how tillerson is giving his first official visit to moscow today. and a scene that's tough to swallow, children denied school lunches because their parents didn't pay up. they are putting an end to lunch shaming for good. right now at 11:00 break out the shorts and don't forget the sunscreen and your shades as well. we are enjoying a very warm day today. this was the scene.

it is feeling more like june than april. >> yeah. i haven't heard any complaints. look where temperatures are at. we are already considerably warmer than average for this time of year in philadelphia. we are at 70 degrees. i think we have more than 10 degrees to climb. we will start to see some increasing clouds. for now plenty of sunshine. nice conditions those wind speeds are all in the single

digits. yeah, right now it is clear. satellite would have that kind of gray overlay. there is no clouds to be seen across our entire area. it is allowing us to see sunshine. the question is how about breaking records? it is going to be a close call. these are currently set. most of them in the mid-80s. this is our forecast. it is 84 in philadelphia. it will tie the record for warmth. allentown looking to tie a record for warmth. atlantic city not quite as close. why? winds are coming on shore. it picks up cooler ocean air and as a result lower but very nice along our shore point. coming up in a few minutes we'll talk more about the warmth of today and then the cool down in the next few days. we'll look at the ups and downs throughout the entire ten day in just a bit. >> all right. we'll see you then.

pamela osborne is live where kids couldn't wait to get up and get outside today. some kids don't even like going outside. this is a win-win. >> reporter: oh, yeah. take a look. you can see a lot of kids out here. a lot of people are just getting out for the day. some of them have already been out for hours. it is spring break. school may be out but a soccer camp has been in session since earlier this morning. we also talked to families who say it feels good to get out of the house and enjoy warm weather for a change. we talked to mia. she is a third grader. she is on break right now. here is what she thought when she woke up first thing this morning. >> it is kind of cool because it was so cold like earlier. now it's so hot. >> reporter: what are your plans today? >> i think we have going to go outside a lot.

>> reporter: it was nice and warm in the 80s, nothing but sunshine and then the nice cool breeze. if you haven't already, just take a walk outside and enjoy a little bit of paradise right here at home. nbc 10 news. >> you must have brought the weather with you from that island. police trying to track down a person who shot and killed a man on brown street overnight. bullets hit the 34-year-old man several times. two men in the hospital after a drive by shooting. police were called to colorado street this morning. they found two men in their 50s with gunshot wounds. they say someone shot at them and the men are both listed in

stable condition. and in south jersey police are looking for the person who shot and killed a man in a millville street. police say a man was shot and killed as he stood near a car. another vehicle and a house were also hit by gunfire. there are no suspects. and a block of 17th street is shut down after a chunk of the street caved in last night. 17th closed between walnut and locust. they tell us a water pipe connected to a fire hydrant broke and then it caused the street to cave in. the water department is making repairs this morning. they hope to have the street reopened later this afternoon. a warning for drivers who use ez pass lanes. drivers could face added delace. it is closed until noon then the

southbound lanes will be closed for routine maintenance. and time for a check on the roads with francesca ruscio . where are you starting right now? >> we are starting here westbound. we have been seeing crawling traffic for the last hour and a half or so. so it is improving. earlier we saw delays up to an hour. so for example we are starting to see a lot of these starting to improve aside from the expressway. we were talking about from walnut to locust. we'll be seeing very slow traffic throughout rest of the day. an alternate will be 18th to market. again, be very mindful of that closure. the freeway looks pretty good. improving conditions. this is northbound.

he is now here in moscow. he was met at the airport by officials from the foreign ministry where he will be tomorrow. he'll come with some tough words for russia but seeing some tough talking from president putin this morning. he has said that the situation in syria reminds him of iraq in 2003 and u.s. claims that iraq had weapons of mass destruction because the chemical weapons attack in syria last week he would like the u.n. to investigate. most startlingly of all he said russia had information that more chemical weapons attacks including to discredit president assad. mr. putin didn't say who is planning those attacks or what his sources are but tough sources and tomorrow tillerson

will tell that russia should drop support for the syrian leader who according to many western foreign ministers they describe president assad as toxic. rush the stage is set for challenging things here tomorrow. back to you. >> bill reporting from moscow. president trump is promising a good trade deal to china in exchange with the north korea crisis. the president tweeted. the president made clear his hope that china will pressure its neighbor and close ally to stop the nuclear program. he hammered china for reporting more goods than it imports. another member of the trump cabinet will be touring part of the u.s. mexico border today.

jeff sessions will be in arizona. it is to deliver the key address and chiefs of police conference. 11 people injure until a school bus crash in south florida. a 14-year-old suffered dramatic injuries. ten others suffered minor injuries. one car was also involved. police don't know what caused the accident. we are learning this morn about a deadly shooting in san bernardino, california. a man shot and killed his estranged wife and a student before turning the gun on himself. >> reporter: a shooting call from inside a special needs classroom. the first reports of chaos inside north park elementary school. he killed his wife in front of her young students. within seven minutes police storming the school, evacuating

saying he had an assault charge and weapons charge but those were later dismissed. nbc news. there's a lot of clean up to be done today across parts of the upper peninsula of michigan. severe weather swept across the area yesterday. gusts clocked at 80 miles per hour. trees came down, power lines were snapped and thousands were without power. live cameras looking outside. a beautiful day out there. blue skies over east erern pennsylvania. a few clouds will build in. overall still a lot of sun creeping into the afternoon. same deal in new jersey. you see a very nice short of the shore. starting to feel like the weather. we have a ten day that is pretty good in terms of temperatures though they do start to fall in the next few days. here is where we are right now.

we are climbing still. we are at 74 degrees. really nice outside. if you weren't able to get outside yesterday you can sneak it in today. we go from our philadelphia neighborhoods over to the lehigh valley. i wanted to show off these numbers. a lot of times these were our cold numbers. cooks town checking in at 70. up to 76 here. so overall across the map we are talking from north to south our entire viewing area very comfortable conditions today. all of this warmer than average as well. these are temperatures that we are climbing to are typical in june, not in april. not a lot to track. no rain or clouds for us. the difference is the last couple of days i have also said,

hey, look, there is nothing any where close. now there is. check out this line of rain that's starting to move into the northwest part of pennsylvania. for the most part this is going to weaken and slowly track our direction. there won't a lot left but there will be more clouds tonight into tomorrow as well as a cool down. chilly and 84 on our tuesday. mostly sunny conditions with some increasing clouds late in the day. we see a little more clouds at least to start on your wednesday. light spotty showers are possible. but this will be light rain at best. 74 degrees. down to mid-60s by thursday. in the suburbs very similar forecasts. could see spotty showers on our wednesday especially in the morning. today still looks like mid-80s for the lehigh valley. low to mid-60s by thursday. today 83 degrees for new jersey. the shore will be cooler mid-80s

we are all getting in on the good weather. we are at 70 in philadelphia, 71 in dover. 72 in atlantic city. in the afternoon i don't think temperatures will warm quite as much as they are inland. it means for a lot of us we are picking up warm air but if it's moving the cooler ocean in it is going to keep temperatures a bit more at bay. regardless, it's nice for everyone. clear as can be. you can see clipping the corner some clouds. that is nowhere near us right now. we keep the sunshine in the forecast for much of today. into this evening and tomorrow we are watching this line of rain. right now it looks a little nasty. as it moves through into early tomorrow we are talking very light spots of rain and that's

28th. an ohio police officer off the street after he is caught on video kicking a handcuffed suspect in the head. this is video. it shows officer zachary rosen kicking the man in the face. the man allegedly threatened to shoot people before he was arrested. he is one of two officers involved in the shooting get of green. a grand jury declined to incidi rosen and another officer for that shooting. the head of united airlines, a passenger was forced off of a plane because of overbooking. that video went viral, take a look. passengers were chosen at random. this man was ripped out of his seat. the man ignored repeated requests to get off the plane and it made it necessary to call airport police. passengers were very upset. >> the passenger hit his head on the armrest next to him, knocked him out. he got all bloody on his face then they pulled him off the plane. >> i have to go home. i have to go home. i have to go home. >> they say employees followed procedures. the department of aviation has placed at least one of the officers on leave pending a review. the department of transportation investigating to see if united airlines broke any rules. airlines are allowed to bump pansz j passengers. passengers who know the rules

philadelphia. thi thing. there is plenty of sunshine. it is overnight into tomorrow we try to drag in a little bit of moisture. here are our temperatures. we are at 73 in allentown. heading to the 80s later this afternoon. along the jersey shore nice conditions. look at the conditions there. you can see where the wind is coming from. for most of us that means it's pumping in a warmer air from the southwest. along the shore it is pumping in some of the ocean air. it makes a more moderating effect. inland upper township at 68. it is 64. we have 50s on the map. atlantic city holding in the
