the worst of it occurring during the afternoon rush with some localized flooding as a result. right now, we do have some radar echoes in philadelphia. the heavier stuff is well to the west. that's going to be the story as we go through the afternoon and evening we may see a a few showers around, but the main rain is going to come tomorrow. it increases overnight and by tomorrow morning's rush a lot of you are going to be seeing rain as well. and then it's starting to get heavier. the model has it getting heavier during the latter portion of the morning rush with even heavier rain become to the west. that's just the beginning of this thing. here we go through the night tonight. generally dry, 6:00 a.m. the rain is around. the suburbs, the rain a little heavier as you can see with the three drops. it's all rain.

that new information connecting these cases. he's live now in new kcastle. >> last night we had two pieces of breaking news. it turns out we know they are connected. . it started with a domestic dispute in philadelphia. a guy ditches his car and steals another car. he goes to an apartment complex next to the gas station and the whole story ended last night over here on this bank. you can see it's covered up with evidence-marking paint. it started last night at 56th in southwest phil ly. police called to a ghesic dispute. >> by that time shs the male joured the man and proceeded at a high rate of speed in reverse striking one of the officers and dragging the officer several feet. >> reporter: the officer was able to fire one shot that hit the suspect. a mechanic heard it all happening. >> as i was under the car, i hear a gunshot. i'm not get iting up. >> reporter: the suspect got

away and ditched his van at a philadelphia shopping center. after 8:00 in delaware, philadelphia police asked new castle county police to check r for the suspect. an officer arrived, got into a struggle with the man and the officer shot the suspect but got into a car, hit a police cruiser. he was taken to the hospital where he was pronounced dead. ed to a detective was back at the park investigating. police in philadelphia and new castle now working together to lay out more details of how it all started and ended for this suspect. >> this is the photo of the suspect. this is an older picture. his family tells us he's a father of three. tonight he's dead after being shot twice by two different law enforcement agencies with whom he fought. he had four young kids with him in the car when this all happened. as we come back live, the officer who fired the shot is on administrative leave, which is standard. he's a second year officer. my colleague george spencer got

desire to attend college. >> they are lobbying to save the funding. they have secured a grant through next year. a suspected serial rapist is under arrest in delaware county. authorities say the 19-year-old attacked nine women. they say the attacks took place over three years dating back to when lee was 16. all but one happened in chester. they found out how a chance meeting with one of the suspects led to his arrest. more on this story at 4:30. a controversial special election in north philadelphia is working allegations of fraud and voter intimidation. republican leaders announced a lawsuit to void the election results. the write-in candidate won last woke's election to fill a a state house seat. that's after the party's first nominee was kicked off the ballot by a judge who ruled he didn't win in the district.

lawmakers voted to repeal the bill after the ncaa gave an ultimatum. their boycott of the state would continue three more years if action wasn't taken. it responds with their birth certificate and passing their own nondiscrimination ordinances until the end of 2020. helping community schools in philadelphia succeed. that's the goal of a plan released today by city loaders. it includes more job train iings well as more access to healthy foods and health service. there are nine community schools in philadelphia. they operate on the idea that they should be community anchors. in addition to teaching, they offer resources like medical clinics or police substations that help the neighborhood. the first state could be the first in our area to legalize recreational marijuana. they introduced a bill to allow

residents to purchase up to an ounce of marijuana for stores authorized to sell the drug. the delaware governor addressed a joint session of the general assembly for the first time today. they discussed budget challenges and his ideas for create iing j and growing the economy. last week carney unveiled his plan to close a $385 million shortfall. a judge has rejected a a plea deal from a former chester county pastor accused of raping and impregnating a a teenage girl. the deal would have dropped the rape charge and sent him to jail for two years. but the judge called the circumstances too serious to accept it. prosecutors say riped the teen in 2014 while he was serving as pastor in downing town. allentown residents with

texas. investigators say it appears the driver crossed the center line along a a curve in the road. the bus was filled with members of a church return trg a a retreat. 12 of them died along with the driver. today penn state announced major changes to its grief system following the death of a fraternity pledge last month. . the university is permanently banning one fraternity. the 19-year-old fell down a set of stairs during an event. authorities say no one called for help until the next day. he also later died at the hospital. the university says an investigation found a persistent pattern of excessive drinking, hazing and drug it use and sales at the fraternity. >> we have had long standing concerns about outcomes in our greek system. and we have just gotten to the point where we're saying enough is enough. >> penn state is also banning beer kegs at fraternity events and lumting attendance a at any parties. the university is pushing back

. we have a first alert for the heavy rain for the entire viewing area. during the day friday and into friday night. this is not just a few hours we're talking about. . heavy rain, the heaviest of the rain and the most localized f t floding may occur during the afternoon rush making things even worse. it's 52 right now. cloudy skies in philadelphia. we have pretty much clouded up after early sunshine. the clouds are ahead of the next storm that's coming in. we have a series of storms here every two or throw days, but the temperatures are not going to be going down a whole lot from where they are right now. not really concerned in lehigh valley of freezing temperatures or snow or anything like that. . so we're way above freezing. could be some freezing rain in

the poconos tonight. that's about the only area that would be in danger. we do have some light showers coming into chester county now. there's a a little bit of light snow up toward the new york state border. the main moyisture is way back o the west. a lot of thunderstorms there and severe weather. and quite a swirl as you can see on the radar and satellite. when you see that, that's a a strong storm. and it is moving right in our direction. there's really nothing to stop this thing. and as we go through the morning rush, it looks like it's going to be increasingly wet. then even into the afternoon, even heavier rain coming through. so we're going to have periods of some very heavy rain through the afternoon and into the evening. and into the very early hours ob saturday. how much rain will wub computer model we e showed you this yesterday. around 2 inches for this one model.

right now at 4:00, a teenage serial rape suspect now behind bars. investigators say one of the victims make the arrest when she spotted him inside the store where she worked. police say the suspect was just 16 years old when he started attacking women. >> the krocrimes went on for th years. the parents are deceased and not enrolled in high school. >> rose mary has more on the suspect and how police tracked him down.

up with a minor gunshot wound to the head. it was an arrest for an illegal gun in february. it put lee on the radar of local police. while this custody, they swabbed his dna and sent it to the police lab. the results didn't d not come back until a few months ago in january. >> in your experience is a year about the average time it takes. >> reporter: i thought dna is more quicker than that. >> while lee was on probation and dna waited to be tested at the state lab, he attacked five more women. >> it's sad that other people had to suffer because the system took so long. >> women were disturbed to learn about thats like at the crime lab where all the dna is tested. no word yet, but we'll keep you posted as soon as we get some answers. reporting live, i'm rosemary

we already have some showers in lancaster county moving into chester county right now. a little bit about redding. so got to get the umbrellas even for this evening. there's plenty more to come. west of cleveland and east of chicago, two other large areas of rain. as we go through the night tonight, we see some of that mostly light rain. temperatures not dropping very much as you see. by 6:00 a.m., 40 in philadelphia. even 37 in allentown. so no icing or snow or anything. it is wet by the morning rush. it just gets heavier later on. there's 10:00 a.m. still wet. still in the 40s in the afternoon. getting a little-ier. look at this. afternoon rush, temperatures in the 40s. it's windy and wet and it continues that way.

it's going to be plenty from dawn until dusk. it's heavy rain. certainly tomorrow evening's commute would be the worst of t it. we could see localized flooding. you'll want to stay with us here. we could have some road flooding and urban flooding because of the heavy downpours. some of the rainfall totals are going to be somewhere in the neighborhood of 2 to 3 inches of rain. we're watching the beams on the radar. just a a few returns taking place up here moving through lancaster county. we're going to start to e see this picking up as the evening wears on. the rain will move in overnight. here's the load iing edge of it. even a a little bit of a changeover in the higher elevations.
