it will be our biggest threat. the tornadoes are further south. we'll show you that in a moment. the viewing audience is under the first alert. it's basically after midnight. we're going to see the rain move in. from 3:00 a.m. to 8:00 a.m., we bigger thunderstorms. if the severe weather develops, it's going to be between 11:00 tomorrow morning and 4:00 tomorrow afternoon. that's when you need to keep an eye to the sky. everything is quiet right now. the beam is sweeping the sky. there's nothing going on out there. it's a very beautiful day with temperatures in the upper 60s. but this is what's headed our way. to the south of us, they have se weather. tornadoes reporting to the southeast. . this is going to continue in our direction. this batch of showers and storms will regenerate. the main body of the storm is well off to the west of us. we can keep an eye on that. look at the tornado watches that will be issued to the south. our tornado threat is very low. . but the damaging wind threat could be on the high side for parts of the area.

been following this story and joins us live in the breaking news center. >> the good news here, nobody was injured. >> that's great news. no reports of anyone injured on the ground. the pilot inside that jet was able to andrews in maryland. the military says the pilot was hurt but in good condition. he was the only person on board. a witness spoke to the pilot moments after he touched the ground. >> he was stand iing on his two feet wrapping the shoot up. and i ran over to him and asked if he was okay. he didn't respond. he said is everyone in the neighborhood okay. >> i'm waiting to think live rounds as the jet crashed. . homes have been evacuated as the investigation into what caused center, jacqueline london, nbc 10 news. >> now to a live look near the

art museum where crews are readying the parkway for the upcoming nfl draft. resrkictions went into effect today on the south side of pennsylvania avenue. the three-day nfl draft is still a a few weeks away. >> residents and tourists are already seeing some signs of the convenience thaeum the steps are covered as workers fill the stage for the big event. the parking restrictions on pennsylvania avenue are a sign of things to come with more on the way in the coming weeks. these preparations are already frustrating nearby residents. >> i got to drive around and look atting, which the parking down here is already tight. so it's just an inconvenience. >> the nfl draft experience starts on april 27th and includes a festival that stretches for a half mile on the parkway. we're going to turn to breaking news. . we're live in wilmington. a a multivehicle accident here.

respond to the deadly gas attack. nearly 100 people died, including dozens of children. the president's chief strategist is now off the national security sill. president trump removed steve bannon today reversing what some viewed as a controversial decision to give him access to mie level meetings. critics say it's inappropriate for a political advise to play a role in national security matters. today in the eric frein murder trial several pennsylvania state troopers testified about what they saw the night one of their colleagues was ambushed and killed. the trooper they heard gunfire before alex douglas or brian dixon had been shot. the men testify ied they tried revive with cpr but couldn't safe him. frein is charged with ambushing the troopers at the barracks in the poconos back in 2014. today tomorrower governor ed rendell endorsed khan for district attorney.

during a press conference, he said he made the decision after meeting with several of the candidates. he's alson. right now there are eight candidates running for the office including republican. candidates want to replace the district attorney seth williams. he's facing bribery charges for trading his influence for gifts and cash. he has pleaded not guilty to all thechars. we are counting down to the phillies home opener here on nbc 10 on friday. it's the ultimate dream. it's what this was doing before the game calling that makes the journey so extraordinary. his story, coming up. budget concerns in one town has the school district looking at tough choices.

about plans to close a a pair of schools. the head of schools is proposing the idea because he says money is tight. this idea isn't sitting well with some people. >> especially those that have their children in had the affected schools. they are hoping something can be done. the superintendent says the budget problem is striking schools all over the state. and raising taxes isn't going to help. in moving here, one of the biggest reasons was the small school. and now all of a sudden it's just like gone. >> reporter: lauren moved here so her daughter could go to milford middle school. >> the problem is that it's all of a sudden. these issues have been there. they know the budget. it's roughly the same each year. it's not out of the blue all of a sudden. now they want to close the school. we won't even know until july.

>> we have a problem of $4.8 million. >> the problem is only getting worse. thanks to skyrocketing pension payments. schools have been battling the problems for year. >> because of the budget crisis that's created by harrisburg, we have to address it sooner than later. >> critical programs could be cut. there's little to zero money to fix the school that was in line. he thinks it should be closed. teachers could face furloughs. nearly three does of them. hearing all of this brings little comfort. >> theneeds to be a clear direction. it's too fast. i understand the budgetary concerns. but it's just out of the blue.

>> it plans another meeting on tuesday night. also a second school, an elementary school is part of this plan and the plan is to close that in two years. reporting live, deanna durante, nbc 10 news. >> we are following a developing story in washington. steve bannon has been removed tr the national security council. president trump made that decision himself. a top white house official tells nbc news that bannon was put on the principles committee only as a check on then national security adviser michael flynn. senior political editor mark murray joins us from washington. thank you for your time. some reports point to the power struggle that led to the oust or say it's more or less procedural. what are you hearing about this development? >> i don't think it's fair to say it's a power struggle right now, but it's a a growing influence by the national security adviser.

they have put more influence with the generals than the national security advisers and away from political folks. it's worth remembering. essentially what karl rove was it's important to note that neither in serving on the principles committee that's why it was so controversial when bannon was moved up there. i think it's a a e reflection of the trump white house now with some of the political folks so close to national security council. >> the president called theed chemical attack a a front to humanity saying he's changed his mind on the leadership there. is trump leaving the door open to new action in syria? >> yeah, we have to wait and see on b what kind of moves and efforts the trump administration and the white house in the days and weeks ahead.

what i will say is this is a reversal from a week ago when members of the trump administration were saying they are okay with assad staying in power and not saying he's an l illegitimate leader of syria. today's comments criticizing the tragedy and the deadly attack on chemical weapons in syria was a noticeable change. he really didn't give any specifics on whether this is necessarily going to change the policy going forward. so i think really have to wait and see in the days and weeks ahead. we have the policy ends up changing as well as the rhetoric. >> mark murray, thank you for your insight. >> thank you. you can count on complete coverage of today's developments in washington ahead orn "nbc nightly news" with lester holt at 6:30 tonight. let's talk about that weather. we have already issued a first alert for. we're talking about the heavy rain and also some storms on the way. >> tammie souza is with us

tonight. things are about to change in a big way. >> they are. take a look outside. it couldn't be prettier in the 60s. 67 in lehigh valley. high, thin clouds moving in. let's take a look at new jersey. 66 with sunshine. you're so happy in the suburbs you're not dpoing to tell us the temperature. it's 69 in philly. that's the official temperature. so a glorious day. . all that is about to go away. we have a flood watch, that has been issued in advance of the storms coming in tonight. that's for the entire area with the exception of the lower half of and out along the jersey shore. everybody be prepared to get perhaps 1 to 2 inches of rain, maybe even pockets of 3 inches of rain. this extends through 11:00 tomorrow night. that's after midnight tonight through 11:00 tomorrow night. doppler radar sweeping the sky. the beam is showing us nothing. a a peaceful evening ahead. if you have plans, enjoy them. this is what's headed our way. we have the main body of the storm system coming out of the

midwest. it's kicking off these pieces of energy which are triggering these giant storms. tornadoes in the southeast. for us we are under the threat of severe weather. mainly for damaging winds and heavy, heavy rain and the flooding potential. all of this is going to make its way in our direction. overnight we're going to hear a clap of thunder. this is the defcon. sort of the risk assessment for tomorrow. you can see the orange right here. the orange is the best tornado threat. we're at the top end of this. we're looking at the potential of some damaging winds and then some heavy rain maybe a little bit of hail out there. and that's our biggest threat for tomorrow. so e with never want to be up here in the high. because that's a scary place to be. that's what this is going to be

for delaware and south jersey. so severe storms are possible. they will be widely scat red. not widespread as far as damage though. they will be short lived storms, possibly a tornado or two. that's confined to maryland and points south. not really so much in our area. scattered wind damage and 1 to 2-inch hail. that's something we could be looking at for tomorrow. the rest of the area we're basically look at this marginal risk for the rest of the area. the marginal risk is isolated se storms, limited duration in intensity, possibly 40 to 60 mile per hour winds. maybe 1-inch hail and a very low tornado risk. so it's basically heavy rain that we'll be looking at. the wind is coming in off of the atlantic. and that's going to undercut a lot of the severity of the storms. that's why we're not in a higher risk. as go hour by hour, look at 2:00 in the morning. we're seeing some pockets of

rain. and some significant thunderstorms are starting to develop. this could intensify through atlantic city all the way back through philly and into allentown. that's at 5:00 in the morning. then we get a little bit of a break. it quiets down. storms through 9:00. then watch what happens. 11:00, we have some pockets in here. maybe some sunshine. maybe a little reenergizing of the atmosphere. you're being hit again. here comes a line of stronger storms across philadelphia and northern maryland through harrisburg. allentown ins start to quiet down and the evening hours are locking pretty decent out there. and as we head into friday morning, maybe a few sprinkles. the winds have shifted more to the wst. they will end up northwest on friday. a blustery day out there. how much rain?

only at my giant. severe weather hammers the south. now the same system that battered georgia here on the images is headed our way. take look at first alert radar. you can see the system we're talking about. >> we'll feel the effects in let's get to meteorologist tammie souza. >> we're going to be looking at the potential of severe weather after midnight. we'll see the rain and strong storms, but mainly this is for

tomorrow afternoon. we have a first alert we have issued on the whole thing. this is the biggest threat. i'm going to break down by region so you'll have an idea. if you're in the lehigh valley, you'll be dealing with flooding. heavy rain, could see more than 2 inches. now the ground is already saturated. so you're going to have a lot of run off. that's the problem there. we get to i-95 kcorridor to the suburbs, we'll be locking at damaging winds. perhaps the microbursts from some of the storms and heavy rain and potentially some localized flooding. strong to severe storms. these storms could provide microbursts and heavy rain and hail. and finally southern delaware, you have the best severe threat. you'll be the closest to where the action is. you'll be looking at severe thunderstorms. but certainly the potential for severe thunderstorms is mainly going to be in delaware. so be aware of that. we lock at the beam sweeping the sky can. nothing going on. it's a a beautiful evening.

we have reached the upper 60s. enjoy the evening. it's as beautiful as can be. the clouds are vabsing. they will thicken. this is a first batch of storms. what happens is something like this fizzles out. the atmosphere is kind of quiet. as this main body advances toward us, then b you see that rotation as it advances it pushes out another line of storms, which is twaktly what you're seeing. all the storms across the tennessee valley. these are potentially tornadic storms. but we're the north end of this activity. so for us the potential is going to be much less for tornadic activity. more for the flooding and severe weather that involves damaging winds. we'll break it down hour by hour when i come back. >> looking forward to that. wake up with nbc 10 news today beginning at 4:30 a.m. tomorrow for weather and traffic updates. our morning team will get you ready for the storms before you head out the door.

new at 5:00, out with the fairways, in with the driveways. the country club in delaware closed two years ago. they are floating a plan for hundreds of homes on the old course. the delaware bureau reporter joining us live from north wilmington. >> it's ruffling some feathers. >> when everybody on this street bought their house, they moved here because it backed up to the country club. but the golf club industry took a beating during the recession and closed down. and now this view is going to look a lot different. this area they are going to build a lot of apartments to try to house them. >> this is what the country club looks like after a couple years sitting unused. the once nice clubhouse boarded up. the pool overrun, nobody will be playing tennis here. the golf course can looks like a natural park but it won't be this way much longer.

your view now is cart path, trees and what was a golf course. if this goes through, your view is going to be? >> houses and houses and cars and cars. i won't see much green for sure. >> at a public meeting last night, a proposal was unveiled that includes all different kinds of houses and 450 apartments. in one spot it will push up to another business plaza being knocked down to make more apartments. >> you bet i would have approved that golf course. >> in the green view neighborhood for over 50 years they don't make much sense. under the proposal many families here wouldn't see a green. they would see a new road between route 202 and shiply road. >> we're concerned obviously about the amount of houses and not the fact they are going to be houses. jpmorgan chase is growing.

the phillies home opener is right around the corner. phils fans hope to be leaving citizens bank park with a win over the nationals. sky force 10 was over the ballpark as crews got set for friday's game. while many eyes are on the big league team, the team is rebuilding. the threshers is home to a remarkable philadelphia story. >> john clark joins truss our newsroom with more on this. >> this is something a lot of kids would love to do.

two years ago at this time, jeff was working at a car dealership in northeast philly. now he's dealing for the minor league team and got a taste of big league ball this spring. jeff has pitched at citizens bank. take a look at the carpenter cup. . two years ago he worked here at this car dealership with his dad. his baseball career was over, but he was pitching in a south jersey's men's league which earned him a a shot and led him to a tryout with the phillys and they signed him. he's throwing 95 miles an hour. he's going to start with the team's high affiliate and it has been a wild two-year journey. >> i'm really lucky for what's going on here. it's philadelphia.

but before we get to that, we have to get through tomorrow. that's going to be a rum bler. let's take a look outside. the overcast skies have moved in. 69 was our official high out there today. and we are going to cascade off from there. we'll wind up at 1:00 in the morning about 50 degrees. the clouds will be in place. the rain will start shortly thereafter between 1:00 and 3:00 in the metro area. those winds are going to be coming in out of the east. and that's going to tamp down some of the severe potential for tomorrow. it does not eliminate it. the radar is sweeping the sky. no rain going on in our area. but just off to the south and the east, we're seeing the first of these batches of showers and storms. these will fizzle out. another one will rejen. and what happens is it kicks off all these storms ahead of it. you see a new line that's

forming. some of these are tornadic storms. these are warnings. now the worst of the weather will stay to the south of us. our tornado threat is extremely low. we're on the northern edge of this. this is what happens hour by hour. at 2:30 in the morning we'll hear some claps of thunder. we're going to the first of the rain moving through the radar. we could have some storms at 4:00 in the morning. take a look at this out to atlantic city. possibly a line of stronger storms. we'll have isolated storms here

and there but any breaks we get will allow for regeneration of stronger storms. e we get to noon and you notice toms river we have a strong storm. philadelphia may be clearing. it's very quiet. but here comes another round of strong storms making its way through the area. allentown at 5:00 for you. and then things start to quiet down. maybe a storm or two through the evening. and then we start r to just see some sprinkles and showers. those winds have now shifted to the southwest. they will eventually turn west. but tomorrow when they come in off the atlantic, that helps to undercut some of the storms. but as we advance this, you can see maybe a sprinkle on friday as we head into the home opener for the phillies. . how much rain are we expecting? some areas in access of 2

inches. westchester at 2.2. doils town over 2. philly nearly 2. they are going to be at 2. then it dies off as we head towards the shore. so the big question is what will that weather be like. here you go. you gois were complaining earlier. i have to be out there with you. bring your rain slicker just in case. that will feel like the 40s because of the breezy winds. e we could see some drizzle, maybe a sprinkle out there. this 49 could be an optimistic temperature. let's go through your neighborhood right now asking it out what's going to happen tonight. the rain and storms make their way into the area. temperatures drop into the 40s. maybe even 50 in philly. we could hear a clap of thunder. it's going to be a wet day. keep the weather app handy because of the severe weather personal. we'll hover either side of 60 degrees with the storms moving through. here is your ten-day forecast. it looks like potentially we're going to get out of the ugh lu weather by the weekend. ugly tomorrow at 62 with storms.

now to this crime scene tape going up across philadelphia neighborhoods as a work of art. the displays are calling out street ha harassment against women. we spoke with women who the cat calling is a problem. >> they are hoping to put a a stop to it. >> the stairs, the comments and the street harassment women and some men deal with daily are described by those who have been through it as intimidating. >> it's rude. >> it's very demeaning. >> how can it be tackled? by calling attention to it. this crime scene tape is part of a public art project in philadelphia. you'll see it all across the city where street harassment might be a problem outside schools, construction sites and other public places.

the art display sends a message that hits home with many women uncolluding this shop manager who was cat called three times walking to work. >> approach me with respect. i'm a human being. that's the biggest part of it. the fact that we're viewed as objects that you can just holler at. >> other women agree the street must stop. and the art display is one way to get the message across. >> where are we in society that women can't walk down the street without people calling things at th them? >> laura is a spokesperson for a local feminist group behind the art project. >> this is a wakeup call for people. we node to realize something not something that should be taken lightly. it should be taken seriously. . philadelphia has a lot of issues with street harassment. >> it's a a campaign to raise awareness about unwanted stares and comments and to end the rape culture. it comes during international harassment week which runs through the saturday. nbc 10 news.

severe storm threat. a system pummelling the susquehanna barrelling toward our region. brawl, the revenge plot that triggered this fight. >> the campus makes a new move after realizing hundreds of their students cannot afford to eat. right now at 6:00, a severe storm heading straight for our region. tearing through the southeastern u.s. drivers here in georgia had to dodge deep standing water.

good evening, i'm jacqueline london. >> and i'm jim rosenfield. this storm system is just hours away from our area as you see right there on radar. we have issued a first alert for tomorrow for the severe storm threat. up to 3 inches of rain could fall in some areas and that could trigger flooding. plus gusting winds up to 60 miles per hour. tammie souza is tracking what that means for you in her most accurate forecast. going to be a messy day tomorrow. >> it is. severe weather is possible for tomorrow. we're going to hop right into it. we're looking at the biggest threat being flooding. flooding rains perhaps we could see anywhere between 2 to 3 inches of rain there on top of the already saturated grounds. the i-95 corridor, damaging winds and flooding. so heavy rain along with maybe some microbursts from the severe storms. south jersey, strong to severe storms are possible including heavy rain. and then southern delaware, you potentially could be facing the biggest threat for severe thunderstorms. microbursts are possible, but just to the
