point that follows an interview putin gave in which he said the level of trust between the two countries has deteriorated since president trump took office. bill neely in moscow this morning. what more are you hearing about the tensions and what's behind it? >> reporter: good morning. it's been a head spinning 24 hours. any one watching the state. s of president trump, president putin and their diplomats, a case of diplomatic whiplash played out at the u.n., russia has used its veto yet again to veto a u.n. resolution condemning syria for using chemical weapons because russia says syria didn't use chemical weapons. the syrian regime didn't use those chemical weapons against that air base last week. and we've seen with rex tillerson meeting sergey lavrov here, public disagreement over the future of syria's president assad.

we've seen presidents trump and putin say that relations are at an all-time low to quote president trump, president putin saying they have deteriorated under president trump. and mr. trump saying it's possible for example that russia knew in advance about the chemical weapons attack. we're not getting along with russia, he said. all these statements in public mask the fact that possibly in private the two sides are trying to patch up relations, that's what we don't know. but clearly, the rhetoric in the last 24 hours has not been good. >> we'll have to see what transpires. bill neely in moscow, thank you. moving to north korea where new satellite images of the country suggests it could be preparing to launch a new nuclear test. experts say heavy activity near north korea's test site point to an upcoming underground detonation. some say it could be as soon as
