tonight a gunman on the loose in north philadelphia after a shooting and barricade situation that led to a school lockdown. we're live on the scene. your internet search history and browsing habits up for sale without permission. we're breaking down the new measure the house just passed. more than 1200 applicants at the charter school but only a handful of seats to fill. good evening. right now police are on the hunt for a gunman after a shooting and barricade situation in north philadelphia. take a look it. it all started at 17th and

kwa hana streets. drew smitsz is lih is live with. >> reporter: this was a huge police response. and the police remain here guarding this apartment complex. when this was going on there was a shooting of a 17-year-old further down the block. you can see the bullets traveled all the way up here smashing this car window. police are keeping a visible presence tonight hours after the first gunshots. >> pop, pop, pop, pop, pop, pop. >> i heard five gunshots. >> reporter: summer heard the same thing only to hear more chaos. >> five more shots come from down here. >> reporter: one bullet critically injured a 17-year-old and others smashed car windows.

detectives pulled a shell out after a street drain while the s.w.a.t. team tried to find a gunman. >> asked for the layout of the building. >> reporter: the students watched from windows. >> worried about it. >> reporter: the shooter managed to get away but detectives found a jacket and gun in a yard across the sleep. >> it's terrible around campus and north philly all this violence goes on. >> it looks like a war zone. >> reporter: people in charge of community outreach says something has to change. >> it's becoming normal. and that's the scary part. as an adult this should not be our normal. >> reporter: police have not released the identity of the 17-year-old taken to the hospital. it is unclear what started the violence in the first place. live in north philadelphia, i'm drew smith, nbc 10 news. in philadelphia a woman is charged in the death of a 2-year-old boy she looked after

and we spoke to a man who claims the suspect offered him money to help her get rid of the body. the man asked us not to identify him. he said that the woman told him show would give him $1,000 to help get rid of the body. the police are still trying to figure out how the boy died. six local counties are in a homeland security list being watched closely for how they handle requests to hold undocumented immigrants. just yesterday attorney general jeff sessions announced any local government that doesn't cooperate could lose federal money. today we asked the department of justice if counties on the homeland security list could be

at risk of losing grant money. they refused to comment. jim kenny says he is embarrassed about what is going on in america. he was at the community college of philadelphia. he was invited to talk about pathways to success for immigrants. a program that helps immigrants further their education and get jobs. but he stopped to talk off the cuff. >> i'm embarrassed about what's going on in america. i'm embarrassed of our national leadership. i'm embarrassed about the ugliness about their leadership or lack of leadership fosters. >> reporter: mayor kenny says philadelphia will remain a sanctuary city despite the threats from the federal government. seth williams is in the market for new representation as he faces bribery and corruption charges. this is video of him heading into court this morning. williams cannot afford to pace pay his attorney. and williams has three days to find a new lawyer.

he is accused of trading influence for gift and cash. he denies wrong doing. a big win off the ice for the u.s. women's hockey team. the team reached an agreement for increased wages. this follows negotiations in philadelphia last week. the victory comes just two days before the upcoming world championships which the three-time defending champs have threatened to boycott. they open on friday against canada. the skies are clearing up after a rainy day in philadelphia. nbc 10 in the fairmont neighborhood where people were out for a run or a walk. chief meteorologist glenn "hurricane" schwartz is here with your most accurate forecast. >> we're finally seeing improvement in the weather. the visibility is good and the clouds are starting to lift up. there's the last of the rain

edded o headed offshore and no more back to the west. northwest winds are going to clear things out. the temperatures not too bad for this time of the night this time of the year. now down into the 40s in many parts of the area. they will stay in the 40s all night. when you get up you won't need a heavy coat or an umbrella. it's going to be dry tomorrow. we're going to get loads of sunshine and the temperatures are not going up a whole lot. at least not by 9:00 a.m. still in the 40s in most of the area. near 50 at the jersey shore. we'll tell you when the next rain is coming and we have more substantial rain in the forecast before the weekend. that's coming in a few minutes. tonight, new details about a shooting that sent bullets flying into a parking lot. the shooting happened last night in the parking lot of delilah's gentleman's club. the shooter is still on the

loose. brandon hudson is there opportunity. >> reporter: a witness was on the other side of this bridge when he heard the gunshots and he saw several dozen people running for safety. police say the shots came from the fifth floor of this building. the shooter was aiming at the parking lot across the street nearly hitting a woman as she got into her car. the investigation, far from over, a day after a gunman fired several shots into the parking lot of delilah's, causing panic in this neighborhood. our nbc 10 camera was there as police towed two vehicles from the gentleman's club. a white truck was hit by two bullets that was fired from a gunman in a construction building across the street. >> pop sounds. and people just started running. >> reporter: nick says he ran after hearing the gunshots. so did a few dozen others. >> people just running.

kids in their hands trying to get away from the sound. >> reporter: the shooting forced police to shut down spring garden, i-95 and the closest septa train stop. >> that's pretty intense that people have got to that level and someone can get a weapon like that. >> reporter: police are looking at video from behind the club as construction crews worked, detectives took out the building from where the shots were fired once again. one neighbor says it won't keep him from walking past the building. >> it doesn't concern me one way or the other. >> reporter: the contractor for the building says they have more police surveillance and had an everhours security alarm system in place but they are not making additional security changes. i'm brandon hudson, nbc 10 news.

septa is proposing a budget of $127 million to rebuild the system. the authority unveiled its budget today. the money goes to replace the fleet, repair tracks, reconstruct stations and improve rider technology. then the budget goes to septa's board for approval. septa is looking for feedback on a proposals bus route. there was a presentation to unveil the new route. the route 49 bus would go from brewery town, fairmont and gray's ferry to university city and create a direct option between 30th street and the ben frankly parkway. some lucky students and their families are celebrating tonight after being chosen for coveted spots at a top-rated charter school. parents and students packed into the gym at global leadership

academy charter school waiting to hear their names called. the open spots are filled by a lottery system. each year more and more parents sign their kids up. it's not only about the education but the way their kids are treated. >> treat people like family more than a scholar or more than just a student. >> this year more than 1200 students applied for 81 open seats in kindergarten through eight grade. now a to a health scare. parents were notified of two students diagnosed with pertussis, also known as whooping cough. it is a highly contagious respiratory disease. the school waited nearly three weeks to notify them by later. nbc 10 reached out to the school. next, more than 100 teachers could soon be cut from a local school district.

american energy, to reverse government intrusion and to cancel job-killing regulation. >> the president also stressed support for clean water and clean air during his announcement. more than 100 teachers could soon be off the job in ocean county. superintendent lauren winters says they will be forced to eliminate 120 teaching positions and after school programs if no solution is reached to deal with a $15 million deficit. winters is asking for the state to take control if a budget is not made by the may 14th deadline. in south jersey a group of college students and land lords is suing the borough for unfair and discriminatory actions against off campus renters. the group says there is a double standard of treatment of renters compared to long-time owners.

they say police selectively enforce laws with that target renters. we reached out to the borough and officials offered no comment. tonight in wilmington, drying out after a rain-soaked day. but more rain is headed our way later this week. chief meteorologist glenn "hurricane" schwartz has your most accurate forecast now. >> we will get a decent storm every few days. and we have a couple of days to dry out and the next one is coming. the skyline is visible again. earlier we couldn't see it because the clouds were real low. the clouds are lifting back up as we clear up. we got to 54 today. 61 tomorrow. and then we start going back down again as we get more clouds and the northeast to east wind comes back. but right now, it's a north to northwest wind. it's not strong but just enough

to start drying us out and pushing the rain out into the ocean. and the clouds starting to go out with it. the last of the rain near tom's river right now. as we go through the day tomorrow, it is sunny. all across the area. the low temperatures, not too low. and the highs are above average. 60 in chestnut hill. 57 in easton. it's not a balmy day. it's not 77 like it was saturday but compared to today, what a difference. robbinsville, 61. so we'll get a land breeze tomorrow and a northwest wind 10 to 20 and that means at the jersey shore it's going to be just as warm as the inland areas. dry tomorrow and thursday morning is fine too. but then, the clouds increase thursday afternoon, and here comes the next storm on friday. this is the latest computer guidance in.

three kids are safe and sound tonight after firefighters, police and neighbors rushed to their rescue. a fire ripped through this multifamily home. in all, seven people were saved. two of the three kids had to be dropped from the second story by their uncle into the arms of rescuers below. >> we said drop that child. he was just dangling. >> you grabbed her and we went in. >> i don't think i'll be able to sleep at night if i didn't come knowing i did everything i could to get these people down. >> that fire has been labeled accidental. wilmington law enforcement officials are working to crack down on a rash of violence in the city.

the mayor is scheduled to meet with the chief of police to review deployment measures. this as police investigate a shooting that happened this morning. police say a man was found with a gunshot wound to the head. he was taken to the hospital. at last check he was in critical condition. the suspect remains on the run. it was a dinosaur. that's is according to one south carolina woman who saw this alligator on the golf course. it mozied on by and disappeared into the lagoon. did you see that thing? >> that's unbelievable. >> i know we're thinking spring but we should be thinking about football too. >> the eagles making moves. we're going the hear about the signings. and carson wentz tells us about the input he has on decisions
