we have another busy news this morning. >> high-stakes meetings going on as we speak. >> we've been talking about them for weeks. they're under way between secretary of state textilerson russia's ambassador. we got complete coverage this morning. let's start with andrea mitchell in moscow. andrea, good morning to you. >> reporter: good morning, matt. there is already a tough day. sharp disagreements for rex tillerson. disagreements over syria. and the russians even complaining there are not enough people appointed to the state department for them to talk to. secretary of state getting lectured this morning from his russian counterpart, sergey lavrov. the russians objecting to what they call contradictory messages from washington. and the u.s. air strike against syria. lavrov saying, apart from words, we also saw some very troubling

actions recording the attack on syria. the two countries at odds over the recent chemical attack that left cousins dead, and the subsequent u.s. strike on the syrian air base. tillerson says he hopes to narrow areas of disagreement. >> to clarify areas of dimpss so we can understand why the dimpblss exist. >> reporter: the chief difference over the military strike that president trump called necessary in an interview with fox business news. >> when i see people using horrible, horrible chemical weapons -- which they agreed not to use, under the o p'bama administration, but they violated it. >> reporter: firing back on russian television today, russian president vladimir putin, where is the proof of syrian forces using chemical wells? there is none. president trump insisting the pictures of dying children left him no choice. the trump administration's message, first and foremost convincing vladimir putin to

drop his support of the assad regime. warning russia it risks becoming irrelevant in the middle east. officia officials stopping short saying they knew it was going to happen. but a declassified intelligence report, accusing russia of covering up for assad after the attack. and calling out russia for mounting a disinformation campaign in order to, quote, create confusion and sow doubt in the intelligence community. james mattis, issuing a stern warning to the assad regime. >> if they use chemical weapons, they will pay a stiff price. >> reporter: but downplaying the issue between russia and the u.s. >> we maintained communications with the russian military and with the diplomatic channels. it will not spiral out of control. >> reporter: and tillerson is hoping to have a meeting with vladimir putin before he leaves

moscow. if he were not to get such a meeting it would be a real slap in the face, at a time when the foreign ministry is saying relations with the u.s. are at a worse stage than any time in the cold war. >> thank you, andrea. michael leiter was part of the counterterrorism for president obama and bush. we have tilltillerson trying to pressure moscow to abandon assad. what would work? what would change russia's calculus? >> i think we have to accept that our hand is pretty weak right now. putin is feeling quite strong. he has helped assad turn the tide against the opposition. he has re-established his port in the immediamediterranean. the use of chemical weapons makes him uncomfortable, he

views himself as winning. they have a strong support there. and the confused messages out of the white house make him more confident that the u.s. isn't willing to escalate this much farther than we have. >> on the subject of the chemical attack, putin says, show me proof. i don't believe sarin gas was used. the u.s. intelligence community comes up with the proof. and then putin blames that on the same organization that's come up with failed intelligence in the past. isn't the problem here that if putin admits chemical weapons were used, russia has to take part of the blame? >> he does. but i'm not sure, in truth, he cares that much. he is really one who believes in hard power. and the messaging is much less important to him. but he is masterful at needling the u.s. and using disinformation to try to split the coalitions. using the history of iraq wmd, even if it has no analogy to here, is great for him.

it's what russia did, with the shootdown of the airliner over the ukraine. where russia had clear responsibility but tries to sow doubt to reduce the level of commitment from the west to confront him. and a lack of cohesive set of new sanctions out of the g7 yesterday, to some expenalty, he's sown enough doubt to get through another day. >> and back to leverage. we have the president giving an interview just yesterday saying are we going to get involved in syria? no. how to you read that if you're putin? >> if you're putin, you see the u.s. taking an easy strike where there is low risk to us with the tomahawk missiles. but not being willing to commit fully. putin is taking advantage of that in a number of places. he took advantage of it in crimea and ukraine and all these situations. putin is willing to be forceful. and the question is whether the

united states, europe and nato can be a solid block to try to deter him in syria and beyond. >> michael leiter, thank you very much. >> thank you. as the meeting in moscow plays out here at home, there's a major new twist in the russia investigation. we're learning the fbi obtained a secret court order last summer to monitor the communications of then-trump campaign adviser carter page. nbc's crikristen welker has mort the white house with that. >> reporter: good morning to you. the latest revelations may be the clearest sign that the fbi had reason to believe that someone with a link to the trump campaign was in contact with the russians. but this morning, the man at the center of it all, carter page, an energy industry consultant, is firing back. casting this whole thing as a political hit job.

and apparently we are having an audio problem. but bottom line, carter page, at the center of what was a fisa warrant. essentially being surveilled to determine whether or not he had communications with russian officials. now, the fbi and d.o.j. are declining to comment. but a white house official tells me that the new revelations seem to validate the assertion there was trump allies saying the bottom line is no evidence of collusion has been found. >> we apologize for the audio problems. president trump is facing calls to fire white house press secretary sean spicer. this after he compared syria's president to adolf hitler and

wrongly stated that even the nazi leader, hitler did not sink to using chemical weapons, which is false. spicer has publicly apologized. and peter alexander talked to him about this. >> reporter: sean spicer tried to clean up that controversy. it came during the most celebrated holiday on the jewish calendar, passover. but his blunder is reinforcing one of the administration's biggest challenges right now. its inability to state its syria policy, days after last week's cruise missile strike. press secretary sean spicer this morning publicly apologizing. >> i'm absolutely sorry, especially during a week like this to make a comparison that's inappropriate and inexcusable. >> reporter: this apology in the wake of growing outrage, comparing bashar al assad to adolf hitler. >> we didn't use chemical weapons in world war ii. you know, you had a -- you know,

someone as despicable as hitler, who didn't sink to using chemical weapons. >> reporter: the comment that spicer called an off-the-cuff remark, sparking criticism. many noting that millions were killed in nazi gas chambers during the holocaust. spicer given a chance to clarify. >> he was not using the gas on his people in the same way that assad is doing. he brought them into -- into the holocaust center. i understand that. in a way that assad used them, when he went into towns, dropped them down into the middle of towns -- it was brought -- the use of it, i appreciate the clarification. that was not the intent. >> reporter: spicer, apparently referring to concentration camps when he used the term holocaust centers. moments after the briefing, spicer issuing three amended clarifications. writing in part, in no way was i trying to lessen the horrendous nature of the holocaust. later with nbc news --

shakeup at the highest levels of this administration. the president told "the new york post," i like steve. but you have to remember, he was not involved in my campaign until very late. i had already beaten all of the senators and all the governors and i didn't know steve. i'm my own strategist. the president adding, steve is a good guy. but i told them to straighten it out or i will. matt and savannah, back to you. >> peter alexander, thank you. >> a lot of lines to read between in that statement. in damage-control mode, united airlines. its ceo issuing a new apology for that incident where a man was forcibly removed from a flight. and for the first time, we're hearing from that passenger. nbc's tom costello has been on this story all week long. tom, good morning to you. >> reporter: matt, good morning. public relations experts say this is a textbook case how not to handle a company crisis. the airline is doing an about-face. no longer blaming the customer who remains hospitalized.

today, we're hearing for the first time from a man roughed up in this video. >> my god. what are you doing? >> reporter: dr. david dowd, dragged from a united fight sunday by airport security, bloody and reportedly unconscious. >> look at what you did to him. >> reporter: all for refusing to give up his seat so united crew members could board. saying he had to go home to see patients. >> i have to go home. i have to go home. >> reporter: attorneys for dr. dowd are telling nbc news his famtly wants to know they are appreciative of the outpouring of prayers and supports. when asked what his injuries are, the 69-year-old tells a nbc affiliate, quote, everything. they are not questioning the doctor's checkered history in kentucky. in 2004, he was placed on

270 million views on social media with talks of a boycott. >> when you have over a billion chinese that could be future passengers for that airline, that's significant. >> reporter: this morning, multiple investigations, from the airline, from the city, from the department of transportation, and now 21 democratic senators also calling for an investigation. matt and savannah, back to you. >> tom, thank you. so, the question is can something like that happen to you? coming up, we're going to take a closer look at your rights as an airline passenger. >> a lot of people asking those questions this morning. meanwhile, britain's "daily mail" newspaper has agreed to pay melania trump an undisclosed amount of money for rumors about her time as a model. trump filed a $150 million lawsuit, claiming the 2016 article cost her millions of dollars in potential business. it included statements that trump, quote, provided services beyond simply modeling.

today, "the daily mail" apologized for that article and said it would issue a retraction. want to show you a bizarre end to a police chase in central florida. the pursuit began when sheriff's deputies tried to pull over a suspect on a stolen atv. he rolled the vehicle, took off on foot and jumped into that lake. helicopters kept tabs of his whereabouts. when he reached the other side of the lake, deputies were waiting for him. he's charged with burglary, grand theft auto and felony criminal mischief. >> that didn't end well for him. al is here with a check of the weather. >> we have a lot of water to talk about. stormy weather. this is san marcos, texas, in central texas. the streets were overwhelmed. look at that basketball court. talk about dunking. you would get wet. we're talking about heavy rain. and there's more on tap for today. in fact, our top weather story shows we have 39,000 square

♪ 7:30, now. it's wednesday morning. the 12th of april 2017. here we go with another big, boisterous, beautiful crowd gathered on our plaza. and a nice day out there for them, too. >> a beautiful day. we'll get out there in a little while. inside studio 1a, let's get to the headlines. the highly anticipated meeting between secretary of state rex tillerson and moscow got under way this morning. secretary tillerson noting that sharp differences exist between the two nations. and they warn against further air strikes in syria. a declassified intelligence report accusing russia of

helping the syrian regime of covering up the chemical weapons atta attack. they have yet to conclude that the russian authorities knew about the chemical bombing inned a strans. president trump will sit down with the secretary general of nato. the president has been critical of the alliance in the past, saying it costs the u.s. too much money. let's begin with a heated court battle in maine. an unusual one, making headlines across the country. it centers on a dog that was condemned to death. nbc's stephanie gosk is here with the latest on this. steph, good morning. >> reporter: it's a strange one. dakota is running out of time. multiple court cases. hearings, motions, a pord from the governor of maine, himself. and now, an appeal to the supreme court of the state. her supporters are doing everything they can to keep her alive. this is the husky dakota. nearly the entire judicial system of the state of maine has been fired up to argue her case.

she is, in effect, on death row. and on tuesday, a district court judge rejected the latest attempt to save her life. >> i really want her to stay alive, obviously. >> reporter: it's hard not to feel bad for dakota. just look at that face. but the story is not that simple. it begins last may. dakota jumped into a neighbor's yard, attacking little zoe, whose owners looked on in horror. >> the most horrific thing to be holding a dog you love so deeply and to hear it whimpering and crying and dying in your arms. >> reporter: zoe didn't survive. d.a. meghan maloney filed a civil case against dakota's owner, matthew perry. the judge ruled dakota was dangerous. perry was required by maine law to keep the husky in a secure place. designed to prevent the animal from escaping the enclosure. but in february, it happened again. dakota jumped into the same neighbor's yard. the d.a. says she attacked the

couple's new dog, bruce wayne, the pug the couple got to replace zoe. dakota's owner disputes that account. the pug had no injuries. but back in civil court on march 21st, the judge ordered dakota be euthanized. this is where the story takes an unexpected turn. the humane society contacted paul dupage leading for dakota's life. the governor granted the dog a full and free pardon. but there's a problem. >> the governor cannot issue a pardon in a civil case. cannot issue a pardon for an animal. and is supposed to follow a procedure. so, all three of those were violated in this case. but for me, the one that's the most important, is the governor should listen to the victim before making a decision. >> reporter: now, the case may wind up in the state supreme court. dakota's supporters hoping the

judges there might give the husky another chance. while a supreme court decides whether to take the case, dakota is being held at the humane society. they say she has been playful and cooperative, showing no signs of aggression. the humane society tells us this is a good reminder for all dog owners they need to protect their dogs from getting into trouble. >> and protect their neighbors from their dogs at times. >> keep us posted. thank you. now, to bill o'reilly. we've been covering the sexual harassment allegations that he has been facing. now, the fox news star says he's taking a vacation. sheinelle jones has more on that story. >> reporter: good morning of o'reilly told his viewers his decision to take a break was planned a while ago. with advertisers fleeing his show in droves, new questions are being raised whether he will return to the air. fox news star bill o'reilly, announced tuesday night, he is taking a break. during the "tip of the day" segment, the embattled host told viewers he is going on a

previously scheduled vacation. >> i grab some vacation because it's spring and easter time. last fall i booked a trip that should be terrific. i'll have a full report when i return. >> reporter: o'reilly is set to return on april 24th. but the announcement comes on the heals of a sexual harassment schedule. >> inside fox news, there's a feeling that bill o'reilly's future at the network is in jeopardy. and tonight's announcement that he's going on vacation has fueled speculation he may never return to the air at fox news. >> reporter: while o'reilly's viewers are standing by him, dozens of companies are not. more than 60 have pulled commercials from his show. rupert mu rupert murdoch and his sons are split on o'reilly's future. >> james murdoch is pushing for o'reilly to be taken off the air. but his father, rupert murdoch is resisting. and bill o'reilly, up to this

point, has been a profit center for the network. >> reporter: one of o'reilly's accusers, wednesday by walsh, said her claim will be investigated by the network. >> i was encouraged they're going to actually take this first step and do some kind of investigation. >> reporter: a guest who frequently appeared on o'reilly's show, walsh says the 67-year-old promised the make her a paid contributor at the network in 2013. but after rebuffing his advances, walsh says o'reilly failed to follow through. >> i'm not here for the money. my silence is not for sale. i'm here for the future of my daughters and all of the daughters in america who are entering the workforce in droves. i want them to have a safe, nontoxic work environment. >> reporter: a number of hosts are expected to fill in for o'reilly for two weeks. >> his strategy is to keep his head down and say as little as possible, which is striking

of you might be asking. in the wake of that incident, where a man was dragged off that united airlines plane, what are your rights when you board a flight? >> nbc's kerry sanders has been looking into this. he's in atlanta this morning. hi, kerry. good morning. >> reporter: good morning, guys. with a ticket in hand, you might figure that's your right to get on the plane. certainly the passenger who was on the united flight, who was seated on the plane, figured this was enough. but what most people don't know, there is fine print associated with this ticket. there's more than 60 pages. it spells out the various ways and reasons an airline can kick you off the plane. we all know when you fly, there are rules. when you have to arrive at the airport, the size of your luggage, how much it weighs, what you can and docannot carry with you. but the horrifying scene of this man being dragged off a united flight is causing a national conversation about airline

8:09 with a new wrinkle in the gender pay gap debate. >> tech giant, google, under fire from federal authorities saying the company does not correctly compensate william. natalie morales is in california. >> reporter: google is one of the companies in silicon valley that prides itself on its pork pla workplace culture. this morning, google is pushing back against a bombshell allegation that it underpays women. in a lengthy online post, the tech giant says they conduct rigorous analysis of its pay practices, adding there's no gender pay gap at google. this coming after the labor department accused the company of, quote, systemic composition disparities of women, across the entire workforce. that explosive accusation, made after the department sued google, demanding the company

turn over compensation data it refused to provide in a routine audit. according to "the guardian," they found pay disparities in 2015 data and are seeking more information to evaluate the root of the problem. >> the department of labor wants google to release more information about how it pays its employees. and google is saying that that's a violation of privacy of their employees. that their request for information is too broad. we're going to see how the request for data plays out. >> reporter: google says it is taken aback by the labor department's claim. it came owithout supporting dat. but employees saw the controversy coming. >> i'm not surprised by the denial of google this week. and i'm not surprised they're not really approaching this in a collaborative bway to make sure they change for themselves and the rest of the industry. >> reporter: for years, the issues of equal pay and diversity has taken center stage at google.

with google's highest-ranking female executive pushing for diversity in this corporate video. >> we want to see people from underrepresented group because it makes us a better company. >> reporter: but the latest numbers released by the company, shows there is work to be done. with women making up just 31% of google's overall workforce. and only 24% are in leadership positions. the issues of diversity and equal pay extend far beyond google in male-dominated silicon valley. >> it's hard to find a company in silicon valley who hasn't faced a charge for paying men more than women. >> reporter: at the executive level, there's 22% pay disparity between men and women in tech. many women say there's room for improvement. last year, i spoke to tracy chow a board member for include, a nonprofit promoting diversity at technology companies.

and never come back -- >> reporter: what did that mean? >> kai was begging the lord to let her die. >> reporter: when you heard that, what went through your mind? >> i have to do something. i have to save my child. i knew at that moment i would rather have a transgender child than a dead child. >> these are our sleeping shoes. >> reporter: she sought out the held of psychiatrist. if you lived on a deserted island with kai, would you let her wear girl clothing? and what did you say? >> i said yes. >> reporter: how did that change your outlook? >> it changed my outlook because the next thing that she said to me was, if you would let kai dress like a girl on a deserted island, your issue isn't with gad because he sees you everywhere. your issue is how people are going to perceive you. >> reporter: so, she turned to the one constant in her life that always provided her greatest source of strength. talk to me about how you grappled with your faith.

how faith helped in some ways. >> i like to explain it, that religion is what kept me from letting her transition. and it was my faith that allowed me to let her transition. >> reporter: two years ago, with peace in her heart, she let kai begin the process of transitioning to a girl. >> kai blossomed. we're not getting medications. we haven't had surgeries. we use pronouns that make her feel safe, secure, validated. >> reporter: and like herself. >> and like herself. >> reporter: what's kai's faith like? >> her faith is the faith of a child. and it's beautiful to watch. but it's impertive to me to make sure kai knows who she is and that she's firm in her faith, so when the world does start to attack her and tell her that she's less than, that she's

prepared for that. >> reporter: she recently held a press conference, publicly apologizing to the lgbtq community for her past beliefs. >> i'm sorry for every time that i plucked a bible verse out of context and i hurt you with it. >> reporter: still a faithful bible reader, she sees her religion through different eyes. >> i hope people would hear our story and at least step back and be more empathetic and realize that being a transgender christian isn't an oxymoron. being a hateful christian is an oxymoron. >> jesus loves me. and y'all, everyone in the world. >> reporter: who are you now? >> i'm just a woman who loves the lord. and genuinely loves people. and that's enough. >> reporter: so, kimberly attends the church. and she has found some support there. she is fighting her school

talk to me about the ingredients. >> we have a pork loin. really important that the loin and the belly are attached. and we have ground pork. or you can use sausage. there's olive oil, ginger, cinnamon, herbs, sage, thyme and apple and some mustard seed. >> we're making a stuffed pork dish. >> apples and herbs and a little bit of ginger. that gets mixed. and salt, sugar and spices. >> i was reading this and thought, why do you need the sausage or the pork? why don't you just put this inside the rolled-up pork? >> you can. the reason we do this in the restaurant is because we buy whole animals. we grind up the pork and do it. should mix this up better. for time, we're okay. you kind of put that in there. and then, typically, you season this. and you roll this up. >> talk to me about the tying up

of this. how hard is it to do to get it right? >> it's very easy. you want to trim this off so the ends meet. when i tie this, it's a simple knot that we use. a double-hitch knot. here. up and under. up and under. >> like double up the first step of tying your shoe. >> a slipknot. again, i would put about eight ties or so. for now, i just put two. up and under, up and under, and slip it. what we do is get rid of that. goes in a pan. >> nothing else but salt in the pan? >> a little oil in the pan. salt and pepper. a little bit of oil on top. and you can sear this on top of the stove or it can go right in the oven. >> if you sear it first, that

takes a few minutes. >> you don't have to do it. it's a big enough roast. it can go right in the oven. >> it goes in the oven about how long? >> i like to start around 425 and bring it around 400 degrees and about 40 minutes. >> this is what it looks like when it comes out. >> this is what it looks like when it comes out. so, we just cut through the strings. and then, typically, after you cook it, it should rest for -- >> cut me a piece off there. it's an epic morning on the show. downstairs we've had grilled cheese. and now, we're doing this. how is this, guys? >> so good. >> so flavorful. >> for the garnish, come back this way. we have some turnips. and a little olive oil. you start your turnips, cut them in half and saute them and do them in batches. and the same thing with apples. you saute our apples. do that in batches, as well. >> if you're not a turnip fan,

what could you replace them with? >> you can replace this with anything. going into spring, i would use peas, maybe some mint. you can do that. a little butter. or use roasted leaks or onions or things like that. it doesn't matter. after this is seared off. this goes in the oven, as well. >> let me steal a piece of that, thank you. >> then, we have our finished -- >> how long would the apple cooks? >> you want to brown them. and then, they go in the oven, about six, seven minutes. >> where did you come up with the sauce? i didn't see that. >> this little pan gravy, all of the drippings, after we roast it. glaze a little stock and mustard to it. that's it. >> what about the vegetables and the apples? >> i didn't know i liked turnips until now. >> and the cabbage, too. >> you're a turnip fan from way back, al. >> i like turnips. i just fell off the truck.
