the city of philadelphia has strict policies and regulations and requirements as far as for anybody volunteering with youth facilities and youth programs. we now know francisco contreras appears to not have been following them. within the last few hours customs officials confirmed he was in this country illegally. police say 39-year-old soccer coach francisco producto contreras lured one of his 14-year-old players no a sexual relationship and paid her to continue. she now has a 9-month-old and say he is the father. >> violate their trust. pretty bad. >> reporter: announcing friday his rearrest and we still don't know about his background check coaching. this is the second time customs officials say he's been in the u.s. illegally. philadelphia police would not say anything about his criminal history, and say they haven't

looked into his immigration status. >> we don't ask, and even if i do, i couldn't -- >> we definitely need background check. >> reporter: police say he met his victim and want to know who is coaching their kids. >> as a parent i want to know what character is with my kids. checked thoroughly. >> reporter: no one from the kenny administration would appear on camera but a spokesperson says the city does background checks on volunteers. the parks and rec website has a link to an electronic background check and costs the applicant $8.50. police are still investigating if contreras only had one victim. >> potential. he's had access to are children. >> reporter: right now philadelphia police have contreras in custody, held on $750,000 bond. we did ask how many background checks the city of philadelphia has on file right now and are

soon. the real i.d. law sets a standard requiring states to change driver's licenses in an effort to reduce counter fitting. currently pennsylvania licenses do not immediate that standard. that means residents need an alternative secure form of i.d. to get into federal buildings and if the state doesn't comply by 2018, residents will need that more secure i.d. to board a plane as well. these cuts hurt. that was the message today from a group of local residents to lawmakers including u.s. senator bob casey of pennsylvania. it took part in a panel discussion in university city about the cuts to federal programs proposed in the white house's budget. some got emotional talking about issues ranging from health c.a.r.e., affordable housing and even home heating. the tennessee man accused of abducting his teenage student is in federal custody as his 15-year-old victim makes her way home. 50-year-old tad cummins facing a

right now 4:00 from rhetoric to reality. >> trump administration taking aim at philadelphia today with a new threat over the city's sanctuary status. the justice department sent a letter to philadelphia and several other sanctuary cities today. the letters demand proof those cities are in compliance with federal law or risk losing millions of dollars in federal funding. nbc 10 found out more about just what's at stake for the city. >> joining us live outside city hall. andrea? >> reporter: yes, the city has known this was a possibility for months now. though today it became official. we're still waiting on a

response from mayor kenney. just a few months ago he told me the city would be willing to take this issue to court if necessary. philadelphia is among nine sanctuary cities put on notice by the federal government. in a letter, the justice department is requiring mayor kenney to show proof the city is complying with immigration laws or else it could lose federal grant money for local law enforcement. it's being done in an effort to address illegal immigration and crime. in philadelphia, police officers do not enforce immigration laws, and require a warrant before turning over individuals or information to federal agents. >> we've been a sanctuary three years. crime rates continued to go down. >> reporter: that's what the mayor said in january. crime overall has dedegreesed over the last three years but so far this year, murders are up 25%. but there's no way to atlabt to undocumented residents. kenney has said he fears removing the city's sanctuary

>> announcer: nbc 10 news starts now. all new on nbc 10 news at 5:00 concerning the water. skaters showing up even though signs said the place is unsafe. bucks county about a mile from a former military base blamed for tainted water wells throughout the area. nbc 10 is at the rink. >> reporter: what have you learned about this? >> reporter: here at the township we're told officials posted signs at the rink earlier in the rink warning the rink they felt the water was unsafe. however, when you go there, the rink was open for business. >> we're not getting a drink here. >> reporter: at first this local mom told us it was great. her kids the only ones on the ice and then herd revolution ice was operating despite the township warning against it. >> the township took it upon itself to post a cease and

desist order. >> reporter: once it learned it was using well water. water the township felt had been contaminated. this area has been having water issues since wells were cited with years of abuse. warned to use public sewer and water lines. they had gone against the advice and hooked itself back up to the well water. the reason it shut the rink down. both side met today. >> everybody walked out relatively happy. >> reporter: what about serving drinks using ice? washing utensils and hands. >> that presupposes that the water is contaminated and unhealthy for use. >> reporter: the owner did independent water testing and posted the results. the meeting lasted nearly two hours and both are working 0 an deal to keep that ice rink operational. for nbc 10 news.
