clothes. >> she had previously told her family and friends that the child was in the custody of dhs in philadelphia. >> reporter: prosecutors outlined her story, she faked a pregnancy and had a baby shower, and created a tale about her baby being in dhs care. after she passed off the baby as

spent more than 16 hours here today. they wrapped up their crime time a few minutes ago after going in and out of this first floor apartment collecting evidence. police say a 38-year-old woman and her 6-year-old little boy were stabbed multiple times. and it was the husband and father who found them in a pool of blood, when he returned home from work. >> they're not telling us anything at all. so, you know, i live right there. it's scary. >> reporter: neighbors worry for their own safety and want to know if this was a random or targeted crime. they say the husband and wife moved here from india nine years ago, both engineers. reports of the double homicide circulated quickly to india. where the news of india reported speaking to the woman's parents. dexter stevenson only knew something was wrong when he got a text at 9:00 last night. >> when i came out there was a flood of police cars. >> reporter: investigators spent the overnight hours using flash lights and peeking in dumpsters for evidence.

today their carried out large bags of evidence. a source confirms investigators have not found the murder weapon and that the husband's alibi of being at work when the crime was committed is solid. >> we're all scared. i'm scared. i'm fiterrified. >> reporter: residents are mourning the death of an innocent little boy. >> i've got nieces and nephews, i'm a grand uncle. whenever children are involved, it's more severe. >> reporter: now, the medical examiner will have to conduct autopsies, which may help with a time frame and an exact time frame that the deaths occurred on thursday. at last check there are no arrests and no one in custody at that point for questioning. we're live in maple shade burlington county, cydney long, nbc 10 news. back to our breaking news at the top of this newscast. the gop led healthcare bill pulled moments before a vote today in congress.

in the u.s. house, you're looking at a live picture from capitol hill. we are awaiting house speaker paul ryan to walk out into this room with reaction to this stunning about face that has taken place. >> house speaker paul ryan rushed today the white house earlier today to notify president trump that he did not have the votes for a bill. vice president mike pence as well as tom price, health secretary, they rushed to capitol hill for an appeal to house conservatives but to now avail. >> it's been a chaotic week really of intense negotiations on the bill trying to convince at least 215 republicans to support this healthcare bill to repeal and replace obamacare. one of the corner stones of president trump's campaign. and his promise that there would be a quick repeal and replacement of obamacare. now we see that has not happened. and that bill, again, was pulled just moments before it was to be voted on. let's go to an nbc news special report.

the speaker is pulling the gop plan to repeal and replace obamacare. apparently at the request of president trump. it happened moments before it was to be voted on amid the fierce internal battle within the party over the bill. we're going to hear from speaker ryan in just a moment. right now let's go to nbc's kristen welker. actually kelly o'donnell who is in the room right now. kelly? >> we expect the speaker at any moment now. and he'll explain what went down here for a stunning defeat for something that seemed the most central core of republican campaigns and their reason for governing. trying to repeal the healthcare law known as obamacare. we're told that president trump in a conversation with the house speaker at 3:00 -- i'm going to pause as house speaker paul ryan entered the room. you've heard me say this before.

moving from an opposition party to a governing party comes with growing pains. and while we're feeling those growing pains today. we came really close today, but we came up short. i spoke to the president a little while ago and told him the best thing i think to do is to pull this bill and he agreed with that decision. i will not sugar coat this, this is a disappointing day for us. doing big things is hard. all of us, all of us, myself included, we will need time to reflect on how we got to this moment. what we could have done to do it better. but ultimately, this all comes down to a choice. are all of us willing to give a little to get something done? are we willing to say yes to the good, the very good, even if it's not the perfect. because if we're willing to do that, we still have such an incredible opportunity in front of us. there remains so much we can do to help improve people's lives

and we will. that's why i'm here and i know it's why every member of this conference is here to make this a better country. we want american countries to feel more confident in their lot in life. we want the next generation to know the best days in this country is ahead of us. i'm proud of the bill we produced it would make a dramatic improvement in our healthcare system and provide relief by people hurting under obamacare. the worst is yet to come with obamacare. i'm also proud of the long inclusive process we had. any member who wanted to offer ideas, improve this bill they could. i want to thank so many members who make this bill better, a lot of our members put a lot of hard work into this. i also want to thank the president. i want to thank the vice president. i want to thank tom price and the entire white house team. the president gave his all in this effort. he did everything he possibly could to help people see the

opportunity that we with this bill. he's really been fantastic. still, we got to do better and we will. i absolutely believe that. this is a setback, no two ways about it. but it is not the end of the story. i know that every man and woman in this conference is motivated more than ever to step up our game, to deliver on our promises. everyone is committed to seizing this incredible opportunity we have and i sure am. >> talked about real people. you guys don't like -- the white house doesn't like, but it's going to be the law for the future. do you plan to help it along or prop it up? >> i worry -- the question is, is we've propping it along and try to prop it up? it is so fundamentally flawed i don't know that that is possible. what we're worried about is the coming premium increases that are coming with a death spiraling healthcare system. that is my big concern.

we just didn't quite get consensus today. what we have is a member driven process to try to get consensus. we came close but didn't get it. that's why i thought the wise thing to do was not to proceed with a vote but to pull the bill and see what we can do. i don't think the law as it is fashioned or anything close to it is really going to be able to survive. [ inaudible question ] >> we're going to figure out what the next steps are. >> can you explain if is it the conservatives of the freedom caucus, are they responsible for the defeat today? >> i don't want to cast blame. there is a block of no votes that we had that is why this didn't pass. there were a sufficient number of votes and they didn't change their votes. we were close. some of the members of that caucus were vote ing with us, but not enough were. i met with their chairman earlier today and made it clear to me that the votes weren't

going to be there from that team and that was sufficient to provide the votes. >> can you get anything done with them? >> you all swept the house when the majority with a promise to repeal obamacare. majority of the senate with a promise to repeal obamacare. how do you go home to your constituents and send all of your members home to their constituents saying, you know what? it's not even 100 days into the administration, soree fory folk >> i wish i had a better answer for you. i believe obamacare is law that's collapsing, it's hurting families. it was designed in a fundamentally flawed way. we believe this bill is the best way to go but we didn't get the consensus to get there. >> number one, the bottom line is obamacare right now remains the law of the land. is that going to change in 2017? >> i don't know what else to say other than obamacare is the law of the land and will remain the

law of the land until it's replaced. we didn't have the votes to replace this law. we'll be living with obamacare for the foreseeable future. i don't know how long it's going to take us to replace this law. the problem is obamacare is going to get worse. we were doing the architects of obamacare a favor by replacing them. i'm sure they may be pleased right now. when they see how bad this things gets based on the protectio projections we're being told by the plans that are participating in obamacare. one plan left, one choice. over a third of the counties in america, one plan left. the kinds of projections we're being told from the people providing health insurance to these people it's going to get worse. i don't think the architects of obamacare envisioned this future. it's not what we want for the american people.

i wish we had the consensus we needed but we don't have that right now. [ inaudible question ] >> our members know we did everything we could to get concess consensus works. we need to get 216 people to agree with each other to write legislation. not 210, not 215. we need 216 people in the house to agree with each other on how to write a piece of legislation. we didn't have 216 people. we were close but we didn't have 216 people. and that's how legislating works. now we're going to move on with the rest of our agenda because we have big ambitious plans to improve people's lives in this

country. we want to secure the border. we want to rebuild our military. we want to get the deficit under control. we want infrastructure and we want tax reform. the last question you asked about tax reform, chad, yes, this does make tax reform more difficult but it does not in any way make it impossible. we'll proceed with tax reform and continue with tax reform. that's an issue i know quite a bit about. i used to run that committee. i spoke with the president, the treasure secretary and his economic advisors earlier today about tax reform. we are going to proceed with tax reford. this makes it clearly more difficult. it's about a trillion dollars. but that just means the obamacare taxes stay with obamacare. we're going to go fix the rest of the tax code. >> this portends bad things -- >> i don't think so. members realize there are other parts of our agenda that people have even more agreement on on what to achieve. we have even more agreement on the need and the nature of tax reform on funding the government, on rebuilding the military, on securing the

border. this issue had a big difference of opinion, not whether we should repeal and replace obamacare, but just how we should replace it. and that is the growing pains of governing. we were a ten year opposition party, where being against things was easy to do. now in three months time we try to go to a governing party where we have to get 216 people to agree. we weren't there today. we will get there. >> house speaker paul ryan reacting to the fact he couldn't get the votes to get the healthcare replacement bill passed today. this is a disappointing day for us he said. doing big things is hard he added. but he did admit that we will be living with obamacare for the foreseeable future. the president agreed to pull the bill with the insistence of house speaker ryan when he went to the white house earlier today saying he did not have the votes and president trump agreed.

it would have replaced obamacare which mandated everyone have health insurance with those tax credits according to age. it's not win over conservatives and many moderate republicans. 24 million americans would be left without coverage. locally pennsylvania would have faced a $3 billion decrease in medicaid funding to the poor, disabled, and senior residents under that republican healthcare plan. that vote, again, not happening. you were hearing from house speaker ryan. >> we'll continue to follow this. we're going to take a break. first here is a look at wall street. the nasdaq finished up.

sandusky sexual abuse scandal. this afternoon in new castle county a former youth hockey coach is underarre arrest. >> prosecutors say one of his victims was a boy he coached at the skating club back in the early 90s. as tim furlong reports they believe there could be more victims out there. >> today's press conference is to announce the arrest of a youth hockey coast. >> reporter: police say a former youth hockey coach victiminized two boys in the late 90s. one in new jersey and another on the little flooin wilmington. >> the devastation that this individual caused to these young individuals is something that they, unfortunately, will carry with them for the rest of their lives. >> reporter: i got a look at the court documents in delaware, he

dated the victim's mothers and when she went to florida, he watched the boy. he shows he would apologize to the boy and it would be a secret. the allegations from new jersey look similar. another man came forward to new jersey prosecutors but we're told the statute of limitations had expired. police in new castle county say they won't forget about the victims in this case. >> to the victims that have come forward, we applaud your courage and fortitude in the face of these traumatizing incidents. >> reporter: he is out on bail, he has coached as recently in 2010. they believe there are still more victims out there. they hope those victims come forward to police. new castle police headquarters, tim furlong. a philadelphia judge denied a request to stop the retrial of monsignor lynn. he was the first church official

convicted in the clergy sex abuse scandal. they say he helped the archdiocese transfer problem priests. he served three years in prison before he was released last august after the state supreme court tossed out his case. in delaware county, flames trapped a family in their home in aston early this morning. sky force 10 flew over the scene around 4:00 a.m. fire department says several people had to be rescued here from this home. and investigators still working to figure out how that fire started. montgomery county an old school building is getting new life. school leaders were given the sk keys. the foundation for catholic education bought the building, it's been empty since 2011. the building is about to undergo $600,000 worth of renovations. in cape may county, north wild wood police are gearing up

>> thank you very much. we were very close. it was a very, very tight margin. . no democrat support. we had no votes from the democrats. they weren't going to give us a single vote, so it's a very difficult thing to do. i've been saying for the last year and a half that the best thing we can do politically speaking is let obamacare explode. it is exploding right now. it's -- many states have big problems. almost all states have big problems. i was in tennessee the other day and

a lot of people don't realize how good our bill was because they were dealing phase one. when you add phase two, which was mostly the signings of secretary price who is behind me, and you add phase three, which i think we would have gotten, it became a great bill. premiums would have been down and it would have been stable and strong. that's okay. but we're very, very close. again, i think what will happen is obamacare unfortunately will explode, it's going to have a very bad year. last year, you had over 100% increases in various places in arizona. i understand it's going up very rapidly again, like it did last year, last year was 116%. many places, 50%, 60%, 70%.

i guess it averaged, whatever the average was very very high. this year should be much worse for obamacare. what would be really good with no democrats support, when it explodes, which it will soon, if they got together with us, and got a real healthcare bill, i'd be totally open to it. and i think that's going to happen. i think the losers are nancy pelosi and chuck schumer, now they own obamacare. they own it, 100% own it. and this is not a republican healthcare. this is not anything but a democratic healthcare. and they have obamacare for a little while longer until it ceases to exist, which it will. at some point in the near future. just remember, this is not our bill, this is their bill. now, when they all become civilized and get together and try and work out a great healthcare bill for the people of this country, we're open to it. we're totally open to it. i want to thank the republican

party, i want to thank paul ryan, he worked very, very hard. i will tell you that. he worked very, very hard. tom price and mike pence, who is right here, our vice president, everybody worked hard. i worked as a team player and would have loved to see it pass. i think i was clear, there wasn't a speech i made, or very few where i didn't mention that perhaps the best thing that can happen is exactly what happened today. we'll end up with a truly great healthcare bill in the future after this mess known as obamacare explodes. i want to thank everybody for being here. it will go very smoothly, i really believe. i think this is something that certainly was an interesting period of time. we all learned a lot. we learned a lot about loyalty, and the vote getting process. we learned about some very

arcane rules in the senate and the house. so it's been certainly for me, it's been a very interesting experience. i think it's going to be an experience that leads to an even better healthcare plan. thank you all very much and i'll see you soon, thank you. >> is it your intention to go for tax reform -- >> probably be going right now for tax reform. which we could have done earlier but this really would have worked out better if we could have had some democrat support. we had no democrat support. so now we're going to go for tax reform, which i've always liked. >> speaker ryan's leadership and his ability to get this done? >> yes, i am. i like speaker ryan, he worked very, very hard. a lot of different groups. he's got a lot of factions and there's been a long history of liking and disliking even within the republican party long before i got here. i've had a great relationship with the republican party. it seems that both sides like trump, and that's good.

you see that, i guess, more clearly than anybody. but we've had a -- i'm not going to speak badly about anybody within the party. certainly there's a big history. i think paul really worked hard. and i would say that we will go strongly for the big tax cuts and tax reform. that will be next. [ inaudible question ] >> there's not much you can do about it. it's going to -- bad things are going to happen to obamacare. there's not much you can do to help it. i've been saying that for a year and a half. i said, look, eventually it's not sustainable. the insurance companies are losi leaving one by one as quick as you can leave. you have states in some cases soon will not be covered. so there's no way out of that. but the one thing that was happening, as we got closer and closer everybody was talking about how wonderful it was and now it will go back to real

life. people will see how bad it is. it's getting much worse. you know, i said the other day when president obama left, '17. he knew he wasn't going to be here. '17 was going to be a very bad year for obamacare. very, very bad. you're going to have explosive premium increases. and your deductibles are so high people don't even get to use them. so they'll go with that for a little while. i honestly believe -- i know some of the democrats and they're good people. i honestly believe the democrats will come to us and say, look, let's get together and get a great healthcare bill or plan that's really great for the people of our country. i think that's going to happen. >> why do you think you weren't able to craft a deal among the republican snaeparty? >> we were close, we were 10-15 votes short. you never know because you never

know how they vote. in the end 10 votes, maybe closer. very hard to get almost 100%. you're talking about a very, very large number of votes. among any group. we were very close to doing it. when you get no votes from the other side, meaning the democrats, it's really a difficult situation. >> will you reach out to democrats now? >> no, i think we have to let obamacare go its way for a little while and we'll see how things go. i'd love to see it do well, but it can't. it's not a question of gee, i hope it does well. i would love it to do well. i want great healthcare for the people of this nation. but it can't do well. it's imploding. and soon will explode. and it's not going to be pretty. so the democrats don't want to see that. so they are going to reach out when they're ready. when they're ready, we're ready. >> do you feel betrayed by the house freedom caucus at all? >> i'm not betrayed. they're friends of mine.

i'm disappointed because we could have had it. i'm a little surprised to be honest with you. we really had it. it was pretty much there within grasp. but i'll tell you what's going to come out of it is a better bill. i really believe a better bill. there were things in this bill i didn't particularly like. and i think it's a better bill. both parties can get together and do real healthcare. that's the best thing. obamacare was rammed down everyone's throat 100% democrat. and i think having bipartisan would be a big, big improvement. so no, i think that this is going to end up being a very good thing. i'm disappointed but they're friends of mine. you know, they got -- it was a very hard time for them. a very hard vote. but they're very good people. [ inaudible question ] >> i think we can have things. if we had bipartisan i can we

could have healthcare bill that could be the ultimate. and i think the democrats know that also. and someday in the not too distant future that will happen. i never said -- i guess i'm here 64 days i never said repeal and replace obamacare. i never said repeal it and replace it within 64 days. i have a long time. but i want to have a great healthcare bill and plan and we will. it will happen. and it won't be in the distant future. i believe there will be some democrat support and that will happen and it will be an even better bill. i think this was a very good bill. i think it will be even better the next time around. i don't think that's going to be too long a period of time. [ inaudible question ] >> i don't want to speak about specifics, but there with things i would have liked even more but i thought overall this was a very, very good bill. and i thought tom price, dr. tom price, who really is amazing on

healthcare and his knowledge, i thought he did a fantastic job. same with mike pence. they worked hard and really did a fantastic job. thank you very much. thank you. thank you very much. appreciate it. had. >> that is president trump in the oval office a few minutes ago reacting to the news today that house speaker paul ryan has pulled the healthcare overhaul bill to repeal and replace obamacare. there will be no vote. if you were listening to the president there, you might think that democrats held the majority in the house of representatives. the republicans do. but his criticism largely centered on the democrats. none of whom were prepared to vote for this bill. let's go to kristen welker right now at the white house. so what happens now? >> lester, a couple of key take aways, you heard the president say that this healthcare bill was defeated but that ultimately he will go back to healthcare. that's significant.

he said it's going to happen in the not so distant future. the question is when will that happen and how difficult will that path be. you heard him say his next move is going to be tax reform. we know that that is something that he has wanted to tackle for quite some time. make no mistake about it, this is a very big defeat. it could jeopardize the rest of his early agenda. another point i'll make, there is some behind the scenes interparty finger parties going on. but the president not airing any of that in his public remarks instead praising house speaker paul ryan for his hard work. praising his paul ryan and as you point out, pointing the finger at democrats and projecting ultimately they will own an obamacare failure. that remains to be seen. this is a big defeat for this president. >> kristen welker at the white house. thanks, we'll have full coverage and continuing coverage on msnbc and nbcnews.com and a complete wrap up of today's events on nbc nightly news. i'll see you then.

and that breaking news, the healthcare bill pulled at the last minute. president donald trump just said minutes ago he'll let obamacare explode. the president said democrats didn't give him any support. there was a lot happening in washington. >> nbc 10's jim rosenfield joins us live from the breaking news center. president trump and house

speaker paul ryan talked the past 30 minutes. they revealed quite a lot. >> house speaker paul ryan admitting having to pull the vote is a set back even as speaker ryan and the white house made a last ditch effort to try to convince republicans to support the bill. they were still coming up nearly a dozen votes short. here's a live look outside capitol hill. president trump says he would be open to working with congress on a healthcare bill again if obamacare explodes as he put it just a few minutes ago. the president called the vote close. he admitted the bill couldn't get past without democratic support. but he insists it was a good bill and he said that pulling it could turn out to be a good thing. >> perhaps the best thing that could happen is exactly what happened today. because we'll end up with a truly great healthcare bill in the future after this mess known as obamacare explodes. >> the president said he believes the bill will be better the second time around. house speaker ryan called what happened today as i said, a

setback. let's listen to him. >> moving from an opposition party to a governing party comes with growing pains. we're feeling those growing pains today. >> ryan said he told the president the bill should be pulled and mr. trump agreed. just yesterday, though, the president demanded this vote today. saying if it failed he would leave obamacare in place. as for local reaction republican congressman frank lobiando released this statement. planned to vote no today on this specific obamacare replacement bill. but it is not a declaration that obamacare should stay. it shouldn't. obamacare has failed on a host of key metrics promised to south jersey residents and i remain committed to repeal. again, speaker ryan says the nation will be living with obamacare now for the foreseeable future. that's the latest live in the breaking news center until we hear more from washington, i'm jim rosenfield. >> thank you.
