the letter specifically targets nine sanctuary cities requiring the local government prove they're sharing information with immigration enforcement agencies or else the city could lose millions in federal grant money for local law enforcement. state representative martina white introduced a policy in that stripping funding from sanctuary cities. >> do we need this money? it's up to these mayors to reverse their sanctuary city policies and comply with the federal law and all that the letter is asking. >> reporter: in a statement the city says it does comply with federal laws and believes there's nothing in its policy to put its funding in jeopardy. still, philadelphia will remain a sanctuary city and police will not ask the immigration status of those they come in contact with. >> for a local official to you know, be able to pick and choose which federal laws they'd like to comply with and which they don't really is not a good thing. >> reporter: mayor kenney's administration again says it remains in compliance and changing the protocol will put

everyone in nor danger. >> driven underground and victims of a crime or witnesses to a crime and don't trust the police and won't come forward and give information our city will's a lot less safer than it is today. >> reporter: the city says it's not withholding information from the federal government. it may not collect the information that the government wants to know. as for the federal government, it maintains this letter is a way to crack down on illegal immigration, and crime. the city has until june 30th to respond reporting live outside of city hall, andrea white thomas, nbc 10 news. a philadelphia soccer coach arrested for getting a teenaged player pregnant is an undocumented immigrant in the country illegally. that new information tonight from federal immigration officials, and nbc 10 investigators mitch blocker looking into how philadelphia checks the backgrounds of volunteer whose work at parks and rec centers, live at south philly at the rec center where the suspect coached. what have you learned today?

>> reporter: jim, this where the suspect, francisco contreras met his victim, as young as 14 when they game a sexual relationship. in the past few hours we've confirmed with customs officials he was in the country illegally and led to questions how he passed the background check in order to work with kids. this 39-year-old soccer coach is in jail tonight held on $750,000 bail. police say he lured one of his 14-year-old players into a sexual relationship, and then fathered a child with her. police don't know if she's the only victim. >> there is potential. he did have access to other children. >> reporter: according to the kenney administration the city does background checks on volunteer coaches. a city spokesperson said as of april 11th, 485 volunteers cleared to work at city park and rec facilities. friday afternoon immigration and

customs officials said this is the second time contreras has been in the country illegally. philadelphia police wouldn't say anything about his criminal history and they haven't looked into his immigration status. >> we don't ask. >> that's the obligation to protect the kids. >> reporter: parents who work and live near the park where he coached want to know exactly how the city's background checks work. >> very important to me, and should be for every parent. >> reporter: now, the mayor's office says the city relies on outside organizations to clear their staffs before they start working at city park and rec facilities. they did not say how or if they checked to make sure that the results are accurate. for the investigators, mitch blocker, nbc 10 news. new at 6:00, pennsylvania second in command is now stripped of his own security detail amid accusations that he mistreated troopers. governor tom wolf hand delivered a letter today to his lieutenant governor mike staff to inform

trial is another day closer to deciding whether frein should be sentenced to death or life in prison. corporal bryan dixon's mother took the stand. prosecution is hoping to put frein on death row. his defense team argues life in prison can be harsh enough. corporal dixon's mother told the jury she forgives eric frein for killing her son. i do not hate eric frein, but that does not mean we don't hold him accountable. and the terrorist may not have acted alone. the search continues for possible accomplices. the suspected shooter spent time in prison after trying to kill another police officer years ago but has no history with radicalization and no real connection with isis despite isis claiming responsibility. american tourists who witnessed the shooting described the look in the gunman's eyes. >> kind of a steel look. we fully expected that there would be hundreds of dead bodies out here.

news. if a terror attack hit new jersey would emergency crews be ready? today in burlton county the national guard, fema crews and canines put themselves to the test in "operation fallout." >> search and rescue drill all played out on joint base maguire dix likers. >> if a boem exploded in the lincoln tunnel. in the front, that's -- that's the tunnel. trained next to it to simulate the same thing. in and out. and other ones you might have seen. the car underneath the train. champion is a scenario of that car, that's where it ended up. >> reporter: the director says even canines helped in the operation. >> the dogs are probably the best first line of defense in finding victims. they can cover an area in five minutes that would take guys in a search maybe half hour to an hour. >> reporter: the drill didn't come without a few obstacles.

seeing 60s right now. pretty much the trend at least through sunday, monday and tuesday. but a warm-up by wednesday. and current temperature, 61, andorra. society hill seeing low 60s. chestnut hill 62 degrees and fox chase, current temperature, 61 degrees. it will improve, i promise, by next week. neighborhoods right now for delaware seeing mid to upper 60s. newark currently 66 degrees, but look at the winds now coming out of the east. glasgow currently 65. harmony hill, 67, and bridgeville at 70. lewis, cooler now at 57 degrees. rehoboth beach 63 and long neck 56 degrees. doppler radar, tracking a couple showers possibly one or two isolated thunderstorms moving through and, in fact, an interesting image. look just to the southwest. a hail track moving through. it will not make it into delaware, but still interesting enough. we do have lightning strikes
