flooding in some spots. let's take a live look from our campus camera. . we're loving the weather. but don't be deceived. the changes will start overnight. >> tammie souza has more on this system and the severe conditions it could bring. . >> the large tornadoes, we have a severe weather threat for tomorrow. that's why we have issue d a first alert. let's take a look at what you can expect. severe storms, periods of heavy rain and very possible flooding. localized flood iing ask widespread flooding because we could see 1 to 2 inches of rain and 3 inches of rain with these storms and possibly damaging winds. that's the biggest threat from this weather is damaging winds. and we're going to see this begin after midnight.

the key times are 3:00 a.m. to 8:00 a.m. right after midnight and 11:00 tomorrow morning until 4:00 in the afternoon. you're going to have to be alert during the day. we do have a flood watch and that encompasses the entire area. our radar right now nothing out there. but take a look. down to the south, we are looking at this batch of storms racing in our direction. and the main body of the storm is still off to the west of us. that's going to rotate through the area all day tomorrow. we'll break this down hour by hour and show you what's going to happen in your neighborhood when i come back in a few minutes. 20 minutes of nonstop news continues with traffic trouble weeks ahead of the nfl draft in

philadelphia. you're going to have a tough time finding one. let's take a live look near the art museum. parking restrictions were put in place on the south side today. that's just the first closure to come. we are live at the museum of arts. >> this is one of the places where you have to make adju adjustments to get around. we're in front of the museum of art, but you can't see it because of all that construction. you can't just climb up the rocky steps. you have to go down this path over here and up those steps over there. it's bringing excitement and some inconvenience to tourists hoping to climb the covered steps.

u.s. surveillance. rice has denied doing anything improper. a superintendent is recommending to close two schools in order to balance the books in the district and a a lot of people are not happy about it. deanna durante is live to explain what's at stake with this proposal. >> reporter: the superintendent says the problem is not new to him. all schools statewide are struggle iing with skyrocketing pension costs. they are required by state law to put in every year. they have been neglecting buildings and lay off teachers and take other measures to save money. >> i'm upset. i moved here knowing that middle school was there. i was prepared for my daughter to go there. >> reporter: but plans may be changing. not just for lauren and her family, but all in the school district thanks to money issues.

>> we have a problem of $4.8 million. >> reporter: the problem isn't new but it keeps going groeing. pension costs tears apart the budget every year. the district can't keep up. schools have gone without repairs and teachers could be furloughed. administrators will not be replaced when they retire at year's end and two schools are targeted for closure. milford middle school is one of them. >> it doesn't help me. i did do my research in moving here. i researched the middle school. i researched the school district. there was a ten-year plan out there. milford getting closed wasn't part of the plan. >> the school will make the choice. waiting another year will only make the issue worse. >> if they wait until next year, we'll be cutting student programs. >> the superintendent is says right now student programs are not being cut if this plan goes

of 2017 so far. >> it's a good day to take the lunch outside. >> you still have time to get out there and enjoy. through the evening it will be quite pleasant. . changes come after midnight. tomorrow will be ugly and that extends through the end of the week. let's look at the radar sweeping the sky. nothing showing up out there. everything is quiet. it will stay quiet begun until after midnight. that's when things are going to fire. up. we have a giant storm system. we talked about it for several days. it's coming out of the midwest. it's dug in so deeply. ahead of it, we have a line of showers and storms already creating havoc in the southeast. look at the number of tornado watches and warnings going for tornado warnings and severe thunderstorm warnings. we are going to be in the risk tomorrow. we're going to see the rain move in and hear the rumbles of thunder and we are at the risk of flooding and damaging winds. we'll have to have a heads up.

not as bad as they have in the southeast with the big tornado outbreak. nonetheless, you can see right here, this is sort of the risk and threat assessment. right where you see the orange for tomorrow, that's an enhanced risk where they could see the tornado. i'm going to break that down for you so you know what we can expect. this is our thunderstorm risk chart. at the bottom we have nonsevere thunderstorms. . at the top we never want to see this ever happen in philly. they are dealing with in the southeast. what we have for the slight risk area we're basically going to be looking at potentially some severe storms. maybe one or two tornadoes, but not tr us. this is going to be into maryland. but we're at the top end. we could see some 1 to 2-inch hail and maybe even a little wind damage tr microbursts.

horror comes the first rain. we're going to see that at 1:30. we get into 3:30 in the morning. we hear some claps of thunder. 6:00 in the morning, more thunderstorms move through. it will be active between 3:00 and 7:00 in the morning. then we just get some rain. thousand if we clear it all and the atmosphere can recharge, as this storm system approaches, we're going to start to e see these stronger storms pick up. especially across the south jersey and is move iing in frome south. look at this. . look at 2:30 across the area u. pottstown and even into doils town through philly through mid-afternoon tomorrow. this is going to be the key time that you really have to keep an eye to the sky. this is when we could see damaging winds and potentially 1 to 2 inches of rin. maybe even some pockets of 3 irvelgs of rain. i have to tell you as ugly as this is, it doesn't improve a whole lot on friday because

friday is basically going to be the day for the phil lies home opener and it's not that great. >> we go from the thunderstorm potential to the cool, chilly still damp potential right in time for the friday home opener. 11:30 a.m., we still have clouds and damp from all the rain we see on thursday. look at we go through the good news is i don't expect thunderstorms moving through friday. you don't have to wour about a damage. but what you have to worry about is pockets of light rain. so right around start time for the game. e we continue and it's very scattered, light and drizzly conditions as we go through 6:30. as we progress through the overnight still cloudy conditions. he's the actual forecast for the phillies home opener. only 49 for first pitch. stay about that through mid-game. even the 9th inning. winds about 15 to 20 with gusts up to 30. that makes it feel even colder than it is.
