the city of philadelphia has strict policies and regulations and requirements as far as for anybody volunteering with youth facilities and youth programs. we now know francisco contreras appears to not have been following them. within the last few hours customs officials confirmed he was in this country illegally. police say 39-year-old soccer coach francisco producto contreras lured one of his 14-year-old players no a sexual relationship and paid her to continue. she now has a 9-month-old and say he is the father. >> violate their trust. pretty bad. >> reporter: announcing friday his rearrest and we still don't know about his background check coaching. this is the second time customs officials say he's been in the u.s. illegally. philadelphia police would not say anything about his criminal history, and say they haven't

looked into his immigration status. >> we don't ask, and even if i do, i couldn't -- >> we definitely need background check. >> reporter: police say he met his victim and want to know who is coaching their kids. >> as a parent i want to know what character is with my kids. checked thoroughly. >> reporter: no one from the kenny administration would appear on camera but a spokesperson says the city does background checks on volunteers. the parks and rec website has a link to an electronic background check and costs the applicant $8.50. police are still investigating if contreras only had one victim. >> potential. he's had access to are children. >> reporter: right now philadelphia police have contreras in custody, held on $750,000 bond. we did ask how many background checks the city of philadelphia has on file right now and are

latest on the attack. >> run police officer shot dead two other officers and a tourist also caught in the cross fire. today the boulevard where the shooting happened reopened. you myself recognize the famous arc there on the street. police are looking for a man named karim cherfi, most of the neighbors are cooperating with police and some are mad because cherfi has been in and out of prison for trying to kill another officer years ago. an american tourist saw the whole thing happen. >> over here -- about ten feet from the shooter. we saw the shooter, in black, and a black rifle. it looked like an ar-15, sounded like an ar-15. he rang out about ten shots towards the police on the road and then at that time my wife yelled, run.

>> you could still see the bullet holes in glass doors where the shooting happened. today a lot of people left flowers in honor of the four shot during the attack. isis has claimed responsibility for the shooting, which happened just days before french's presidential election. live in the breaking news center, keith jones, nbc 10 news. today the mother of a pennsylvania state trooper who died in an ambush gave emotional testimony in front of the man convicted of killing her son. nbc 10's randy gyllenhaal was in the pike county courtroom for day two of eric frein's sentencing. >> reporter: pennsylvania has a moratorium on capital punishment but the jury still to do decide life in prison or the death penalty. today the mother of that slain trooper took the stand. >> while eric frein was still on the run after killing corporal bryon dickson, dixon's family was left shattered. the jury heard emotional testimony. >> i want them to know about

bryan dixon both as a father, a son, a husband. >> reporter: dixon's mother darla recalled getting the knock on the door. a priest and two troopers. she spoke of forgiveness telling the jury i do not hate eric frein but that does not mean we don't hold him accountable. the prosecution hoping to put frein on death row. >> she mentioned, she forgives him doesn't hate him but wants accountability r accountability. >> reporter: later today frein defense trying to sway the jury to save a human life and argue frein has ban good prisoner and point to his child had the unable to live up to his father's expectations, and his attorney says it's possible that frein could take the stand himself next week with possible execution looming. >> he could, if he wanted to, but it's his decision to make. >> reporter: during the criminal portion of his trial, frein decided not to testify.

if he does, the first we've heard from him, though his attorneys say he hasn't made up his mind at the courthouse, nbc 10 news. >> in court every daying in eric frein learns his fate. philadelphia police questioning two people in connection with a late-nicht shoot-out that critically injured a man and just miss add guy sleeping in a nearby home. the bullet hit his bed post instead. bullet casings lined the street. police heard gunfire around 11:00. saw two cars pulling away from the scene. officers followed the car, saw someone throw two weapons out the window. new details about a crash that caused traffic trouble on i-95 in bucks county this morning. we've learned a 22-year-old woman was killed in the crash that shut down a stretch right during the morning rush. three other people were hurt.

u.s. officials tell nbc news the united states continues to take active measures to prepare for the possibility of a nuclear test by north korea. >> a snipper plane, detecting evidence of a nuclear explosion along with drones and u-2 spy planes deployed in that region. the air force says it's deployment is a routine mission and was planned well in advance. meanwhile, tuesday marks the 85th anniversary of the people's army in north korea, and there is concern that with the regime, they could use that as time to conduct another test. president trump is eyeing changes to tax and wall street rules hoping to improve economic growth. the president signed an executive order directing the treasury department to dismantle some of the tax regulations established by president obama and also wants a review of some of the reforms put into place in the wake of the great recession like the dodd/frank law. former fox news contributor

and vice presidential nominee sarah palin weighing in on the firing of longtime fox news host bill o'reilly. o'reilly was let go wednesday after a string of sexual harassment allegations. palin worked as a contributor at the network a time and told cnn today the corporate culture there obviously has to change. but when she was asked if she witnessed sexual harassment she didn't quite answer the question. >> that part of the reason you left? >> you could ask them why i'm no longer with fox. you know, i'm not going to speak for them. my contract wasn't renewed. that's -- that's -- that's the line. >> i don't want to be a jerk. sounds like you experienced something. >> i just -- you know it was just time to part ways. >> o'reilly denied any wrongdoing. and a university investigating the discovery of racist fly pers taped to doors. they included anti-immigrant, racist and anti-semitic

comments. and they've been taken down. the flyers listed a web address and phone number for a white nationalist organization. a lawyer for the mother of the man aaron hernandez murdered is asking the new england patriots to voluntarily give her whatever money the firmer nfl star might still be owed saying hernandez hanged himself in a massachusetts prison wednesday where he was serving a life sentence for murdering odin lloyd. one of hernandez' lawyers says he'll ask a court to have that murder conviction erased but lloyd's mother says even if that happens she feels justice was served. >> no matter what the jurors found him guilty. in my book he's still guilty in nigh book and in my family's book. >> lloyd's mother file add wrongful death suit in the case. some of the nation's biggest airlines are urging lawmakers in pennsylvania to comply with the federal real i.d. law. nearly a dozen airlines sent this letter to legislators asking them to pass the bill

soon. the real i.d. law sets a standard requiring states to change driver's licenses in an effort to reduce counter fitting. currently pennsylvania licenses do not immediate that standard. that means residents need an alternative secure form of i.d. to get into federal buildings and if the state doesn't comply by 2018, residents will need that more secure i.d. to board a plane as well. these cuts hurt. that was the message today from a group of local residents to lawmakers including u.s. senator bob casey of pennsylvania. it took part in a panel discussion in university city about the cuts to federal programs proposed in the white house's budget. some got emotional talking about issues ranging from health c.a.r.e., affordable housing and even home heating. the tennessee man accused of abducting his teenage student is in federal custody as his 15-year-old victim makes her way home. 50-year-old tad cummins facing a

federal charge of taking a minor across state lines to have sex and faces aggravated kidnapping charges in tennessee. they were found in a remote area of northern california, 39 days after disappearing. court records so cummins took guns, money and his wife's car before kidnapping the teen. >> a spontaneous statement at the time we took him down, that, i'm glad this is over. >> reporter: the girl showed no signs of elation when she and cummins were found saying the two were staying in a cabin doing work for a land care takener exchange for food and fuel. testimony could wrap up soon in the trial of a philadelphia teenager charged with robbing and killing a man out walking his dog. prosecutors say 17-year-old brandon smith was one of three teenagers who murdered james stolman. he was shot and killed in overbrook just over two years ago pap 15-year-old already pleaded guilty to third-degree murder. a 14-year-old was also arrested. his case was handled in juvenile court. another penn state

scattered showers moving through, but notice very isolated at best. we are picking up on mid and upper level clouds, and the reason why is because we do have a bit of a marine influence. now right now we have an area of low pressure hovering right over pennsylvania. there's your warm front but a cold front sweeping in right behind that, meaning temperatures for this weekend will be unseasonably chilly. unfortunately, current width right now even though they are light are coming in from the east. of course you we have that cooler air sliding into place. also preventing those clouds from mixing out and moving out to sea. and those scattered showers also kind of sticking around. lee high valley current temperatures right now mainly in the upper 50s. low 60s. and currently 60 degrees, and mid-50s. nazareth and white hall, two degrees cooler and jersey shore, conditions along the shore looking just as chilly today. ocean city 58 degrees. mays landing 65.

wood vine currently 56 and cape may courthouse, current temperature 57 degrees, and in delaware, also feeling that marine influence. so notice the chillier temperatures. harmon hills 62. and the point seeing upper 50s. with that easterly influence, georgetown currently at 70 and milton, your current temperature, 67 degrees. hour-by-hour forecast is doing a great job picking up on the back end of those showers. and those clouds. however, they're not going to completely clear until later tonight, and then we have another low dipping on through. notice by tomorrow we do have showers in the forecast. so i did have to add that. initially partly to mostly cloudy skies and adding those showers for tomorrow, but the good news is i'm taking them out for sunday. sunday is going to be my pick of the weekend, because notice by saturday, 11:00 p.m., everything has pretty much pushed offshore. you're out the door forecast for tonight, climbing just a little more into the low 60s, and then

chichester school district says a breakdown in communication is the reez an 5-year-old girl was dropped off at the wrong bus stop. a story you saw first on nbc 10. the girt accidentally got off the bus a half mile from her designated stop. it showed her running beside a busy road. eventually she ras wee united with her family. the school said the driver should not have less her off the bus would you a family member waiting. the driver involved in the incident was relatively new to

right now 4:00 from rhetoric to reality. >> trump administration taking aim at philadelphia today with a new threat over the city's sanctuary status. the justice department sent a letter to philadelphia and several other sanctuary cities today. the letters demand proof those cities are in compliance with federal law or risk losing millions of dollars in federal funding. nbc 10 found out more about just what's at stake for the city. >> joining us live outside city hall. andrea? >> reporter: yes, the city has known this was a possibility for months now. though today it became official. we're still waiting on a

response from mayor kenney. just a few months ago he told me the city would be willing to take this issue to court if necessary. philadelphia is among nine sanctuary cities put on notice by the federal government. in a letter, the justice department is requiring mayor kenney to show proof the city is complying with immigration laws or else it could lose federal grant money for local law enforcement. it's being done in an effort to address illegal immigration and crime. in philadelphia, police officers do not enforce immigration laws, and require a warrant before turning over individuals or information to federal agents. >> we've been a sanctuary three years. crime rates continued to go down. >> reporter: that's what the mayor said in january. crime overall has dedegreesed over the last three years but so far this year, murders are up 25%. but there's no way to atlabt to undocumented residents. kenney has said he fears removing the city's sanctuary

and a new parking garage, the train station is formally open. the new nast nearly 700 parking spots and maybe the best of all parking at the new garage is free through june 18th. in new castle county, wilmington needs more young people to apply for its summer job program. only 250 have applied for about 450 available positions. the program is for people between 14 and 20 years old. apply online or pick up an application through the 29th and we do have a link on our nbc 10 a.m. six philadelphia fire dispatchers are joining the ranks after graduating today. the dispatchers were honored at engine 38. 2016 dispatchers processed calls. public safety communicator. and coming together today to make change happen's the comcast nbc university employees teamed

>> announcer: nbc 10 news starts now. all new on nbc 10 news at 5:00 concerning the water. skaters showing up even though signs said the place is unsafe. bucks county about a mile from a former military base blamed for tainted water wells throughout the area. nbc 10 is at the rink. >> reporter: what have you learned about this? >> reporter: here at the township we're told officials posted signs at the rink earlier in the rink warning the rink they felt the water was unsafe. however, when you go there, the rink was open for business. >> we're not getting a drink here. >> reporter: at first this local mom told us it was great. her kids the only ones on the ice and then herd revolution ice was operating despite the township warning against it. >> the township took it upon itself to post a cease and

desist order. >> reporter: once it learned it was using well water. water the township felt had been contaminated. this area has been having water issues since wells were cited with years of abuse. warned to use public sewer and water lines. they had gone against the advice and hooked itself back up to the well water. the reason it shut the rink down. both side met today. >> everybody walked out relatively happy. >> reporter: what about serving drinks using ice? washing utensils and hands. >> that presupposes that the water is contaminated and unhealthy for use. >> reporter: the owner did independent water testing and posted the results. the meeting lasted nearly two hours and both are working 0 an deal to keep that ice rink operational. for nbc 10 news.
