>> in the video stephens mentions a woman telling his victim he's the reason this is about to happen to you. >> cleveland police say this is a nationwide search that is come to pennsylvania and more specifically, fairmount park. let's take a look at how this search has progressed over the past 24 hours. police say stephens killed a man in cleveland as well as michigan are being on alert. several 911 calls came in around 12:30 this afternoon saying stephens could be in or near fairmount park. so the philadelphia police went to fairmount park. they didn't find anything. this is video of the police activity there and out of precautions 30 schools went into lockdown for about an hour. they did not find anything and there's no indication the killer was ever here. the police spoke to say the glad the police are keeping them safe. >> it's great to know that they responded immediately and showed direct response to this because

what could happen if he was here, that's horrible. >> students were released at their normal time. >> as the story unfolded locally it also played out across the sbinlt. stephens use of social media to broadcast his crime gave him a platform to be heard virtually around the world. nbc10's george spencer report now more and more criminals are using that social media mega phone. >> reporter: speaking directly to an audience of online viewers. >> i'm always the bad guy. >> reporter: steve stephens narrated his easter sunday murder in cleveland even attempting to explain to his viewers and his victim that his heinous crime was because of a woman. >> she's the reason why this happened to you. >> reporter: for experts now studying crime and social media, stephens clearly fits the new pattern of criminals using social media nearly unfettered expression to tell their stories

without a censor exactly as they want them told. >> this provides the platform for him to get his message across. he doesn't have to rely on an intermediary. >> reporter: the video traces the development of criminal mega phone from school yard bullies that first reported classmate harassment. to even international terrorist who broadcast what would otherwise never see the light of day. >> these criminals don't have to rely on an he had tar saying i'm going to roll with this, i'm going to go with this story because these people are their own ed tors. >> many sites including facebook rely on users to flag questionable content first. that means inappropriate content of all types can sometimes remain up long enough to be copied and shared many times over. the video believes the sites themselves bear ultimately responsibility. >> i do think the onus is on the social media platform.

it's steps from a busy shopping center. this restaurant has been vacant for more than a year and contractors made the discovery when they came to fix the broken windows. >> when they went in to see what kind of tools they need for the job they discovered a body in a room that was charred. >> reporter: this was the remains, not the room that was burned. but police don't believe that body was brought in from somewhere else. >> from what we're looking at in our experience, we think it happened here. >> reporter: crime scene investigators now trying to figure out what happened. checking electrical, bringing in fire oefrzer officials and treating the scene like a homicide until or unless it's ruled out. police tell us they have had reports of squatters, issues with them in this area but they hadn't gotten any reports of any trespassing specifically at this property. they also didn't get any reports of a fire. live in northeast philadelphia, i'm lauren mayk, nbc10 news.

>> the officer who survived an ambush outside the pennsylvania state police barracks in the poconos took the stand today in the trial of eric frein. he told the jury about the night of november 12th 2014. he was in the parking lot of the barracks when he heard several loud bangs then he heard trooper brian dixon scream. he banged on a window and yelled for help. then he realized he had been shot. dixon died, douglas got emotional as he told the jury about the pain he is still in. if frein is convicted he could face the death penalty. >> governor tom wolf says he met with lieutenant mike stack several times to discuss complaints about the way stack treated state employees. governor wolf said he told stack, quote, you need to stop. the state inspector general is now investigating reports that stack and his wife mistreated state employees tonight. there's little detail about what they did exactly but stack did acknowledge that he said things in anger or frustration that he is now regretting.

>> announcer: this is nbc10 news. all new at 6:00. a girls and boys club building battle. >> some people want a new building saying it's time for an upgrade. the concern though a new facility would be getting rid of the old historic building on penn street. a landmark some people want to preserve. brandon hudson joins us live. >> there is a community meeting tonight for people who want to voice their concerns? >> reporter: that's right. that meeting is at 7:00 tonight but here is the building that everyone is been talking about here in germantown. one of the concerns about the renovation projects is this boys and girls club is right next to a small one-way street, would tie up traffic for the people who live across the street bringing a hockey rink here. we met this woman who says some

of her neighbors aren't on board with the proposed girls and boys club renovation project. >> it would cause a lot of traffics and the neighbors here wouldn't have parking. we really want it to be made a historic landmark. >> nbc10 obtained a letter to councilwoman cindy bass urging her to save the building which homeowners say it's nominated for the register of historic places. the proposal would add a full jim, and a literacy center among other amenities. >> how do you respond to criticisms of you don't want the ice rink, you don't care about the kids? >> i mean i would have to know more about the benefits of opening up the hockey rink. i'm just afraid that it would replace the services that are being offered by the boys and girls club to kids that probably need it more. >> reporter: comcast is funding the renovation project.

it's expected to be named after comcast founder ralph roberts. tonight's meeting is at 7:00. we'll have updates for you on social media and tonight at 11:00. live in germantown, i'm brand hudson, nbc10 news. >> in harrisburg today governor tom wolf praised the efforts to bring medical marijuana to the state one year after the plans were first announced last april. wolf signed the bill allowing for the use of medical marijuana for certain types of illinoisness. since then the governor's office says more than 200 of the state's sickest children have gotten the drug. we spoke to a man trying to open a place in pottstown. >> just a lot of uncertainty. we had to lease property and gut our zoning approval. and do the application. >> the state has received hundreds of applications for grow facilities and dispensa dispensaries. only 12 facilities to grow the plants and two dozen

evening. 72 right now in philly. winds are out of the northwest to 10 miles per hour. so some sun and heat still on tap for us this week. plenty of rain too. these are some of the things you're going to need to know to plan. you'll need your sunglasses for tomorrow. sunshine returns. it'll be seasonal with temperatures in the low and mid-70s. however, you'll need your umbrellas for thursday and friday, it'll also be an ugly shoe and bad hair day, both of them will be. we can see some periods of heavy rain i think on thursday. the weekend is a mixed bag. much nicer on saturday, soggy on sunday. so plan accordingly. if you've been having those sniffles and sneezes out there, it's probably because of the pollen in the air and with all the dry air we've had, the warm temperatures, the grass is none, the weeds medium, the mold is on the low side so now you know what's making you itch and have

watery eyes. as we take a look at the radar, all the rain is now clearing even in delaware where we were watching a few showers earlier. we're going to continue to watch the clouds move out. everybody is going to be clear before sunset tonight. it's going to be very pleasant warm temperatures right on through midnight. we had some weak high pressures settling in. there is another storm system in the pipeline. that one is going to make it's way in our direction by the time we get into late wednesday. temperatures for tonight are going to be very mild, tomorrow they're going to be mild, in the mid-60s. 50s tomorrow night. we'll see clouds increase on wednesday. rain moves in thursday. on friday we're going to see rain showers clearing out friday night, saturday looks like a pretty day and sunday, not so much. here comes all the rain. that lingers all the way into monday. your forecast for tomorrow. plenty of sunshine. reading 67 out there in the
