francisco prado-contreras is charged with statutory sexual assault. police arrested him after a 15-year-old girl came forward saying he might be the father of her 7-month-old baby. sky force 10 flew over the playground with francisco prado-contreras coached the team. the girl said he was a family friend and she played on that soccer team. in 2015, she asked him for a job and he said instead he paid her to have sex with him. a city spokesperson tells me that francisco prado-contreras has been suspended from all parks and rec facilities. we're expecting to learn more about this case very shortly. police are holding a news conference this hour and we'll be there. we'll bring you more information as we get it. back to you. >> thank you. now to more breaking news in france. a police officer killed in paris. you're looking live at the police response to that shooting right now. and tonight, president trump is

this breaking news. jacqueline london, nbc 10 news. the penalty phase in the trial of convicted cop killer eric frein is now under way in pike county. frein was found guilty on all charges yesterday in the deadly ambush of two pennsylvania state troopers in 2014. now the jury will decide whether to put frein on death row or sentence him to life in prison. this afternoon the widow of corporal brian dixon spoke to the jury for more than an hour. this portion of the trial could last until next week. we'll go live to pike county where nbc 10's randy gyllenhaal is getting insight into the sentencing from inside the courtroom. randy will have that emotional testimony of the statement from corporal dixon's widow coming up at 5:30. in the meantime, new information on the deadly police shooting in wilmington yesterday. we brought this to you as breaking news. tonight we know the man who police killed was wanted in connection with another shooting.

nbc 10 is learning more about the suspect and what police say happened. what have you learned about this? >> reporter: the suspect's name is keith price. it all started when they tried to serve a warrant for his arrest. by the time it all ended in the parking lot of this church, innocent bystanders were involved in car crashes, a school was on lockdown and that 21 year old was dead. >> major crime squad detectives identified keith price as suspected shooter in the april 9th shooting. >> reporter: new castle county police say keith price fled in his green civic setting off a pursuit as officers tried to arrest him on attempted murder charges. >> keith price continued to ignore officers' commands and crashed his vehicle into a fully marked police vehicle before driving from the scene. >> reporter: initially an officer fired one shot but that didn't slow him down. they say price crashed into innocent bystanders before running away.

>> the police officers were screaming get on the ground. get on the ground. >> reporter: police shot and killed the 21-year-old in the parking lot of st. helena's catholic church. >> we have additional princess, coloring books. >> police returned to the church today. >> bring gifts to the kids so they feel comfortable with law enforcement and police and incident that happened yesterday. >> neighbors just wanted to know what happened. >> of course i would like to know that this is taken care of for a good reason and it was something that couldn't have been avoided. >> reporter: now teachers and administrators say the students at the school were safe and were not aware of what actually took place outside. the police officers involved, we learned, have been with the department for 3 years and 18 years respectively. currently on paid administrative

arrested a woman last night after a traffic stop. under investigation by the police department for her role in an attempted kidnapping. nbc 10 spoke to the victim yesterday. so-called straw hat bandit is in custody tonight. the fbi says richard boyle of doylestown robbed nearly a dozen banks between 2012 and 2016 stealing nearly $500,000. boyle wore everything from a straw hat to band an ybandannas face. the bill's author says arming teachers will improve safety of students, teachers and school staff. critics are vowing to prevent the passing.

governor tom wolf opposes the bill and says that he will veto it if it gets to his desk. in a statement, the governor said, school personnel shouldn't be told the only help they'll get from harrisburg to make schools safer is an option to carry a loaded gun around their students. to a setback for lower marian school district as it fights to keep a tax increase it imposed on residents. a judge ruled that the district had to cut the tax from 4.4% to 2.4%. the school district appealed. today that appeal was denied. the case started when a local lawyer filed suit that the district was asking for more money than it needed from taxpayers as it sat on a multimillion dollar surplus. the school district says the latest ruling doesn't prove wrongdoing and it will continue a challenge. the attorney is calling for a refund. happening now, parents, teachers and school leaders in philadelphia are talking about how they're going to spend money next year. the meeting being held at the

education center. the school reform commission already laid out nearly $3 billion budget. some of what that includes is new materials for k through 8 math and reading classes and more funding for advanced placement classes and nurses in every school. delaware just received $7.5 million grant for early childhood education. the money will fund learning opportunities for low-income families in kent and us sussex counties. new at 5:00, protecting immigrants inside new jersey's courtrooms. why a judge is fighting to make that the case. fight for his brain. why aaron hernandez's lawyer is threatening a lawsuit one day after the former football player was found dead in his jail cell. and joint session. why a free giveaway on capitol hill today ended with at least six people in handcuffs. finally, stalking a former first

we have new information about breaking news we're following in paris. we learned more about what happened during that shooting. investigators say a man drove up to a police car, got out of the

car, and shot into it killing the officer. two other officers then chased after the gunman. both officers were shot but the suspect was killed. this all happened along the champs-elysees. we've also just learned that the suspect was flagged as an extremist. we'll continue to follow this breaking news story and bring you new information as soon as we get it. the family of former nfl player aaron hernandez wants to donate his brain to science. he died in jail yesterday from an apparent suicide. he had been served a life sentence for murder. an attorney for hernandez says the family has authorized boston university to conduct cte research on the brain, but he says the med. >> caller: examiner is refusing to release it. >> we're here today to prevent something tragic from happening to his remains and to something that could prevent us from all having the truthful answers to what happened here.

>> a top massachusetts official says the medical examiner will release hernandez's brain as soon as the investigation into his death is completed. authorities have arrested a man accused of stalking former first daughter malia obama. investigators say the man showed up at her workplace in manhattan three days last week with a signed proposing marriage. he said he wanted to marry malia to get to the former president and ask for help for his country. secret service agents eventually picked up the man and referred him to a mental health facility. former president george h.w. bush remains in the hospital recovering from what his spokesperson calls a mild case of pneumonia. we're told the 92 year old is gaining strength after a good night's rest and spirits high. there's no plan for mr. bush to go home tonight. new jersey supreme court justice wants courtrooms to be a safe place for immigrants. the chief justice wrote a letter to the secretary of homeland

security asking the agency not to arrest immigrants who show up to state court. two people were recently arrested by immigration agents. he fears the action will keep immigrants from showing up to court to testify in trials. as a result, criminals could go free. this afternoon, a facebook discussion about the potential funding cuts for planned parenthood in pennsylvania. the meeting was held in bucks county and streamed on facebook. pennsylvania governor wolf was there with planned parenthood president along with women who use services at planned parenthood. they talked about what funding cuts would mean to women in bucks county like having limited access to essential health services. the fight against drugs in pennsylvania is getting a financial boost from the federal government. $485 million is being distributed by the department of health and human services to fight opioid addiction. pennsylvania is getting 26 million. new jersey and delaware are also

getting money from the government. new jersey getting nearly $13 million and delaware is getting $2 million. several marijuana advocates were arrested after holding what they called a joint session on capitol hill. a pro-cannabis group was celebrating 4/20 by passing out joints to congressional staffers. the group thought they were doing it legally by holding it on d.c. property but capitol police said they were on federal property. only medical marijuana is legal here but there's a bill in the state, the first state, right now to legalize recreational marijuana. in pennsylvania, the state's auditor general is pushing to leg legalize recreational pot. police arrested four suspects after getting reports

of a home on glen avenue stealing electricity through a rigged meter. police found 20 pounds of pot in the basement along with thousands of dollars and a gun. philadelphia is a city steeped in history and today the city announced a new historic preservation task force. the mayor made that announcement at city hall this morning. he said the task force will be looking for other cities to see how they preserve their history, and he wants you to help with ideas too. >> task force meetings will be open to the public. i hope all will participate. >> the mayor said the historic preservation ordinance the city has in place is more than 30 years old and the city is a much different place now. the task force will begin working in june. ♪ >> you recognize that one.

2 1/2 years. what have you found out? >> reporter: well, powerful testimony today from tiffany dixon. she's the wife of slain corporal brian dixon. she showed the jury photos from happier times. they a their wedding. honeymoon. birth of two young sons but recounting that horrible night in september of 2014 when eric frein ambushed a police barracks here and shot her husband with a sniper rifle. she spoke to the jury for more than an hour recounting their long-distance relationship when dixon was at the philadelphia barracks working his way up the ranks. >> great passion for traffic performance particularly in the dui area. >> reporter: in 2014, dixon transferred to pike county to be closer to his wife and children and then came the night of

september 12th and the ambush by eric frein. tiffany kissed her husband good-bye and hours later got a knock on the door forced to hell her sons that daddy has been shot and killed. some jurors crying during testimony learned of the family's struggle since the ambu ambush. the prosecution wants more than that guilty verdict. they are seeking the death penalty. >> justice has been done to this date and we will be looking for full justice next week. >> reporter: friein's defense team points to his struggles who had issues with his own father. we expect them to call eric's family to the stand including his father, mother and two

sisters. live in pi philadelphia city council wants to give more money for the families after a police officer or firefighter is killed on duty. it would increase the hero award to $35,000. the award was last raised in 2002 by then mayor jim kenny. in south jersey dozens of new police officers are patrolling the streets of camden. >> under the authority of the people. >> 48 recruits graduated from the police academy today. new assignment, camden don't poli -- camden county police department. they can't wait to make a difference in the community. >> we've been waiting for this day for a while. we're excited to get on the street and make a difference in the community and help people. >> i thought it was the coolest job ever. i'm actually glad that i was able to make my dreams come true. >> some of the rookies went

to school along with their kindergartners and first graders. along with doughnuts, dads were given special gifts handmade by their little student. this is the third year the school has held this program as a way to say thank you to dads. several towns are vying for a top prize in a national contest. they are in the running for $25,000. the money would help revitalize downtown business districts. america's main streets contest supports small businesses. voting ends on sunday. >> to a settlement that's been reached in the 2013 natural gas explosion at rosemont college. a settlement approved today includes new gas safety enhancements and a $15,000 civil penalty. two workers were injured when a subcontractor hit a gas main which caused a fire. families with children in critical care at st.

christopher's hospital have a new place to go when they need time to themselves. the philadelphia ronald mcdonald house opened a family room at the kensington hospital. it includes a dining, lounging and reading area for parents to spend countless hours in hospital rooms. construction is officially under way for the brand new centennial commons. mayor kenny and others helped with the ground breaking today. the project will include play spaces for kids, picnic areas and a rain garden. a million dollar family friendly amusement in atlantic city is getting torn down before anyone can ever use it. we're going to explain. a new attraction in new jersey wants to prey on your fear of heights and spiders. plus, promprosals band. why officials say studen s tell they're no longer allowed during school hours.

today philadelphia city council approved public hearings to talk about the way juveniles are treated in prisons, jails and detention centers. some council members want to get rid of solitaire confinement. 30 to 50 juveniles charged as adults are held in philadelphia's adult prison system. many of them spend 23 hours a day alone in a cell.

no date has been set for public hearings. electric car owners in philadelphia are still in limbo after mayor kenny says he refuses to sign a moratorium. it was passed by city council earlier this month and says you can't apply for a permit to designate your own parking spot. mayor kenney is calling on the city council to come up with a long-term plan. the moratorium in place without the mayor's signature. look at these food trucks for what's called the food truck roundup. today the owners of these food trucks donated 33% of what they made to action wellness. the philadelphia organization benefits people living with hiv/aids. 200 restaurants around the city will do the same thing during dining out for life. the cost of being a cigarette smoker in new york city could be a lot more expensive. the city's mayor wants to raise the price of a pack of smokes from $10.50 to $13.

that would make new york cigarettes the most expensive in the country and he wants to reduce the number of licenses issued to retailers that sell tobacco products. the fda is redefining the term healthy and asking the public to weigh in. with nutritional guidelines changing over the years, food and drug administration wants to update the definition of healthy particularly when it comes to labels. it wants to make sure the word reflects the public's input. consumers have until april 26th to weigh in on that issue. back here at home, the nfl draft is exactly one week away now and the birds better be ready. >> eagles decision makers. they speak today on the nfl draft coming to philly next week and why they learned from draft mistakes of the past. that's next. today's high temperature in philadelphia topped out at 77 degrees. but the next weather story is tracking those showers and isolated thunderstorms headed into our viewing area. i have your most accurate

15-year-old girl and he is the father. they got an unanimous complaint that began this whole investigation. let's go to the mug shot of the suspect right now. the suspect's name is francisco prado-contreras. he lives in the 700 block of south street. he's in jail under a $750,000 bond. police say that he is accused or he is facing charges of statutory sexual assault, corruption of a minor among other sex crime charges. investigators spoke to his family. they found out that the two people that were involved, the suspect and the victim, had a relationship late in 2015. we can show you the video of the soccer field where this 15-year-old girl played when she was being coached by the father of her child. police say that this all began about a year ago when they firs met each other and it kind of has led to whe
